As a consequence, the next logical and necessary step for naval communications is to replace the time division multiplexing (TDM) standard with IP-based methods. This step is transparent for users and fulfills the new diverse on-board requirements for upcoming state-ofthe-art communications. Rohde & Schwarz provides R&S NAVICS as the core component for the next generation of highly integrated communications systems for naval applications. R&S NAVICS constitutes a VoIP-based switching solution delivering future-ready voice and data communications that offers innovative technology and state-of-the-art, intuitive user interfaces. Modern voice terminals with smartphone-like operation enable voice connections between all designated locations on board. The new Rohde & Schwarz new innovation for R&S NAVICS provides switching functions that are software-implemented and run on commercially available IT components. R&S NAVICS offers excellent scalability to meet the needs of small ships as easily as those of large frigates. The use of IP technology makes it easy to expand the system to include additional communications services such as video over IP/CCTV. Secure naval communications solutions In addition, the broadcast and alarm (BAA) and ship s secure telephone equipment (STE) subsystems can be fully integrated into R&S NAVICS. As a result, voice connections can be established with onboard telephones or via satellite communications, and shipwide announcements and alarms can be directly initiated from the voice terminals. The R&S M3SR Series4100 HF radios are innovative, versatile software defined radios (SDR) that belong to the successful R&S M3SR radio family. 16 Secure naval communications solutions R&S M3SR Series4100 Split-site System Split-site operation with the R&S M3SR Series4100 The R&S M3SR Series4100 radio family supports IP based split-site operation; no additional hardware is required. Operation of high-power transmitters close to receivers at the same site can cause interference to the receivers. In such cases, the transmitters and receivers are located at separate sites (split-site operation). In the R&S M3SR Series4100 family of software defined HF radios, the split-site controller functionality is entirely implemented in software and no special hardware is required. Standard radios from the R&S M3SR Series4100 are used as the split-site transmitter and receiver. For data transfer between the split-site controller and the transmitter and receiver, the IP interface included in the radios is used. The figure shows a typical split-site system with these radios. Split-site operation also supports complex waveforms such as automatic link establishment (ALE-2G/ALE-3G in accordance with STANAG 4538) as well as modem waveforms. Of course, classic HF modes such as SSB (J3E) or AM (A3E) can also be used. Lower maintenance and logistics costs Generally, each base unit in the R&S M3SR Series4100 radio family (R&S GX4100, R&S EK4100 or R&S XK4115) can be configured as a split-site controller by activating a software option. The R&S M3SR Series4100 radios used in the transmitter and receiver systems do not require any special hardware extensions for split-site operation. This is a significant benefit for users. It simplifies logistics and saves on spare units. The applications range from navy ships to shore radio stations with up to 32 radio lines. The system s excellent scalability makes it suitable for use on board a wide range of ships, from Corvetteclass vessels to aircraft carriers as well as for shore stations. The system offers the full range of R&S M3SR Series4100 modulation modes and waveforms, from simple SSB operation and ALE to EPM (ECCM) radio line. Intelligent radio line management provides flexible and dynamic allocation of transmit power, from a few watts to several kilowatts, to support a variety of missions. The HF broadband system is based on the principle of combining shipboard HF radio lines with the help of highly linear, passive line couplers and then transmitting the combined signal using a broadband antenna system. 39 Waveforms for line-of-sight and beyond-line-of-sight communications LOS waveforms All line-of-sight (LOS) waveforms have in common that they are not using any communication infrastructure like base stations. These waveforms are designed to operate in a harsh environment where a loss of infrastructure must not lead to a loss of communications. Therefore all waveforms are intended to achieve a very high point-to-point radiocommunications range without any infrastructure. This is the most significant difference in comparison to mobile phone standards or any other standards e.g. Wi-Fi. LOS waveforms for tactical applications are operated mainly in the frequency range between 30 MHz and 600 MHz, focused on some core bands. This chapter describe the set of military waveforms that have been standardized mainly to ensure interoperability between allies. The available data throughput is strongly coupled to the achievable radio communication range. LOS waveforms are designed for operation on land, sea and air while almost all of the platforms are using non-directional antennas. Typical data rates are in the order of some kb/s up to tens of kb/s. Some waveforms in higher frequency bands are able to achieve data throughput rates in the lower MB/s. Higher data rates are very unlikely to come in the near future due to the fact that there is no frequency spectrum available. Another significant capability of military LOS waveforms is anti-jam resistance. Waveforms with this capability have some special characteristics in terms of synchronization, timing accuracy and some others. The data throughput of all anti-jam resistant waveforms is quite small to keep the instantaneous bandwidth small. Military waveforms are designed to offer the highest standard of security features through COMSEC (e.g. encryption) and TRANSEC (e.g. frequency hopping) capabilities. Jamming resilience is also offered in the tactical military domain through highly capable RF front ends which can handle large collocated signals without degrading reception capabilities. The essential Line-of-sight (LOS) technology for military deployment network is the Mobile AdHoc NETwork (MANET). A MANET is a continuously self-configuring, infrastructure-less network of mobile devices connected wirelessly. Each device in a MANET is free to move independently in any direction and will therefore change its links to other devices frequently. Each must forward traffic unrelated to its own use, and therefore be a router. The primary challenge in building a MANET is equipping each device to continuously maintain the information required to properly route traffic. STANAG 4204 and STANAG 4205 are mostly used for analog voice in fixed frequency in the tactical domain for the VHF and UHF band. In the meantime, HAVE QUICK (HQ) and SATURN waveforms have been developed to cover air-ground-air communications in a jammed environment. 38 Rohde & Schwarz Solutions for Navy

