7 Carol Burnett, M.E., Founder/President Optimum Brain Institute Carol Burnett, co-author of McGraw-Hill s latest Big Books series, The Big Book of Brain Building Games, is the founder of Optimum Brain Institute a bio/neurofeedback organization. Carol is an expert in translating esoteric brain research into understandable and practical applications. Through her consulting, coaching, workshops, presentations, and brain-training technologies, she assists her clients and audiences in maximizing their brains potential. Coupled with a strong academic and corporate background, she has taught and consulted for colleges both in the US and Canada. In addition to having two undergraduate degrees, she also holds a Master s Degree in Educational Counseling Psychology from the State University of New York. She has served as an Assistant Vice-President for a national financial institution and has worked extensively in the field of Human Resources. As a nationally recognized consultant and educator, Carol has conducted seminars and workshops for hundreds of clients. Gillespie, CPPO, C.P.M., CPPB, CPM Deputy Director of Procurement City of Tucson Marcheta E. Gillespie, C.P.M., CPPB, CPM, is the Deputy Director for the City of Tucson's Department of Procurement. With over 18 years of experience in public procurement, Marcheta is a passionate advocate for her profession. Her areas of expertise include public procurement, strategic planning, eprocurement, project management, cooperative programs and marketing. Marcheta is a Director on the NIGP Board of Directors, where she represents five states in Region XI. She has served as the Chair of the NIGP National Forum Committee, Chair of National Quality Control Team and is an active member of the NIGP Southern Arizona Copper Chapter. In 2009, Marcheta was awarded the 2009 Manager of the Year by her regional chapter. Marcheta is a leader for the NIGP Student Knowledge Community and serves on a number of Task Forces for NIGP. She has trained and presented on procurement-related topics across the country at various national, regional and local conferences. Marcheta is a Certified Public Professional Officer, a Certified Public Manager, a Certified Public Professional Buyer and Certified Purchasing Manager. She is also a certified instructor for the Institute, instructing for the Contract Administration, Sourcing in the Pubic Sector, World Class Procurement and CPPB courses. Marcheta is heavily involved in working with youth in her community, serving on the Board of Directors for Marana Little League and serving as a member of two local PTO Boards. She has been married to husband Allen for 16 years and they have 3 children, Makayla, Garrett and Felicia. Jacob Kashiwagi, M.S., Program Manager/Leadership Researcher Arizona State University s Performance Based Studies Research Group (PBSRG) Jacob Kashiwagi is a program manager at Arizona State University s Performance Based Studies Research Group (PBSRG). He is the developer of the no-influence leadership theory, the theoretical basis for the Performance Information Procurement System (PIPS) model. He is also a senior researcher and lecturer in ASU s leadership development and best value efforts. Jacob has worked with numerous public and private organizations (United States Army Medical Command, Schering Plough, Oklahoma State, City of Miami Beach, Entergy, Arizona State University s networking) to help increase efficiency in their outsourcing of services and management of projects. The technology has been tested over 600 times totaling $2.5

8 billion ($744M in construction projects and $1.7 in non-construction projects) with a 98% success rate since He has also an author of several research papers and reports. Mike Hutchins, President/Owner, Transportation Logistics Management, Inc Mike is President and Co-Owner of Transportation Logistics Management, Inc. His wide array of responsibilities include overseeing the management team, working with all transportation carriers at a national and/or corporate level, partnering with customer owners and CFO s and working with purchasing and procurement groups nationwide. Mike currently is very focused and involved on developing service and cost saving opportunities with governmental agencies including states, counties, cities, universities, prisons, utility companies and school districts across the country. Paul Raeder, Vice-President Transportation Logistics Management, Inc Paul joined TLM in 2008 and is the Vice President of Transportation Logistics Management. His primary focus is on business management, new business, contractual development and sales management. Paul has a vast history of business experience from small business owner to senior management of large corporations. Paul has been meeting with governmental and educational procurement departments, to implement cost saving programs in Colorado, Virginia, Indiana and Florida, including the City of Englewood, Town of Castle Rock, Jefferson County, Colorado State University, City of Boulder, University of Northern Colorado, City of Greeley, City of Longmont, University of Colorado, City of Colorado Springs, State of Indiana and University of Jacksonville. He has recently participated in providing training and educational workshops with purchasing and procurement groups including Mid-America Council of Public Purchasing (MACPP), Arizona State University and UCLA. Ms. Doris Gray, Member of the Phoenix Thunderbird Chapter, has been a NCMA member since She has served as local chapter Vice President of Communications, conducted training seminars, and publishing the NCMA publication, Contract Management. Ms. Gray has extensive background in Federal, commercial, and international contracts with General Electric, Westinghouse, Martin Marietta (now Lockheed Martin), and Motorola. Ms. Gray has also participated in dispute cases before the Board of Contract Appeals and GAO. She holds an undergraduate degree from Duke University and a law degree from George Washington University.

