1 RESTRICTED GENERAL AGREEMENT ON TARIFFS AND TRADE 1 November 1971 Limited Distribution Original: English SECOND CERTIFICATION OF CHANGES TO SCHEDULES Schedule XXX - Sweden The permanent delegation of Sweden has transmitted the following communication to the secretariat. 1. The attached lists1 of rectifications relate to the Swedish Schedules contained in the Declaration of the Provisional Accession of the Swiss Confederation, the Ninth Protocol of Rectifications and modifications, the Protocol to the Ge-neral Agreement on Tariffs and Trade embodying the results of the Tariff Conference and the Geneva (1967) Protocol. The Explanatory Notes2 set out the effect of the rectifications. 2. These rectifications are consequent upon a number of amendments to the Brussels Nomenclature contained in the recommendation of the Customs Co-operation Council of 9 June The amendments to the Nomenclature, which will come into effect on 1-January 1972, mainly correct anomalies in classification which have come to light since the introduction of the Nomenclature; they have necessitated a number of changes in the Swedish tariff which is based on the Nomenclature. Many of the amendments to the Nomenclature alter the wording of headings without affecting the classification of any goods; other amendments to the headings or to the Section and Chapter Notes which govern the scope of the headings have the effect of changing the classification of goods from one Nomenclature heading to another. 3. It has not always been possible to judge the exact effect of changes in classification. Wherever it appears likely that the changes affect a significant volume of trade in the goods concerned, a new item has been introduced into the Swedish GATT Schedules to maintain existing bound rates. Over the rest of the field, no action has been taken, on the ground that the position is obscure and any minor losses are likely to be counter-balanced by minor gains. If, however, any contracting party finds that its trade in a particular product subject to these amendments and subject to a GATT concession is adversely affected, it should notify the Swedish delegation. If no objections are notified to the secretariat within sixty days from the date of this document, the rectifications to Schedule XXX - Sweden will be considered to have been approved and will be incorporated in the Second Certification of Changes to Schedules. 1See Annex II (in English only). 2See Annex I.
