4 SkyLINK Wide-area wireless sensor network Highlights The SkyLINK system is a fully autonomous and private wireless network. It is designed to transmit online data from connected low-power sensors or instruments from out of a large area to a central station. Unlike public cellular communication system standards (like GSM), SkyLINK is not dependant on the existence of an area covering cellular infrastructure. SkyLINK s ultra-low power consumption enables applying battery-operated systems, thus no cabling equipment or solar panel is necessary. This offers a new dimension of flexibility concerning the location and moving of sensors. Due to its ultra-long battery life up to 10 years and low operational cost, extremely cost-efficient sensor networks covering 100 km distance can be operated. Delivered as a turnkey solution maintenance-free operation can be granted for several years (three years warranty). Flexible system set-up option as mobile monitoring system for emergency management (set-up time < 15 min.) The SkyLINK system has proven its outstanding features and reliability in many installations of mission-critical networks worldwide. See reference section for details. 5 System Components description The SkyLINK private network consists of the following components: the SkyLINK transmitter which is connected to the sensor or instrument the outside receiver components: antenna, mast, downconverter the inside receiver components: lightning protection, receiver rack (incorporates analog section, digital section und UPS) the Primary Data Center (PDC). A high-reliability server computer with MS SQL-database and DataEXPERT data management software. The module can be integrated into an existing instrument or can be used as a separate external transceiver modem/data logger. Also a customer-specific interface can be implemented. SkyLINK Transmitter Module The SkyLINK transmitter module converts the sensor data into a radio protocol. Additional bytes for Forward Error Correction (FEC) and data integrity (CRC) are added. An ultra-stable crystal ensures narrow-band operation over the full temperature range. The modulation scheme is a soft-binary phase modulation (2-CPM). A special repetition scheme guarantees high data availability, even under bad transmission conditions. UTP Unit Universal Telemetry Platform The UTP is an autonomous data logger with built-in transmitter module. The hermetically sealed weatherproof casing enables the use in harsh environments. The built-in battery provides power supply of up to 10 years. External devices like meteorological, hydrological or other sensors can be connected by analog or digital inputs, as well as serial interface (RS232 / RS485). Also the power supply of external devices out of the UTP s battery is possible. The UTP can be powered externally, in case mains power is available. Various cycle times for data capture and transmission are possible as well as monitoring of alarm thresholds. For high piece-count applications (i.e. meter reading) customised versions are possible. SkyLINK Receiver: Outside components The outside components consist of the mast, antenna and down-converter. The down-converter performs the first stage of filtering and frequency-conversion down to 21 MHz. Thus low-loss- cables can be used for the further connection to the inside receiver components. Also the first stage of lightning protection is included. SkyLINK Receiver: Inside components The inside components include the second stage lightning protection and the receiver rack. The rack incorporates the analog RF-components (Intermediate Frequency Processor IFP), the digital receiver parts are composed of a Digital Signal Processor (DSP) including an embedded PC and an Uninterruptible Power Supply (UPS). The receiver rack is the heart of the SkyLINK system and is responsible for its excellent specifications. By combining the best components and methods of the analog and the digital world outstanding qualities are achieved. 3

6 Primary Data Center (PDC): The PDC is a high-quality server computer holding all hardware and software components for a reliable automatic online measurement system. An integrated hardware-watchdog supervises the operating system. The MS SQL server is used as database for measurement and quality data. Acoustic and visual alarms are as well incorporated as a remote messaging system (SMS, FAX). DataEXPERT Software: The DataEXPERT software system incorporates integrated modules for automatic processing and storage of incoming protocols alarm processing including visual and acoustic alarm automatic sensor and transmission link quality check comfortable chart visualization and reporting functions DataEXPERT is the heart of an automatic reliable ONLINE data management system. The system can handle different input sources and has flexible export functions. Data coming from a SkyLINK or ShortLINK wireless system are as well processed as data coming from manual input or by cable connection (RS232/485, Ethernet, ISDN). 4

