1 Strategic Relations Strategic Relations The IIE disseminates and promotes the scientific know-how it develops in the electric power and energy sector, and promotes strategic bonds among its different participants. For this task it is supported by several departments which contribute to the connection, promotion, technical dissemination and commercialization of its results. Planning and Information The Balanced Scorecard tool, created by the institutional strategic map, objectives, indicators and strategic initiatives, was used to outline institutional strategic execution based on the Institutional Strategic Plan, through Strategic Analysis Reunions (RAE), during which the Board of Directors participated and recommendations were made for an improved institutional performance. During this year and as a result of a Federal Executive initiative, a Program for the Improvement of Mediation was created as a strategy of the National Development Plan, focusing on mediumterm improvement, which systematically guides public institution mediation in the achievement of results. The 2009 Performance Agreement was created, continuation was assured and a proposal for a Results Based Management Agreement was incorporated. These are tools established by the Federal Government for the purpose of defining performance commitments, in this case between the Institute and other entities such as CONACYT and the Energy, Treasury and Public Credit, and Public Duty Ministries. 33

2 Careful sequencing was provided to the Annual Projects Portfolio, charged to the CFE contribution fund, in accordance with the Regulatory Framework agreed to between this entity and the Institute in October As a result of benchmarking studies that have been carried out in collaboration with other national research centers, the Institute has obtained a comparative analysis from performance indexes which allows it to preliminarily position each participating entity and to identify growth trends for the last four years. We promote technological and scientific endeavor, establishing strategic alliances. As part of the Knowledge Arrangement process, the aim of which is to develop, maintain and increase intellectual capital for exploitation and the generation of competitive advantages, both the Technological Memory and Practice Community modules are now in operation. Performance Evaluation The Institute s staff of researchers was composed as follows: 101 researchers holding doctorate degrees, 202 holding master degrees, and 229 holding graduate degrees, making a total of 532 researchers. In graduate programs, 9 researchers were studying master or doctorate degrees in national and international institutions. Meanwhile, 116 international technical event presentations were given, and 51 papers - reviewed journals were published. 34

Within the Massachusetts Institute of Technology (MIT) established program, a female graduate scholarship holder from said institution, carried out a technical internship at the CFE installations. Graduate Studies Center As far as the Graduate Studies Center is concerned, the State of Morelos Education Minister and other Education Ministry authorities signed the Commemorative Act and the execution agreements for five Specialties and five Master Degrees. Specialized alert and update requirements were handled by 3453 CFE engineers by means of the production and sending out of six issues of the publication: IIE REFERENCES (REFERENCIAS IIE) covering 17 topics each. Services were also provided in relation to the operation, management and services and collection development of CFE Hydroelectric Projects Coordination Information Center which deals with 1182 users. As a national member of the Energy Technology Data Exchange (ETDE), 2036 national users were handled and the 31 st edition of the ETDE executive Committee Annual Reunion was organized. Commercialization The presence of the Institute at specialized forums relating to the energy sector was maintained. These forums were organized by CFE, PEMEX, the National Chamber for Electrical Manufacturers (CANAME) and the Mexican Executives Applied Research and Technological Development Association (ADIAT), among other institutions. The traditional and potential presence of clients was maintained through visits to installations and through IIE visits to their delegations. During these events, opportunities for cooperation were analyzed, carrying out ad hoc presentations of the Institute s products and service capacities. Four Master Degree graduates took their examination degrees and the Graduate Studies Center began procedures for registering itself as an education institute with the Education Institution Department of the General Professions Directorate of the Public Education Ministry (SEP). Technological Information Technological information services were offered to national electric and energy sector enterprises, as well as to similar Latin American organizations. 35

