2 INTRODUCTION Oil Spill Response Limited (OSRL) is the largest international industry funded cooperative which exists to respond to oil spills wherever in the world they may occur, by providing preparedness, response and intervention services. We are wholly owned by 45 of the most environmentally responsible oil and gas companies, and our membership represents the majority of global oil production. OSRL employs about 300 people across 11 locations around the world. This mobilisation fact file contains important information on OSRL resources and how they can be mobilised in the event of a potential or actual oil spill incident. 3 TABLE OF CONTENTS To respond in the most efficient way, we have pre-packaged some of the equipment into loads that are suitable for generic spills and operational environments. In addition to the equipment s specification, we include a legend with icons and description (below) indicating the logistical requirements, technical complexity and the type of manpower for deployment and operation of the equipment. During the selection of equipment and adoption of response strategies, the three main attributes have to be considered carefully as they form a major component of the response effectiveness. 4 COMMAND EQUIPMENT Application We have a range of communications equipment suitable for setting up a field command post and keeping in touch with advanced field posts, whilst being able to relay information to the command centre. VHF Base Stations and VHF Repeater Stations are compatible with all internationally recognised marine VHF simplex channels together with semi-duplex channels. We offer Satellite Communications Packages, including Iridium satellite handheld phones, and Broadband Global Area Network (BGAN), which is provided by INMARSAT to allow internet access from virtually all areas of the world (except for polar regions). The use of this simple and portable BGAN allows access to and other office applications. We also provide portable shelters for use as a command centre, a first aid post, a maintenance area and as a shelter for personnel taking rest breaks. 5 DISPERSANT SYSTEMS Application We offer several aircraft for a variety of uses including training flights, aerial surveillance and dispersant spraying. Tracking buoys, remote sensing, and oil spill computer modelling are also available in aiding the surveillance of oil spills. In addition to the large aerial dispersant application systems prepackaged as loads, we also supply other dispersant application systems, including helicopter spray pods that can be used to spot treat oil slicks. We offer Boatspray, Portable Boatspray and Chemspray systems that can be mounted onto the deck of a vessel. Fluorometry and dispersant monitoring equipment are deployed to measure dispersant effectiveness for every dispersant operation. 6 SHORELINE RESPONSE Inshore Booms / Shoreline Recovery Devices Application We have a range of booms that can be used for offshore, near shore and shoreline responses. Due to differing operational conditions, a variety of boom types are held in our stockpile. Offshore booms are larger and made from a heavier duty material. These are supplied on a reel to ease deployment, which can then be mounted on the deck of a suitable vessel. The majority of the shoreline booms are air-inflatable and manufactured from polyurethane nylon fabric. We have a large range of recovery devices that are used on light, medium and heavy oil. Oleophilic, weir and mechanical skimmers provide the ability to recover a range of oil types in a variety of environments. The most important factor is the viscosity of the spilt oil and how it might change over time. In predictable situations where the type of oil handled is known, such as at marine terminals and refineries, a specialised skimmer most suited to that particular oil can be identified in advance. Skimmers can be used in conjunction with containment booms where slick thickness is increased to maximise recovery efficiency. When choosing a skimmer type, identify first the oil viscosity, its propensity to emulsify, and the expected operational conditions. Our Duty Manager will be able to assist and to assess the conditions, to select the most appropriate equipment package. 8 SHORELINE RESPONSE Oiled Wildlife Response Application We hold a range of specialist wildlife response equipment, which can be used to assist with the rescue, treatment and rehabilitation of wildlife that is affected by oil spill incidents. This equipment, which was selected by professional wildlife responders, can be easily shipped together with other response equipment and utilised by trained wildlife response experts. Temporary Storage Equipment Application We have several options for temporary storage. If recovery storage vessels are not available during offshore containment, the recovered oil can be temporarily stored in inflatable barges which come in two sizes: 25m³ or 50m³. Waste containment tanks are also available with a capacity of 9m³. These tanks are used together with a heating system that is capable of heating high pour point oil during the offshore and shoreline recovery. Alternatively we can provide inflatable oil storage bags with storage capacities of 100m³, 200m³, and 500m³. Temporary portable storage tanks are available in two sizes: 2,000 gallons and 1,100 gallons. 