40 Waveforms for line-of-sight and beyond-line-of-sight communications BLOS waveforms The main purpose of beyond-line-of-sight (BLOS) is to be able to have long reach back without the need for infrastructure. The main advantage of HF radiocommunications is the fact that the electromagnetic signals below 30 MHz allow to use reflection effects on the ionosphere to achieve extremely high ranges of thousands of kilometers without any infrastructure between transmitter and receiver. The reflection characteristic of the ionosphere is strongly depending on the solar activities and varies also over time. There are significant differences of the reflection characteristics over day and night and over summertime and wintertime. It requires a quite good know how about propagation effects to find the right frequency and other setting for establishing a long-range communication link between communication partners separated by a high distance. Modern automatic link establishment standards are providing an automated capability to connect communication partners at any time and under any ionospheric condition. Therefore, these mechanisms are using information about solar activity, geographical positions of the communication partners and the exact date with a year s calendar. The available frequency spectrum is scanned on coordinated with potential communication partners. The archived results of connectivity over frequency range is stored and continuously updated within and by the radios. After establishing a communication link the ALE systems are using data and/or voice communication standards to exchange messages between the connected communication partners. The currently fielded ALE standards are the second generation (ALE 2G) and third generation (ALE 3G). Another key requirement for military is the need for connectivity even in contested environment. In HF for example, some very low data rate modulations operating at very low SNR are defined to ensure end to end connectivity even in the most difficult propagation conditions. The STANAG 4203 requirements are describing main characteristics for radios with a passband bandwidth of up to 6 khz. This standard does not contain modern data communication modes. These modems waveforms are provided by other standards which are referenced by STANAG These standards are the STANAGS 4285, 4415, 4529, 4538 and The data rates for these standards are quite moderate up to some kb/s. Within most of the installations these standards are operated within modems boxes external to radios. STANAG 4539 covers data communication waveforms providing data rates between 75 bps and 12.8 kb/s It describes technical specifications to ensure interoperability of serial waveforms for non-hopping multiple application operation on HF channels. STANAG 4539 is the main waveform for operating low to medium data rates over HF links. It is also the basis for HF networks using the tactical data link LINK 22. Modems meeting the MIL STD C represent the latest generation of data transmission for use over HF links. This standard provides data rates up to 240 kb/s within a bandwidth of up to 48 khz. The full data rate is available via ground wave links. Communication via sky wave links may require the data rate to be reduced depending on the available channel quality. With the development of new technologies such as WBHF, HF is no longer limited to voice or very small data rates but can also now accommodate IP data, video or imaging and become an alternative to satellite communications (SATCOM). 2 More information 39

It is the fielded NATO standard for jam-resistant voice communications. Its technical characteristics are defined in STANAG HAVE QUICK II radios may operate in either fixed frequency mode or anti-jam (AJ) mode. They can also be used with secure external voice equipment. The HAVE QUICK II system provides resistance to EPM (ECCM) through the use of frequency hopping. There is no apparent pattern to the frequency hopping sequence and the frequencies appear to be randomly selected from the 225 MHz to 400 MHz band. To achieve communications in the AJ mode, HAVE QUICK II radios must hop from frequency to frequency in synchronization. This requires the use of the same frequency table, the same sequence of frequencies and common time information. The AJ mode has conferencing capability, but this is only available in non-secure mode. To operate in AJ mode, an HAVE QUICK II user must enter a communications net. A net is a unique hopping pattern defined by a combination of word of day (WOD), time of day (TOD) and a net number. Net numbers are equivalent to channels in a conventional fixed frequency radio. Each net number selects a different frequency hopping sequence. SATURN, the second generation anti-jam tactical UHF radio for NATO, is the new generation, fast frequency hopping radio. Its technical characteristics are defined in STANAG SATURN radios are backwards interoperable with HAVE QUICK II radios. STANAG 4372 defines mandatory and optional modes for SATURN, which increases the flexibility of compliant implementations. SATURN is a digital waveform that uses continuous-phase frequency shift keying modulation (MSK). SATURN provides improved EPM (ECCM) through fast frequency hopping. SATURN supports clear voice, secure voice and data with up to 16 kbit/s. It also supports NATO LINK 22 in UHF. SATURN radios can monitor a fixed frequency while in hopping mode, which is called hailing. If a call comes in on this frequency, the operator receives an aural/visual indication and must revert to this fixed frequency to communicate. There are different ways to interrupt an existing transmission (break-in). This function works in all operating modes. HF modem The STANAG 4539 HF modem provides transmission data rates from 75 bit/s to bit/s. It is the recommended modem for new NATO projects. The vessel s metallic structure deforms a signal s arriving wavefront, which can distort direction finding results. These effects are usually compensated by performing a calibration cruise after the system is installed.
