GUEST PRESENT: Millie Kroll, NPD Employee 1. CALL TO ORDER. President Genualdi called the meeting to order at 6:00 p.m. 2. PLEDGE OF ALLEGIANCE TO THE FLAG. President Genualdi led the assembly in the Pledge of Allegiance. 3. ROLL CALL.
2 All commissioners were present. 4. CHANGES TO AGENDA. Move New Business Retirement (Golfview) Millie Kroll. Executive Director LoVerde said that Millie was one of the first employees at Golfview and we are extremely proud of her years with us. Millie was always busy, when she wasn t watching the front desk she was mopping the gym floor, picking up trash, wiping down tables and chairs, she was always keeping busy. Millie was very well respected by all of our patrons. She greeted each and every one with a Hello and Goodbye. Teenagers who thought that they could enter the gym without paying didn t know Millie was there watching. No one got passed Millie. She is strong and gentle to like and most of all loveable. We will miss her smiley face and we wish her good health, joy and happiness. On behalf of the NPD Commissioners we would like to present Millie with a small token of our appreciation. Executive Director LoVerde invited Millie to take a picture with the Commissioners. 5. CONSENT AGENDA APPROVAL. A. Minutes of the Regular Board Meeting February 16, B. Treasurer Czarnik reviewed the Treasurer s Report. A motion was made by Vice President O Donovan, seconded by Commissioner Byrne to approve the Treasurer s Report as presented. 4 Robin Brey Recreation Spring Dance Recital Drams Come True will be Sunday, May 1 st at Culver School. In addition to our dance programs new this summer we will be offering a dance camp for children ages Bright Beginnings preschoolers will participate in Earth Day. All classes at Howard will be planting flowers in pots and classes at Grennan and Oakton Manor will be planting flower beds. Registration is ongoing for summer camps, summer classes and pool passes. As an incentive to register early participants that register for camps and pool passes will receive one day passes to our facilities. Promotion ends May 20 th. Laura New, Tam Tennis We combined with golf and had another successful field trip for our 4 year old preschool classes. We are winding down with our Great Suburban matches. Our summer brochure has been delivered. May 29 th is the end of our Permanent Court time. Classes for the last session will end on June 5 th. Harvest Hustle will be October 23 rd (alternate date October 16 th ) Jim Majewski, Park Services Weatherguard Roofing Company has started replacing the west side of the main roof at Iceland due to a wind storm damage which was covered by insurance. The batting cage net and mast collar have been changed by Midwest Netting Company and also the #6 tee protector net. This repair was covered by an insurance claim. Mowing has started and ballfields are being cleaned up. The Driving Range net cabling is all done and the net is being delivered this week. Also Jim is working on getting pricing on the bottle fillers for the drinking fountains. New wireless controller was installed at Pioneer Park for the scoreboard. Marty Stankowicz, Iceland The spring hockey league started in March and we currently have the same number of teams and players as last year. All hockey classes are full with wait lists. We have started registration for summer classes and camps.
5 This year s spring Ice Show 5, 6, 7, Skate will be held April 29, 30 and May 1. Set design and construction are complete, while rehearsals continue until the show. Iceland roof repair started on Monday April 13. The high winds in February damaged most of the west side roof which is being replaced. IceLand concession is open every day and is ahead for the year $ Legislative - Executive Director LoVerde HB 4536 Is now on second reading in House, this bill raises the bid limit from 20K to 25K. HB 4259 Would prohibit future employees of associations and not for profit corporations representing units of government from participating in IMRF. HB 4379 Would create the Local Government Expense Control Act to require non-home rule units of local government to regulate travel, meals, and lodging expenses for officers and employees. Expenses could only be approved after submission of specific documentation and approval required with a roll call vote at an open meeting. The state has not reached a budget agreement so all funds are tied up especially those related to grants and project funding. Finance Director Elenz stated that we have a Grant that is held up for Tam Tennis lighting. Finance Director Elenz Finance Director Elenz stated that our audit has started this week. The auditors should finish their field work by Friday. He will present the board the final report in June. Julie Jentel Marketing Several blasts have gone out this past month- Tball/Rookie Ball, Youth Volleyball, a couple Golf Course, Summer Camp. We had 16,314 visitors to our website & 50,016 page views for the past 4 weeks. The top pages were IceLand, League Standings & Winter Spring Programs. The Summer Fun Guide came out Monday, April 18 and the Summer website is posted with all programs. Work on the Fall Fun Guide will begin soon. Schedules for all the Spring Leagues will be posted online within the next couple weeks. The Park District will again be part of the Bike Niles event which is Saturday June 11 at Notre Dame College Prep.
