Introduction: Sexual assault on Women and Children and all sorts of vandalism against weak sections in society are happening for ages all over the world. he recent mindless and horrendous assault and rape incident in Delhi has made India to wake up and strongly protest against such heinous crimes. Various forms of upheaval across the country had made government to bend down and look for ways and means to tackle this perennial problem. he suggestions most heard are about :- i) Drastically enhancing punishments for crimes related to sexual assaults. ii) Ensuring delivery of justice, certain and quicker. A B R A H A M P A U L However, it is doubtful whether these alone would solve entire problems related to sexual vandalism that has spread like cancer in all levels of society. 2

3 India hung half way along world s cultural change. In the fast changing cultural behavior and matters related to Sex across the world, India is in a neither here nor there like state. Legitimizing homosexual behavior, same sex marriage etc., are being widely accepted in most part of the world now and to some extent in India also. Whether the sort of change happening in the country because of lean towards western culture and exposure to more permissive society environment is for good or bad for our country is a question to ponder by everyone. However, desire for sex is a natural process; just like crave for food by hungry. Sex is something that cannot be switched on and switched off till a particular date or occasion like marriage etc., and therefore, it has its attendant problems. 4 Object of this proposal a) Along with making the Punishments for sex crimes harsher on one side and Identifying and rehabilitating the probable and likely perpetrators on the other side, it is equally important to seriously look into other possible options; especially ways and means towards effective preventive measures. --- and that exactly is the object of this paper: echnology based Universal Emergency Support Systems, Solutions and Services'. b). he proposal is to embrace contemporary and readily implementable I based solutions, products and services so as : - F C O M N E R Y O F P. 5 Emergency services in Contemporary systems. 1. Emergency services available in contemporary elecom systems. i) In Land line systems: It is mandatory to provide emergency call feature in all Public elecom services. In Land line systems, dialing codes 100, 101, 102, 199, 911 etc., are available for accessing Police, Fire Station and Ambulance and other public services. In some networks abroad there is facility to send an alert call with calling line identity (CLI) and caller's location to a Centralized Control room by dialing digit 0 and leaving the handset off hook. A B R A H A M P A U L F C O M N E ii) Bottle necks in the present system: elecom companies disown the responsibility to take follow up actions on Emergency and other such Civic & support services, naturally so for obvious and valid reasons. herefore, effectiveness of these services depend on the capability of related public service agencies. 6 Emergency features in Mobile elephony systems. iii) Emergency features in Mobile elephony systems: In Mobile phone systems, there is a feature that enables any person in a distress situation to initiate the emergency access by dialing code 112. his facility is available in all mobile phones even without the SIM card in it. Such distress calls will be picked up by any network available in the premises. Phones can be programmed to send out emergency access code when a predefined distress key is kept pressed for few seconds. F C O M N E R Y O F P. A B R A H A M P A U L F C O M N E Location based services (LBS) in mobile telephony: Using LBS location of the caller can be identified by the Mobile system so as to route the call to nearest Control room autonomously. With special purpose phone or appropriate Customer Service station in the control room, information about callers phone number and location will be readily available to initiate quick action. 7 Universal access code for Emergency support. iv) Need to have a Universal access code: Instead of different access codes for disparate services, and different codes for same service in different places, Government and authorities concerned shall consider to F C O M N E R Y O F P. A B R A H A M P A U L F C O M N E have a common Universal Dialing Code for all sorts of emergency access similar to Code 911 for all emergency and distress calls as being used in US. 8 Street level Emergency Siren Units. 2. Proposal for provision of Street level Emergency Siren Units. he Emergency access feature in Mobile telephone system can be further exploited by installing and making available suitable Mobile SIM enabled pole mounted 'Siren units in every street. he Siren units will have a Mobile number (MSISDN) to remain logged into the Mobile network. Using location based services (LBS) feature, emergency call originated from any mobile phone can be routed to the nearest 'Siren unit' to activate a loud beeping hooter in it. F C O M N E R Y O F P. 10 Fail proof and amper proof Street Siren Units he Street Siren units can be pole boxes with a SIM and Mobile number (MSISDN). he unit will remain logged into the Mobile network. Failure or tampering of the unit in any way will be sensed by Mobile system and autonomously alert the authorities concerned about it. Once activated, the unit can be deactivated only from the control room by accessing it and entering secret code/pass word. Such facility can be readily implemented in every place; in Urban and rural areas where there is Mobile phone facility. It is also is possible to introduce such features in Land line networks. 