4 Course speakers Dr Sara Pantuliano Director, Humanitarian Policy Group, Overseas Development Institute Dr Sara Pantuliano is the Director of the Humanitarian Policy Group at ODI. Prior to joining ODI, she led UNDP Sudan s Peace Building Unit, managed a high-profile post-conflict response in the Nuba Mountains and was a resource person and an observer at the IGAD Sudan peace process. She holds a PhD in Politics and lectured at the University of Dar es Salaam. She is the Managing Editor of Disasters Journal and a Member of the Global Agenda Council on Risk and Resilience of the World Economic Forum. She is a Trustee of SOS Sahel and serves on a range of advisory boards, including the Humanitarian Innovation Fund, the Refugees Studies Centre and the UN Association of the UK. Professor Tim Allen Head of International Development, London School of Economics and Political Science Professor Tim Allen is head of International Development at LSE and research director for its Justice and Security Research Programme. He has expertise in the fields of ethnic conflict, forced migration, east Africa (especially Sudan, Uganda and Kenya) and development aid. He writes widely, and often controversially, on development and the importance of fieldwork. He is the author of Trial Justice: the International Criminal Court and the Lord s Resistance Army (2006), and co-editor of The Lord s Resistance Army: Myth and Reality (2010). Dr olivier bangerter Thematic Team Coordinator, World Humanitarian Summit, United Nations Office for the Coordination of Humanitarian Affairs (OCHA) Dr Olivier Bangerter is a Thematic Team Coordinator for the World Humanitarian Summit. Previously he worked for the International Committee of the Red Cross (ICRC) for ten years and served as an ICRC adviser on dialogue with armed groups from 2008 to 2011 before becoming a senior researcher at the Small Arms Survey. In 2012, he joined the Swiss Federal Department of Foreign Affairs as the Deputy Head of Humanitarian Policy and Migration. He also led the working group in charge of drafting the revised 2013 Swiss strategy on Protection of Civilians. Dr Veronique Barbelet Research Fellow, Humanitarian Policy Group, Overseas Development Institute Dr Veronique Barbelet is a Research Fellow in the Humanitarian Policy Group. Previously she worked in the Humanitarian Policy Unit of the World Food Programme focusing on protection in food assistance. She has a PhD from the Post-war Reconstruction and Development Unit at the University of York on humanitarian engagement with armed groups. Prior to her PhD, she worked with Geneva Call on engaging armed groups on humanitarian issues. Dr Martin Barber Dr Martin Barber is a retired senior UN official and served as Director of the United Nations Mine Action Service (UNMAS) from Previous roles include Chief of Policy Development and Advocacy in the UN Office for Coordination of Humanitarian Affairs (OCHA), Deputy Special Representative of the UN Secretary-General in the UN Mission in Bosnia and Herzegovina ( ) and UN Humanitarian Coordinator for Afghanistan ( ). Before moving to UN OCHA, he worked for the UN High Commissioner for Refugees and the British Refugee Council. In 2006, he was made an OBE for services to de-mining. Recently he served as Senior Adviser in the Office for Coordination of Foreign Aid in the Government of the United Arab Emirates. 4 Senior-level Course on Conflict and Humanitarian Response
5 Professor Teddy Brett Professor of International Development, London School of Economics and Political Science Teddy (E.A.) Brett is a Professor of International Development at the LSE and has been working on development theory and the political economy of Africa with special reference to Uganda and Zimbabwe since the 1960s. He has also taught at Witwatersrand, Makerere, and Sussex Universities, published extensively on problems of international political economy, development theory and development management, and played an active advisory role in post-war reconstruction in Uganda in the 1980s and 1990s. Publications include: Colonialism and Underdevelopment in East Africa (1973); The World Economy since the War (1986); and Reconstructing Development Theory (2009). Nan Buzard Executive Director, ICVA Nan Buzard is the Executive Director of ICVA, a global NGO network focused on forced displacement, humanitarian partnerships, coordination and financing. She previously served as the Senior Director of International Response & Programs for the American Red Cross and has also worked for the United National High Commissioner for Refugees, the Sphere Project, the International Rescue Committee in Bosnia-Herzegovina, the United Nations Fourth World Conference on Women in Beijing, and the South-North Development Initiative in New York. Nan has worked in extensive field missions to many countries around the globe and is the Chair of ALNAP s Steering Committee. Dr Luka Biong Deng Director of Centre for Peace and Development Studies, University of Juba, South Sudan Dr Luka Biong Deng is the Executive Director of Kush. He is also the Director