9 Vehicles & Vessels Application We can provide a variety of vehicles suitable for response duties. In a shoreline environment, 6x6 wheel vehicles offer a safe and efficient way of moving equipment in the spill location. Larger vehicles, such as 4x4s and tractor units can also be provided to transport people and equipment. We offer a variety of vessels such as small inflatable vessels, RIBs, workboats and fast response vessels for inshore and coastal response. 6X6 VEHICLE For harbour and near shore waters, our 20m catamaran vessels can be equipped with a variety of response equipment depending on the nature of the spill. These vessels are for regional use only. 10 OFFSHORE RESPONSE Offshore Booms / Offshore Recovery Devices Application We have a variety of booms that can be used in offshore spills and we also provide Active Recovery Boom systems that are designed to concentrate and recover large quantities of oil spill at sea resulting from a major disaster, such as an oil well blow out or tanker accident which may also produce a continuous release of oil. These booms are built to handle heavy oil with medium viscosity. Our range of recovery devices can be used on light, medium and heavy oil. Oleophilic, weir and mechanical skimmers provide the ability to recover a range of oil types in a variety of environments. Skimmers should be used in conjunction with containment booms where slick thickness is increased to maximise recovery efficiency. 12 OFFSHORE RESPONSE In-Situ Burn Application Controlled burning can be an extremely valuable response technique when responding to a significant oil release in open water. It was proven to work with great effect during the Macondo response, where an estimated 29,200 to 41,200 barrels of oil were removed from the marine environment in over 400 controlled burns. We now have the capability to conduct in-situ burn operations with the purchase of new Hydro-Fire Boom systems in A guidance document on Health, safety and monitoring has also been developed to support such response. Monitoring equipment is used when carrying out in-situ burning for the real-time detection of airborne dust, fumes and aerosols. ANCILLARY EQUIPMENT Transfer Pumps, Power Packs and Generators Application We have a range of general purpose transfer pumps to move large quantities of products. We provide different types and capacities depending on the required application. All pumps are supplied with hoses to transfer out the products. We have several types of power packs that are suitable to operate mechanical oil recovery devices and boom reels whilst the majority run as diesel hydraulic. All power packs are provided with the necessary spare kits and ancillaries. 13 Site Safety & Clean-up Application We hold a large variety of ancillary equipment suitable for different aspects of oil spill response environments. Pressure washers are available to clean response equipment and oiled man-made structures. Powered floodlights are also available for use onshore and offshore. We also provide area and personal gas monitors for deployment at on-site entry and where required. It also enables the aircraft to remain pressurized (with the rear cargo ramp closed) during dispersant operations. This system is installed in our C-130 aircraft from International Air Response. The Airborne Dispersant Delivery System (ADDS) Pack is used for airborne and offshore dispersant spraying where a high treatment rate is required. The type of dispersant suitable for airborne spraying must be a Type 3 dispersant. The operations must be deployed from suitable aircraft, such as a modified Hercules aircraft. NIMBUS A modular aerial dispersant system, which is capable of carrying 12 tons of dispersant. It is designed to be used with a Hercules aircraft but can be transported to site by any jet aircraft, increasing the speed of deployment to remote locations. 14 O I L S P I L L R E S P O N S E M O B I L I S A T I O N F A C T F I L E

15 The equipment are prepackaged to cover from shoreline to offshore environments and to complement the existing dispersant loads. These packages are prepared to cover light, medium and heavy oils, and with efficient packaging, they can be interchanged as the incident dictates. Optional equipment such as command centre or ATV can be accommodated when extra space is made available on the shoreline loads. High Volume Recovery Systems (Offshore) (UK Load 7) Application: The high volume off shore recovery package is designed to provide off shore recovery for light, medium or heavy oils using oleophilic brush skimmer method. The system is situated on a 20ft offshore certified (DNV) flat rack container with a built in crane to enable easy and efficient mobilisation of the whole system. Contents: Giant Octopus Skimmer / Hose Reel x 2 / 119kW Power pack with inbuilt air fan / HIAB crane High Volume Offshore Recovery Systems (Containment & Recovery) (UK Load 4) Application: The weir boom has the capability to concentrate and collect large quantities of oil at sea and to remove this oil via its integrated skimming system. The system will operate in moderate sea states with wind speeds up to 21 knots and wave heights up to 3m, though operational efficiencies will be reduced as these extremes are approached. The system is designed with the capability to be air-freighted. Due to the region s reliance on salt water intakes for numerous uses, the load provides the capability for prompt action in order to protect this vital resource from contamination. Standardised