3 63 rd ANNUAL REPORT The Northern India Regional Council (NIRC) of the Institute of Chartered Accountants of India (ICAI) has immense pleasure in presenting its 63 rd Annual Report for the year ended 31 st March,. At the outset, the Regional Council welcomes and congratulates those who have joined the profession recently after passing CA Final Examinations and also welcomes to those students who have entered in CA Course after passing CPT Examinations during the year. The Regional Council expresses its sincere gratitude to the s who are at the helm of affairs and appreciates the merit holders of CA examinations of the Institute. The Northern India Regional Council is a constituent body of the Institute of Chartered Accountants of India. The NIRC was set up on 1 st April, 1952 [then known as Delhi Regional Council and comprising the then States of Delhi, Punjab, Ajmer, Himachal Pradesh, Patiala and East Punjab States Union] presently represents its over 47,800 Chartered Accountants s and 1,53,800 Students spread across the States of Haryana, Himachal Pradesh, Jammu & Kashmir, NCT of Delhi, Punjab, Union Territory of Chandigarh. s are either in practice or holding eminent positions in various Industries as well as in Government Organisations. The functions of the NIRC of the ICAI are managed through the Regional Council and its various Committees. The Regional Council consists of 13 Elected s, All Elected Central Council s of Northern Region and Central Council s nominated by the Central Govt. of India whose addresses belong to northern region. The Regional Council Headquarters is at New Delhi (ICAI Bhawan, 4 th & 5 th Floors, Annexe Building, I.P. Marg, New Delhi ). The NIRC of ICAI has 20 Branches, 44 CPE Study Circles and 5 CPE Chapters and Reference Libraries spread over the Region. The NIRC of the ICAI plays a lead role in holding of talks, refresher courses, organizing various seminars, workshops, lecture meetings covering diverse areas of professional interest for the benefit of the members and students. It also organizes various programmes for the benefit of the public at large. It also organizes Regular Classes, Revisionary Classes, Orientation Programme, General Management and Communication Skills Course I (GMCS I), GMCS II, Elocution & Quiz Contests, Seminars/Conferences, Mock Tests and sports activities for the Students pursuing CA 3

4 course from the region. Various cultural and social events are also organized by the NIRC of ICAI. These events are being organized across the region on various occasions. The NIRC of ICAI conducts its Annual Award/Prize Distribution Function on yearly basis with a view to appreciate and encourage the services rendered by its eminent, stalwart and distinguished members and pave the way for further co-operation with various wings of the NIRC of ICAI. In the said award function, the meritorious students of CA Course from northern region are invited for conferring them Awards/Prizes for their outstanding and exemplary performance in the Examinations of the Institute. The NIRC of ICAI also publishes a monthly Newsletter for the benefit of its members and students. In this Newsletter all information related to the Forthcoming Programmes, Activities organized by NIRC of ICAI, Law Updates etc. and other important information related to s and Students are published regularly. It also includes Write Ups/Articles on various subject matters like Companies Act, IFRS, VAT, International Taxation, Transfer Pricing, Corporate Laws, Service Tax, Income Tax and other allied laws. The useful and important information focused on Students of CA Course are also disseminated through the Newsletter. The website of NIRC is being regularly updated with various useful information, which includes the background materials of various seminars, workshops, lecture meetings for the benefit of the members and students. The NIRC of ICAI was adjudged four times as the `Best Regional Council by the Institute. [in the period of CA. Kapil Gupta , CA. Madhu Sudan Goyal , CA. Sudhir Kumar Agarwal and CA. Atul Kumar Gupta ]. An award of `Certificate of Appreciation for the year (in the period of CA. Radhey Shyam Bansal) was presented to NIRC of ICAI on 11 th February, by the Institute. Besides, the audited annual accounts of the NIRC of the ICAI for the year -, the Regional Council also takes this opportunity to cover in this Report major initiatives, important events, statistical profile relating to members, students, details of seminars, conferences, workshops and training progammes organized during the period upto 31 st March,. 