2 PERCENT FOR ART PROGRAM Direct Purchase Prospectus 2009 The Wisconsin Arts Board is currently seeking images of original fine art, in a variety of mediums by Wisconsin artists to purchase for state facilities through the Percent for Art's Direct Purchase Program. Based on the evaluation of the pilot online Direct Purchase Gallery in , several significant changes will occur with this round of Direct Purchase. These changes include: 1 2 The online Direct Purchase gallery will remain open for an extended period and agencies will be able to select artwork(s) as the projects occur, rather than waiting to accumulate a certain number of projects. This means that we must change how the Direct Purchase Gallery will function and how we will select artwork for inclusion in the online gallery. Wisconsin artists are invited to submit ten images of art work in consideration for the Direct Purchase. Selection will be based on the strength of the artist's body of artwork as a whole, rather than selecting individual artworks. As projects eligible for Direct Purchase become available, these state agencies will access the online Direct Purchase Gallery and make their selections. This means that the online gallery will be available much longer than the previous condensed time period. We understand that artists may not be able to refrain from selling artworks listed on the Direct Purchase Gallery over this longer time period. As a result, the artist whose body of work is approved for the gallery will be responsible for removing sold images and uploading new images available for purchase on an as-needed basis. This is the rationale for selecting artwork based on the strength of the artist's body of work rather than selecting individual artworks for the online gallery. 3The entire application process will occur online this time. This means that artists must upload images, complete the required image identification page, and upload their resumes and artist statements - all online. No hard copies, slides or CD's will be accepted during the application; however, slides and a CD will be required later on for documentation purposes should your piece(s) sell. Portal WI will host the online gallery as they have in the past. OVERVIEW for Participating Artists Here is an overview of the new process as it relates to you, the artist Artists will submit all materials online and as we did previously, the images will be pre-screened by a committee and then presented to state agency representatives to choose artwork for their facilities via an online Direct Purchase Gallery hosted by Portal WI. A few projects eligible for Direct Purchase have already accumulated and these projects will have access to the online Direct Purchase Gallery first. When these projects have completed their artwork selections, the Direct Purchase Gallery will remain open to new projects as they occur over the next two years. Artists selected for this new online Direct Purchase Gallery will be responsible for removing images of sold artworks and will be able to replace the sold artworks with similar artworks, replenishing the online gallery as-needed. Artists may post a maximum number of ten artworks at any one time in the online gallery. Please be aware that this Direct Purchase online gallery is separate from the existing Portal Gallery and artworks already on Portal's Gallery can not automatically transfer to the online Direct Purchase Gallery. Interested artists should read this prospectus thoroughly and follow all application instructions carefully. Works submitted that do not fit the specified image size will not be considered until size adjustments are made to meet the application instructions. Eligibility: Eligible artists must have been Wisconsin residents for at least one year and must not be students in a fine arts degree program. Artworks acquired through Percent for Art Direct Purchase will be installed permanently. All work is expected to be on display for a minimum of 25 years. Artworks become part of the state of Wisconsin's growing collection of public art and will be marked with an identifying plaque. 1

3 DIRECT PURCHASE Selection Criteria 1 Strong and consistent aesthetic quality of work submitted: a) Evidence of artistic ability; b) Originality or uniqueness of vision; c) Consistency in terms of artistic inquiry; demonstrated exploration of a concept over time. 2Technical competency and craftsmanship: a) Working techniques and craftsmanship meet the highest standards; b) Use of archival materials. 3The best work in a particular genre of visual art; 4Contributions to the art form: a) Work that goes beyond reiterating personal influences; b) Development of new technical approaches; c) New ways of seeing a subject. 