9 ELLEN M. VAN RIPER, Assistant City Attorney City of Peoria, Arizona Ellen M. VanRiper currently is an Assistant City Attorney for the City of Peoria, Arizona, providing general counsel legal representation to the City in the areas of land use, development, and contracts. She has also represented the City in municipal civil litigation matters in the areas of land use, zoning, elections, and eminent domain. Prior to joining the City of Peoria, Ms. Van Riper was in private practice where she represented numerous municipalities and counties, citizens groups, and property owners in regard to land use, zoning, election, and eminent domain matters, with an emphasis upon litigation and administrative appeals. Ms. Van Riper is a 1987 graduate of the Rutgers-Newark School of Law, where she was a member of the Law Review. Ms. Van Riper is a 1983 graduate of Wilkes University with a B.A. in English Literature and was inducted into the Wilkes University Athletics Hall of Fame in Ms. Van Riper is admitted to practice before all Arizona courts and is a member of the State Bar's Appellate Practice Section and the American Planning Association. She has frequently served as a speaker on land use, zoning, elections, and eminent domain topics for several continuing legal education providers, such as the State Bar of Arizona, NBI, and CLE International. Gary L. Aller, Director Arizona State University, Alliance for Construction Excellence Gary Aller has been associated with the Alliance for Construction Excellence (ACE) at Arizona State University for the past eighteen years. His current responsibilities as Director cover all business operations of the organization. ACE is an outreach/in-reach organization of the University for the design & construction industry and is part of the Del E. Webb School of Construction program within the School of Sustainable Engineering and the Built Environment. Under Mr. Aller s direction, ACE runs industry task forces and forums in such areas as Advanced Technology Environments, Alternative Project Delivery Methods, Building Information Modeling, Design Assist, Public Private Partnerships, ecommerce in Construction, Renewable Energy, Web-Based Training, Environmental (PM10), Project Management, Safety and many others. ACE also serves as a technology transfer hub providing education to the industry through seminars, workshops and conferences. Mr. Aller has received numerous awards including the Construction Industry Institute s Instructor of the Year and the Construction Management Association of America s Man of the Year. He has lead formal education sessions with over 7000 people in the area of alternative project delivery methods since his organization facilitated the legislation for Arizona in April of Since that time Mr. Aller has been involved in some part with the $12B+ procurements of APDM work and has advised all 49 other states on the successes of APDM in Arizona. To this date Arizona has the most liberal project delivery legislation of any state. For the past twelve years, Mr. Aller has also headed a company, Strategic Business Concepts, L.L.C., engaged in the business of strategic planning, educating, training, advising, consulting and recruiting in the areas of business and program management. His clients include several of the top ENR construction firms as well as many private and public entities both inside and outside Arizona.Prior to his current responsibilities Mr. Aller spent 23 years with Bechtel Corporation in a number of senior management positions in the design and construction industry. His work during this time covered a vast variety of project delivery methods, both public and private. He holds three degrees and is a firm believer in life-long learning. HANK TRAEGER, Associate Director Alliance for Construction Excellence - Del E. Webb School of Construction at Arizona State University Hank works with Gary Aller to assist the construction and design industries and public and private owners in inventing and implementing the future of design and construction. He helps people get optimum

10 benefits from construction projects by developing processes and procedures and by thinking and acting win-win-win. He advocates creativity, collaboration, cooperation, coordination and communication. Hank joined ACE in His previous experience was as an attorney and includes eleven years as an Associate General Counsel at ASU, eight years as a partner at Snell & Wilmer, Phoenix, Arizona, four years as General Counsel of Shawmut Corporation, Boston, Massachusetts, five years with Milbank, New York, New York and three years in the Navy Judge Advocate General's Corps. Hank graduated from William and Mary (A.B. 1964) and Stanford University School of Law (J.D. 1967). Michael Greene, CPM, Central Services Administrator City of Tempe Michael Greene is the Purchasing Administrator for the City of Tempe. His 23 year career has been focused in the procurement field including time with the Arizona Department of Transportation, Tempe Union High School District, and the Paradise Valley Unified School District. Nichole Koontz Energy Pro ARRA/WIFA Panel (other panel members TBD) Martha Lynch, CPPB/, Director of Procurement Services Arizona Department of Commerce Martha (Marty) Lynch attended University of California at Dominguez Hills attending numerous classes in procurement such as negotiations, specification writing and strategic planning for large buys. After college, Marty worked for Hughes Space and Communications for eight years buying electronic components for satellites. She moved to Phoenix in 1992 and has worked for the State of Arizona for fourteen years. Marty became a Certified Public Purchasing Buyer in Her state career started with Arizona Game and Fish where she did construction contracting. She moved to the Arizona Department of Environmental Quality where she was responsible for the emission testing contract, to the Arizona Department of Health Services where she administered behavioral health contracts and to the state procurement office where she was responsible for statewide contracts. She now oversees and administers contracts for the Arizona Department of Commerce. I believe working with so many different agencies has broadened my view of the state and has given me valuable perspective on their operations, rules and needs. She has also been trained to be part of the Community Emergency Response team and is a certified bighorn sheep expert. She plays tennis, skis, golf, bicycle rides, hikes and goes camping. She enjoys being with her family.