8 Application Examples SkyLINK is a telemetrical platform for transmitting data into any other monitoring network. Example 1 For radiological monitoring networks various instruments (e.g. GammaTRACER probes) can be connected, covering emergency applications as well as long-term surveillance. Example 2 For flood prediction and water level management SkyLINK radio technology can be applied for the transmission of data supplied by water level sensors of a monitoring network. 11 Comparison between SkyLINK and other wireless technologies Compare ISM/SRD-band modems There are a lot of different modules available. The main difference between them and the SkyLINK radio technology is the transmission range: Best case a maximum of a few kilometers can be achieved, simultaneously a lot of power is required. The battery-powered SkyLINK with up to ten years of non-stop operation and its 100 km transmission range is absolutely unique. These features are achieved by spending an immense effort in the DSP-based receiver, using FIR and FFT techniques as well as sophisticated Forward Error Correction (FEC). Public Cellular networks (GSM, TETRA) Unlike GSM the SkyLINK is a fully autonomous and user-owned, private wireless network, thus it is not dependant on the availability of an area-covering cellular infrastructure. This offers the following advantages: high availability of data, even in a catastrophic scenario coverage of a rural area without cellular infrastructure no transmission fees over the complete lifetime of the network (estimated 10 years), therefore an extremely low level of the Total Cost of Ownership (TCO) can be achieved Satellite-based transmission Besides an advantageous high level of reliability in data transmission satellite modems have two big disadvantages: very high transmission fees high power consumption The high power consumption creates the need for big solar panels bringing with them the special disadvantages sensitivity to vandalism and pollution. Again, the user-owned SkyLINK radio technology provides a high level of data availability at considerably lower cost. 9

Including installations and interfacing with the existing network structure the system was fully operational already end of October 2002! In a radius of 84 km the SkyLINK systems (one being used as a redundant set-up) surveys the four nuclear power plants of Brunsbüttel, Brokdorf, Krümmel and Stade. Some probes are installed in the farthest and in terms of the radio technology most difficult locations of the emission stations of the remote reactor surveillance. Minimal power consumption of probes and emitter are the condition for maintenance-free operation over several years. Taking into account all costs for investment, operation and maintenance over a ten years life-time the SkyLINK system performed with the by far best price-performance ratio compared to competitive systems. Mobile SkyLINK System for KHG / Nuclear Instrumentation Pool, Germany: The Kerntechnische Hilfsdienst GmbH located in Eggenstein-Leopoldshafen, Germany, operates an emergency response equipment pool which is sponsored by all German Nuclear Power Plants. For this task they have decided to operate a SkyLINK system equipped with GammaTRACER probes for emergency response purposes. To fulfil this mobile function the SkyLINK base station consisting of the receiver, the evaluation computer and the power unit is installed in three cases (now available as one integrated system rack). Antenna and down converter are mounted on a 10 meter telescope mast. The containers with the SkyLINK base station are built up near the mast in a suitable place e.g. a truck, a tent or any bureau available. With such flexible handling the system can be run in nearly any place and by any operator. The system is operational since November It is used during exercises at all German Nuclear Power Plants. 10

