2 NERIS Platform Origin & Activities Origin: EURANOS European Research Program between 2004 and General Objective: Improve the coherence and efficiency of planning for and response to any European radiation emergency and long term rehabilitation situation. End of the EURANOS program: willingness of the partners involved to create a unique European Technology Platform on preparedness for nuclear and radiological emergency response and recovery. Creation of the NERIS Platform in Activities: Working Groups Training Courses Users Groups Topical Workshops Dissemination Activities (Website, Newsletters ) 1
3 The European Platform on Preparedness for Nuclear and Radiological Emergency Response and Recovery Why NERIS? Real need and desire to maintain the collaboration momentum gained during the EURANOS project in Tendency of the EC to aggregate R&D activities in Europe under larger platforms (Technology Platforms) Mission orientation of the platforms: European need, challenge or problem, rather than simply seek to implement a technology. That is to say, the focus must be on the overall innovation challenge, including its social- economic- legislativepolitical- implementation aspects, rather than only the technological issues (EURAB , European Research Advice Board) 2
4 Why NERIS? Emergency management includes all these aspects (social, economic, legislative, political and implementational, and also technological) Europe: an array of countries with various cultural backgrounds and differences in administrative culture and legislation Europe needs more coherent response to nuclear emergencies Events/accidents of concern: Radiological events with radioactivity release; Nuclear severe accidents; malevolent dispersal of radioactivity, etc. 3
5 Organisations of the NERIS Platform To date, 43 organisations from 26 countries have already joined the Platform which comprises national and local authorities, technical support organisations, professional organisations, research institutes, universities and non-governmental organisations. 4

7 Vision of NERIS by 2015, the self-sustaining association for development of the joint European approach in responding to and recovering from nuclear and radiological emergencies exists, and by 2020, all European organisations being members of NERIS are sharing common views and common approaches and developing and using compatible technology and methods for consequence management of the emergencies 6
8 Mission of NERIS Build confidence in capabilities of the key players and used methods in management of nuclear and radiological emergencies in Europe among European citizens and decision-makers; Encourage European, national, regional and local authorities, technical support organisations (TSOs), operators, professional organisations, research institutes, universities, non-governmental organisations (NGOs), and national and local stakeholders to co-operate to achieve the vision; facilitate access to expertise and technology and maintain competence in the field of management of nuclear and radiological emergencies for the benefit of European countries and citizens. 7
9 NERIS Platform Objectives Improving the effectiveness of current European, national and local approaches for preparedness concerning nuclear or radiological emergency response and recovery. Promoting more coherent approaches in preparedness for nuclear or radiological emergency response and recovery throughout Europe. Identifying gaps and needs for further developments in preparedness for nuclear or radiological emergency response and recovery. Addressing new and emerging challenges in the field of preparedness for nuclear and radiological emergency response and recovery. Maintaining and improving know-how and technical expertise in preparedness for nuclear or radiological emergency response and recovery among all interested stakeholders in Europe. 8

11 NERIS Platform Operation General Assembly: Yearly meetings: First in Helsinki in June 2010; Second in Paris in May 2011; Third in Glasgow in May Management Board, chaired by Raimo Mustonen (STUK, Finland): Define the work program. Meetings every 4-6 months (some by teleconference) R&D Committee, chaired by Frank Hardeman (SCK-CEN, Belgium): Identify the new area of interest and elaborate the strategic orientation of the NERIS Platform. Secretariat, operated by CEPN (France): In charge of the technical administration and information dissemination (website, newsletters, etc.). Exchange information / cooperate with other networks that work on similar issues [e.g. NEA WPNEM, HERCA (RP authorities) and ALLIANCE(radioecology)]. 10
12 Working Groups (1) Working Group on «the practical implementation of the ICRP recommendations» with the following objectives: Exploration of the implications of these recommendations Use of operational intervention levels (OILs) and emergency action levels (EALs) Definition of criteria for implementation/lifting of countermeasures Use of Reference levels of residual doses in decision making Optimisation principle in emergency exposure and existing exposure situations Development of guidance on how to adapt existing Decision Support Systems to the new approach proposed by ICRP. 11
13 Working Groups (1) First meeting in November 2010 in Paris, France: 22 participants from 14 countries Introduction to ICRP 103, 109 and 111 Presentation of international initiatives: Germany, exploring the needs to modify basic safety document based on new international recommendations Finland, preparing new guidelines for protective actions United Kingdom, preparing new advice based on ICRP 103, 109 and 111 Discussion about the modelling needs Organisation of the first NERIS Workshop in Bratislava in February
14 First NERIS Workshop First NERIS Platform Workshop on "Preparedness for Nuclear and Radiological Emergency Response and Recovery: Implementation of ICRP Recommendations : Organized by the Slovak institute for nuclear power plants applied research and operational support (VUJE) in cooperation with the International Commission on Radiological Protection (ICRP). February 6 th and 8 th 2012 in Bratislava (Slovak Republic). Objectives: provide a forum for discussion and sharing of experiences on the implementation of ICRP Recommendations into international, European and national standards and guidelines and in the existing decision support tools. 13