1. During the year two new fully air conditioned and centrally located Reading Rooms-cumvenues for classes were opened at (i) U 37 & 38, Shakarpur, Mother Dairy Road, Delhi (1 st and 3 rd Floors). The space is 3477 sq. feet on each floor. The sitting capacity in this venue is 300 students and 700 students are using this reading room-cum-venue for classes; (ii) 383/10 B, (1 st and 2 nd Floors), East Azad Nagar, Near Swarn, Cinema, Delhi The space is 165 sq. yds. on each floor. The sitting capacity in this venue is 150 students and 300 students are using this reading roomcum-venues for classes. The bio-metric attendance facility was installed and cards were also issued to students. The lockers were also installed and allotted to students. (ii) Regular Classes for the benefit of the CA Students During the year, the Regular Classes for CPT, IPCC and Final CA Courses were organized in the venues of Shakarpur, East Azad Nagar and Prashant Vihar, Delhi. Students of CPT, IPCC and Final CA Courses are taking the advantage of low cost, centrally located venue and eminent faculty. Fees are being charged from the students just to meet out the expenses of NIRC of ICAI. To maintain the best quality of classes, the eminent & reputed faculty were arranged by the NIRC of ICAI for rendering the best services to CA students. The features of these classes are : 1. Air-conditioned and centrally located classrooms. 2. Classes are organized as per norms of ICAI and totally disciplined. 3. Renowned and Eminent faculty are arranged 4. The fee of these classes are charged just to cover the cost which is very less as compare to market rates. 5. To improve the overall personality of the students, time to time communication and personality development classes are also arranged for the students. (iii) Technology Initiatives In the field of technology, the following initiatives were taken : 1. Computer systems with internet facility were installed in the Libraries-cum-Reading Rooms to facilitate the students. The computers were connected with NIRC of ICAI. 13

Facility of on-line submission of fee has already been initiated for Batches of GMCS I, GMCS II, Orientation Programmes to enable students to select their batch(es) who belong to other regions also. 3. The on-line remittance of fee together with accommodation charges for participation in National Convention for CA Students was initiated. 4. The on-line facility to remit the fee for participation in various seminars of NIRC of ICAI have been started. 5. Bio metric attendance system was introduced for faculty and Students (iv) More facilities were provided in ICAI Bhawan, Vishwas Nagar, Shahdara, Delhi Arrangements were made for augmenting facilities to students and other outsider persons in ICAI Bhawan, Vishwas Nagar, Shahdara, Delhi for enquiry, submission of application forms, installed fans, sitting benches etc. (v) Welfare and Growth of Students Students have been one of the topmost priorities of NIRC of ICAI with a vision for sustained and future-oriented growth of CA Profession. With the aim of ambiance, welfare, recognition and growth of CA Students, Seminars on various topics in accordance with CA Syllabus alongwith special counseling programmes How to Face CA Examinations, Mock Tests, Industrial Visit, Lecture on Motivational Talks, School Level Debate Competition and to improve Communication Skills, Elocution & Quiz Contests were organized during the year. (vi) MOU executed with Vedanta Foundation to grant scholarship to meritorious students from unprivileged sections of the society. During the year, the NIRC of ICAI executed a Memorandum of Understanding with Vedanta Foundation, Opp. Niranjan Building, Corner of E Road, Marine Drive, Mumbai to provide financial support to the meritorious students from unprivileged sections of the society who are desirous of pursing Chartered Accountancy course and other matters of benefit for their assistance. (vii) Redressal of Grievances To redress the grievances of the Students & s, Dy. Secretary has been deputed. Complaint boxes have also been installed at various places. (viii) Meetings of Team NIRC with the faculty With the objective to provide quality education, Team NIRC organized meetings in regular intervals with the faculty of Revisionary & Regular Classes, GMCS I, GMCS II and Orientation Programmes. The feedback were also taken from all the faculty to understand the problems being faced by them and the need of the hours of the students (ix) CPE Seminars with the Committees of ICAI With the aim to work with more cohesiveness, wider attention towards effectively and efficiently working with the Committees of the ICAI, more and more CPE Seminars were hosted by the NIRC of ICAI which were organized by some Committees of ICAI namely, Indirect Taxes Committee, Direct Taxes Committee, Young s Empowerment Committee, Ind AS (IFRS) Implementation Committee, Committee on Information Technology and Committee on Economic, Commercial Laws and WTO. 14

