Hamfests need your support and attendance to survive! The President s Corner We are already deep into March, and typically the weather is up and down. The first day of spring and the RARSfest is rapidly approaching. We will soon have a brief period when it is neither too hot nor too cold to comfortably work outside. I know that many of you have been working all winter on new antennas that you are now ready to install. This is a basic, and fun, part of ham radio. But, I want to remind you all to take basic safety precautions when you are working above the ground and anywhere near electric wires (remember, contact with electric wires and falls can be fatal). When you are considering purchase of coaxial cable, several members of the club have suggested that we make a large purchase, a whole reel of cable or more, and share it among those who need. Of course the purchase price would be shared among all who want to participate in this purchase. The price per foot of coaxial cable is significantly lower if a large quantity is bought at one time. You may want to consider this. Bill, N1RIK, now has his 10m repeater online and operational, and plans to move the 6m repeater to a new and higher location in the near future. He is also considering putting a 1.25m (220 MHz) repeater in operation, possibly at the location of the current 6m repeater. I am aware that several members of the club have 1.25m capability and I think that a 220 repeater in our area would significantly enhance our use of that band. I am currently using a j pole leaning against the corner of my office and I am able to work repeaters in Raleigh, Lumberton, and Wilmington among others. 1.25m propagation is similar to 2m propagation except that there s less background noise. I have made simplex contacts on that band as far north as Richmond and as far south as Columbia. It is always nice to open up a new band. Our pre-meeting dinner this month will be at Casa Garcia on in Carthage. As always, the meeting will be held at the Moore County health Department on Pinehurst Avenue in Carthage. We also have a VE session at 9am at the health department on the Saturday following the meeting. I hope to see good attendance at both events. 73s Charles Wackerman

3 3 FCC RULES Concerning Club and GOTA Stations Field day is rapidly approaching and the ARRL has provided a FAQ to clarify the FCC rules governing the use of both regular and GOTA stations during any event where unlicensed or lower level licensees operate club stations. A careful study of the questions and answers provided by ARRL reveal that we, and many other ham clubs, may not have been operating entirely as we should have In the past. 1. Club call letters such as NC4ML do not convey operating privileges. The user of a club station has only the operating privileges of his/her own license. If an unlicensed user wants to operate the station, he/she must have a control operator actually present at the station controls at all times, and the operating privileges are only those of the control operator (e.g., If the control operator is a technician then the user has only the privileges of a technician.) 2. Many people mistakenly believe that a club call sign automatically carry the operating privileges of the call sign trustee.(i.e., that NC4ML conveys the privileges of KR4W, the trustee) That is not true. A club call is only a station license and carries no operating privileges. A station may only operate according to the privileges of the Control Operator actually at the control point for that station. monitoring and supervising the operation at the control point of the transmitter. FCC rules state that A control operator must ensure the immediate proper operation of the station. ( (a)). The rules go on to say, A station may only be operated in the manner and to the extent permitted by the privileges authorized for the class of operator license held by the control operator (97.105(b)). We need to be aware of these rules as the FCC currently interprets them and we must adjust our Field Day (and other public event) procedures accordingly. The rules may seem onerous but looked at another way, they provide actual Field Day tasks for several more participants. 3. Control operators must always be present and actually at the control of the transceiver when an unlicensed individual is operating the station or when a lower level licensee is operating the station using bands or portions of bands reserved for higher level licensees. In such cases, the person operating the station can only use privileges for which the control operator is entitled. 4. A licensed operator may operate a club station or a GOTA station using his/her license privileges. However if he/she wishes to communicate on frequencies other than those their license allows, there must be a control operator with privileges for the desired operating frequencies continuously MOCARS will be having the Field Day activities and our annual club picnic at Cannon Park in Pinehurst again this year. Cannon Park is located at the corner of Hwy 211 and Rattlesnake Trail. See you there!