13 Early warning system at NPP Kalinin, Kursk and Balakovo / CEC TACIS contract Since the year 2000 three SkyLINK systems for wireless data transmission became operational in Russia in the frame of a European Union s TACIS contract. The supply covers the installation for the three NPPs of Kursk, Kalinin and Balakovo with today s most advanced system on the market for radio transmission of data. The system boasts enormous capabilities: it can cover at least 30 km of distance with extremely low power requirements. Even in Russia installation was done within 1-2 days. Since the year 2000 we have proofed that maintenance-free operation is not only guaranteed for three years but is also realized in practice. The installation of a proprietary network solution shows that preparatory, operational and maintenance costs are much lower in comparison to conventional solutions. At each NPP there are 15 GammaTRACER probes installed. The system ensures highest reliability and data integrity also at temperatures as low as - 40 C. Electricité de France SkyLINK system at NPP Dampierre, decision for SkyLINK in 19 French NPPs After a preliminary 6 months test run the SkyLINK system has been installed at the EDF plant in Dampierre in April 2000 along with a supervisory system in Paris at EDF s crisis room. The SkyLINK system will be included in EDF s emergency plan to deliver real time information to the crisis management teams and to the French authorities. An extension of the SkyLINK radio technology is scheduled for all of the EdF-owned nuclear park. The option for radio transmission was decided after EDF has gained experience with more than 440 GammaTRACER autonomous probes which EDF operates since Environmental gamma surveillance with SkyLINK for NPP Ignalina: With the assistance of EBRD (European Bank of Reconstruction and Development) funding the Lithuanian NPP Ignalina has finalized the project for enhancement of radiological safety. To cover the part of environmental gamma surveillance Ignalina has decided to use latest technology provided by our Frankfurt based company. Since the year 2000 their SkyLINK network for radio transmission is operated with a number of 24 GammaTRACER probes, meanwhile extended to cover a number of further applications. As no particular site preparations, maintenance or fees to third parties are required the decision was also taken under long-term cost-saving aspects. The project was led by the US contractor Data Systems & Solutions, Reston, Virginia, USA, a Rolls Royce/SAIC joint venture. Due to the satisfactory performance and flexible system approach it is now planned to extend the use of SkyLINK for decommissioning works where further sensors also for other applications can be integrated into the network. 11

14 State of Baden-Württemberg renews remote reactor surveillance system: In October 1999 the Environmental Protection Agency of the German State of Baden- Württemberg has decided to renew the wire-transmitted remote gamma surveillance system. The decision has been made in favor of the SkyLINK system, a proprietary radio network which follows highest security standards. The system is in official operation since July Meanwhile it is operated with about 45 GammaTRACER probes. One single receiver station installed at the top of a mountain surveys three NPPs. Thus in mountainous terrain distances up to 60 km are bridged. Since 2003 the State Authority expanded the system with another receiver station to survey two more plants around the German-Swiss and French border. Another 50 probes are currently integrated into the network. The SkyLINK system is also used for mobile application for emergency management as well as routine surveillance tasks. One single receiver station on top of the Königstuhl mountain (Heidelberg) is sufficient to collect the data of all the radio probes which are surveying three NPP sites. Thus in mountainous terrain distances up to 60 km are bridged. 12

16 Press Releases POWER AND ENERGY MONITORING SYSTEMS FOR RADIATION CONTROL by O M Saraev, General Director of the Rosenergoatom concern THE REQUIREMENT TO CREATE AUTOMATED MONITORING SYSTEMS FOR RADIATION CONTROL IN RUSSIA'S NUCLEAR POWER PLANTS IS STIPULATED BY NORMATIVE DOCUMENTS ON RADIATION SAFETY. n 1995, the decision was accepted on a governmental level to develop a Russian state monitoring system for radiation surveillance, the Unified State Automated System for the Control of Radiation (ASKRO). The goals for the development of ASKRO were: Proof of safety from radioactive pollution distributed by the atomic power plants under normal operating conditions, which could influence the population and the environment. Early warning system in case of possible failure of the atomic power stations. In order to reach the second goal, the gamma monitoring subsystem of ASKRO should be able to survey an area of radius up to 30km around an atomic power station. The system should at least include a meteorological station and a modeling system for the forecast of radiation distribution in an emergency situation. By the year 2000 all these tasks had been achieved. Of a total number of 10 Russian atomic power plants, eight have been equipped with the ASKRO system, developed by the Russian firm Dosa (ATLANT system). In two other power plants the Leningrad and Kola atomic power stations - the systems of the Finnish company Rados Technology went into operation with financial support from the Finnish state organisation for safety (STUK). In the Balakovo, Kalinin and Kursk atomic power stations, the radiation monitoring system of the German company Genitron Instruments has been installed within the framework of the TACIS project. This was in addition to the existing ATLANT system of ASKRO. A common fact of the ASKRO system for all manufacturers is the use of a radio channel to transfer information from measurement locations to the central control post at the atomic power station. One of the main differences of the probes from Genitron Instruments is their independency of mains supply, as they are ENLARGEMENT EUROPE special edition EU Q1/4 2003

