1 Updated: Leadership Redding Government and Public Service Session Speaker Bios January 6, 2011 Visions and Challenges of Local Government Panel: Facilitator: Jaclyn Kong Larry Lees, Chief Administrative Officer, County of Shasta 1450 Court Street Suite 308-A, Redding, CA (530) Larry Lees is the County Administrative Officer for Shasta County. Larry came to Shasta County as the Director of Housing after being employed by AT&T/SBC/Pacific Bell for 30 years where he was the External Affairs Director for Northern California. Larry's experience with AT&T/SBC/Pacific Bell includes that of Business Controls Manager and Financial Auditor. Larry is also an experienced Total Quality Performance Examiner Larry has served on the Greater Redding Chamber of Commerce Board of Directors. He is also a past member of the Board of Directors for United Way where he chaired two campaign drives and is currently vice-chair of the Youth Violence Prevention Council. Larry is a Mercy Foundation Board member where he is currently leading the Mother and Newborn Child campaign and is a member of Redding Rotary. He has also been active in the community serving on the Board of Directors for the Economic Development Corporation for Shasta County. He served as co-chair for the Shasta County Continuum of Care Council and has served on the steering committee for the Cancer Society's Relay for Life. Larry has also served as the District Chair for Shasta County Boy Scouts of America. He is a graduate of Leadership Redding and a recipient of their first Alumnus of the Year award. Larry has served as a Trustee on the Redding Elementary School District and on the Board of Education for the Shasta Union High School District. Larry served on the Governor s School-To-Career Task Force on Results and Accountability. He also was a California School Boards Legislative Delegate and a State of California Park and Recreation Commissioners Board Member. Larry has a Bachelor of Science degree in Business Administration and a Masters degree in Public Administration. He and his wife, Toni, have six children: three boys, identical triplet daughters, and four grandchildren.

2 Carol Martin, City Manager, City of Shasta Lake 1650 Stanton Drive, Shasta Lake, CA (530) Carol Martin is the Shasta Lake City Manager and has served in this position since October Carol began working for the City of Shasta Lake in May of Carol previously held the position of Finance and Administrative Services Director for the City. Prior to coming to Shasta Lake, Carol held the position of Finance Director for the City of Anderson, CA. Carol received her Master's degree in Business Administration from Chico State University in Dana Shigley, City Manager, City of Anderson 1887 Howard Street, Anderson, CA (530) Dana Shigley became Anderson's City Manager in August Prior to her appointment, Dana served the City of Anderson for nine years in several roles, including Finance Director, Redevelopment Agency Executive Director and Assistant City Manager. Dana has a Bachelor's Degree in Accounting and a Master's Degree in Public Policy Administration. In addition to her work in Anderson, Dana has ten years local government experience, serving as Budget Director for the County of Nevada and Administrative Services Director for the City of Moorpark. Dana lives in Centerville with her husband Paul. Kurt Starman, City Manager, City of Redding (530) kstarman@ci.redding.ca.us mailto:kstarman@ci.redding.ca.us Kurt Starman is the City Manager of the City of Redding. He has also served as the City of Redding s Assistant City Manager, Deputy City Manager, Director of Administrative Services, and Budget Services Officer. Prior to joining the City of Redding in 1991, Kurt served as a Budget Analyst for the California Department of Finance and as an Economic Development Specialist for the California Department of Commerce. He earned a Master of Public Administration degree from the University of Southern California; a Master of Arts degree in Economics from California State University, Sacramento; a Bachelor of Arts degree in Economics from California State University, Sacramento; and an Associate in Arts degree from Shasta College. Kurt is a member of several professional organizations, and has served on a number of community boards and committees.

3 Kurt and his wife, Jacquelyn, were both raised in the Redding area. They have three children: Matthew; Koby; and Marissa. The Building Permit Process: Facilitator: Brad Williams Wayne Gungl, Former Permit Center Manager, City of Redding (530) Wayne Gungl, recently retired, was the Permit Center Manager for the City of Redding for over 29 years. Coming up through the ranks, he performed as a Housing Specialist, Building Inspector, Senior Building Inspector, Interim Building Official, Permit Center Supervisor, and for the past seven years served the Permit Center as Manager. He received his college education at Walla Walla University and Portland State University graduating with a Bachelor's of Science Degree in Mathematics, and a Secondary Education Teaching Certificate. He has taken additional course work in computer programming, website development, and photography. He is a 2008 graduate of the Leadership Redding program. Before coming to the City of Redding, Wayne was a California licensed building contractor. In his spare time he enjoys photography, building websites, and traveling with his wife Debbie. Planning Downtown Improvements: Facilitator: Jason Parker Steve Bade, Associate Redevelopment Project Coordinator, City of Redding (530) sbade@ci.redding.ca.us Steve has worked for the City of Redding for 13 years, first as a housing specialist and, for the last 3.5 years, for the Redding Redevelopment Agency. He coordinates community development projects, affordable housing projects, target neighborhood analysis and revitalization efforts and façade preservation projects. He serves as the City s liaison for downtown revitalization efforts, events and projects. He is currently working on a number of downtown projects which include the Mercer Pine Street Mixed-

