With the development of science and technology, the economy increase gradually from relying on the labor, the investment of capital and the low level overlapping production to growing by the science and technology progress to achieve reasonable allocation of economic resources to improve the productive forces. The upgrading of industry structure and the progress of science and technology are supplementing each other. This paper evaluated the development of the industry structure system and the progress of science and technology system separately by the principal component analysis, then using the regression analysis to achieve the quantitative analysis and qualitative analysis of the synergy of the two systems. This paper also uses the data analysis to achieve the cooperative development situation between industry structure and the progress of science and technology system of Shanxi province. Introduction The industry structure and the progress of science and technology are interdependent. The progress of science and technology can cause the cost falling of goods, reduce the consumption of resources and promote the upgrades of consumption. These effects in turn promote the adjustment and upgrading of the industry structure, make the allocation of resources more reasonable and promote the progress of science and technology. This article, demonstrates whether Shanxi economy in developing industry structure and the progress of science and technology is coordinated development and promoting each other through the practical data. Analysis method Selection The principal component analysis is invented by Hotelling in 1933.This method uses lower-dimensional thinking and transforms various indicators into a few composite indicators. If the special value in principal component is greater than 0.5, then it will be used as a standard feature, to extract the main information data. The comprehensive development index of the two systems can be made by summing all the main components in different weights. When relationship between variables is Non-deterministic, some variables are used as independent variables, other dependent variables changed when the independent variables changed. Relationship between Industry structure and science & technology progress is not unidirectional causal relationship, but two-way causal relationship that influence and interact each other, Comprehensive development coordination values of the progress of science and technology system can be achieved by the condition of regarding the industry structure as the dependent variable and the technological progress as the dependent variables, Then, comprehensive development coordination values of the industry structure system can be also achieved[1]. (1)The proportion of the tertiary industry to GDP,V1; ()The proportion of employees in tertiary industry,v; (3)The proportion of industry value-added,v3; (4)The proportion of manufactured goods exports in total exports,v4; (5) Hoffman scale factor,v5; (6) Technology-intensive degree,v6; (7)The proportion of the Primary industry to GDP,V7; (8)The proportion of employees in primary industry,v8. Hoffman scale facto, the proportion of the Primary industry in GDP is inverse indicators to the Proportion of employees in primary industry. The synergy analysis of industry structure and the science & technology progress on Shanxi province To analyze the coordination of industry structure and the science & technology progress on Shanxi province, firstly, the principal component analysis is used to conduct a comprehensive evaluation of structure and the science & technology progress on Shanxi province, then regression analysis method is used to describe quantitatively coordination between them. Indicator standardization Z-score formula is used to standard the data to eliminate the influence account for different dimensions. After standardization, the average number of the original variable is zero, the variance is one. Evaluation systems on industry structure and the science & technology progress on Shanxi province The data selected locate from 000 to 008 years. SPSS software is used to dispose the data of two systems to identify the main components and weights, then weight and sum the data to achieve development index of both the industry structure system and the science and technology progress system. (1) The comprehensive industry structure development index is defined as dependent variable and the science and technology progress development index is defined as independent variable. According to Hermann Haken's book synergetics: Theory and Applications, the degree of synergy between Shanxi industry structure and the science and technology progress can be obtained from qualitatively analysis.
