1 2017 D.C. Indian Law Conference Speaker Bios Daron T. Carreiro Senior Counsel for Native American Affairs, Environment & Natural Resources Division, U.S. Department of Justice Conference Co-Chair, Public Sector Daron T. Carreiro (Chickasaw) is the Senior Counsel for Native American Affairs at the U.S. Department of Justice in the Environment and Natural Resources Division (ENRD), where he provides counsel to the Assistant Attorney General and other members of ENRD's front office on Indian country issues. He also handles an active docket of litigation matters involving Indian water rights, tribal treaty rights, reservation boundaries, tribal jurisdiction, and agency actions affecting tribal interests. Lawrence S. Roberts Counsel, Kilpatrick Townsend & Stockton LLP Conference Co-Chair, Private Sector Mr. Roberts draws upon his over 20 years of experience in federal Indian law to assist Tribes in reaching solutions on Federal Indian law matters administratively or in the courts. Mr. Roberts experience is in the agencies Tribes engage with most often, including: the Department of the Interior, the National Indian Gaming Commission, the Department of Justice and the EPA. His work with the Department of the Interior was in the Office of the Assistant Secretary for Indian Affairs, including leading Indian Affairs from the previous Assistant Secretary s departure at the end of 2015 through January 20, During his tenure in Indian Affairs, Mr. Roberts also served as the Principal Deputy Assistant Secretary and the Deputy Assistant Secretary for Policy and Economic Development. The Office of the Assistant Secretary for Indian Affairs portfolio is broad and includes: the restoration of tribal homelands; energy and economic development; fostering tribal self-determination and self-governance; Indian gaming; the Indian Child Welfare Act; law enforcement; transportation; natural resources; leasing and rights-of-way; reservation boundaries; and treaty rights protection. Beaudreau, Tommy Partner, Latham & Watkins LLP Tommy Beaudreau is a partner in the Washington, D.C. office of Latham & Watkins and a member of the Environment, Land & Resources Department. He has extensive experience in conventional and renewable energy, environmental litigation, crisis management, internal investigations, and financial industry regulation. Mr. Beaudreau joined Latham s Washington, D.C. office after serving six and a half years in the United States Department of the Interior, including as the first Director of the Bureau of Ocean Energy Management (BOEM), as Acting Assistant Secretary for Land and Minerals Management, and most recently as Chief of Staff for the Department. 2 Attorney General, Navajo Nation Department of Justice Ethel Branch is the eleventh Attorney General of the Navajo Nation. Prior to this position, she served as an attorney at Kanji & Katzen PLLC representing Native Nations on a variety of issues, with a focus on natural resource protection and tribal revenues. Previously, Ethel was an indigenous human rights attorney in Washington, D.C., where she helped advance the implementation of the U.N. Declaration on the Rights of Indigenous Peoples in the United States and the Americas. Ethel is a graduate of Harvard University, where she earned her B.A. cum laude in History, her Masters in Public Policy, and her J.D. Clause, Josh Partner, Sixkiller Consulting LLP Josh Clause uses his expertise in federal Indian law to assist clients in shaping public policy, pursuing new economic opportunities, and representing their interests before federal decision makers. Josh joined Sixkiller Consulting from Dentons US, LLP, a premier global law firm, where he was a managing associate in the Native American Law & Policy Practice. His practice focused on tribal land acquisitions and economic development. He is a former two-term president of the Native American Bar Association of DC. Josh is a citizen of the Mohawk Nation enrolled at Six Nations of the Grand River Territory in Ohsweken, Ontario, Canada. He earned his B.A. in Geography and Native American Studies from Dartmouth College and his J.D. from the University of Michigan Law School. Conway, Betsy General Counsel, Mashantucket Pequot Tribal Nation Betsy Conway is the General Counsel for the Mashantucket Pequot Tribe. She transitioned into this position eleven years after joining the Office of Legal Counsel for the Mashantucket Pequot Tribe in Prior to this position, she worked at Brown, Jacobson, P.C. with a primary focus in litigation, including the representation of the Mashantucket Pequot Tribal Nation in Tribal, State and Federal courts. She is admitted to practice before the Mashantucket Pequot Tribal Court, the Mohegan Gaming Disputes Court, the Connecticut State courts, the District Court for the District of Connecticut, the Court of Appeals for the First and Second Circuits and the United States Supreme Court. Ms. Conway was instrumental in the formation of the Indian Law Committee of the Connecticut Bar Association. She graduated from Georgetown University with a Bachelor of Arts degree in 1983 and received a Juris Doctorate, with honors, from the University of Connecticut School of Law in Croman, Kelly S. General Counsel, Marine View Ventures, Inc. Kelly has represented tribal governments and their enterprises for over 19 years. Kelly has successfully litigated and negotiated several complex tribal tax issues. She Chairs the National Intertribal Tax Alliance, is a previous member of the Tribal C-Store Summit Board of Directors and is a frequent speaker on entity structure and tax matters. Kelly has a J.D. from the University of Washington School of Law, and also holds M.P.A. and B.A. degrees.