15 (x) Certificate Courses of ICAI at NIRC Level Arouse passion for professionalism and on demand of s of Delhi/New Delhi, two Certificate Courses of ICAI (i) DISA and (ii) Concurrent Audit of Banks are being regularly hosted and all the arrangements of organising the said courses are made by the NIRC of ICAI. s of Delhi/New Delhi have a chance to attend these courses in Delhi instead of going to other places. This has saved a lot of time and botheration of s. (xi) Overseas Trip organised For creating awareness among the members about significant opportunities for professional services in other countries, an Overseas Education Tour was organized to TASHKENT (Uzbekistan) from 14 th to 17 th August,. Total 106 s participated in the said Tour. It is always an endeavour of NIRC to provide maximum exposure to its members. This is a unique opportunity for members at NIRC level to get professional exposure/opportunities in other countries. (xii) To assist Young s To assist young s - Introductory Programmes on IFRS for Young Chartered Accountants were hosted by NIRC of ICAI organized by Young s Empowerment Committee of ICAI Jointly with Ind AS (IFRS) Implementation Committee of ICAI. In the field of Women Empowerment, National Seminar for Women Chartered Accountants CA Women Marching Ahead was hosted by NIRC of ICAI organized by Women s Empowerment Committee (WMEC) of ICAI. (xiii) Acquisition and dissemination of useful information For acquisition and dissemination of useful information, sharing knowledge and promoting skill, CPE Seminars, Workshops, Conferences etc. on various subject matters were organized by the NIRC of ICAI on weekly basis. (xiv) CA Day Celebrations CA Day Celebration was held on 28 th June, in Talkatora Stadium, New Delhi. In the said programme the felicitation of Hon ble President, Hon ble Vice-President and Hon ble Central Council s from Northern Region was also organized. A motivational talk was conducted by NIRC of ICAI for GMCS Scholars in Talkatora Stadium, New Delhi. The Lecture was given by Shri Vivek Bindra. A Cultural Evening `CA UTSAV with family s of the profession was organized on the same day in the same venue. Awesome gathering graced the occasion including CA Students. On 1 st July,, the Flag was hosted by Hon ble President and Vice-President, ICAI in ICAI Bhawan, Vishwas Nagar, Shahdara, Delhi. The ceremony witnessed the large number of s and Students of the reputed profession. Blood Donation Camp was organized in ICAI Bhawan, Vishwas Nagar, Shahdara, Delhi. The Blood was donated by 120 persons. Hon ble President, Hon ble Vice-President encouraged the gathering to take part in such type of social activities. Saplings were also planted by Hon ble President and Hon ble Vice-President, ICAI along with TEAM NIRC in the premises of the ICAI Bhawan, Vishwas Nagar, Shahdara, Delhi. Later some saplings were also planted outside the premises of the ICAI Bhawan. Deaf and Dumb Camp, near Karkardoom Court, Vishwas Nagar, Delhi was visited and Food/Fruits were distributed. (xv) Website of NIRC of ICAI [nirc-icai.org] was made more user-friendly During the year, the Website of NIRC of ICAI (nirc-icai.org) was made more interactive and user-friendly. All the forthcoming programmes related to s and Students are hosted on the 15

16 website well in advance. The Power Point Presentations given by the faculty in the CPE Seminars were regularly uploaded on the website to facilitate those who attended the Seminars. Important Links, Quick Links, Latest News, Useful Links with the Institute s website, Programmes of Branches, Programmes of CPE Study Circles, Programmes related to s and Students, various notifications and Announcements, NIRC Newsletters were also hosted on the NIRC Website for use of s and Students. A new website has also been designed and started. (xvi) Dress Code During the year dress code for staff and faculty was introduced (xvii) Research Groups During the year 12 Research Groups on various subject matters were constituted and their meetings were held regularly (xviii) Opening of savings bank account with auto sweep Banks of NIRC of ICAI were instructed to use auto sweep system in connection with the savings bank account. (xix) Opening of New CPE Chapter at Jind On the request of the members of Jind, NIRC of ICAI recommended to CPE Directorate of ICAI to open a new CPE Chapter of NIRC of ICAI at Jind. ANNUAL AWARD/PRIZE DISTRIBUTION FUNCTION An Annual Award Prize Distribution Function of the NIRC was held on 21 st February, in the India Habitat Centre, Lodhi Road, New Delhi. The Chief Guests Hon ble Shri Mahesh Giri, of Parliament and Hon ble Shri Vijendra Gupta, MLA, Rohini, Delhi distributed the awards to the meritorious students of CA Exams who belonged to Northern Region. In order to develop professional acumen and foster professional fellowship, the awards/prizes were also conferred to guest speakers of seminars/conferences/workshops, faculties of GMCS I, GMCS II, Orientation Programme, Regular and Revisionary Coaching Classes, winners in sports activities etc. The programme was attended by near about 400 delegates belong to CA profession. 87