4 Use Project, South Street Senior Apartments, Market Street Promenade bathroom reconstruction, Downtown Housing condition survey, Downtown 300 (residential unit development) and pedestrian improvements. Steve also serves as the City s liaison to downtown stakeholder groups including Viva Downtown Redding, Downtown Redding Business Association, and the Midtown Mall Benefit Corporation. Personal: - Graduated from Simpson College in 1995 with a Bachelor s Degree; - Married with three sons; - Hobbies include coaching baseball and basketball, mountain biking, camping and hanging out with my family. John Truitt, Director, Viva Downtown 1725 Market St., Redding, CA (530) John Truitt has worked with a number of service organizations over the years and was one of the founding developers of the Senior Companion Program, the local Health Improvement Partnership, the Youth Outreach Program and a number of smaller projects in the Redding area. Truitt is a 2006 recipient of the Chamber s Virgil Covington Industry Award. Truitt currently serves as Director of Viva Downtown. Federal/State Panel: Facilitator: Brad Williams Lisa Buescher, District Director for State Senator Doug LaMalfa Lisa Buescher is currently District Director for State Senator Doug LaMalfa. She has worked at various levels of government ranging from the Placer County Board of Supervisors, to the California State Assembly. As a campaign consultant, she has been a staff member on numerous state wide campaigns, as well as local and federal races. Ms. Buescher earned her Bachelor of Arts in Political Science from Sonoma State University. She also attended the University of Wales in Swansea, Great Britain, to study International Government. In her free time, Lisa enjoys volunteering with WWII veterans, working on the family farm, and collecting vintage jewelry.

5 C. Jerome Crow (Jerry), Field Rep. for CA Assemblyman Jim Nielsen Jerry is a field representative for Assemblyman Jim Nielsen. Jerry previously worked in the field of journalism as a reporter for both the Red Bluff Daily News and the Corning Observer, he also has experience in advertising. He has a bachelor s degree in Journalism and Public Relations and a minor in Political Science from California State University, Chico and an associates degree in Journalism from Shasta College. Jerry is active in the community and is a past president and currently serves as director of the Corning Chamber of Commerce. He also is serving this year as chair of the St. Elizabeth Community Hospital Community Advisory Council. He is a native of California and lives in Los Molinos. Dave Meurer, Field Representative to Wally Herger, U.S. Congressman Dave Meurer is the Deputy District Director for Congressman Wally Herger. A native of Northern California, Dave attended both Shasta College and the California State University at Chico, where he graduated with high honors in the fields of Political Science and Communication Studies. This is a fancy way of saying he was bad at math. Dave has served as an aide to Congressman Herger since Dave acts as Mr. Herger s liaison to local elected officials, community groups, and state and federal offices in northern sections of Congressional District 2. His duties also include constituent services, policy recommendations, and generally acting as the Congressman's "eyes and ears" in the district. Dave and his wife, Dale, live in Redding. In Dave s other life, he writes humor books and magazine articles about family life. This means that, technically, a comedian helps run the federal government. You should be alarmed by this. Public Service/Community Service Panel: Facilitator: Roxanne Burke Brad Frost, Business Owner 2626 Ganyon Drive Anderson, CA. (530) FrostyAAC@aol.com Brad grew up here in Shasta County. He is a fourth generation Northern Californian. After attending Shasta College he went to work for JC Penney on their Regional Training Staff, while earning his degree in Business Administration. In 1985 he returned to Shasta

6 County to raise his two sons and pursue his entrepreneurial goal of small business ownership. Recently his company, Anderson Athletic Club, celebrated 25 years of growth in the Health and Physical Therapy Field. In 1997 the Anderson Chamber of Commerce, Shasta County Board of Supervisors, California State Senate and Assembly as well as the United States Congress recognized the AAC Staff for their contributions to the Community with the "Business of the Year" Award. In 2009 Brad expanded business operations into the Redding Market. His team now serves the health and fitness needs of more than 6,000 members of our community. Over the years Brad has had the opportunity to serve these organizations: Special Olympics of Lake & Mendocino County, the Governors Council on Physical Fitness and Sports, Advisory Committee on the Redding Airport Master Plan, Chamber of Commerce Board Member & President, American Heart Association, Northern California Burn Foundation, YMCA, Redding Rotary & Shasta County Tobacco Settlement Fund Advisory. Brad currently serves on the Shasta County Public Health Advisory Board and the Economic Development Corporation of Shasta County where he is the 2010/11 Chairman. How to Get Involved Panel: Facilitator: Roxanne Burke Glenda Tracy, Chief Deputy Clerk of the Board, Shasta County 1450 Court Street, Suite 308B Redding, CA (530) Glenda was born and raised in the East Bay Area, California. Glenda worked as a legal secretary in Sacramento. Being married to a pastor, they were transferred three times, where she was able to work for the County offices at each location (Calaveras County, Mendocino County, and Shasta County). Glenda moved to Redding in 1996 and accepted a position in Shasta County as a legal secretary for County Counsel. In 2004, after the retirement of Clerk of the Board Carolyn Taylor, Glenda was promoted to the position of Chief Deputy Clerk of the Board. This position (and the department) are responsible for the preparation of the agendas, minutes, and documents for the Board of Supervisors meetings.

7 The Clerk of the Board acts as the clerk for various appeals and abatement boards, including the Assessment Appeals Board, the Employee Appeals Board, nuisance abatement hearings, and animal control hearings. Glenda s office coordinates committees, commissions, and boards appointed by the Board of Supervisors. Pam Mize, City Clerk, City of Redding (530) pmize@ci.redding.ca.us Pam grew up in Marysville, California. Following graduation from Yuba College, she moved to Sacramento and pursued a career in business management. She worked as the manager of a real estate development company specializing in the construction of singlefamily homes. Pam moved to the Redding area in 1995 and accepted a position with the Tehama County Probation Department. In 1998, she began working for the City of Redding, City Clerk s Department. She was the Business License Specialist for 10 years and takes pride in the advancements the division made under her leadership. Pam was involved with California Municipal Revenue and Tax Association, and was elected State President in In 2008 Pam was selected as the Assistant City Clerk. Upon the retirement of City Clerk Connie Strohmayer in June 2009, Pam was appointed Deputy City Clerk and Administrator of the Office of the City Clerk.
