2 CLIQ Aim: to optimise the benefits of globalisation and innovation to SMEs and entrepreneurs in medium sized towns Objective: to strengthen Local and Regional Authority policy and capacity to support innovation more effectively CLIQ brought together a partnership of 16 organisations from 10 countries, under the leadership of the City of Jyväskylä Finland. Partners were local and regional authorities and innovation service providers (e.g. Innovation centre, business support agency). 1 4

5 Case 1 Regional development challenge Jyväskylä Kangas inclusion of civil society in city planning 27 hectars of land next to the city centre, a former paper mill with a history of 140 years, owned by the city, to be developed into a high-class residential & work place area of the future The case: to test the methods of engaging civil society with the local authority in planning issues as early as possible. Provide citizens ideas for the forthcoming architectural competition and planning process.

7 Results/Effects/Impact Immediate results: 600 people participated:150 people in organised workshops, 200 in private ones; 96 stories, 31 visions, 240 users, 166 comments & 63 ideas on the Uservoice webforum, visits on the website in 2 months Immediate effects: most important themes included in the guidelines of the architectural competition, the whole material collected was attached to it. Long-term impact: entries to the competition, detailed planning to follow it. The same approach disseminated to other areas, also outside city planning. Developed ownership of the city & city space. Change in the planning culture?

8 Case 2: MicroPilotProject CREMONA OPEN INNOVATION DAY Cremona Chamber of Commerce

9 Cremona Open Innovation Day aimed at gathering the four actors of the quadruple helix of Cremona district to participate to a common platform of discussion on local innovation policies and strategies, to exchange ideas and constructive views on the way forward to a sustainable, participated and inclusive innovation process.

10 The steps Selection of well known and appreciated personalities as speakers/testimonials in order to get the best good practices, to improve the linkages between the helixes, to communicate a strong passion about innovation, and attract citizens to participate, from: Regional and Local authorities National Universities Innovative Enterprises International Research Centers

11 The steps The project aimed at testing the involvement of the civil society and response from the other 3 helixes. To this end, it engaged the students of high schools as ideal representatives of civil society. Why the students? they are the backbone and the future of the society the decisions that are taken today will have an impact on their future.

12 Students were inspired by the passion and at the same time critical about innovation views expressed by the other helixes challenge yourself. If you have an idea don t be afraid. Make it real Universities, research centers, authorities and enterprises had to improve their language to be effortlessly understood and facilitate the students in the discussion. I cannot understand what policy makers say!

13 Key-lessons The interaction between the 4 helixes was facilitated by the strong contribution of the students, able to push the discussion and force the other helixes (particularly the authorities and research actors) to expose themselves and respond to queries on how to work together for sustainable and users driven innovation. a clear and understandable language is a critical factor to fill the gap among the different helixes and better proactively involve the participants.

14 Results/Effects/Impact Fully participatory approach of the event by the four helixes and the involvement of out of reach or usually reluctant actors Creation of an event where citizens had the chance to express their view and inquire the policy makers on innovation policies and implementing strategies. Walk the talk! Photo contest for the students on take a snapshot of innovation highly participated and offering brilliant and unexpected views on innovation values. Show the results and the ideas!

15 Conclusions from both cases...and beyond Key success factors: a topic that interests both citizens and the media well known and appreciated personalities as speakers/testimonials to be part of the actions. This attracts and motivates more the 4 helixes to participate good media coverage: visibility, visibility, visibility! great variety of methods to attract & include different people and user groups: politicians, schools, universities, entrepreneurs associations, immigrants, 3rd sector associations, neighbourhood associations, local authorities A good coordinator Direct contacts, easy to participate Walk the talk! A rewarding scheme: show the results!