3 Fletcher, Matthew L.M. Professor & Director of the Indigenous Law & Policy Center, Michigan State University College of Law Matthew L.M. Fletcher is Professor of Law at Michigan State University College of Law and Director of the Indigenous Law and Policy Center. He sits as the Chief Justice of the Poarch Band of Creek Indians Supreme Court and also sits as an appellate judge for numerous other tribes. He is a member of the Grand Traverse Band, located in Peshawbestown, Michigan. Professor Fletcher is the primary editor and author of the leading law blog on American Indian law and policy, Turtle Talk, He graduated from the University of Michigan Law School in 1997 and the University of Michigan in Flores Jr., Oscar "OJ" Chief Prosecutor, Pascua Yaqui Tribe Galbraith, Charles Counsel, Kilpatrick Townsend & Stockton LLP Charles Galbraith is a citizen of the Navajo Nation and he focuses his practice on litigation and Native American Affairs. Prior to joining the firm, Mr. Galbraith served as the White House Associate Director of Intergovernmental Affairs and Public Engagement in Washington, D.C. where he managed the relationship of the White House with 566 Tribal Governments and Native American people. Before working for the White House, Mr. Galbraith served as an Assistant United States Attorney for the District of Arizona. He has a J.D. from Arizona State University Sandra Day O'Connor College of Law, and received a B.A. in Political Science from the University of Chicago. Klass, Katie E. Associate, Hobbs Straus Dean & Walker LLP Katie Klass joined Hobbs Straus in October of 2014 and is eager to advocate on behalf of tribal clients. Katie received her Juris Doctor in 2011 from the University of Arizona James E. Rogers College of Law. While there, she gained a certification from the Indigenous Peoples Law and Policy Program. After graduating, Katie began her legal career in the Department of the Interior, Office of the Solicitor s Honors Attorney Program. She spent a year rotating throughout the Solicitor s Office Headquarters Divisions and the Rocky Mountain Regional Office before permanently joining the Division of Indian Affairs. While there, she spent two years specializing in gaming eligibility and federal recognition. Katie is a citizen of the Wyandotte Nation, located in the northeast corner of Oklahoma. Martin, Aurene President, Spirit Rock Consulting Aurene Martin is the President of Spirit Rock Consulting, Incorporated, and a member of the Bad River Band of Lake Superior Chippewa. She has extensive experience in federal Indian Law and Policy, having served in several Tribal and Federal key government positions. At Spirit Rock Consulting, Ms. Martin represents Indian tribes on Federal law and policy issues. She specializes in the areas of Tribal land
4 acquisition and the fee to trust process, Tribal gaming and general Tribal government issues. She also handles a significant number of legislative policy issues, and has recently successfully advocated on behalf of her clients on issues relating the Federal land transfers and Federal tax issues. After receiving a B.A. in History Italian and History of Culture from the University of Wisconsin-Madison, she received her Juris Doctorate degree from the University of Wisconsin Law School in Munson, Catherine F. Partner, Kilpatrick Townsend & Stockton LLP Catherine Munson is the Managing Partner of the firm's Washington, D.C. office and co-leader of the Native American Affairs practice. Ms. Munson has extensive litigation experience, representing tribal clients in complex cases before the Court of Federal Claims, federal district courts, federal appellate courts, the United States Supreme Court and administrative agencies. Ms. Munson also advises tribal and business entities on a variety