1 SCOPE OF SERVICES FOR STAGE 1 TECHNICAL ASSESSMENT TO DETERMINE THE COMPATIBILITY OF THE DEVELOPMENT OF AN ELECTRICITY INTERCONNECTOR FACILITY WITH AIRFIELD OPERATIONS AT DAEDALUS AIRFIELD, LEE_ON_THE_SOLENT
2 Introduction and Principles of the Study National Grid Interconnector Holdings ( National Grid )) and Fareham Borough Council are seeking to enter into a binding agreement to enable the development of an electricity interconnector at Daedalus airfield, Lee-on-the- Solent. National Grid is the British promoter of a 1000MW high voltage direct current (HVDC) electricity interconnector between the French and British transmission systems. The project is commonly known as IFA2 and is being developed jointly with Reseau de Transport d Electricite (RTE), the French transmission system owner and operator. IFA2 will consist of two HVDC converter stations of similar construction, one sited in each country. The converters are connected by 2 HVDC cables underground and subsea in a defined cable route. There is also HVAC cables connecting the converter stations to the existing electricity transmission grid infrastructure. In GB, the converter station will be sited to the north east of Daedalus airfield (see figures),with HVDC and HVAC cables proposed to be routed in the same cable corridor to the west and north of the main runway (5/23) to avoid existing development areas of the Enterprise Zone, and to avoid foreseeable development areas that Fareham Council has outlined in its document Daedalus: A Vision and Outline Strategy, 2015.

5 Daedalus Airfield is owned by Fareham Borough Council and operated by Regional and City Airports Management Ltd (RCAM) and is licensed by the CAA. The airfield is contained within the Solent Enterprise Zone led by the Solent LEP (Local Enterprise Partnership), Fareham and Gosport Borough Councils, Hampshire County Council and the Homes and Communities Agency (HCA). It is Fareham Council s intention to develop the airfield for both airport related uses and for commercial development, possibly including extension of the runway to expand airport usage. Before embarking on the proposed development, both National Grid and Fareham Borough Council (as landowner of Daedalus) want to assure the compatibility of the proposed interconnector development with the operation and development of the airfield and enterprise zone. This is a landowner assessment, and not a planning authority assessment.
6 The first principle we are seeking to demonstrate is that the proposed facility once built can co-exist with the existing airfield without affecting safe airfield operations. The second principle we are seeking to demonstrate is that the proposed facility once built can co-exist with future airfield developments without affecting safe airfield operations. The third principle we are seeking to demonstrate is that the proposed facility once built can co-exist with Fareham Council s intentions as landowner for development within the Enterprise Zone. Accordingly, this assessment will be split into three separate stages of work; initially this scope of works is to cover the first stage only, with the second and third stages to be future work. The overall objective of the assessments is to allow both National Grid and Fareham Borough Council to have the confidence that the IFA2 interconnector development can co-exist with both airfield and Enterprise Zone aspirations. Where constraints or risks to this objective are identified the client team will want to be advised as soon as they are identified during the process, ahead of completion of the final report. Existing Airside Occupancy Adjacent to the airport, and within the area of potential impact to be considered by this study, is the Maritime and Coastguard Agency s (MCA) central south coast search and rescue facility and helicopter base, which uses the airfield for its operation. Existing occupiers of airside facilities at the airport include: Aerotech Solent Atlas Helicopters Bournemouth Avionics Britten Norman Hampshire Aeroplane Club Lee Bees Model Aircraft Flying Club Lee Flying Association Nason Energy Phoenix Aviation Portsmouth Naval Gliding Club Solent Microlights
7 Existing commercial occupancy (non-airside) List to be provided at relevant time, not to be considered for the stage 1 scope Proposed airside developments To be considered for stage 2 of the report, not for stage 1: Runway extension to the north to enable small commercial passenger traffic Marketing the airport facilities for more private jet, drone and other traffic Developing the control tower (including equipment and services offered) to enable expansion and increase facilities available to users Provision of runway lighting (AGL) to extend hours of operation and usage Addition of NAVAIDs including possible precision approach and GPS equipment Airfield and hangar development Proposed commercial developments (non-airside) To be considered for stage 3 of the report, not for stage 1: Light industrial, office and associated commercial uses, including both air and non-air related technologies Possible expansion of Cemast Possible expansion of the Innovation Centre Development of HCA site between Daedalus site and the sea front at Lee on Solent, including the provision of a new access road and junction with Stubbington Lane Details of such proposals, where available, are attached together with indicative potential maximum development parameters. Further information will be provided to the successful bidder. The scope of the report relates to the IFA2 assets which are to be sited on and routed through Daedalus airfield as set out on the site plan.
