7 The Wharves Deptford Exchange & Explore - Focus Sessions 7 PROJECT UPDATE Following the first stage of consultation in September, we held a further community reference group (CRG) meeting and two Exchange & Explore events. The CRG (06/11/14) looked at feedback from the first stage of consultation, discussing key topics with the reference group, Lend Lease and the design team; as well as planning how the next stage of consultation could explore these issues further. The Exchange & Explore events (29/11/14 and 04/12/14) were an opportunity to provide more information and discuss some of the key areas of local interest in more depth. These events were comprised of both workshop sessions and going out and about to see the scheme in the context of the local area and visiting nearby community/ workspaces. EXCHANGE & EXPLORE EVENTS Each session had a particular focus; Session 1: Streets, spaces the new park and buildings Saturday 29 November, 11am - 2pm Exploring the site and nearby precedents, initial daylight/shadow, traffic and transport studies. Session 1A: Traffic & transport Saturday 29 November, 2.20pm pm Including an update on the transport, traffic and movement studies from the transport consultant, for discussion. Session 2: Community and workspaces Thursday 4 December, 6.00pm pm A trip to local projects and workspaces (Pepys Resource Centre, Enclave/Resolution Studios, Deptford Lounge Resource Centre).

13 Findings - Key Issues EXCHANGE & EXPLORE SESSION, 29/11/2014, SITE WALKABOUT
14 14 The Wharves Deptford Exchange & Explore - Focus Sessions Introduction WORKSPACE VICTORIA PUB This section summarises the feedback and discussions from the Exchange & Explore focus sessions. Each of the sessions looked at particular topics therefore feedback is categorised by the key themes, broadly grouped by related topics. The workspace session and approach for the Yard area was generally received well. Questions were raised around the type of space, use, access, and the nature of local employment. Overall it was felt that there is future opportunity to explore the growth of the tech industry; whilst there is also a desire for the provision of messy space, creative industries and production. Have a mix of shared (communal) and independent workspaces. This is a key opportunity for local youth employment and training. Consider how young people could access this and research local ambitions and interest (hairdressing and digital technology were suggested). Enable space for smaller start-up businesses to expand so they create a legacy and do not leave the area. The link to the Victoria Pub as a prototype incubator space was also well received. Is it possible to safeguard a proportion of local employment and affordable spaces? There is a positive response to the retention of the pub and this is seen as an opportunity to explore a number of local issues and opportunities related to the feedback topics on workspace and communities (summarised on pages 14 and 15). In summary, ideas discussed include: An incubator for start-up businesses, that could potentially link into the workspaces. A hub space for events and consultation. Exploring the potential for meanwhile uses to become permanent facilities in the wider scheme. A space run and managed by the community, for the community. Discussions also debated potential challenges regarding the development, management and viability. It was agreed that it should be a self-sustaining model that doesn t rely on funding and a positive local focus group should help shape and inform the design and use.
15 The Wharves Deptford Exchange & Explore - Focus Sessions 15 COMMUNITY INCLUSION YOUNG PEOPLE COMMUNITY INFRASTRUCTURE The local community are keen to be involved in the process and that the layout delivers an inclusive environment, preventing an us and them feeling, which will lead to resentment and reinforcement of experience of Aragon Tower. Ensure an ongoing involvement and that opportunities for local people are realised through workspace, the Victoria Pub, facilities and public spaces. There is a desire for developer contributions (Section 106 / CIL) to directly benefit the existing community in Deptford. Alongside this a need for more clarity on the process, which is determined by Lewisham Council. It is generally agreed that young people s needs and issues should be taken into consideration and that they are a key group to involve. There needs to be more places for the young demographic in the area to go and more amenities that they feel comfortable to use. Give local young people opportunities for personal development. Employment, training and apprenticeships are key. It was reported that the current facilities are often not used to their maximum potential (under used / tired / revenue funding and management issues). This should be taken into consideration when planning the development and community infrastructure. A number of people thought it would be a good idea to develop a social infrastructure study of the area and action plan that could be supported by a number of the local developments and that this process could be delivered / facilitated by Lend Lease / Soundings. Consider how existing community facilities can be supported; don t just concentrate on the new community amenities in the development.
