Butale, Government of Botswana will moderate a panel of U.S. and African investment and financing institutions, including the U.S. Government s Overseas Private Investment Corporation (OPIC), to discuss constraints and opportunities for expanding investment, including through diversified financing solutions, risk mitigation mechanisms, and greater domestic resource mobilization to support sustainable development. Requestor/Convener Meeting Objectives and Interagency Equities The United States supports African-led policies, partnerships and programs to bring investment to African enterprises, entrepreneurs, and supply chains. The United States considers investment in Africa critical for private sector-led growth, job creation, and income generation. Background Investment is key to combating poverty and conflict in Africa. From the U.S. Government, USAID and OPIC are working together to engage the private sector to help deliver development results that advance U.S foreign policy, build future markets for economic growth and trade, and benefit emerging economies through sustainable economic development. Thanks to new business models and new technologies, commercial investors are now investing in sectors in Africa that were once the domain of public sector budgets. From electricity generation to privately operated public transportation, to medical clinics for low income communities and private schools, many critical development needs can be met with business models. Scene Setter This session will be a panel discussion where Acting DAA Mr. Runyan and the African co-chair will moderate. The breakout room will have auditorium style seating with several hundred attendees composed of representatives of African governments, intergovernmental organizations, private sector companies and civil society organizations. It is not open to the press. I am greatly honored to share this stage with my distinguished co-chair, the Honorable Assistant Minister of Investment, Trade and Industries from Botswana, Mr. Biggie Butale; and our panelists Peter Ballinger, Managing Director, Africa, Overseas Private Investment Corporation (OPIC); Abdul Rahman Abdulai, Head of Small and Medium Enterprises Department, Ecobank; Tilado Joseph Minoungou, Chargé de Missions, Coris Bank International; and Kanini Mutooni, Senior Investment Advisor, East Africa Trade and Investment Hub. II. III. IV. We are deeply grateful for this opportunity afforded to us by the Government of Togo s hosting of this year s AGOA Forum. For the U.S. Government, USAID and OPIC are working together to engage the private sector to help deliver development results that advance U.S foreign policy, build future markets for economic growth and trade, and benefit emerging economies through sustainable economic development. USAID operates regional Trade and Investment Hubs and satellite offices to support AGOA exports in Nairobi, Pretoria, Gaborone, Accra, and Abidjan, with an additional 7 locally-run AGOA Resource Centers throughout West Africa. V. The Hubs work with investment advisory firms with extensive experience providing investment and economic development advisory services to governments, development finance institutions, private equity firms, Fortune 100 companies, and public policy research institutions, in frontier markets. Services include: investment

3 facilitation, fundraising support, deal structuring, market intelligence, financial analysis and due diligence. 4 Tab 2 Biographical Information Mr. Biggie G. Butale [Boo-ta-lay], Honorable Assistant Minister of Investment, Trade and Industries Honourable Biggie Ganda Butale was elected Member of Parliament in 2014 and appointed to Cabinet as Assistant Minister of Investment, Trade and Industry on 1st October He has attained a Bachelor of Laws-LLB from the University of Botswana, has further obtained a Pastoral Diploma and a Post-Graduate Radio Broadcasting Certificate. Honourable Butale has vast experience in the legal field, business industry and religion. Prior to being elected to Parliament and appointed to Cabinet, he has been the Managing Director of Morongwa Enterprises (Pty) Ltd. He previously served as a State Counsel at the Attorney General s Chambers-Republic of Botswana and at Moupo Motswagole and Dingake Attorneys heading their Head office, in Gaborone. Honourable Butale is a proponent of community development and has contributed enormously to the community serving as a member of boards of different organizations including inter alia the High Level Consultative Council-HLCC, the then National Employment Manpower and Income Council-NEMIC as it was then, Gaborone Academy of Education, National Population Council, and the Human Resource Development Advisory Council. He has led the Botswana Council of Non-Governmental Organizations-BOCONGO, Church Radio Council, Evangelical Fellowship Botswana and the Bible Society. Before his appointment as a Cabinet member, Honourable Butale served in the Public Accounts Committee and also in the Parliamentary Committee of Foreign Affairs, Defence and Security as Chair. Honourable Butale s religious practice covers being a Senior Pastor, Preacher and a Teacher of God s word Counsellor and Marriage officer at the End Time Ministries. Chris Runyan Acting Deputy Assistant to the Administrator for Africa USAID Mr. Runyan is currently serving as the Acting Deputy Assistant to the Administrator for Africa, and previously served as USAID's Senior Coordinator for the President's Young African Leaders Initiative (YALI), a position he has held since the end of June Previously, he served on the National Security Council staff as Director for African Affairs responsible for 17 countries in West