of matters including water issues, code drafting, occupational health and safety, tax, sovereign immunity and insurance procurement and loss prevention. After receiving a B.A. in Political Science from Vanderbilt University, she received her Juris Doctorate degree from Emory University School of Law. Petoskey, Rose N. Associate, Dentons US LLP Rose Petoskey is a member of Dentons' Public Policy and Regulation practice and Native American Law and Policy practice. She focuses on a variety of matters related to Indian lands and economic development in Indian country, including trust acquisitions, compliance with the Indian Gaming Regulatory Act and the National Environmental Policy Act and issues related to the Supreme Court's decision in Carcieri v. Salazar. Rose also helps clients prepare for meetings to address their concerns with federal agencies and the United States Congress regarding Indian lands and federal funding issues. Sibbison, V. Heather
5 Chair, Native American Law & Policy, Dentons US LLP Heather Sibbison serves as chair of the firm's Native American Law and Policy practice, which serves clients on matters related to American Indian, Alaska Native, and Native Hawaiian issues. Her practice is primarily focused on all matters related to Indian lands, including trust acquisitions, Indian lands opinions, Carcieri v. Salazar issues, land claim settlement issues, and related compliance with the Indian Gaming Regulatory Act (IGRA) and the Natural Environmental Policy Act (NEPA). Heather also has been actively engaged in federal recognition issues, representing clients before the DOI. In all of these matters, Heather has assisted clients navigate their issues both with the federal agencies and with the United States Congress. Skenandore, Samantha C. Associate Justice, Ho-Chunk Nation Supreme Court Senior Counsel, Husch Blackwell Justice Skenandore is serving her first 4-year elected term as Associate Justice of the Ho-Chunk Nation Supreme Court and is Senior Counsel at the law firm of Husch Blackwell, LLP where she co-leads the Indian Law Team. Skenandore leads the Supreme Court s research and consultations with the Nation s Traditional Court comprised of clan leaders to implement the Nation s unique traditional law in the administration of justice. She has represented over 22 tribal nations, entities and tribal organizations. She is licensed in WI, AZ, and has practiced in 6 tribal jurisdictions. Tsosie, Connie Legal Fellow, National Congress of American Indians Wood, Jeffrey H. Acting Assistant Attorney General, Environment and Natural Resources Division, U.S. Department of Justice Young, John C. Assistant Attorney General, Cherokee Nation John C. Young (Delaware/Pawnee/Kiowa) joined the Office of the Attorney General in 2014 and serves as an Assistant Attorney General. John currently serves as a tribal court prosecutor representing the Cherokee Nation in proceedings before the Cherokee Nation courts. As a prosecutor, John has focused on enhancing the prosecution of domestic violence and sexual assault crimes in Indian Country. Likewise, John has focused on increased awareness of human trafficking in Indian Country and improved coordination amongst the Cherokee Nation s community partners and counterparts in federal law enforcement. Prior to joining the OAG, John practiced in the federal and state courts of New Mexico with an emphasis on plaintiffs civil rights litigation under 42 U.S.C and the New Mexico Human Rights Act, complex civil litigation and criminal defense. John has previously served as Associate Judge for the Delaware Tribal Court and as Director of the National Tribal Trial College. John is a Spanish speaker and has previously been certified in basic mandarin Chinese through a course of study in Beijing, China.