5Evidence of a professional track record and/or exhibition record. Artists should bear in mind that the audience will be broadbased and of all ages, including children and artwork should be appropriate for public display in government buildings. Artwork that is religious, political or sexual in nature will not be considered. APPLICATION Instructions DEADLINE: All steps must be completed online by 11:59pm on September 1st, Read the complete Direct Purchase Prospectus. Review the information gathered from previous Direct Purchase rounds to help you select the work that will be most fitting for potential state facilities. Complete the application process here: After you sign up for an account to access the Online Application, you will then need fill out the required information: 3Submit your completed application. After you have completed your application and have uploaded your images you will need to submit your application to us. Please follow the instructions included with the online application form. the application form. This will include all of your contact information. your artist resume, maximum of 3 pages of text. your artist statement, for your body of work, maximum of 1 page of text. your digital images (10). Dept. of Transportation - State Patrol Headquarters - District Headquarters Dept. of Military Affairs - National Guard Armories and Camps - US Property and Fiscal Office State Historical Society - Historical Museums Dept. of Natural Resources - Ranger Stations - Visitor Centers - Ice Age Interpretive Center - State Forest/Park Visitor Stations - Regional Headquarters Dept. of Veterans Affairs - Veteran Homes - Administrative Centers Art Budgets: Agency allocations will range from $675 to $15,000 UW-System - Dining and Residence Halls - Administrative Offices and Lounges - Nursing Education/Medical Clinics - Libraries - Laboratories - Student Unions/Community Centers - Conference Centers - Aquatics Barn - Health Enhancement Centers - Environmental Stations - Agriculture Technology Center - Engineering & Sciences Buildings SITES and Specifications The general public uses most of these facilities; however a few agencies work with specific populations, such as veterans or children. The majority of facilities have wall space in entrances, hallways and conference rooms, though other available locations include dining, reception, office and lounge areas. Most facilities have small to medium wall space available, ranging in length from 4-12 ft, while some also have larger spaces available (over 12 ft). In general, many of the facilities are interested in artwork that reflects the function/philosophy of the facility in some way. PLEASE NOTE: We do not recommend that artists create works specifically for a facility, as there is no guarantee that the work will be chosen. Primary Function of the Art The following possible functions of artwork have most commonly been identified as priorities for participating agencies. 5 Artistic Style The facilities that have participated in the Direct Purchase Program have predominately been interested in representational, realistic or naturalistic artworks. Some facilities have expressed interest in abstract, impressionistic, non-object, folk/craft art, contemporary, symbolic/conceptual and avant garde styles. Many facilities have indicated that they are open to exploring all artistic styles. Preferred Themes and Subject Matter In previous surveys, facilities identified themes and subject matters that would be most appropriate for their site. The most frequently requested themes for the artwork included landscape, nature and animals - especially those animals found in WI. In addition they were interested in artworks that addressed the following subject matters: history, water scenes, recreation, and the various sciences. Traditionally, a few facilities identified each of the following as priorities: modern art, abstract art, agriculture, architecture, cityscape, children/youth, and portraits. Media The chart below displays the typical interests in media (facilities could select more than one media). This data has been consistent from and is likely to remain the same in the future. Two-Dimensional (2-D) work has seemed to attract the most interest. *Small sculptural objects such as baskets, ceramic sculptures or vessels, glass sculptural objects, small scale sculptures and mobiles may be submitted for consideration. Specific Subject Requests We also noted facility interests that were more specific than the above categories: Wisconsin agriculture, farm humor, logging, the natural environment and natural beauty, education, lifelong learning, technology, communication, military or patriotism, Oneida or Menominee art, sustainability, aquatic life, natural resources, and transportation. 6 RULES AND RECOMMENDATIONS for a Successful Application Once artists are selected for the online Direct Purchase Gallery, they will be responsible for removing artworks sold and uploading new images of artworks for sale. Failure to comply may jeopardize future eligibility for Percent for Art opportunities. The maximum number of images an artist can post in the online gallery any one time is ten images/artworks. Only submit works that are archivally prepared. Both in the creation of the actual artwork and its presentation, the use of self-degrading materials is not acceptable. For example, works on paper should be framed with acid-free matting and backing, and any paper used should be acid-free. Oil painting should be varnished, etc. If you have questions about specific archival preparation for your medium, consult your local museum, framer, or art supply store regarding the costs of such archival preparation. The quality of the images you submit is crucial. Digital images are the primary means by which works are selected. Make sure your images are not too dark. Photograph your work against a neutral background. Any fine art prints and photographs must be part of a numbered limited edition. If your artwork is selected for purchase Artworks that are selected for purchase must be professionally prepared and presented at the time of delivery, including professional archival quality framing where applicable. There will be required paperwork including a contract and documentation materials, which will include slides and digital images