Africa and the Sahel region. He served for several years at the Department of State as Special Assistant to the Deputy Secretary of State, and as Senior Advisor for the U.S. Special Envoy for Sudan and South Sudan.

Mr. Runyan has worked overseas on USAID program management, strategic planning, technical assessments and evaluations in Haiti, Bangladesh, Nepal, Morocco, Kenya, Uganda, Mozambique, South Africa, Israel/West Bank, South Sudan, Sudan, and served on a Provincial Reconstruction Team in Afghanistan embedded with NATO forces. Prior to government service, Mr. Runyan worked in Kazakhstan and Uzbekistan for the Eurasia Foundation to develop civil society and economic growth. He has a Master s in Public Affairs and International Development from the University of Washington, and an undergraduate degree in political science from Ohio University. Peter Ballinger Managing Director, Africa Overseas Private Investment Corporation Peter Ballinger is Managing Director for Business Development and the Johannesburg-based Africa regional representative for the Overseas Private Investment Corporation (OPIC), the U.S. Government s development finance institution. Together with OPIC regional representatives in Abidjan and Nairobi, he leads business outreach and development efforts throughout the continent. Mr. Ballinger has represented OPIC at the AGOA forum for several years and he actively works with African companies and their American partners to expand U.S.-African investment and trade. Mr. Ballinger received a B.S. from the American University in Washington, D.C. and an MBA from Johns Hopkins University in Baltimore, Maryland. This is his fourth overseas assignment for OPIC, having served previously in Russia, Turkey and India. Abdul Rahman Abdulai, Head of Small and Medium Enterprises Department, Ecobank Tilado Joseph Minoungou Chargé de Missions Finance Inclusive (and Head of Agricultural Lending) Coris Bank International M.r Minoungou is in charge of developing the portfolio of farm credit and micro-finance institutions. He was the regional director of the International Bank of Burkina Faso from 2002 to He then joined

6 Coris International Bank in 2009 and was tasked with expanding Coris Bank to the West and Southwest of Burkina Faso. In 2011, he became the Director General of Coris Bank International as the Charge of Mission for Financial Inclusion. Kanini Mutooni Director for Investment East Africa Trade and Investment Hub Kanini Mutooni is a UK Chartered accountant and Harvard Kennedy School Alumnus with experience at Director and board level at Merrill Lynch Bank of America, KPMG, Ernst and Young and Kleinwort Benson Private Bank. She has over 20 years experience in Wealth Management, Institutional Fund Management and Private Equity Fund Administration across 3 continents. Kanini s core investment experience has mostly focused on agriculture, technology and clean energy within East and Central Africa through positions in fund advisory and investment committees for continental impact funds within the mid and small-cap sectors. She has facilitated over $52m in 7 companies in the last 2 years in her current position as Investment Director in East Africa for the USAID East Africa Trade and Investment Hub. She was an Investment Committee member for the Africa Enterprise Challenge Fund (AECF) a $260m Impact fund focused on clean energy and agri-technology sub-sectors. She is also the Chair of the finance and Audit committee of the Global Innovation Fund (GIF) a $225m impact fund focused on impact investment in emerging market commercial innovations that help solve social problems. Kanini has an MBA from Cass Business School, City University London and was recognized by the World Economic Forum as a Young Global Leader in 2014 for her contribution to business. She was named as one of the most influential business women in East Africa by the Business Week magazine in 2013 and in 2010 was nominated as a Woman of the City Future Leader in the Barclays Wealth Women in the City initiative.
