3 Introduction The Ministry of Labour is currently working on a number of initiatives with workplace parties regarding pedestrian interaction with equipment. This presentation will provide an overview of these initiatives, including some of the material that is already available on the Ministry of Labour Website. These initiatives are to further enhance the Ontario Government s, and it s workplace partners commitments to eliminating workplace injuries. Ministry of Labour 3

4 High Visibility in the Workplace The Ministry of Labour produced guideline material providing best practice information related to the use of high visibility apparel in the workplace The guideline was produced as a result of concerns raised during public consultations undertaken for the mining review, as well as identified through a risk assessment exercise being used to feed information into the Hazard Working Group. Poor visibility of personnel who could be struck by vehicles was identified as a high risk hazard The result was a best practice guideline on High Visibility Safety Apparel for Mines and Mining Plants Ministry of Labour 4

5 High Visibility in the Workplace Objectives of the High Visibility Guideline: o To provide information on the selection, use and care of high visibility safety apparel (HVSA) for workers in different mining environments o To reduce the number of incidents involving vehicles and pedestrian workers in mining environments o To minimize the risk of injuries to workers in different mining environments Ministry of Labour 5

6 High Visibility in the Workplace Best Practice Expectations: All workers in pits and quarries, and on surface areas of underground mines be provided, as a minimum, CSA approved class 2 high visibility safety apparel. Workers in mines and mining plants that should be issued CSA approved class 3 high visibility safety apparel as a minimum include: o Surface workers that work in very low light or night time conditions o Any workers in underground environments o Emergency responders Ministry of Labour 6

9 Mining Review The Mining Health, Safety and Prevention Review was launched in January 2014 to conduct a comprehensive assessment of current and emerging occupational health and safety issues in Ontario Mines The review has sought the input, advice and expertise of the mining sector The review has also sought a broader public input through consultations and written submissions From the input and submissions key issues were identified and were shared in the Mining Review interim report Ministry of Labour 9

10 Mining Review Key issues raised included concerns with the line of sight of large equipment, and new technologies specifically designed to protect workers in underground mines Stakeholders recommended that the health and safety system make new safety focused technologies known to the industry Stakeholders also suggested that the health and safety system look for ways to share safety advances in one sector with others Ministry of Labour 10

11 Proximity Detection Subcommittee The purpose of the Proximity Devices Sub-Committee work is to provide advice to the Mines Legislative Review Committee(MLRC) on the types of proximity devices that are available How these devices could be used to mitigate risks associated with hazards resulting from restricted visibility available to the operators of large haulage vehicles The subcommittee is composed of Employer and labour representatives as well resource representatives from Laurentian University(School of Human Kinetics) Ministry of Labour 11

12 Proximity Detection Subcommittee The MLRC subcommittee participated in 6 presentations delivered by suppliers/manufacturers of Proximity detection. These presentations provided an overview, and demonstrations of some of the technology available today Subcommittee is currently working on a report for the MLRC which would provide an overview of the existing and emerging proximity detection The report may include recommendations to MLRC on further work, developing guideline material, or recommendations to amend Regulation 854 Ministry of Labour 12
