2 Theme In response to growing global competition, enterprises large, medium and increasingly small-sized periodically evaluate their existing locations while striving to find the ideal ones for doing business more effectively. How do municipal administrations respond to demands and needs of companies, other urban stakeholders and the intensified competition among business locations? Globalisation is a huge challenge to cities leading to a reinterpretation of the municipalities role as a merely administrative unit. Strictly economically speaking, cities represent immobile factors of production. More and more they are facing competitive pressure from mobile factors of production such as companies and human labour. Therefore, active engagement, dialogue and partnerships with many stakeholders are vital. This helps to adapt to changing needs of businesses and people who do business. Partnerships and active location development become even more important when seeking to make this development sustainable that is taking into account social and environmental aspects as well as economic considerations. As a result of the dynamics of globalisation, growth and labour markets are also moving away from the established industrial countries. Europe is looking towards a future with decreasing industrial production. In return, the reduction of industrial production often entails an increase in environmental quality and other characteristics of the quality of living. Conversely, environmental and social problems are likely to increase in the new production locations.
