1 Eugenia Serova Senior Advisor, Investment Centre Division, FAO Eugenia Serova is Senior Adviser in the Investment Centre Division of the Technical Cooperation Department at FAO. Ms. Serova is a national of the Russian Federation and holds a Ph.D. in Economics from the University of Moscow, with a unique breadth of specialization in the areas of agricultural economics, agri-food policy and trade, farm cooperatives, land tenure and Russia s agrarian reform. Since 1998, Ms. Serova has been President of the Analytical Centre on Agri-Food Economics (AFE) at the Russian Institute for Economy in Transition (IET), whilst acting as Chair of Agricultural Economics at the Moscow Higher School of Economics since She also serves on the Steering Committee of the International Assessment of Agricultural Science and Technology for Development, organized by the World Bank. Ms. Serova has a wealth of experience in carrying out and coordinating research on Russian agriculture, as well as a proven track record of effectiveness in getting the results heard in the policy process. Prior to taking up her post as Senior Adviser, TCI, Ms Serova has been Adviser to the Russian Federation Ministry of Economic Development and Trade, Ministry of Agriculture, National Statistical Agency, which also entailed participation in drafting several laws and pieces of legislation. Ms Serova has led numerous multidisciplinary teams and undertaken a number of missions at the request of the World Bank, FAO, IMF, USAID, USDA and EU, both in and outside Russia. Ms Serova is fluent in Russian and English.
2 Torogul Bekov Minister of Agrilcuture, Kyrgyz Republic Bekov Torogul Niyazovich is the Minister of Agriculture of the Kyrgyz Republic since December Bekov Torogul Niyazovich has been working in the area of agriculture, business development and trade for over 20 years. During the last five years he held the position of the Director of the Agribusiness Competitiveness Center in the Kyrgyz Republic. Center s aim is to increase competitiveness of businessmen in the agrarian sector of Kyrgyzstan s economy and to promote their products at local and international markets. Mr. Bekov graduated from the post-graduate school under the President s Management Academy and earlier from the Agricultural Academy named after Timiryazev in Moscow, as well as Moscow Managers School under Moscow Branch of Komsomol Organization (Young Communist League).
3 Uchkunbek Tasbaev Minister of Economic Regulations of the Kyrgyz Republic Uchkunbek Tashbaev has been holding position of the Minister of Economic Regulations of the Kyrgyz Republic since January Uchkunbek Tashbaev s career pattern is 14 years. He has worked in banking sector, telecommunications, insurance, development of nonbanking financial institutions, corporate management, public finances and public management, cooperation with international financial organizations, development and protocols institutes. Uchkunbek Tashbaev took an active part in elaboration of legal basis in development of entrepreneurship, improvement of Kyrgyzstan positions in the World Bank international rating Doing Business. In 1994 Uchkunbek Tashbaev entered 2 Universities of the Republic: Kyrgyz-Russian Slavic University, Economic-Juridical Faculty (full-time tuition, budget basis), major Management, and Osh Technological University, Finance-Economic Faculty (correspondence courses, contract basis), major Finances and Credit. He graduated from both Universities with honors in 1999 and 2000 correspondingly having degrees Manager and Certified specialist in Finance and Credit.
4 Charles Riemenschneider Director, Investment Centre Division, FAO Charles Riemenschneider has been Director of the Investment Centre Division (TCI) of the Food and Agriculture Organization of the United Nations (FAO) since January 2006 with responsibility for managing FAO s cooperative programmes with the World Bank and other international financial institutions. Prior to his current position, Mr. Riemenschneider served as Director of FAO Liaison Office for North America (LOWA) in Washington, D.C. from Mr. Riemenschneider, a national of the United States of America, holds a Bachelor of Science degree in Agricultural Economics from Rutgers University (USA), and a Master s degree and a Ph.D. in Agricultural Economics from the Michigan State University (USA).
5 Masaru Honma Director for Central Asia, EBRD Masaru Honma joined the EBRD in August 2002 as Director for Central Asia, based in London. After his graduation from Kyoto University in 1976, Mr. Honma joined the Ministry of Finance of Japan where he dealt with economic policy, banking supervision, taxation and state property management. Later, he held various positions relating to transition economies, including that of a Councillor and Head of Economic Section at the Japanese Embassy in Hungary; Advisor to the Minister of Finance of Poland and Head of Outreach Unit for Financial Sector Reform in the OECD. During the height of the Japanese financial crisis, 1998 to 2002, Mr Honma was engaged in financial supervision including as Director for Inspection Division and Chief Public Relations Officer of the Financial Supervisory Agency and Director General in charge of budget, human resources and international affairs of the Deposit Insurance Corporation. Mr Honma published several books and numerous articles on banking supervision, bank failure resolution and economic and financial reforms in transition economies. The books include Deposit Insurance and Bank Failure Resolution: International Comparison (Toyo Keizai Publisher, 2002), Financial Sector Reform and Markets in Eastern Europe and Russia (Toyo Keizai Publisher, 1998) and Economic Reforms in Central and Eastern Europe (Ministry of Finance, Japan, 1995). Apart from his native Japanese, Mr Honma also speaks English and Russian, and can read Chinese.