Topical sessions: ICRP recommendations and their application Methodological aspects and updates of computational models Case studies on national experiences Break-out Groups: Regulatory challenges in the preparation for an emergency Practical implementation of countermeasure strategies and their optimisation during an emergency Practical implementation of countermeasure strategies and their optimisation in existing exposure situations Societal and communication issues The Final NERIS Workshop will be held in Norway in January
16 Working Groups (2) Working Group on «processes and tools for emergency and rehabilitation preparedness at community level» with the following objectives: Exchange of experiences on local-national cooperation and stakeholder engagement in developing emergency and recovery strategies, Adapt or develop user-friendly processes and tools to assist communities in preparing for local cooperation, Test the processes and tools developed in national or international exercises, Organize seminars on lessons learnt. 15
17 Working Groups (2) First meeting in November 2010 in Paris, France : 26 participants from 13 countries and NEA Presentations on preparedness initiatives: All phases of an accident considered: crisis, transition and late phases. Focussing on various topics: water management, management of industrial areas, agricultural products management, urban decontamination, etc. Some examples: Norwegian experience: workshop for authorities, organisations and institutions responsible for late phase countermeasures and safe food production. French CODIRPA experience: development of a legal and regulatory framework with the involvement of stakeholders. Workshops on emergency preparedness in Slovak Republic with a stakeholder panel. Next meeting in November 2012 in Oslo, Norway (FAIRDO participants will be invited) 16
18 Working Groups (3) Working Group on «Contaminated Goods» with the overall objective: contributing to the development of strategies, guidance and tools for the management of the contaminated products, in particular foodstuffs, taking into account the view points of producers, processing and retail industries and consumers. The reflection should take into account the experience of several countries after the accidents of Chernobyl and Fukushima. Identified issues are the following: The assessment of internal dose associated with food and drinking water consumption, its surveillance and management at the local level, cross-border aspects, etc. The identification of elements for a strategy aiming at the protection of the population (according to space and time) and ensuring the quality of the products. Among these elements is the definition and role of reference levels/mpls for consumption or criteria for trade, and their evolution with time in a long-term situation as well as monitoring issues and tools, Language elements regarding radiological quality of foodstuff for the population, The impacts on trade (local or international) for low and very low contaminated foodstuff/feedstuff and goods. 17
19 Users Groups Users group of decision support systems/operational tools: RODOS Users Group (RUG) ensuring that the needs of end-users of the RODOS system (Realtime Online Decision Support System for nuclear emergency management) are adequately considered in the development of the RODOS system. Yearly meetings. Other users groups are welcome to be supported under the umbrella of the NERIS Platform. 18

21 Strategic Research Agenda of NERIS Atmospheric & aquatic modelling Needs for improvement Key Topic 1: Atmospheric dispersion modelling Key Topic 2: Aquatic dispersion modelling Better dose assessments and decision support based on improved knowledge: source term, scenarios, etc. Key Topic 3: Improvement of existing Decision Support Systems Key Topic 4: Data mining, information gathering and exchange including providing information to stakeholders and mass media Key Topic 5: Usage of the existing tools in the best possible way Stakeholder involvement and local preparedness and communication strategies. 22 NERIS-TP Research Project 3 years project launched in February 2011 in the context of the 7 th Euratom Research Framework Programme. 19 partners involved from 13 countries. Coordinated by the Karlsruhe Institute of Technology (KIT). Objectives: Solve urgent research needs such as the implementation of the new ICRP recommendations in the simulation models, the coupling of decision support systems such as ARGOS and RODOS to early notification systems and carry out research activities to improve emergency management on the local and the national level. Support the operation of the NERIS Platform in order to make it sustainable in the long term. 21
23 PREPARE Research Project Innovative integrated tools and platforms for radiological emergency preparedness and post-accident response in Europe 3 years project to be launched in 2013 in the context of the 7 th Euratom Research Framework Programme. 24 research organizations; 13 nuclear emergency management governmental organizations; 8 SMEs; 1 industry partner; from 20 countries. Coordinated by the Karlsruhe Institute of Technology (KIT). 22
24 Training courses The NERIS Platform also supports the organisation of training courses Training course on Preparedness and Response for Nuclear or Radiological Emergencies : Organised by SCK CEN. Next edition: 1-5 October, 2012 in Mol, Belgium. Main objective: provide fundamental knowledge and practical advice to all those involved in emergency planning and response. Includes: principles of intervention; radiological evaluations; decision-support tools; different aspects of planning and organisation in off-site emergency response; economic, social and psychological impacts, etc. Special session on Fukushima accident 23
25 Training courses Training course on Preparedness for Nuclear and Radiological Post-Accident Rehabilitation : Organised by CEPN.
