4 Code of Federal Regulations 192 and 195 Each pipeline operator must develop and implement a written continuing public education program that follows the guidance provided in the API RP The operator s program must specifically include provisions to educate the public, appropriate government organizations, and persons engaged in excavation related activities on: Use of one-call notification system prior to excavation and other damage prevention activities Possible hazards associated with unintended releases from a gas, hazardous liquid or carbon dioxide pipeline facility Physical indications that such a release may have occurred Steps that should be taken for public safety in the event of hazardous material pipeline release Procedures for reporting such an event
5 CFR 192 and 195 continued Damage Prevention Program: Each operator of a buried pipeline must carry out a written program to prevent damage to that pipeline from excavation activities. The operator s program documentation and evaluation results must be available for periodic review by appropriate regulatory agencies
6 CFR 192 and 195 continued Emergency plans for pipeline operators transporting gas, hazardous liquids or carbon dioxide: Each operator shall establish and maintain liaison with appropriate fire, police, and other public officials to: Learn the responsibilities and resources of each government organization that may respond to a pipeline emergency Acquaint the officials with the operator s ability in responding to a pipeline emergency Identify the types of pipeline emergencies of which the operator notifies the officials Plan how the operator and officials can engage in mutual assistance to minimize hazards to life or property
7 American Petroleum Institute Recommended Practice 1162 Public awareness messages need to provide a broad overview of: How pipelines operate Hazards that may result from activity in close proximity to pipelines Hazards possible due to pipeline operations The measures undertaken to prevent impact to public safety, property or the environment These messages should be coupled with information regarding how pipeline operators prepare for emergencies in a way that minimizes the consequences of a pipeline incident. Public Awareness Programs should address the needs of different audiences within the community and be flexible enough to change as the pipeline system changes or as the public s needs for information change.
8 API RP 1162 continued Public Awareness Programs can provide significant value to the pipeline operator in several areas: Enhanced public safety Improved pipeline safety and environmental performance Building trust and better relationships with the public along the pipeline route Less resistance to pipeline maintenance and right-of-way activities Preservation of rights-of-way Enhanced emergency response coordination Improved pipeline operator reputation
9 How the industry has been handling these regulations Meeting directly with the Emergency Officials at each parish government office Pros: o Interactive, personal and customized to each parish government Cons: o The time and personnel it takes Pipeline Operators to meet with each individual parish government o Conducting the same presentation at their office each year becomes monotonous Group parish meetings Pros: o Being able to convey the message of pipeline safety to multiple parishes at once Cons: o Presentation-style education is decreasing the attendance each year Emergency Officials and Excavators have heard this presentation each year and are becoming bored with the way they are receiving this education
10 Where the industry is heading towards Pipeline safety awareness meetings in a presentation setting are nearing the end of their lifecycle and usefulness. Pipeline Operators are looking for better ways to engage and educate Excavators to reduce 3 rd party damages. Excavators are looking for a better forum to receive the information. Emergency Responders and Excavators learn well and are engaged by hands-on education because that is the setting that they work in.
11 Mock Line Strike: Education Through Demonstration Mock Line Strike and PipelineResponse: This new initiative educates Excavators and Emergency Responders through a live demonstration to show: Safe excavation practices The consequences that can result from unsafe excavation The safe and proper procedures for Emergency Officials to respond to a pipeline rupture The most efficient ways for Pipeline Operators and Emergency Responders to work together to minimize the consequences of a Haz Mat release
