A full-scale urban laboratories, proving ground for inventing, prototyping, analyzing, assessing and marketing new ICT technology applications Incremental, radical and disruptive innovation ENoLL helps with Transnational pilots to mainstream and scale up Crosscutting ICT and LLs for systemic transitions leading to an inclusive, safe, resilient and sustainable smart city development Users as actors not factors! Users as consumers and prosumers! Capturing the needs of a broader range of users ensures a higher rate of inclusion of the technology, LLs Collaborate with lead users and vulnerable users or users at-risk parts of the society who otherwise might be excluded. LLs Provide Equal learning and Capacity building opportunities LLs Create trust -capital impact on all sectors of the economy LLs shortens time between digital development and market deployment ICT and Living Labs can be utilized as a tool for measuring and changing behaviour towards sustainable actions of consumers

5 What and How LLs creating shared meanings and value Living Labs are defined as user-centered, open innovation ecosystems based on a systematic user co-creation approach. They integrate research and innovation processes in real life communities and setting, placing the citizen at the center of innovation. Living Labs have in this way demonstrated their ability to better mould the opportunities offered by new ICT concepts and solutions to the specific needs and aspirations of local contexts, cultures, and creativity potentials. Living Labs are also characterized as Public - Private-People Partnerships (PPPP), meaning that they emphasise a multi-actor and multi-stakeholder approach to innovation processes. A Living Lab employs four main activities: Co-creation: co-design by users and producers Exploration: discovering emerging usages, behaviours and market opportunities Experimentation: implementing live scenarios within communities of users Evaluation: assessment of concepts, products and services. 10 Commissioner Moedas Vision for 2030 The year is Open Science has become a reality and is offering a whole range of new, unlimited opportunities for research and discovery worldwide. Scientists, citizens, publishers, research institutions, public and private research funders, students and education professionals as well as companies from around the globe are sharing an open, virtual environment called The Lab. 11 ENoLL s Vision: Collaboratory Europe needs a Pan European Large-scale Open Innovation Ecosystem, a Collaboratory. That is not only about research for innovation but rather about participative RDI work of experimenting for innovations and their diffusion through scalable RDI activities including pre-market experimentation, piloting and testing for new open ecosystem-based technologies, services, and businesses. This may include new digital, cloud and other technology platform-based innovations. When doing so, we propose to enter into experimentations in action; they take place in real-life social and economic practices. RDI in Practice. 14 By 2030, ICT will provide benefits across the triple bottom line, from reducing CO 2e and resource use, to generating additional revenues, cost savings, as well as wider societal benefits.

23 EXAMPLE LARGE-SCALE PROJECT SynchroniCity by Imec Driven by cities, backed by industry, delivering a global market, together SYNCHRONICITY is an ambitious initiative to deliver a digital single market for IoT-enabled urban services, in Europe and beyond. The goal is to deliver common, co-created IoT-enabled urban services that meet citizen needs in a global market, and to create an environment of evidence-based solutions that can easily be used in other regions.

29 Living Labs: ensuring sustainable ICT solutions Living Labs can provide a unique opportunity to study the integration of demand based energy offerings and related services in combination with smart appliances and lowenergy heating and lighting solutions. Complex home control technologies, computers and internet are becoming an integral part of the home environment, thus the influence of information technology on user practices at home is strongly increasing. Developing interactive designs and smart systems (smart meters, smart grids) that can encourage and support home dwellers in saving resources. Christa Liedtke, Maria J. 30 EXAMPLE Digital Urban Living Lab Digital Urban Living Lab (DULL) is a collection of several living lab installations in different physical locations and targeting different sectors. Digital Urban Living DUL has developed and tested a number of large-scale interactive urban media platforms, from media façades to new forms of civic communication and digital journalism The Insero Living lab The Insero Living lab is a platform to test and develop new technologies and business models in a user-based environment. Real-life users (ranging from private consumers to public administrators) live with the solutions and deliver direct and indirect feedback on their experiences, habits and needs.