6 Lindsay Brubaker Pioneer/Oasis Concession News to Report: Pioneer Park- We were snowed out for opening day, but were able to open for the season on Sunday, April 10 th. So far so good thanks to nice temperatures. We have day camps, schools, and church groups booked for their summer group outings and have already seen a large number of batting cage rentals. Purchased new bats, helmets, clubs, and golf balls. Excited for new fencing and golf course improvements to be installed once the weather is warm enough! Working with The Art Station Studio to develop an Arts in the Park program or special Paint in the Park party. Niles All American City Spring Fling Softball Tournament- April 23-24, 2016 This is our first time hosting a tournament for 10U/12U fastpitch travel teams from all over the area. Games will be played all weekend long at Pioneer Park and Grennan. We are very thankful for a cooperative looking forecast! Futures 16 Softball League- Reached out to 31 schools, met with a few Athletic Directors that were interested, and distributed flyers around town to help get the word out. We ll at least have one team of Pioneer Park & Athletics staff Golf Mill- Spring Break Camp We took over Golf Mill Mall on Tuesday, 3/29 11am-1pm for their Spring Break Kids Camp! It was a perfect opportunity to promote our summer programming and the kids had a great time! Thank you to Robin, Julie, Laura, Kenny, Paul, Marty, Stan, and Chris for coming out to help! Treasurer Czarnik suggested purchasing a large banner for Pioneer Park. Jim Majewski will order these banners within the next couple of days. Athletics Paul Nielsen Youth Winter Basketball season went very well with games being played at the park districts buildings along with Culver School, St John, NorthRidge Prep, Notre Dame and Niles Family Fitness. There were times that games were played on ten different courts at same time. Spring Gymnastics has just begun at Grennan Heights on Mondays and Thursdays for girls and boys ages 3-12 years old. In two weeks, Youth Volleyball will be beginning for boys and girls grade 4 th through 8 th at Golf View.
7 The Spring Men s basketball games are beginning played on Wednesday nights at Golf View and Grennan Heights. The athletic department s 2016 revenue is $418,000 which just slightly below $426,000 at the same time last year. Marketing is currently on going for all summer programs. Tam Golf Course Peter Dubs The golf course opened for the season on Wednesday March 16 th. We had sporadic play the first few weeks as temperatures dropped below average, but have been very busy since it s warmed up over the last week. Our spring programming is off and running at the learning center and total registrations are ahead of last season s figures to date. Junior leagues began last week, and our first special outing of the season for juniors is coming up on Friday May 6 th. League and permanent tee time payments are coming in and are due by the end of this week. Figures should be almost spot on or slightly ahead of budgeted projections. Our membership card promotion is currently available and being received well by our regular players. As of last week we had sold 30 cards, and I expect that number to increase as the weather gets better and more of our customer base returns for the year. blasts promoting the card, spring programming, and our Swing Into Spring junior outing have recently gone out. On the horizon are s to promote Outings, Permanent tee times, and summer camps and leagues. Treasurer Czarnik asked Peter the rates for golf. Peter gave him the non-resident and resident rates. Executive Director LoVerde stated that he would like the board to consider corporate rate. He said that there has been interest in corporations that work in Niles that would like resident rates (golf). When Executive Director LoVerde spoke with the person that called he said that we would be interested in giving a corporate rate for fitness, things of that nature. When he spoke with Jo Ann he told her that he was interested in non-resident rates for golf. Executive Director LoVerde said that years ago Attorney Shapiro looked into this. It was then said that you could not give a corporate rate only for Niles and not Chicago or other suburbs. Executive Director LoVerde also mentioned that park districts do have corporate rates for local businesses because the business pays property taxes. This does not meet the definition of resident of the NPD. A resident of the NPD has to vote in the NPD election.
