3 Sole Source Justification- 1. Describe the product(s) and/or service(s) and anticipated use thereof in layman s language. 2. (A) State in detail why only this and no other product(s)/service(s) will satisfy the department s requirements. (B) State why the product(s) and/or service(s) are available from only one source and how that determination was made. Explain the research conducted to support this claim. (C) Provide an explanation to support the belief that the price is fair and reasonable. 1) We are requesting the purchase of photovoltaic (PV) current-voltage (I-V) curve tracers and the ancillary equipment needed to operate the equipment to gather sound data. The I-V curve provides the fundamental characteristic performance of a PV module or string of PV modules. A PV string is many individual PV modules that are electrically wired in series. In our work we will be testing both individual PV modules and PV strings. The I-V tracers provide failure mode information and wear-out information critical to this project goal. The PV module I-V tracer and the String I-V tracer are two different pieces of equipment due their operation environment. The module I-V tracers is built to control lower voltages (~50 V). A string I-V tracer controls much higher voltage (~1000 V). Irradiance sensors and PV module temperature sensors are required as ancillary equipment because those parameters must be known at the exact moment the I-V curve is captured. The equipment must be time synchronized for data capture. 2) A. The uniqueness to the equipment we are requesting for this project is that it captures the I-V curve while all the modules and strings are still fully wired to the complete PV system. This in known as in situ monitoring and it is not a trivial accomplishment. The reason the in situ monitoring is critical is because it allows us to take the fundamental characteristic performance information at will, under any circumstance. We can capture the I-V curves any time, any day. There are I-V tracers currently on the market, BUT they are not in situ. The I-V tracers on the market require the modules or strings to be physically disconnected from the electrical circuit and have the components tested, and then physically reconnect the wiring. This has many downsides including, labor expense, lost energy production, and safety (1000 V strings). B. The statement of project objectives (SOPO) is the contractual agreement between UCF and the funding agency. The SOPO requires the use of in situ PV monitoring to accomplish the objectives. Pordis. is the only company that provides the in situ string I-V tracers at this time. They have worked with Sandia National Laboratories for several years under other funded projects to develop this hardware for this specific purpose. Our project continues this work to get at a deeper understanding of PV performance issues. Sandia is a partner on this project. Our funding agency is familiar with their work and the successes they have had with the products Pordis provides. When we first developed the project concept our team researched in situ PV monitoring and it was determined that Sandia National Labs using the Pordis unit were the only published papers on this topic. C. There are a few things to note regarding the pricing. The $79,100 price tag is for 3 different purchase events. The first is to purchase a smaller number of the module I-V tracers that will be tested at Sandia. The second purchase is for more of the module level I-V tracers and a string level I-V tracer to be used at UCF. The third purchase is for equipment that will be placed at production site to demonstrate the project outcome.

4 The pricing is the same pricing Pordis applies to it work with Sandia National Laboratories. The prices are not too different than string level I-V tracers on the market that require users to disconnect the modules and strings from the circuit. The module level I-V tracers at $300 per unit is about 1/3 the price we received from StratsSense. They provide a module level I-V tracer for ~$900 per unit. The irradiance sensors, temperature sensors and miscellaneous components are priced as a pass through. It is more efficient to have Pordis put the PV monitoring kit together and ship it than having our group find and select the same ancillary equipment and purchase it separately. Pordis has put the kits together before so they understand all the miscellaneous components that need to be included.

6 In Situ monitoring, which allows all the modules and strings to stay fully wired while integrated into the PV system, without disconnecting modules or strings from the circuit. While there are other vendors, see list below, who sell IV tracers in the market, they require the modules or strings to be physically disconnected from the electrical circuit which have to be reconnected again, which causes additional labor expenses, lost energy production and safety issues. The other string level I V curve tracers on the market, which do not meet the requirements: o Solmetric PVA 1000S PV Analyzer o Solmetric PVA 1500S PV Analyzer o Daystar DS 1000 PV I V Curve Analyzer o Seaward PV200 PV Instatllation Tester Additional information: FSEC was awarded a grant from the Dept. of Energy to meet various milestones and deliverables, see attached document: Award, including In Situ monitoring. The SOPO (Statement of Project Objectives, also attached) was mutually agreed upon with the Dept. of Energy and UCF after the award was granted, meaning the project objectives were not listed in the award, they were agreed at a later date. This information is merely additional information, it does not exempt the purchase; thus the reason for a sole source request.
