EQUIPMENT OPERATING BELOW 9 KHZ AND RADIODETERMINATION 30MHZ Presented by Dr. Michael Mahler for 53 Shades of RE D: Six months to go
At the first workshop it was reported on: possible radio equipment operating below 9kHz? Now we know better.. Railway applications (500Hz 2kHz) No Stakeholder in ETSI? / no contribution Robotic lawnmowers (0 (1kHz 148.5kHz) 9kHz) Animal fences (1kHz 9kHz) No Stakeholder in ETSI / no contribution Metal detectors (1 (3kHz 148.5kHz) 20kHz) Stud finder (<9kHz) ( kHz) Electronic article surveillance EAS (10Hz 1kHz) No Stakeholder in ETSI / no contribution Transmissions below and over 9kHz: need to re-arrange work items!
Regulatory situation for devices <9kHz EC confirmed that all radio devices <9kHz fall under RE D scope But: discussions on RE D scope (e.g. exclusions) ongoing ADCO Guide for RE D (details next page). Currently lack of radio regulation <9kHz ECC currently sees no need to study a possible radio regulation <9kHz Same use cases / devices are regulated for the range >9kHz. Problem for notified bodies if no appropriate EN is available. Stakeholders in ETSI discussed this and agreed that they would also specify radiated emission limits for better spectrum efficient use and for other user that they could expect as emissions. Until all ETSI article 3.2 ENs are finalized and published, a TGN from RED CA could help to give a guidance to notified bodies. This is currently being considered by the RED CA
In parallel discussions on: are applications covered by the RE D? Out of the Draft EU RE D Guide: Products and applications that use electromagnetic waves for other purposes than communication and/or radio determination (products that propagate electromagnetic waves in space, but this propagation is not intended and not used for the purpose of communication or radio determination.) are not covered by the RED, for example: inductive warming and heating appliances; pure wireless power transfer (without any communication or on the same frequency of the power transfer or other frequency); If the charger detects the position of the device to be charged, this is covered. high frequency surgical equipment and systems cookware suitable for inductive heating appliances Inductive and capacitive proximity switches and sensors Out of the EU SRD Regulation (2013/752/EU):
Regulatory situation for devices 9kHz 30MHz For inductive SRD: no activities For inductive WPT systems: Currently lot of WPT systems are homologated under EN (R&TTE) and the related SRD limits. Discussions on ITU level: WPT generic and special for EV (frequency ranges and limits) Therefore ETSI prepared an SRdoc for WPT EV systems and sent it to ITU to support discussion And new: an SRdoc to describe all other kind of WPT systems to evaluate if the SRD regulation is appropriate. Until these regulatory points are clarified ETSI work is based on former common ETSI/CENELEC position And to avoid conflicts with EN a specific WPT EN under RE D was started
ETSI work: The work items are based on Regulatory situation, Scope of RE D And the technical case that some devices (transmitters) have OBW over the 9kHz boarder EN ; Generic (<9kHz) EN ; Generic SRD (9kHz 30MHz) EN ; WPT EN ; Inductive robotic mowers (<148.5kHz) EN ; Metal & object detection sensors ( kHz) 9kHz
EN Short Range Devices (SRD); Radio equipment in the frequency range 9 khz to 25 MHz and inductive loop systems in the frequency range 9 khz to 30 MHz; Harmonised Standard covering the essential requirements of article 3.2 of Directive 2014/53/EU Status: national vote, until Link: EN Radio equipment to be used in the frequency range below 9kHz; Harmonised Standard covering the essential requirements of article 3.2 of the Directive for 2014/53/EU Status: early draft preparation delayed Reason: no contribution on devices working below 9kHz (only) Link:
EN Wireless power transmission using technologies other than radio frequency beam; Harmonised Standard covering the essential requirements of art.3.2 of the Directive 2014/53/EU Status: ENAP, until March 2017 (currently at edithelp) Link: EN Inductive robotic mowers in the frequency range 0Hz to 148.5kHz; Harmonised Standard covering the essential requirements of article 3.2 of the Directive for 2014/53/EU Status: ENAP, until March 2017 (currently at edithelp) Link: EN Metal and object detection sensors in the frequency range 1kHz to 148.5kHz; Harmonised standard covering the essential requirements of article 3.2 of the Directive 2014/53/EU Status: Early draft plan to start ENAP 1Q 2017 Link:
Summary/questions for devices below 30MHz EN : EN publication in time could be expected EN : delayed, publication date open, input from stakeholder necessary Specific ENs EN (WPT) and EN (mowers): late; but possible publication in End 1Q2017 for WPT: depending on regulatory decisions: Future work could be possible EN could also cover proximity switches. late; but possible publication in 2Q2017 Note: Metal and proximity sensors are under scope of EN if they are operating >9kHz they have to fulfil SRD radio regulation For discussion: difference between proximity switch and sensor?
Current status Radiodetermination under R&TTE Some devices currently under EMC D (EN 55011) Others under R&TTE and SRD regulation / generic ENs Now under RE D Some ISM use cases are shall go under RE D Problems: Requirements SRD and ISM different (in band power, frequency range, ) Listing of EN under article 3.2 not possible Note: e.g. EN currently doesn`t cover essential requirements for article 3.2 like RX, TX inband, Possibilities: Specific article 3.2; EN for radio determination equipment inside ISM ranges or to amend generic SRD EN ( EN , ,.) Until all ETSI article 3.2 ENs are finalized and published, a TGN from RED CA could help to give a guidance to notified bodies. This is currently being considered by the RED CA