capping platform We own, store and maintain four capping stacking systems in four international locations Brazil, Norway, Singapore and South Africa. They are maintained ready for immediate mobilisation and onward transportation by sea and/or air in the event of an incident. Subscription to SWIS capping provides our Members with access to the four capping stack systems and the ability to mobilise two in the event of an incident. Subscription also provides access to the Subsea Incident Response Toolkits which are an integral part of capping operations enabling BOP intervention, debris clearance and the subsea application of dispersant at a wellhead. From the capping stack, hydrocarbons are directed through the flowline end termination (FLET) via a flexible pipes. From the FLET, the flow continues through a flexible pipe and the flow-spool assembly into a standard well testing riser terminating at a mobile offshore drilling unit (MODU). Well hydrocarbons are processed in the standard surface well testing equipment, stabilised and then offloaded to a tanker positioned at a safe distance from an incident well. To maintain flow assurance, hydrate inhibitor can be supplied via the coiled tubing spread deployed on a marine vessel to a coiled tubing termination head (CTTH) and onward to the chemical distribution assembly (CDA). The stockpile will be large enough to provide for serious incidents and it is stored globally across multiple locations, to meet a faster response to the regions. 19 OSPRAG Capping Device - UKCS OSPRAG is a key component in the UK offshore oil and gas industry s comprehensive oil spill contingency plans, which also includes oil control, containment, recovery, dispersant (aerial and subsea) and shoreline protection using booms. The capping device is held at an operational base in Aberdeen, Scotland and can be deployed quickly from a multi-service vessel or drilling rig. Its size and weight means it can be transported by a wide range of vessels. KEY FACTS Built to seal-off an uncontrolled subsea well in the unlikely event of a blow-out, minimising environmental damage and buying valuable time for engineers to develop a permanent solution to seal the well. 28 GENERAL TERMS AND CONDITIONS FOR EQUIPMENT USE IN RESPONSE INCIDENTS DEFINITIONS Affiliate: Means any company, which is owned by, which owns, or is under common ownership with a company. For this purpose ownership may be direct or indirect; direct ownership being through holding fifty per cent (50%) or more of the shares carrying rights to vote at a general meeting of the company (or its equivalent) or holding ordinary shares carrying a majority of votes at a general meeting (or its equivalent) of the company and indirect ownership being through a series of companies each being directly owned by one or (by aggregate shareholdings) more of the previous companies in the series. Base: The Base means the Company base at Southampton (UK), Bahrain, Singapore or Fort Lauderdale (USA). Company: Company means Oil Spill Response Limited including any of its Affiliates. Daily In Use : Equipment shall be deemed to be In Use in respect of any period during which the equipment is in use and not in transit or on standby. Once In Use the equipment will continue to be charged at the daily In Use rate until it is returned to base. Daily On Standby : Equipment shall be deemed to be On Standby in respect of any period during which the equipment is in transit or on standby. Length of day (equipment): Where the equipment is in any one day part of the time In Use and part of the time On Standby then in respect of that day the higher rate shall apply. The length of day with respect to equipment is a 24 hour period. Length of working day (personnel): The Company promotes safe working practices and must ensure the safety and welfare of its staff particularly when operating in the high levels of activity of an oil spill incident. The working day is therefore limited to 10 hours. Should extended hours become a necessity, it is the responsibility of the Company s management to ensure that the appropriate numbers of staff are deployed to permit an effective shift system to be operated and to advise the client accordingly. Period of hire: The total period of hire includes the time from which the equipment leaves the Base until it is returned to the same base or to any alternative location as may be agreed by Company. TERMS AND CONDITIONS Administration fee: A 15% fee will be charged to Non-members on all third party costs including but not limited to consumables, chemical dispersant replacement cost, aviation charter costs and direct operating costs for aviation activities. Where applicable, an administration fee of 15% will be charged to Members in the event that third party contractors are used in the event of an incident. Aircraft charter: In the event that a chartered aircraft is required this can be organised through a dedicated broker. Payment from Members is due within 15 days. Non-members may be required to pay in advance and rates will be subject to a 15% administration fee. Aircraft Insurance: All aircraft contracted by the Company for use in aerial surveillance and dispersant spraying activities are insured by the service provider. However, if any additional premium is payable due to the nature of a specific operation this will be recharged to the mobilising party. Cap on hire charges (Members only): Hire charges