12 Emergency Siren Units in transport Vehicles It will be useful to provide every vehicle an Aadhaar ID and a Siren unit with in the vehicle for emergency use by commuters in any form of distress. o begin with, it shall be made mandatory to have such Siren units in all Public transport systems, Buses, axis and Railway compartments. he unit shall be tamper-proof and will have a GSM access number, ideally a short code of the MSISDN. Any attempt to disable or disarm the unit will automatically send an alert call to the authority concerned. his access code shall be prominently displayed in every public vehicle in such a way that any traveler in distress can easily see it and access the Vehicle Siren Unit by dialing the number displayed using their mobile phone. A B R A H A M P A U L F C O M N E Such emergency calls made to the Vehicle units will be identified by the Mobile switching system and Autonomously forwarded in parallel to the nearest Control Room and also will activate nearest Street Siren unit. A B R A H A M P A U L In addition every public transport vehicle shall have GPS device so that movement of the vehicle can be monitored and traced if needed. 12

13 Emergency Push switches and Chain pull alarm mechanism Push switches for emergency access: In every Public vehicle, there shall have 'Emergency marked' push switches at the back of the seats. Keeping this Emergency button pressed for few seconds will activate vehicle Siren unit. he vehicle siren unit in turn will send out a emergency call to the nearest street unit and Control room Chain pull alarm: In addition there shall be Chain pull' alarm mechanism with its handles located at convenient access points in the vehicle. 15 Fail proof and amper proof Vehicle units. In order to make the Vehicle unit fail proof and tamper proof, it shall be powered directly by the battery of the vehicle and remain logged in to the Mobile system. Unit shall have internal stand bye battery. he Vehicle unit will send an alert call to Control Room In case the unit is deactivated. Failure or tampering of the unit will send an alert call to the authorities concerned. Functional readiness of Vehicle siren units and Street siren units shall be periodically inspected by the authorities. he system should be such that once activated the Street and Vehicle Siren unit can be switched off only by accessing it from the control room. 16 Special purpose gadgets for emergency access. 4. Special purpose gadgets: 4.1. It is possible to design, manufacture and use cheap special purpose small gadgets, something like the Pager that people have been using before advent of of Mobile phones. hese can work the same way like Mobile Phones without SIM for initiating an emergency call by people in distress situation Gadgets in the form of Bangles or Wrist watches: Such gadgets could be made in the shape of bangles or wrist watches with a distress button for emergency access. Need to give wide publicity to create awareness. echnology, features and products supporting the proposed system are readily available and can be implemented with minimum amount of additional applications. Important thing is to create awareness at every level of society especially to both likely Victims and likely Perpetrators, of its availability, its reach and its effectiveness. 19 Great scope future applications and products. 6. With the advent of NFC technology, it is possible to add more features products and services into such systems. Also it is possible to auto lock the doors of the vehicle or disable the vehicle engine after few minuets of the unit's activation. Success of the whole system depends on the law enforcement bodies in setting up and round the clock efficient operation of Control rooms, Street Siren units and necessary enforcement for effective implementation of the said features in Public vehicles, its periodic inspection, monitoring etc. F C O M N E R Y O F P. Quick means of communication is one of the vital needs at the time of major crisis / disaster / distress management, counter terror activities etc. he irony is that public elecom networks are of no help when it is most needed. he normal elecom systems and networks are designed for optimum busy hour usage of a routine day. he systems get choked due to sudden spurt in usage in case of a crisis or calamity. Failure due to overload in one system can cause congestion and failure of other systems in the network resulting total disruption of service. F C O M N E R Y O F P. What could be the solution. he way out is to have Private Wireless elecom network, exclusively for essential services such as security, army, police, ambulance, hospitals, road transport & traffic control, air traffic control, railways, important personnel in local administration and organizations that are vital in crisis Control / disaster / distress management system etc. During normal situation such systems could be used for the day to day needs of Govt. administration, security and other needs. By design, these are nonblocking, full availability systems for congestion free service at the 'switching center' as well as at the 'access network' levels. F C O M N E R Y O F P. 22 Exclusive GSM Systems for crisis and distress management 8. Exclusively government owned high security private GSM network are being used for crisis and distress management in many countries. It is time India also consider to have such systems and facilities. I have proposed this in my paper Exclusive Govt. owned GSM Systems & Networks for Crisis, disaster and distress management With such systems and network in place, it would be possible to keep up fail proof communication between the vital points to receive information and pass on orders immediately from central control to various points to take appropriate action in case of cyclone, flood, fire, earthquake, terrorist activities, bomb scare, mob violence or major traffic hold up situations.
