5 08:00-17:00 REGISTRATION Salón de Cristal 08:30-10:30 PANEL C: Experiences in shaping and implementing Electricity Markets and II Moderator: Dr. Rolando Nieva Gómez, Instituto de Investigaciones Eléctricas, México Summary: The trend in the electricity industry is deregulating the vertically integrated utilities undertaking the opening of the generation, transmission and distribution to private investors. This new scheme to plan and operate power systems gives rise to a whole new set of business transactions of electricity. What previously controlled by the vertically integrated industry pricing power in cost of service, is now subjected to competitive market forces, where the forces of demand and supply interact, resulting in a dynamic and uncertain behavior price of electricity. With deregulation have appeared wholesale energy markets, which attract different buyer s agents and sellers of energy, which is the formation of an equilibrium price for a given amount of energy. Other challenges present within the electricity markets are to answer questions such as: What will the demand of users?, What water resources are expected?, what will the price of fuel?. Moreover, the wind resource in the operation of power systems is becoming more present. Another key part in the operation of power systems is the establishment of purchase and sale of power outside producers, the ultimate question is: At what price buy energy that I cannot meet?, or at what price to sell my surplus energy?. These and other relevant aspects of the topic will be discussed in this session TOPIC C1 TOPIC C2 TOPIC C3 TOPIC C4 10:30-11:00 COFFEE BREAK, SALON: Frida I 11:00-12:30 PANEL D: The vision of the EMS and DMS systems in the XXI century and II Moderator: Ing. Gustavo Villa Carapia, Comisión Federal de Electricidad, Summary: In recent years there have been a number of factors that have generated the need for significant changes in the operation of electrical transmission and distribution systems. This session examines such factors and how they as have affected operation practices of such systems. Since the regulatory framework, particularly in the area of cyber security, to hatch control devices and distribution channels, through the effect of technological advances, approval policies, implementation and use of renewable energy, the emergence of smart grid concepts and advances in the area of automation, will be reviewed in relation to the impact they have produced in the operation of the systems. The session also includes a detailed overview of the market situation SCADA, EMS and DMS systems,
6 including its history, profile and the current offer the suppliers of those systems considered concerning the international market. Trends by presenting examples of some projects in the area of smart grids in the vicinity of the administration and operation of transmission and distribution systems are also discussed. Céspedes Gandarillas, RConsulting, Colombia Summary: A significant amount of electricity sector challenges are common to most countries in the region. For example the attention of the entire population with electric power, the reliability of electrical systems, the competitiveness of the sector that includes the reduction of losses both technical and non - technical, minimizing the impact on the environment to name a few are challenges common to most of the countries of the region. Innovative solutions based on smart grids are possible by adding the possibilities of the technology available with electrical devices for communication and computer technologies. The panel focuses on the progress made in key areas in the region to jointly explore best practices, logistics of implementation and results available as well as the projection of the same for solutions in the medium and long term. We explore incentives and barriers that make it a natural part of the environment in which they develop these innovative practices.
