1 REQUEST FOR PROPOSAL For Color Orthogonal & Color Oblique Imagery OVERVIEW Austin County Appraisal District is seeking services from a qualified and experienced vendor for the delivery of color Orthogonal and color Oblique imagery for Austin County (663 square miles). Projection (NAD 1983 State Plane Texas South Central FIPS 4204 Feet). I. Instruction/Requirement A. Rectified Color Orthogonal and Color Oblique Imagery 1. Three flights over six years. Each flight paid biennially. 2. Individual Orthogonal Color Images at Nominal GSD 9-inch covering entire appraisal district. 3. Individual Oblique Color Images at Nominal GSD 9-inch covering entire appraisal district with North, South, East, and West facing imagery. 4. Individual Orthogonal Color Images at Nominal GSD 3-inch covering specific parts of the appraisal district. 5. Individual Oblique Color Images at Nominal GSD 3-inch covering specific parts of the appraisal district with North, South, East, and West facing imagery. 6. Projection (NAD 1983 State Plane Texas South Central FIPS 4204 Feet). 7. Tiles in 9-inch GSD; JPEG format. 8. Tiles in 3-inch GSD; JPEG format. 9. Mosaic Area Wide 9-inch GSD; ECW format. 10. Mosaic Area Wide 3-inch GSD; ECW format. 11. Mosaic Area Wide 9-inch GSD; MrSID format. 12. Mosaic Area Wide 3-inch GSD; MrSID format. 13. Backup of all images delivered to the Austin County Appraisal District on external hard drive. B. Additional Requirements 1. Thomson Reuters / MARS computer automated mass appraisal (CAMA) integration. 2. Verification of improvement sketches using Austin CAD s CAMA sketch information; including web based software capabilities. (Project Flight 1 only) 3. Structural change detection with web based software capabilities. (Project Flights 2 & 3 only) 4. Digital point locations of visible swimming pools with indication of type. (Project Flights 2 & 3 only) Page 1 of 5
2 5. ESRI ArcMap integration. 6. Public facing website hosted by vendor including historical year flights. 7. Software Developer Kit integrations. 8. Minimum of 50 concurrent authorized users having the ability to login and access the custom imagery via a web-based, server-based or desktop integration. The District shall have the right to distribute or provide access to the imagery to independent school districts, county, cities, municipalities and other local governmental agencies within Austin County, Texas. 9. Access to neighboring county s imagery. 10. Immediate access to images following its preliminary processing and quality control checks. C. Internal Custom Application with Analysis Tools 1. Attach unlimited amount of raster or vector data to images. 2. Measure the length, width, and height of any feature in an image. 3. Annotate images with text, lines, circles, etc., for powerful presentations and distribution. 5. Click on any feature in an image to get its geo-coordinates and/or elevation. II. Flying Conditions and Imagery Dates Flying conditions should be clear, no snow cover and leaf-off imagery is required with minimized shadows from structures. Acceptable imagery dates being between December 1 and January 31 of the applicable project flight. The District s preference being as close to January 1 as possible. III. Flight Coverage List disaster flight coverage provided at no cost or reduced rate. IV. Cost Include all costs for any or all annual maintenance for software or special connections. V. Submittal Requirement Vendor shall include a narrative answer for sections I IV above and the following. Page 2 of 5
3 1. General Please provide a response to each of the following questions: A. How many clients have you collected color orthogonal and color oblique imagery for in Texas? Who are your typical customers? B. List five references of which three are Texas county appraisal districts of similar size. List phone numbers and contacts. 2. Image Specifications 3. Software A. List the resolution of color orthogonal and color oblique imagery that your firm provides, use the categories below that are most appropriate: 1. High resolution 2. Medium resolution 3. Low resolution B. Under each of the resolution sections above include at least a statement for each of the following: 1. Flying height 2. Angle taken 3. Pixel resolution 4. Number of images per square mile 5. Disk space required per square mile C. Describe the accuracy of your color orthogonal and color oblique images. Include a technical description of how it relates to other data sources that are used in the development of the oblique images such as DEM or Ortho. Indicate all existing county layers required in the development of the oblique images and if they become a part of the oblique images. A. Describe the software that you provide for viewing of images. 4. Camera and Aircraft 1. Annual maintenance cost and what is included in maintenance? 2. Upgrades and technical support? Please describe each. A. Describe the camera calibration you use on your oblique imagery equipment. B. Describe the aircraft you use in the oblique flying mission. Page 3 of 5
4 5. Flight Plan A. Describe the flight plan you will use for this project. 6. Other Technical Considerations A. Describe any other technical details critical to the successful acquisition and processing of color orthogonal and color oblique images. 7. Fees, Payment Terms, and Non-appropriation of Funds A. Describe and list all applicable fees and costs for each project flight. B. Describe and list the payment terms and due dates for each project flight. C. Describe the non-appropriation of funds process in the event that the funds due for subsequent projects and related deliverables under the terms and conditions of an executed agreement are not lawfully appropriated. VI. Response Instructions: An original bid response shall be returned in a sealed package or envelope bearing the name and address of the respondent and should be labeled "Color Orthogonal & Oblique Imagery. Your bid response must be delivered by 10:00 a.m. NOVEMBER 15, 2018 to: Austin County Appraisal District 906 E Amelia St Bellville TX (phone) Submitted proposals will be opened and read aloud at 10:30 a.m. on November 15, 2018 at the above listed address. The District s Board of Directors will consider the proposals at its regular board meeting on November 15, 2018 at 3:00 p.m. to be held at the above listed address. VII. Relative Importance of Price and Other Evaluation Factors Discussions in accordance with the terms of a request for proposals and with regulations adopted by the governing body of the Austin County Appraisal District may be conducted with offerors who submit proposals and who are determined to be reasonable qualified for the award of the contract. Offerors shall be treated fairly and equally with respect to any opportunity for discussion and revision of proposals. To obtain the best final offers, revision may be permitted after submissions and before the award of the contract. The solicitations will be judged on best value. In determining best value, the Page 4 of 5
5 District shall consider the following criteria: Purchase price; Reputation of the vendor and of the vendor's goods or services; Quality of the vendor's goods or services; Extent to which the goods or services meet ACAD s needs; Vendor s past relationship with ACAD; Impact on the ability of ACAD to comply with laws and rules relating to historically underutilized businesses (HUBs) and to the procurement of goods and services from persons with disabilities; Total long-term cost to ACAD of acquiring the vendor s goods or services; Whether the business is located in Austin County; and Any other relevant factor that a private business entity would consider in selecting a vendor.