16 16 The Wharves Deptford Exchange & Explore - Focus Sessions DESIGN QUALITY PUBLIC REALM & LANDSCAPING ECOLOGY, ENERGY & ENVIRONMENT The first focus session touched on design quality and there was generally a positive conversation about the opportunity. There was a strong interest in a materiality that reflects the heritage and history of Deptford, including robust and solid materials. There was also an interest in the use of colour and variation. At the second focus session, there was a positive reaction to the vision for a unique architectural Y shaped workspace building at the Yard - a glowing coloured box referencing the Laban. There remains a mix of views on the two tall buildings. The initial shadow studies were presented to inform the discussion. There is a lot of positive interest and support for the Surrey Canal Park, with some questions about daylight and lighting. There was general agreement that there should not be formal play areas, but rather informal and natural play for all ages. As well as quiet spaces. A park for all; ensure the park does not become a place exclusively for the new residents of the scheme. Support local small scale events in the park. Soft landscaping is received better than the hard, with particular interest in the potential for a planting and design strategy to encourage biodiversity. Ensure the park is overlooked and there are a variety of ways to activate the space, help avoid antisocial behaviour. The loss of the water feature from the original scheme has been received well by most people, citing the benefits of a more usable space. However, reference to the canal and the history is considered important and inclusion of a water element would be viewed positively. It was suggested to plant fruit trees on Grove Street, in reference to the old orchard. Generally the public realm should reference the heritage / history of the area. Develop a site specific planting and ecology strategy that encourages wildlife and biodiversity. Consider habitat corridors, micro climates, lighting, features that incorporate wildlife habitats and use of native and fragrant planting. There is concern that there could be a potential increase in pollution and air quality in the area during the construction period and after. Studies will be undertaken to ensure suitable levels are met. Environmental sustainability is particularly important and the scheme could have an exemplar, visible approach. Explore various green methods of energy production and sustainable building technologies - including solar power, drainage, planting, green roofs etc. Some suggested the use renewable energy production to help provide low cost energy to the underprivileged of the area A number of questions arose around housing standards particularly the Code for Sustainable Homes. It was confirmed that the scheme is looking to achieve Level 4.
17 The Wharves Deptford Exchange & Explore - Focus Sessions 17 CONSTRUCTION IMPACT VEHICULAR ACCESS CONNECTIVITY & LINKS This is emerging as one of the most significant issues for local people. The focus relates to Oxestalls Road and the safety of school children, as well as the wider community and impact on Grove Street / Pepys Park. Current experiences of buses on Oxestalls Road conflicting with parking either side, have highlighted the problem. People would like construction traffic access to be from either Dragoon Road or directly off Evelyn Street. Given that construction may overlap with Convoys Wharf, a comprehensive and coordinated approach should be taken. The impact of increased vehicular access to the Wharves development (alongside Convoys Wharf) remains a key concern. Similar to construction impact, there were requests to explore access from Dragoon Road and Evelyn Street. Transport for London s safety requirements and the proposed Cycle Super Highway on Evelyn Street may be a challenge to this. It was also noted that the uses (post construction) appear to demand less large vehicles and lorries than currently. The loss of the petrol station remains a concern for some, but there is also an understanding that it may reduce trips and HGVs opposite the school. Bus services need improving and will be under more pressure given the cumulative impact of surrounding developments. There was a real interest in the opportunity for the Surrey Canal Park to act a cycle link north south and encourage wider use. There is opportunity for the Surrey Canal Park as a safe route for people coming from the south of the school. It was felt that this could alleviate issues with safe crossing of Oxestalls Road. Questions were raised around the provision of cycle storage and whether this would include the wider estate and area.
18 18 The Wharves Deptford Exchange & Explore - Focus Sessions AFFORDABILITY SURROUNDING DEVELOPMENTS A Affordability remains a key topic with the introduction of the issue of local young people who may wish to stay in the area and have access affordable housing to enable them to do so. A number of ideas were suggested with regards to this: Working in partnership with the Council and committing to specific percentage of genuinely affordable housing (target and social rent). Have a local first strategy for residential sales. Inclusion of local people under the age of 35 to access social housing. Safeguarding of social / affordable housing for future generations. Affordable workspace for young people. As in previous consultation events it is considered critical that all the plans for the area are looked at holistically in terms of access, construction, social infrastructure etc to create a coherent neighbourhood.