8 Executive Director LoVerde will table this until the next board meeting after Attorney Shapiro looks into this. Golf Course Maintenance Jim Stoneberg Turf fertilization and broadleaf weed control applications scheduled to complete by the end of the month. Delivery of our budgeted utility vehicle should be by the end of the month. Finalizing pricing for cart path overlay project along river for completion weather permitting by league season weather permitting Deep tine arification with heavy sand topdressing to the greens scheduled for this week. Master plan phase three for course improvements completed with XGD s golf course Architect Doug Myslinski. The next phase is pricing for the different recommended improvements. 9. NEW BUSINESS. A. RETIREMENT (GOLFVIEW) MILLIE KROSS (THIS WAS MOVED UP ON THE AGENDA) 10. OLD BUSINESS. A. UPDATE ON CALDWELL PROPERTY Executive Director LoVerde said that Wight received all the boards input from your field trip. Wight is incorporating all the changes, including a computer room which needs air conditioning. They are now trying to reach our budget with all the changes (7.5 millon). The next step we will have is the discussion with the numbers. This will happen before the next board meeting. B. OASIS Started Oasis today, spread 18 loads of clay. He is hoping no rain so they can continue tomorrow. Since there is room, we are now thinking about putting some play equipment for the camps and pool. C. POINT PARK Working with the company that designed and made the plaques for Point Park. He explained how to get the plaques anchored.
9 11. MISCELLANEOUS Executive Director LoVerde said that the Niles Chamber of Commerce would like our help with their annual fundraiser, Dollars for Scholars. The event this year is new and involves the sale of ducks at business locations throughout Niles. Executive Director LoVerde had an initial meeting with Katie Sneider and Kris Svachula last week and they have asked for the Oasis pool for August 6 from 4:00pm to 6:00pm. He said Robin has blocked out the rooms until we hear otherwise. The ducks sold will be brought to the pool and at a yet to be determined time will be released down the slide all at one time and contained within a specific area. High school swim team members will volunteer to pick out ducks to determine the winners. Along with the duck slide, the room will be set up and food can be provided and purchased by NPD concessions. There will be several more meetings and I will report back on the final details. If any board members have any concerns or questions as we move forward please let me know, or Kris or Katie. There are still many suggestions and ideas being thrown around so it s in the very early stages. Executive Director LoVerde said that he attended along with Julie Genualdi an award ceremony as guests of Main Township. Main Township operates the Recovery Connection program at Oasis every Friday for people recovering from addictions. Main Township received an award for this program and acknowledged the NPD for the use of Oasis. Congratulations to Treasurer Czarnik for his induction into the 16 Hall Of Fame. It is remarkable that one person gets in the hall of fame - now Ray has joined his brother (Eggs). 16 Softball is a better game because of the Czarniks. 12. CITIZENS WISHING TO ADDRESS THE BOARD. None. 13. CONVENE INTO EXECUTIVE SESSION UNDER SECTION 2 (C)(1) TO DISCUSS PERSONNEL ISSUES, SECTION 2 (C)(5) TO DISCUSS REAL ESTATE AND SECTION 2 (C)(11) TO DISCUSS LITIGATION OF THE OPEN MEETINGS ACT. (IF NECESSARY) The Board agreed it was not necessary to convene into Executive Session. 14. ADJOURNMENT.