17 POWER AND ENERGY operated by battery power. And, as practice has shown, this difference is really significant. In July 2001, the ASKRO system of the Rosenergoatom concern was accepted in trial operation in the global ASKRO structure of 10 Russian atomic power plants, with a total of about 200 monitoring locations. The information collected by ASKRO systems at all atomic power stations is transmitted to the Crisis Centre of Rosenergoatom via digital channels and further to the Crisis Centre of the Ministry of Atomic Energy of Russia. ASKRO posts of the atomic power stations are located in territories of the sanitary protective zone with a radius of about 3km, and in a zone of special supervision with a radius of 30km. At the atomic power stations and in the Crisis Centre of the Rosenergoatom concern, there are the following settings for the alarm and emergency levels: 2.5 (Sv/h and 200 (Sv/h accordingly for ASKRO posts in the sanitary protective zone (Sv/hr and 20 (Sv/h accordingly for ASKRO posts in the special supervision zone. All measurement information is transmitted in a one hour cycle. The SkyLINK system transmission cycle automatically changes to a 10 minute cycle in case of excess of the first alarm level and to a one minute cycle in case of second emergency level. Characteristics of the external main supply for the ASKRO posts located in the countryside do not always meet the requirements of standards. Therefore, ASKRO equipment produced by the Russian and Finnish manufacturers periodically fail. This is not the case with the equipment from Genitron Instruments, which is powered by autonomous battery. This is especially important for posts that are difficult to reach during winter time. As a whole, experts from the Russian atomic power stations have highly appreciated the advantages of the SkyLINK system, which comprise reliability, simplicity and convenience in operation. Furthermore, the SkyLINK equipment, as a part of the global ASKRO system of the atomic power stations, have not shown any failures for over two years. special edition EU Q1/ ENLARGEMENT EUROPE 7115

19 Your Questions Answered What are the main advantages of the SkyLINK system in comparison to conventional cable-linked measurement networks? The SkyLINK system has many advantages. The most important ones are: practically no cost for infrastructure at the probe site low cost of installation for probes and base station low cost of operation (no regular fee for data transmission) complete mobility of the system (if required in an emergency scenario) We already use radio transmission of data via public cellular networks like GSM. Why should I switch to SkyLINK? Firstly, the coverage of a public cellular network is not available in sparsely populated areas. Secondly, with SkyLINK there are no fees for communication and thus the operational costs are much lower. Thirdly, as experience has shown in times of an emergency cellular networks suffer from net overload and break down. You offer the SkyLINK system in combination with GammaTRACER probes for the measurement of gamma radiation. Can we also use it in any other fields where monitoring is required? In general the SkyLINK system is ideally suited where the following situation for the monitoring of data is given: high level of security lack of infrastructure (e.g. telephone lines) where large distances have to be covered where there are high expenses for data transmission (e.g. every hour) extreme environmental conditions Which parameter can be transferred via radio transmission with SkyLINK? All data which can be compressed to form a message comprising no more than a few bytes per measurement cycle. Which applications do you mean in particular? In particular the SkyLINK system can be applied in the fields of public security (e.g. regional measurement networks for radioactivity, early warning systems, flood indication, earthquake indication) communal supplies (e.g. operational data of energy supplies, pumping stations) ecology (e.g.agricultural meteorology, air pollution, weather evaluation) recycling (e.g. filling status of containers for optimizing logistics) telematics (information on traffic flow because of jams, ice, fog etc.) Is it possible to integrate other parameters from different monitoring systems into the SkyLINK network? Yes, one SkyLINK unit can collect different kinds of data within the same system. Public bodies, especially, could combine different tasks in environmental surveillance, emergency response or other needs of public data communication in a very costeffective way. Which distances can be covered? In hilly terrain typically 30 km, in flat terrain 100 km with complete coverage. Under favourable conditions (mountain to mountain) we have managed up to 350 km. 17