4 Furthermore, the offer continued to the energy sector s scientific - technological community of the NOTISEL weekly news service. IIE research areas were encouraged to negotiate far-reaching agreements with diverse clients, as well as with institutions that support scientific research and technologic development. Alliances with industrial partners for the commercialization of IIE products and services are encouraged. In particular, a technology transfer agreement was signed with a national company for the manufacturing and commercialization of resonant transformers. Business began with a worldwide organization for providing current transformer diagnostics as a joint venture in Central America. International Relations IIE welcomed the visits of various personalities such as the Projects and Planning Director for the Latin American Energy Organization (OLADE), a delegation from the Economics Affairs Council, as well as from the Health, Technology, Science and Environment Department of the North American Embassy in Mexico City; the General Electricity Director from the Natural Resources and Fauna Ministry of Quebec Province; the Executive Director from the CIER Colombian Committee and the CIER Generation and Transmission International Coordinator (Regional Energy Integration Commission), all for the purposes of strengthening relationships and present cooperation capacities. The visit by Carlo Rubbia, 1984 Physics Nobel Prize, was outstanding. He is an advisor for the Latin America and Caribbean Economic Commission (CEPAL), and was accompanied by a delegation from this organization, with the aim of providing the Institute with his experience of renewable energy sources and his first-hand knowledge on this matter. 36

5 At meetings of the General Directorate Executives for International Affairs for the Energy Ministry (SENER), concerned mainly with the Institute s capacities in relation to Renewable Energy Sources and Energy Efficient Use, collaboration alternatives were defined with international bodies and institutions from other countries such as the National Renewable Energy Laboratory (NREL) from the United States of America, the International Cooperation Japanese Agency (JICA) and the Bolivia Hydrocarbon and Energy Ministry (MHE). Relevant negotiations were carried out in order to register the IIE as a Cuban Government supplier for the ENERGOIMPORT project, as a result of the providing of technical supervision and the installation of a thermoelectric generating plant simulator for the Electric Union of Cuba. The Institute also played an active role as co-organizer and host of the 62 nd Meeting of the Executive Committee of the World Association of Industrial and Technological Research Organizations (WAITRO), and the Networking Session: Research Technology Organization as a Nucleus for Creating Innovation and Commercialization Success in Latin America and the Caribbean, where national entities and regional representatives of Africa, Asia, the Middle East, Europe, Latin America and the Caribbean, participated. The National Council for Science and Technology (CONACYT) and the Foreign Relations Ministry approved a project submitted by the IIE for The conformation of a National Contact Point for the Energy Sector: Hydrocarbon and Alternative Energy Sources to promote International Cooperation in the Mexican Scientific Community with regards Technological Development and Research Areas, supported by ABROAD Mexican Talent Networks. The presence of the Institute was maintained in specialized energy sector related forums organized by CFE, PEMEX, CANAME and ADIAT, as well as through traditional and potential clients by means of visits to their installations and by visits by their delegations to the IIE. The Institute s Executives and specialists actively participated in events such as: the European Wind Energy Conference and Exhibition (EWEC), the European Wind Energy Association, which took place in Marseille France, in the ENERGYBIZ Leadership Forum in Washington D.C. and in the 69 th INFODAY of the Foreign Mexican Talents Network, organized by the Foreign Mexicans Institute, an entity dependent on the Chancellery. 37

Negotiations have begun with a transnational enterprise for the joint offering of transformer diagnostics abroad, and an agreement was signed with a domestic appliances manufacturer in order to include intelligent electric energy network interaction functions in its appliances. An agreement was signed with the Mixed Fund for the Encouragement of Scientific and Technologic Research CONACYT State of Nuevo León, for the establishing of the IIE Campus Monterrey. Publications Department The IIE participated in 12 national technical exhibitions and congresses including the 2009 International Industrial Energy Fair and Congress, which took place in Guanajuato, Mexico and which was outstanding. The Institute demonstrated its technological capacities in the Renewable Energy area. Four issues of the IIE Bulletin were provided in relation to topics such as: Control Systems and Training, Electrical Equipment, Network Analysis: Electrical Systems Planning and Operation, and Climate Change. Furthermore, the 2008 Annual Report was issued, highlighting the year s most relevant projects and its importance and benefits to the electric sector. Patents and Intellectual Property Rights To this day, the IIE has 38 patents in force and negotiations are continuing in order to speed up 24 pending patents. It also holds the Instituto de Investigaciones Electricas (IIE) trade mark. Seven new patents were presented for consideration and 4 new ones were awarded. Fifty two intellectual property rights were registered, making a total of 520 records. Computer Infrastructure Modernization of installed computer equipment continued and the Institution s back-up system was improved. A tool for network services, and web site monitoring was developed. This tool optimizes failure detection during service interruptions and provides solutions during any such failure. Combining efforts and working as a team for a more competitive IIE. 38