saved on a gold archival CD. You are responsible for delivering or shipping the work to the agency acquiring it. The agency will install the work once it is delivered. You will be responsible for removing sold artworks from the online gallery and may replace these artworks with similar new artworks that fit within the program's interest as stated in this prospectus. This is your responsibility; uploading images of work that is appropriate for this program is crucial to its success. You were chosen based on your body of work so it shouldn't be a matter of style, but rather, the content of the piece. Pricing your artwork for Direct Purchase The cost of your work should be slightly higher than the usual price for your works, as it will include costs of preparation and delivery. Use the worksheet below to calculate the price you ask for your artwork. 7 1 FREQUENTLY ASKED Questions I'm a photographer and can print various sizes of my photos. Can I give the agencies the option of choosing a specific size photo? No, you need to choose a single size in which to offer the photos. In addition, all fine art photographs must be part of numbered limited edition I only want to submit work for one specific project. Can I do that? No. All agencies will view your work and will have a chance to select it. Can I send my application materials and images via ? At this time, we're not accepting any digital images, resume and slide list form on a CD or via . All application materials must be submitted online. What if I have a piece that was accepted into the Direct Purchase program, but I sell it to an outside buyer before the program is completed? Since this will now be an ongoing online gallery situation, we understand that this could indeed happen. Therefore we have built into the program the opportunity for artists to remove sold artworks and replace them with new artworks. However, we do ask that you please refrain from selling until after the initial selection process is complete. Once you have work accepted into the online Direct Purchase Gallery then you can make changes by deleting images of sold artworks, and uploading images of new pieces while staying within the 10 image maximum capacity. The worst case scenario is if you sell a piece and not tell us, thereby allowing us to think it is available work. Failure to comply with this request may jeopardize your chance for future Percent for Art opportunities. My artwork was selected by an agency. When do I get paid? Once we have received confirmation from the agency that the artwork has been delivered and we have received all the documentation materials from you, we will process your payment for the artwork. The length of time it takes to prepare a check for you is based on several things: a) How quickly and accurately you complete and return the required documentation materials and W-9 form; b) How long it takes the agency to submit a receipt acknowledging delivery of the artwork in good condition. c) The quantity of artworks that we must process at a given time. Should I submit sculpture? And if so can I submit extra images to better show my sculptures? Nearly all of the facilities participating identify wall space as a possible site for artwork, and are primarily looking for 2-D and studio artwork. Small sculptural objects such as baskets, ceramic sculptures or vessels, glass sculptural objects, small scale sculptures and mobiles may be submitted for consideration. You have a total of 10 images to submit, so make sure they represent you well. There is a limit of one digital image per artwork, and one artwork per digital image. Permanent sculpture appropriate for exterior sites is simply outside the scope and budget of Direct Purchase. Please do not submit sculpture suitable for exterior spaces. Slides are rarely used anymore; do I really need to submit slides for documentation if I sell a piece? Yes, two sets slides are required for archival documentation. The slides serve as the 'hard copy' archival image(s) that are critical for our archival files. There are sites online that will provide free slide copies to digital images. In addition, you must provide digital images on 2 copies of a gold CD. The gold CD provides better long term stability and resists deterioration of the digital images. Gold CD's are also obtained online. Must I submit 10 images, or can I submit less? Since the decisions will be based on the strength of the artist's body of work, you must submit 10 images, no more or no less. It is important to be able to demonstrate a consistent aesthetic quality and craftsmanship in your work. Applications with less than 10 images may not be considered nor selected. 9 How does the pre-screening process work? A jury of 5-7 persons will review all submitted images and screen them for the overall strength of the body of work as a whole and appropriateness for state buildings. The pre-screening panel will select artwork based on the criteria listed on pages # 3 & 4. The pre-screen jury may select all of the artist's images or none at all. 6

8 ABOUT THE PROGRAM Percent for Art Program In 1980 the Wisconsin Legislature enacted a statute asserting that at least two-tenths of one percent of the total construction costs for eligible state building projects be allocated to acquire works of art to be incorporated into the structure or displayed inside or on the grounds of those buildings. Direct Purchase Program Facilities with Percent for Art allocations of less than $15,000 participate in the Direct Purchase Program.
