2 PRT Certificate of Authorization TO FABRICATE PARTS WITHOUT DESIGN RESPONSIBILITY UNDER ASME BPVC

3 BACKGROUND During Construction under ASME BPVC different Certificate Holders can be involved in the project ASME Certificate Holders compose an important part of the supply chain, helping the EPC or Main Manufacturer to meet project quality Code requirements and critical project time line shedules

4 BACKGROUND EPCs seek to have special process performed by ASME Certificate Holders Roll end Welded forms Welded parts Weld Overlay Complete Pressure vessel

5 PRE-PRT CERTIFICATE To obtain a certificate a part supplier (eg. weld overlay) was required to demonstrate design capabilities during the ASME Joint Review

6 PRE-PRT CERT A number of companies, especially in the international market, questioned why ASME required them to demostrate an activity that they do not necessarily need to perform These companies often were small fabricators who serviced a few larger companies, and had no interest in competing with their customers

7 PRE-PRT CERT In some cases they were manufacturers who have some special capabilities in a particular field or in some particular application: Roll, Form, Cladding, etc. Due to this specific competence they have no dedicated resources for design The main scope of the parts manufacturers is to form, machine and weld material, and to have the ability to perform NDE and heat treatment activities

8 ASME RESPONSE In response to the Industry need, ASME recognized that fabrication of parts within the BPVC could be managed without having the parts manufacturer perform any design activity or demonstrate design capabilities during the Joint Review Therefore ASME set out to add the PRT Certificate of Authorization to its array of Certificates

9 ASME BPVC PRT CERTIFICATE PROGRAM In order to offer a new Certificate ASME had to develop the framework: The Designator to be used the ASME Certification Mark PRT Intended Fabricator: Fabricators of parts not performing or assuming design responsibility

12 ASME BPVC PRT CERTIFICATE PROGRAM QC System The PRT Certificate Holder s quality control system would need to describe how the design documents for the parts are to be controlled, as well as how the manufactured part(s) would be controlled while in the custody of the parts manufacturer

13 BPV CODE REVISIONS & PRT CERTIFICATE PROGRAM In order to make it a reality, the construction Sections of the BPVC needed to be revised: Incorporate the new Designator PRT Clarify responsibilites and capabilities of PRT Cert Holder Fabricator vs Main Cert Holder Have suitable Partial Manufacturer Data Report Forms As well as other revisions

14 BPV CODE REVISIONS & PRT CERTIFICATE PROGRAM Prior to the issuance of the 2017 edition of the BPVC and since the requirements of Section VIII, Div. 1 as well as Div. 2 already had the necessary requirements for the fabrication of parts, ASME issued new scopes U-21 and U2-10, while the PRT Designator and related requirements were incorporated

15 BPV PROGRAM SCOPES BEFORE PRT CERTIFICATES ASME offered the U-21 Scope for Section VIII, Div. 1, before the PRT scope was released U-21 Manufacture of pressure vessel parts (without design responsibility) at the above location only ASME currently offers the U2-10 scope for Section VIII, Div. 2, since there is currently No PRT Scope U2-10 Manufacture of Class 1 and Class 2 pressure vessel parts (without design responsibility) at the above location only

16 BPV CODE REVISIONS & PRT CERTIFICATE PROGRAM Due to the Nature (complexity and size) of each Section of the BPVC as well as the Committee s workload and willingness to move forward with the PRT Certificate of Authorization, as of the 2017 edition the Committees the following had been completed: Section I 2017 Edition Section IV 2015 Edition Section VIII, Div Edition Section VIII, Div Edition (Errors) Section VIII, Div. 3 work in progress Section XII 2017 Edition PRT Scopes shown next

19 BENEFITS OF PRT CERTIFICATE PROGRAM Removes a barrier for manufacturers wanting to become an ASME Certificate Holder to fabricate parts w/o design responsibilities as they would not be required to demonstrate design capabilities Organizations that do not perform design, as a part of supply, can spend their resources focusing on their core competencies The PRT Certificate will compliment and expand the existing BPVC product certificate program and increase the number of qualified suppliers

20 PRT CERTIFICATE PROMOTIONAL PRICE It is important to note that ASME is currently offering the PRT Certificate of Authorization at a 26% discount of the Certificate Fee The promotional price applies to new Certificate Holders

21 PRT CERTIFICATE PROGRAM FUTURE ASME expects to release the PRT Scope for Section VIII, Div. 2 with the publication of the 2019 edition. ASME also expects to be able to release PRT Scopes covering fabrication of parts for multiple BPV Sections under one Certificate (i.e. PRT-6 Fabrication of parts without design responsibility for ASME Sections I and VIII, Div. 1 for the above location ) sometime in 2019.