8 Deliverables The report shall be expanded on at different stages, each stage covering different scope. Initially bidders are requested only to consider Stage 1, but should anticipate the additional work to be completed in subsequent stages Stage 1 Report: To cover an assessment of co-existence of the proposed IFA2 electricity interconnector on existing airfield operations, giving due consideration to Civil Aviation Procedure (CAP) 738 Safeguarding of Aerodromes. The report will include risk assessments expressed in accordance with CAP 760 Guidance of Hazard Identification, Risk Assessment and the Production of Safety Cases) and the airport SMS Manual (link included): Stage 2 Report: To include the proposed expansion and development of the site in terms of: Physical development, including both runway and commercial uses Technological development, to maintain the long term sustainability of the site as an operational airport The wider aviation environment and stakeholders, including (but not limited to) based operators, based maintenance, research & development, current and likely types of prospective tenants, MCA, Fleetlands air traffic zone, Vector aerospace, NATS / Southampton Airport & Solent Radar, RPAS and model aircraft operations and visiting aviators/air services, including commercial passenger services, allowing for possibility of expansion of services and stakeholders that might be enabled by runway extension The Stage 2 and subsequent stages of assessment should be an extension of the Stage 1 report when the information is available. If information is available at contract award then both stages should be done simultaneously. Information to be provided to bidders for Stage 1 National Grid has performed studies to understand the extent of the airfield compatibility issues and these will be provided to the successful bidder. These include:
9 An Environmental Impact Assessment undertaken by The Environment Partnership (TEP). An electromagnetic compatibility study for IFA2 and Daedalus airfield undertaken by LSA Electromagnetics. This includes: o Assumptions around RFI emissions based on CIGRE technical brochure 391 (Technical information regarding radio frequency (RF) emissions of the HVDC converter station will be in accordance with CIGRE 391). o An assessment of emissions on airfield equipment including: VHF AGCS Radio; ILS Localiser and Glideslope and aircraft radar; o An assessment of emissions on aircraft equipment including general aircraft equipment and Aircraft RF receiver equipment o An assessment of equipment on the MCA Mast o Compatibility with Digital TV reception An assessment of possible wind effects on flying operations undertaken by Arup. This includes: o Qualitative review of the effects of buildings on wind flow o Prevailing wind direction and strength o Possible effects of wind on aircraft operations (from all directions) A Magnetic Field calculation Excel spreadsheet for cables. This was completed by National Grid and makes some initial assumptions on cable design and installation but has the facility to alter key variables. This spreadsheet also considers the effects to the earth s magnetic field from DC cables and the residual effect on compass deviation. Bidders should assume to use these reports as an initial baseline to assess against. Areas to be addressed in Stage 1 Report The following specific areas shall be addressed during the Stage 1 Report: 1. An assessment of Electromagnetic Field (EMF) and Radio Frequency Interference (RFI) compatibility of IFA2 equipment with airfield and aircraft equipment and on airfield operations. This should include a review of avionic equipment, communications equipment and aircraft used on Daedalus airfield, and likely equipment/aircraft to be in use in the future. The provided report from LSA Electromagnetics should be used as a base of assumptions and analysis.
10 2. An assessment of the IFA2 structures (alongside other known planned developments) on wind-flow and any associated impact on airfield operations. The provided report from Arup should be used as a base of assumptions and analysis. 3. A high level qualitative assessment of aircraft crash risk, if any, considering the location of IFA2 buried cables and above ground installations. This assessment should determine whether the presence of IFA2 equipment increases the crash risk. This should include aircraft appropriate to Daedalus airfield. There is not an existing report for this work element 4. An assessment and opinion of any other risks to the health and safety of business employees located on the airfield and users of the airfield All assessments should take into account relevant national and international standards and EU requirements and include risk assessments expressed in accordance with CAP 760, as described above. The Stage 1 Report should be prepared for the use of National Grid and Fareham Borough Council with an Executive Summary expressed in a concise manner that can be used to inform third parties with an interest in using, developing or occupying land or airspace at Daedalus in the future. The report shall be suitable for the public domain, and to inform third parties.
