He is diligent and hard-working and as a result is an excellent team member. 3 COMPETENCES / EXPERIENCE Review of radiocommunications network UK City Council the project was to complete a review of the communications network provided for a high profile sporting event. The scope included assessment of suitability against original requirements, technical opinion on robustness of provision and likely causes of network problems. Paul was project manager and author of the report. BBC TDAB National Network fill in planning Babcock - the project was to provide bid support to determine how to overcome the service area deficiencies of the BBC National TDAB network. Paul was responsible for predicting the coverage for candidate site and determining the optimal fill in sites based on population coverage and cost factors. He also optimised antenna types and transmitter power to minimise interference and satisfy compliance with international coordination limits. Co-existence study of TV broadcast and LTE services GSMA the study used modelling to examine the coexistence of the TV broadcast and planned LTE services following a digital dividend in Brazil when all analogue TV emissions cease and an equivalent service is provided by digital TV. Paul was project manager for the delivery, completed the modelling and authored the report. The project also included Paul presenting the report at the Latin American spectrum management conference in Sao Paulo. Spectrum management system supply Norwegian Post and Telecom This project was an extension to the original spectrum management system supplied to include Private Mobile Radio (PMR) systems. Paul was project manager with responsibility for the testing and solution delivery to ensure compliance against the customer requirements. Co-existence study into the reuse of 900MHZ Spectrum UK National Rail Operator the study investigated the coexistence of GSM-R with current and existing technologies to identify coexistence issues. It considered the recent permitted use of UMTS operating in the 900MHz band immediately adjacent to the GSM-R allocation. Also investigated was the coexistence of GSM-R with WiMAX and TETRA, as well as future technologies such as LTE. The work also looked at the potential threat of equipment operating in the 800MHz spectrum following the digital dividend. UK S-band radar re-planning project scope of the project included the determination, by research and modeling, of the UK s current and future use of spectrum. His contribution included: project management and the specification, collection and collation of technical data for S-Band radars; as well as the development and running of customer workshops. Paul was also responsible for method development and use of propagation modeling software to complete technical radar interference modeling of in band and adjacent bands. Regular reports and meeting with the customer technical group to update on progress and provide advice and recommendations. Coexistence study on sharing of spectrum between WiMAX and GSM/UMTS technologies Project managed the study for Smile, South Africa who wanted to introduce WiMAX services to provide broadband services in parts of Africa. Design & provision of military mission planning device The system was designed primarily for use in the field. It enables planners and spectrum managers to plan, design and model P2P links and area coverage for radio systems any place, any time. The system is still under development with final delivery due end of year. Study on the effects of wind farms on VHF/UHF communications systems on behalf of the UK s National Air Traffic Service (NATS). These coexistence studies allowed NATS

4 to determine if proposed wind turbines or farms had the potential to adversely affect NATS radio infrastructure. A study examining the impact of WiMAX on Radio Astronomy and Aeronautical Radio Navigation systems with the view to introducing WiMAX services to provide backhaul from mainline train services for Nomad Digital. It also enabled the operator to understand where the network design had to be carefully studied so as not to effect other services in the same band. Tetra Network Planning - Paul was lead consultant for software company Artevea for new systems in Khartoum and Hong Kong. This involved guiding the company through the planning and modeling process to ensure the creation of efficient and cost-effective networks. This work enabled Paul to understand under what conditions various network designs can operate and when external systems may affect their correct operation. Training, Seminars & Workshops Paul developed and delivered a variety of seminars/workshops on spectrum management, wind farms and radio planning. In addition he was a regular trainer on the efficient use of planning and modeling software for civil and military applications. Paul is responsible for the provision of technical support to customers using ATDI planning tools. Planning and Modeling of a microwave network for hardware manufacturer NERA Paul was Lead Consultant, whose role involved close liaison with NERA executives, assisting them in building an effective network on time and on budget. Web-based Radio Planning Paul project managed the development of a web-based radio planning service for use by Direct Connect in Norway to assist them in their rollout of point to multipoint broadband radio network. During this time he has been involved in a variety of projects for large customers which has enabled him to gain a wide knowledge and experience of radio theory, propagation modeling and spectrum planning. Paul s extensive knowledge of the radio domain enables him to project manage a variety of projects from radio planning to providing expert technical advice on spectrum management issues Telabria Networks Network Operator Network Engineering Manager Paul was responsible for network planning and rollout for Telabria s WiMAX class network for business and residential customers. During his time with Telabria Paul was responsible for the planning, design and deployment of a pre-wimax network for business and residential customers across the south-east. Planning and set-up of the world s first live outside broadcast via WiMAX in partnership with the BBC and was the Technical Authority for the design and deployment of a WiFi mesh-network for Norwich City Council BT

5 Network Operator Technical Consultant Paul was responsible for the radio network planning for BT s wireless broadband rollout where he managed a team of five solutions engineers.