NEWSLETTER OF NORTHERN INDIA REGIONAL COUNCIL The NIRC of ICAI publishes a monthly Newsletter for the benefit of its members and students complying with the instructions and the guidelines of the advisory of ICAI ensuring uniformity and standardization as directed from time to time. The contents are approved by the Editorial Board of NIRC of the ICAI. Special attention/emphasis was given on the quality of NIRC Newsletter. The paper quality of Newsletter has been improved and full coloured newsletter is being published on monthly basis with law updates and activities of Branches and CPE Study Circles. Encouraging research initiatives, articles on various current and contemporary issues related to profession are published regularly in the Newsletter of NIRC of ICAI. In this newsletter all information related to the forthcoming programmes, activities organized by NIRC of ICAI, write ups/articles on various subject matters like Companies Act, IFRS, VAT, International Taxation, Transfer Pricing, Corporate Laws, Service Tax, Income Tax etc. are published. The other important information related to s and Students are also published regularly. The Newsletter of NIRC of ICAI is also being sent by to s. The Newsletter is also uploaded on the website of NIRC of ICAI. During the year, the NIRC has started e-newsletter and large numbers of members are being benefited by receiving e-newsletter. 13. REVISIONRY CLASSES FOR THE STUDENTS The Revisionary Classes for CPT, IPCC and Final CA Students are also conducted regularly in various centres of Delhi/New Delhi. Some new young s were invited to act as Faculty for these classes. It is pertinent to mention that the NIRC is organising these classes at a nominal fee as compare to the private coaching centers for the benefit of CA students and who have come Delhi from far flung areas of country. In these revisionary classes, the background material are also provided to the Students for their day-to-day reference and benefit. The feedback from the students are taken and the same are reviewed by the Team NIRC and NICASA Team with a view to provide efficient and good faculty. 14. COURSE ON GENERAL MANAGEMENT AND COMMUNICATION SKILLS (GMCS II) During the year total 46 batches (from to ) of GMCS II (15 days) Course were conducted by the Regional Council in which 2543 students completed their GMCS successfully. The registration of the said course is made by the students through on-line. 15. COURSE ON GENERAL MANAGEMENT AND COMMUNICATION SKILLS 1 (GMCS - 1) During the year total 107 Batches of GMCS 1 (15 days) were conducted in which 5242 students successfully completed their GMCS 1. The registration of the said course is also made by the students through on-line. 16. ORIENTATION PROGRAMME During the year, total 99 Batches of Orientation Programme (one week) for IPCC/ATC Students were conducted by the Northern India Regional Council of the ICAI in which 4659 students successfully completed their Orientation Programme. The registration and selection of batches are being made on-line. 17. MEMBERS LOUNGE-CUM-LIBRARY The Regional Council has a well-stacked Library in the Income Tax Office at Central Revenue Building, New Delhi, known as G-19 Bar Room for members. The books in the library covered a 88

89 wide range of subjects including Direct Taxes, Indirect Taxes, Company Law, Service Tax, VAT, IFRS, Companies Act etc. Several new books useful to the members were also added during the year. During the year a new s Lounge-cum-Library has been set up popularly known as G-7 Bar Room in Civic Centre, Near Connaught Place, New Delhi for the benefit of the s. The Regional Council subscribed for all the important Journals and magazines including the daily Newspapers etc. for the benefit of the visiting members. The facilities of computers, printers, telephones, fax, tea-coffee machine, multi mobile charger, shoe polish machine etc. have also been extended for the benefit of the members visiting the said Bar Rooms. 18. STUDENTS LIBRARY & READING ROOMS A library for CA students is in the premises of the ICAI Bhawan, 52, 53, 54, Institutional Area, Vishwas Nagar, Shahdara, Delhi Two new reading rooms were opened during the year in Shakarpur and East Azad Nagar, Delhi. Two reading rooms F-6, Vijay Chowk, Laxmi Nagar, Delhi and another in ICAI Bhawan, Vishwas Nagar Shahdara, Delhi are also being used by CA Students. 19. FREE PROFESSIONAL SERVICE The members continued to assist and render tax advisory services free of charge to small tax payers visiting the Bar Rooms of the Regional Council at G-19, Central Revenue Building, New Delhi and G-7, Bar Room, Civic Centre, New Delhi. 20. AUDITED ACCOUNTS The audited accounts of Northern India Regional Council of the ICAI for the year - are annexed to this Report. 21.
