Box 588 Brookings, SD (605) voice (605) fax March 28, 2016 Re: Request for Submittals Map Conversion Project Brookings, SD Brookings Municipal Utilities (BMU) is seeking submittals from interested and qualified consulting firms for engineering services for a Map Conversion Project. The project is generally to include Phases Nos. 1, 2, 4, and 5 identified in the March 2016 Mapping Conversion Needs Assessment prepared by Advanced Engineering & Environmental Services, Inc. (AE 2 S). Background BMU and Swiftel Communications currently maintain all electronic Autodesk mapping (water, wastewater, electric, and telephone/fiber) in a non-coordinate based system (base plat maps have historically been electronically manipulated to fit a 5,280 ft by 5,280 ft square box). The Map Conversion Project will involve the creation of a new Brookings area base plat map in AutoCAD DWG format with a high level of accuracy and shall be referenced to the South Dakota State Plane coordinate system. Proposed Scope of Services As such, BMU is soliciting submittals for the following tasks (identified as Phase Nos. 1, 2, 4, and 5 in the Mapping Conversion Needs Assessment report): Phase No. 1 Establish GPS control utilizing existing HARN monuments and installing new ones at key locations. This work shall include a client-agreed upon number and location of section, quarter, block, and lot corners. Phase No. 2 Assistance with the development and implementation of design standard for outside firm plat submission. The primary goal of this phase is to ensure that, once the existing plat map data base has been constructed in a coordinate-based system, that newly submitted plats match the new coordinate-based system as well as possible and are able to be inserted into the new coordinate-based system with little to no additional electronic manipulation.

2 Phase No. 4 Update reference documents by scanning publicly filed plats for use during the coordinate-based plat map construction. BMU currently has a majority of these plats already scanned. Phase No. 5 Create base plat map to a South Dakota State Plane coordinate-system. In general, this should include, but is not limited to, the following: Provide all line work for sections, city limits, additions, blocks, lots, parcels, and right of way centerlines (see PDF example of existing 5280 plat map for reference. Available on City of Brookings website, under bids). Utilize existing BMU acquired survey data as well as survey data obtained during Phase No. 1 to create appropriate line work, labels, and dimensions. In the absence of survey data, Firm shall utilize COGO to manually create work from the recorded plat information. Provide all labels and/or dimensions for sections, city limits, additions, blocks, lots, out-lots, addresses, and streets. Line work, labels, and dimensions shall not be scale dependent with insertion points and justification that allows mapping to display legibly from a 1:40 to 1:800 scale. The existing DWG format Plat Map consists of approximately 270 named additions and 8,000 lots. It includes 112,138 individual drawing objects and is 11.4 megabytes in size. Raster to Vector conversion shall not be accepted. Line work, labels, and dimension shall be uniformly spaced throughout the map. Schedule The project is to be completed within 12 months of contract authorization. Request for Submittals Interested consulting firms may submit Qualifications and Rates/Hours (rates/hours submitted to be limited to those specifically requested below). Submittals shall address, at a minimum, the following items: Firm history Project understanding and Firm s technical approach to plat construction. Key personnel who would be assigned to this project if selected, including but not limited to, the Project Manager and personnel/technician(s) who would actually create the plat map in the coordinate-based system (Phase No. 5 work). Related project experience, including a list of all relevant projects managed by the proposed personnel, including references (minimum three references).

3 Provide the proposed hourly rates and total hour estimate for the Phase No. 5 work for both the Project Manager and personnel/technician(s) actually create the plat map in the coordinate-based system. o Note that this is not intended to be a complete fee submittal for either the Phase No. 5 work or the entire project. Proposed schedule Submittal and Review Submittals are due by 2:00 pm, Friday, April 22, Address the submittal in a clearly identified package to Eric Witt. Please include three hard copies of the submittal as well as a.pdf format. Interested respondents may be invited for an interview. Submittals will be evaluated for the best overall value, based on the combination of qualifications, relevant experience and price. It is anticipated that a recommendation will be made at the May 9, 2016 Utility Board meeting. Pending Utility Board authorization, contract negotiations with the selected consulting firm would proceed thereafter. The March 2016 Mapping Conversion Needs Assessment is available upon request.
