Why we need a standard As mentioned in ISO/TC 234 business plan ( 3.2.2) : There is an increasing concern for environmental issues and especially for fisheries sustainability There is a desire from the consumers to have information on resource management through labeling Context of economical crisis in Europe, signs of environmental crisis : need to increase and ensure the profitability of operators, adopt a long-term approach, reinforce the consumer confidency in seafood products Why we need a standard Consumers / Operators need help to find their way among all the certification schemes and in particular for fisheries Clarify the terminology at an international level : the Ecolabel term is used for different schemes Clarify the criteria / requirements covered by these Ecolabels in order to be sure they have the same main objectives. Ensure a long-term strategy of the fishery sector, including all the components of sustainability : not only resources, environment (the core of the subject), but also social and working condition. 4 2

Why we need a standard What we propose is to have a standard framework such as it has been adopted for Food safety ISO ISO/TC 234 NWIP Certification of products from sustainable marine fishery 5 1. Why we need a standard This ISO standard will be : Representative of all stakeholders from the ISO members Impartial and unbiased methodology (objective tool) Long term approach (evolutive tool) Complementary to existing national or international guidelines, references and schemes. used by operators to accept (or not) the choice of a label for the products they have to product or trade. 6 3

4 1. Main gains expected For fishermen : strengthened their commitment towards sustainable fishing; their work is a part of the process. For industries : trade facilitation, harmonized nomenclature for sustainability. For consumer: better information and guarantees brought by label, independent from fashion trend (such as «dolfinsafe»). For label owners: increased credibility, lasting quality and reliability of their standard The normative basis for the proposal The 3 components of the sustainable development management of three types of capital (economic, social, and natural), which may be non-substitutable and whose consumption might be irreversible. (Dyllick, T. & Hockerts, K. 2002). 8 4

The normative and international basis ISO «Social responsibility» defines 7 pillars. 4 could be used to build the draft standard : Organizational governance Human rights Labour practices Environment Fair operating practices Consumer issues Community involvement and development 9 2. The normative basis for the proposal Code of Conduct for Responsible Fisheries (FAO, Rome 1995). sets out principles and international standards of behaviour for responsible practices with a view to ensuring the effective conservation, management and development of living aquatic resources, with due respect for the ecosystem and biodiversity. The code establishes principles and criteria for the following fields : General Principles, Protection of living aquatic resources, Protection of ecosystems and environment, Protection of seaman and communities dependent on fishery resources rights Post-harvest practices and trade 10 5

The normative basis for the proposal Guidelines for the ecolabelling of fish and fishery products from marine capture fisheries (FAO, Rome, revision 1, 2009) Which defines in particular : How to eco -certify a fishery product : Requirements for the setting of standard of sustainable fisheries Requirements for accreditation Requirements for certification Minima criteria related only to environmental issues Management systems Stocks under consideration Ecosystem considerations Scope and thematics of the proposal Title : minimum requirements for the certification of products from sustainable marine fishery It will fit to : Fishery products Aquaculture products are excluded (covered by the organic label) All kind of fisheries Any kind of equipment and/or vessel Any kind of fishermen s organization 12 6

Scope and thematics of the proposal Environmental (ressource + ecosystem) Economical + Social Quality of the products Set up of the label, control and monitoring operators => Minimum requirements are suggested for each thematic 13 Environmental Sustainability of the stock under consideration : Existence of a relevant and adaptative fishery management The stock under consideration is not overfished Existence of an international framework for the management of the targeted species 14 7

8 Environmental Ecosystem management : minimize the environmental impact of the fishing activity Reduce the bycatch and non targeted captures, Avoid capture of protected species, Control the adverse impacts on the habitat Prevent and avoid the pollution (waste, oil...) Control of energy consumption / lower carbon footprint / life circle analysis 15 Social - Economical Improvement of products and by-products value Involvement of the crew in the economical objectives Working conditions Safety conditions Training of the crew (safety, hygiene, environment ) 16 8

9 Quality of the products Quality and freshness of the products Traceability 17 Set up of the label, control and monitoring the operators The design of the certification associates representatives of all interested parties of the fishery. The setting procedures are published and reviewed at regular intervals. Impartial certification of operators by a certification body which is conform to accreditation rules (ISO) gives assurance that : The fishery complies with the standard, A proper chain of custody is in place. 18 9

10 Set up, control and monitoring the label holders The certificates delivered allow the identification of main information (accreditation body, certification body, certification holder, effective date of issue of certification,...). Certification bodies carry out periodic monitoring and surveillance of fishery and chain of custody thanks to reliable procedures.