will be capped at twice the replacement cost of the equipment. However, the rehabilitation, repair, and maintenance costs will continue to be charged in the normal way at the end of the period of hire. Once the capped value has been reached there may be an option to purchase the equipment at replacement cost, terms for which will be agreed at the time. Chemical Dispersant: Chemical dispersant will be charged at replacement purchase price plus all procurement costs. Non-members will be charged a fee of 2,500 for access to dispersant stocks plus a 15% administration fee. The hire of dispersant in support of projects is only available to Members. Consumables: All consumables will be charged at replacement cost. Non-members will also be charged a 15% administration fee. Deployment of Equipment: All equipment supplied by the Company will be accompanied by an appropriate number of Company personnel for the duration of its deployment. Hercules and Boeing 727 Aircraft: The aircraft are available for both dispersant spraying and cargo operations. The quoted rates apply in respect of normal response operations where the aircraft are deployed and utilised in response operations for up to a maximum of 10 days. All direct costs will be recharged to the mobilising party and an additional administration fee of 15% will be levied on Non-members. Daily charges for non-flying standby periods of greater than 10 days duration will be charged at $15,000 per day and will require special approval. In the event of a prolonged deployment, the mobilising party must pay for sufficient flying hours and direct operating costs to ensure crew currency and aircraft reliability are maintained. In addition, the mobilising party may be charged if a replacement aircraft is required to cover other operational / contractual commitments which are reliant on the availability of the aircraft. This option is only available to Members. Oil Spill Modelling: Fees for oil spill modelling are based on the assumption that the Company is provided with all necessary maps and relevant information (including but not limited to weather, currents, etc) by the client on a timely basis. Invoicing: Invoices will be issued weekly. Payment: The Company shall not be deemed to have received payment until the correct sums are credited for value to Company s nominated account. Late payment charges will be levied on amounts not received within 30 days (or agreed terms) of sending Company s invoice. Payments still outstanding after 30 days shall bear interest at 3% above the HSBC Bank plc, London base rate current from time to time during the period in question until payment is received. Rates: The rates contained in this Scale of Fees apply solely to response incidents. Rates for all other services are available on request. Rehabilitation of equipment: The costs of cleaning and rehabilitating the equipment will be invoiced following completion of the rehabilitation and will include all materials, services and manpower costs. Taxation: All rates are shown are net of all taxes including, but not limited to, withholding tax and royalties. If any deduction or withholding in respect of tax or otherwise is required by law to be made from any payment the invoice will be revised accordingly so that, after such deduction or withholding is made, the payment received is for the same amount as it would have been in the absence of any requirement to make such a reduction or withholding. 29 ActivATIOn Member Activation Procedure Shared Responsibilities during an oil spill response The Duty Manager will: The Customer will: Non-members are not guaranteed a response and will be required to sign a Non-member contract. Services and rates differ. Supplementary services are not available to Non-members. Be the interface between OSRL and the customer Provide technical advice over the telephone Act as the single point of contact for mobilising OSRL s resources Maintain regular communications with the customer Offer a complimentary on-site Technical Advisor for the first 48 hours Recommend an appropriate package comprising equipment and personnel Arrange transport of equipment and personnel Inform client of logistic requirements Communicate daily hire charges Provide incident details and sign the mobilisation form Ensure the safety and welfare of personnel Facilitate clearances, customs, immigration Ensure the response team is met and directed to the command centre Arrange in-country logistic support for equipment and personnel from the place of arrival Provide accommodation to the response team Ensure insurance cover is provided for the equipment Ensure there is a response management team in place 1 Europe, Middle East & Africa +44 (0) Asia Pacific Americas Complimentary Technical Advisory service on-site for 48 hours 2 Emergency telephone numbers Available 24 hours a day, 365 days a year Complete Mobilisation and Notification forms Effective response requires all of the parties involved in an incident to work together. In most cases a response is a multi-agency activity that includes the government, industry, response organisations and other interested parties. The scale of the response will be dependent on the scale of the event. 3 Mobilisation of personnel, equipment and additional resources OSRL is committed to continually improving its response capability and carries out a debrief process to identify areas of improvement after every incident.