6 Aziza Yuldasheva Executive Director, Association of Agro-businessmen of Kyrgyzstan Aziza Yuldasheva serves as the Executive Director of the Association of Agro-businessmen of Kyrgyzstan, that comprises businesses selling seed, fertilizer, and crop protection chemicals to farmers since This association also interacts with farmer producers as well as agroprocessors. Trade associations also engage in lobbying and building local capacity to engage in civil dialogue. As a result of lobbying of the association where Aziza played an instrumental role, Government of Kyrgyzstan removed the 20% VAT on all agri inputs in AAK, led by Ms. Yuldasheva, signed a MOU with Kyrgyz Parliament in 2007 that recognizes the role of the Association to draft laws and regulations pertaining agriculture sector development. Ms. Yuldasheva is a member of Investment Council under the President of Kyrgyz Republic since January She raises the issues of development and attraction on investments to agricultural sector of Kyrgyz Republic. She initiated the development of mortgage of agricultural land. AAK in cooperation with USAID funded project Chemonics prepared necessary changes to six laws and now farmers can put their private agricultural land as a collateral for accessing loans. AAK is lobbying the issue of effective use of State controlled agricultural land and attracting investments to become degraded agricultural land for the time being. Ms. Yuldasheva is a member of Public Supervisory Committee in National State Tax Office since She organizes on annual basis the Agro expo Silk Road for Ferghana Valley countries in Osh, an event which brings together internationally reputable input suppliers and processors and farmers from the Region. This event serves as an important venue to boost trade connections in the Region. Every year more than four thousand farmers attend this event. Agricultural farm stores in the south of country has been gone from zero to over twenty one in six years time all carrying the AAK logo. This has been a major success in ensuring high quality inputs are available, accessible, and affordable in the rural areas where the farmers need them. Ms. Yuldasheva strengths private sector development experiences captured not only in Kyrgyzstan but also other countries of Central Asia (e.g. Tajikistan). Ms. Yuldasheva was invited to be a keynote speaker at an Association Development training program in Bamako, Mali where she shared success stories with Association leaders from more than eight countries throughout Africa. In 2007, a study tour of association representatives from West Africa took place in Kyrgyzstan to experience how AAK works and learn about best practices. In 2010, Ms. Yuldasheva worked in IFDC Nigeria, Africa and trained four agricultural associations local staff and members of Board of Directors and shared her experience in development of associations. Ms. Yuldasheva s partnership with KAED has leaded to significant achievements in agricultural sector development in Kyrgyzstan.
7 Zhyrgalbek Toktogaziev Chairman of Agricultural Cooperative Kum-Dobo Birimdigi Zhyrgalbek Toktogaziev is a Chairman of Agricultural Cooperative Kum- Dobo Birimdigi, Kochkor rayon, Naryn oblast. Agricultural Cooperative Kum-Dobo Birimdigi is one of the leading cooperatives in the Naryn oblast, which is engaged in growing of potato, wheat, and barley, and marketing of all grain crops both at domestic and foreign markets. Zhyrgalbek Toktogaziev has 15 years practical experience in agricultural area. Except for entrepreneurial activity he is also engaged in public activities in his rayon being a Deputy of the Kochkor rayon Council of the Naryn oblast. Zhyrgalbek Toktogaziev has a higher education in Economics graduating from the Kyrgyz National University. In general one can say that Zhyrgalbek Toktogaziev is an expert in his area and a patriot of his country who strives for making a contribution in agricultural development in Kyrgyzstan.
8 Peter Goodman Senior Agricultural Specialist, World Bank Peter Goodman has been working as a Senior Agricultural Specialist in Agriculture and Rural Development and Sustainable Development Sector Unit of the World Bank since October, 2008 with responsibility for managing Agricultural Investments and Services Project (AISP), EU Food Facility Support and Second On-farm Irrigation Project (OIP 2) in Kyrgyz Republic. Besides, he worked in Food Security and Seed Imports project in Tajikistan and Agric Competitiveness in Kazakhstan. Prior to his current position, Mr. Goodman served as an ST Consultant at World Bank Head Quarters in Washington D.C., the USA. Mr. Goodman, a national of the Great Britain, holds a Bachelor of Science degree in Agriculture from University of Newcastle-Upon-Tune (Great Britain), and a Master s degree in Agricultural Economics from University of London, Wye College (Great Britain).
9 Almaz Dorombaev Director of the Agribusiness Competitiveness Centre Almaz Dorombaev has a big experience in agribusiness, marketing, and finance spheres. Before coming to the Agribusiness Competitiveness Centre Almaz Dorombaev has been working for 10 years on executive positions in the JSC Aiyl Bank in different regions of Kyrgyzstan where he has made a significant contribution in development of regional subdivisions working out strategic marketing plans on production distribution for big clients agrarian enterprises. Almaz Dorombaev has the MBA degree. Besides he took an active part in numerous seminars and trainings including the following: Development of individual farms, Micro financing, Financial management, Investment crediting, Strategic management, Peculiarities of agricultural production, Leasing, International marketing, Crop production, Investment crediting in agribusiness, Business planning for managers, Rural and micro financing, etc. At present Almaz Dorombaev is the Head of the Agribusiness Competitiveness Centre. The Centre s goal is to improve competitiveness of entrepreneurial entities in the agrarian sector of the economy of Kyrgyzstan and sales promotion at domestic and foreign markets.
10 Rachel Freeman Senior Operations Officer, IFC Rachel Freeman has been a senior operations officer for the International Finance Corporation (IFC) in Central Asia covering agribusiness since Prior to this position, she was the deputy general manager of IFC s advisory services in Sub-Saharan Africa. Ms. Freeman joined IFC in 2001 to lead the Central Asia Leasing Project where she helped developing the leasing legislation for Kyrgyzstan, Uzbekistan and Kazakhstan. Before joining IFC, Ms. Freeman involved in a series of entrepreneurial activities in Russia including as a founder of Micro leasing, which provided leases up to US$25,000 to women-owned businesses in North-West Russia. Ms. Freeman also served as a Community Builder for the US Department of Housing and Urban Development and ran the microfinance department of the Women s Self-Employment Project in Chicago. Ms. Freeman, a national of the United States of America, holds a Bachelor of Arts degree in International Economics and Politics (Russia) from Middleburg College, and an MBA from the University of Michigan.