of Centre for Peace and Development Studies at University of Juba, South Sudan, fellow at Peace Research Institute of Oslo and associate fellow at the Carr Centre for Human Rights Policy at Harvard Kennedy School. He is a recognised expert on Sudan, South Sudan, poverty, vulnerability, famine, civil wars and state-building. He served as a Minister in the Office of the President of South Sudan and as a National Minister of Cabinet Affairs of the Sudan until he resigned in He also worked as a Senior Economist for the World Bank. He received his PhD from the Institute of Development Studies at University of Sussex, UK. He has published scholarly articles in a wide array of international journals. Hasmik Egian Chief of Staff at the Office of the United Nations Special Envoy for Syria Hasmik Egian is the Chief of Staff at the Office of the United Nations Special Envoy for Syria. With more than 20 years in the UN, she has held senior leadership and management roles in areas ranging from peacekeeping, peacebuilding to humanitarian and development work both at headquarters and in the field in complex conflict and postconflict operational environments in South-East Asia, Central Asia, the Middle East and North and South-Eastern Africa. Her most recent assignments have been with two Special Political Missions on and in Somalia as the Chief of Staff for the United Nations Political Office for Somalia (UNPOS) and its successor, the United Nations Assistance Mission in Somalia (UNSOM). Judy el-bushra Judy El-Bushra is an independent consultant specialising in research and programme design on conflict and peace. She has over 35 years experience in the field of gender, peacebuilding and development, the last 15 of which she has spent in senior-level management positions with International Alert and ACORD and engaging in African fragile state-focused consultancy work. 6 Dr Stuart Gordon Assistant Professor, International Development, London School of Economics and Political Science Dr Stuart Gordon is an assistant professor in the International Development Department at the London School of Economics and Political Science, an Associate Research Fellow at Chatham House s Global Health Security and International Security Programmes and a Senior Civilian Adviser to the UK Stabilisation Unit. He co-authored the UK Government s 2008 Helmand Road Map, the 2011 Helmand transition plan and the DFID conflict assessment for Helmand. During 2003, he was the Operations Director for the US/UK s Iraq Humanitarian Operations Centre in Baghdad, Iraq with responsibility for restoring Iraq s public food distribution system. He recently returned from Burma and Thailand where he was engaged in researching the Karen National Liberation Army insurgency. Dr Duncan Green Senior Strategic Adviser, Oxfam GB Dr Duncan Green is Senior Strategic Adviser at Oxfam GB, Professor in Practice in International Development at the London School of Economics, honorary Professor of International Development at Cardiff University and a Visiting Fellow at the Institute for Development Studies. He is author of From Poverty to Power: How Active Citizens and Effective States can Change the World. He was previously Oxfam s Head of Research, a Visiting Fellow at Notre Dame University, a Senior Policy Adviser on Trade and Development at the Department for International Development (DFID), a Policy Analyst on trade and globalization at CAFOD, and Head of Research and Engagement at the Just Pensions project on socially responsible investment. Dr Rola Hallam Medical Director, Hand in Hand for Syria Dr Rola Hallam is the Medical Director at Hand in Hand for Syria, a UK registered aid and development NGO working inside Syria. In her capacity as an humanitarian and human rights advocate, she had lobbied governments, the EU and UN, and was involved in the making of the BBC Panorama documentary Saving Syria s Children and was signatory to the Lancet letter Let us treat patients in Syria. She is a British-Syrian NHS consultant in anaesthesia and intensive care with a passion for global women and child health. Sir John Holmes GCVO KBE CMG Director, Ditchley Foundation Sir John Holmes is the Director of the Ditchley Foundation. From 2007 to 2010 he served as United Nations Under- Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator. Prior to joining the UN he held a range of diplomatic roles. Previous appointments include HM Ambassador, France ( ); HM Ambassador, Portugal ( ); Principal Private Secretary to Prime Minister Tony Blair ( ); Private Secretary (Overseas Affairs) and diplomatic adviser to Prime Minister John Major ( ). He is also the author of The Politics of Humanity and is the chair of the International Rescue Committee - UK. Dr Ayman Jundi Founding Trustee and General-Secretary, Syria Relief Dr Ayman Jundi is the General-Secretary and a Founding Trustee of Syria Relief. He is a Founding Member of the Syrian British Medical Society (SBMS), and was elected as the President of SBMS in September Since 2000 he has also served as a consultant in emergency medicine at Lancashire Teaching Hospitals NHS Foundation Trust. 