20 What is the maximum number of measuring points that can be handled by SkyLINK? Depending on the measurement cycle and standards for data security the system can handle up to several thousand measurement points. Which components make up a complete SkyLINK system? The system components of a SkyLINK system comprise outdoor components: antenna, downconverter unit and lightning protection receiver unit: intermediate frequency processor, digital signal correlator, uninterruptible power supply, software modules organizer unit: high-reliability Server, peripheral units, software modules, MS SQL- data base, alarm unit sensors equipped with SkyLINK transmitter module. Don t you think there is a certain risk in using a novel technology like SkyLINK when a data collection network has to be planned? No, there is no risk for you. We have wide experience of difficult terrains and we will carry out a site evaluation of your project beforehand. Moreover we grant a warranty of three years. Experience since 1997 has shown that the system is really maintenance-free. Is there any possibility to test if the SkyLINK works at our specific site? Yes, just send us a map with the geological profiles and we will do the calculations with which we can practically rebuild your particular measurement site. A mobile system is additionally available for verification. On which frequencies does a SkyLINK system operate? Technically the system works in the range between MHz. Which regulations have to be considered for the allocation of a specific frequency? The SkyLINK system can be operated in the deregulated ISM band although this is not recommended under security aspects for data transmission. Much better however is the allocation of a specific frequency. We can assist with our know-how to make application for frequency allocation for you as easy as possible. How can I switch the cycle time in case any unusual event occurs? The probe automatically switches and accelerates the measurement cycle upon a user-selectable threshold. Using radio links many users have experienced data losses. How can you ensure that the SkyLINK system is reliable? Through high redundancy in the transfer of data and in the memory of the probe. You will not face the problem of data losses with the SkyLINK system. With this system you benefit from an extremely high level of data integrity and unrestricted availability. What kind of data management do you offer? Data is imported into an MS SQL data base. The DataEXPERT software provides powerful data management and visualization features. Various interface possibilities to the user s IT-system are available. What experience do you have with the SkyLINK system? Up to now there are a dozen completely installed systems for radiation protection purposes. Our experience with the base station s accumulated operational time meanwhile covers more than 40 years. The systems are operated, partly in very difficult terrain where regular commercially available radio modules have failed. With the technology applied in the SkyLINK system we have always found complete solutions to overcome any difficulties. 18

21 Regarding the probes used in our concept there are more than units installed worldwide. Experience from all 440 probes operated at the French EDF (Electricité de France) shows a 104 years MTBF (Mean-time-between-failure-rate) performance. There is a high user value of the maintenance-free concept. We are planning to set up an environmental monitoring system but also have to upgrade our system for emergency preparedness. Can the SkyLINK system be a solution for these purposes? With SkyLINK you can use one and the same system for both, routine surveillance and emergency management. Within minutes the mobile probes can be relocated and used as a completely autonomous system. Is it also possible to perform in-plant transmission of data in a nuclear power plant? Yes, also here the SkyLINK system is very efficient. The Ignalina Nuclear Power Plant has found a number of interesting applications for which we supplied specially equipped probes. You claim that the SkyLINK system is a cost-effective solution. On which facts do you base this statement? In fact, the SkyLINK system is a cost-effective approach! With conventional solutions users mostly forget the expenses necessary to set up and operate such a network. But to have a realistic cost frame numerous other costs have to be calculated. With the installation of a SkyLINK system you actually save costs for: a project team to regulate details of implementation mains power lines or solar panels installation of data or telephone lines data communication fees organisation of data polling special software for data analysis service cost for maintenance. With a SkyLINK system there is no uncertainty about the total cost involved or permanent follow-up costs coming up. You mention that there is a battery life-time up to ten years. Under which conditions can this be supposed? With the newly offered extended battery pack the autonomous operation of the probe is considerably higher. It can be up to ten years at a dose rate of < 200 nsv/h and a 1 hr. transmission cycle. How much effort does it take to exchange the probes or to extend the network? Very little. Exchanging probes or installing new ones is a very simple procedure. What service do you offer if there is a problem with the operation of the system? We do remote maintenance of the system by PC. After the three years warranty period you may benefit from a service contract which we offer. What is the time frame to set up a complete SkyLINK system? After the probe locations are determined and the probes installed we can set up a complete SkyLINK system within one day.