7 Professor Mary Kaldor Professor of Global Governance, London School of Economics and Political Science Mary Kaldor is Professor of Global Governance, Director of the Civil Society and Human Security Research Unit at the London School of Economics and Political Science and CEO of the Justice and Security Research Programme. She is the author of several books, including The Ultimate Weapon is No Weapon: Human Security and the Changing Rules of War and Peace, New and Old Wars: Organised Violence in a Global Era and Global Civil Society: An Answer to War. She was co-chair of the Helsinki Citizens Assembly, a member of the International Independent Commission on Kosovo and convenor of the Human Security Study Group. Professor David Keen Professor, International Development, London School of Economics and Political Science David Keen is Professor of Complex Emergencies in the International Development Department at the London School of Economics and Political Science. He is the author of numerous books, including Useful Enemies: When Waging Wars is More Important Than Winning Them, Complex Emergencies, Endless War? Hidden Functions of the War on Terror and The Benefits of Famine. A Political Economy of Famine and Relief in Southwestern Sudan. He formerly worked as a researcher, consultant and journalist. Dr Iavor Rangelov Global Security Research Fellow, London School of Economics and Political Science Dr Iavor Rangelov is a Global Security Research Fellow at the Civil Society and Human Security Research Unit at the London School of Economics and Political Science and Co-Chair of the London Transitional Justice Network. He is the author of Nationalism and the Rule of Law: Lessons from the Balkans and Beyond (2014), and co-editor of The Handbook of Global Security Policy (2014). Eva Svoboda Research Fellow, Humanitarian Policy Group, Overseas Development Institute Eva Svoboda joined the Humanitarian Policy Group in June Prior to joining ODI she worked with nongovernmental organisations and the Swiss Development Agency in the West Bank. In 1999 she joined the International Committee of the Red Cross and has worked in various countries in Asia, Africa and the Middle East. Her roles at ICRC included Protection Delegate, Head of Office and Head of Delegation. Dr Mareike Schomerus Fellow, International Development, London School of Economics and Political Science Dr Mareike Schomerus is the Research Consortium Director of the Justice and Security Research Programme in the International Development Department at the London School of Economics and Political Science. She works on violent conflict, peacebuilding and human security and has written extensively on war and peace in Uganda and Sudan. Prior to and during the Juba talks, she conducted fieldwork with the Lord s Resistance Army. Her research also includes the impact of Uganda s conflict on Sudanese civilians. 8 Annemieke Tsike-Sossah de Jong Special Assistant to the CEO, IKEA Foundation Annemieke Tsike-Sossah de Jong works closely with the Foundation s CEO, playing a key role in keeping strategic programmes, partnerships and operations on track. She is also responsible for the Foundation s emergency support and in-kind donations. After graduating with her Master s degree in International Law, she worked in South Africa and Ghana with local NGOs focusing on human rights. She contributed to the Ghanaian Commission on Human Rights & Administrative Justice s work by supporting their research on rape within marriage and on child labour in fishing villages in the Western Region. She is also a board member for Stichting ACIPP West Africa. Francesc Vendrell CMG Francesc Vendrell is the former Head of the UN Special Mission to Afghanistan ( ) and Special Representative of the EU for Afghanistan ( ). He is currently chairman of the Afghanistan Analysis Network, Senior Consultant to the Centre for Humanitarian Dialogue and Visiting Professor and Senior Fellow at SAIS and LSE respectively. Joining the UN diplomatic corps in 1968, his past positions include Representative of the Secretary- General of the UN in El Salvador and Nicaragua ( ), Guatemala ( ) and East Timor (1999). From he was Director of Political Affairs for East Asia and the Pacific Division. In 2009 he was appointed (Honorary) Companion of the Order of St. Michael and St George (CMG). Dr Kevin Watkins Executive Director, Overseas Development Institute Dr Kevin Watkins is Executive Director of the Overseas Development Institute. He is a Visiting Professor at LSE, nonresident senior fellow at the Brookings Institution and a senior visiting research fellow at the Global Economic Governance Programme at Oxford University. Previously, he was the director and lead author of UNESCO s Education for All Global Monitoring Report ( ) and the UNDP Human Development Report. Prior to working with the United Nations, he worked for thirteen years with Oxfam, where he authored major reports on African debt, international trade and Oxfam s Education Report. He holds a doctorate from Oxford University.
