1 NEW MEMBER TRAINING SEMINAR: Setting the Stage for Success February 8-10, 2015 SPEAKER BIOS Mark Barbash, Executive Vice President, Strategic Initiatives Mark Barbash is the Executive Vice President of Strategic Initiatives at Finance Fund, a statewide non-profit community development entity that moves public and private capital into low-income communities to improve the quality of life for people. He is responsible for identifying funding opportunities, developing relationships and proposing strategic initiatives that can have major impact on Finance Fund s performance. His 30 years of economic development experience includes service as Chief Economic Development Officer for the Ohio Department of Development, Development Director for Columbus Mayor Michael B. Coleman, Executive Director for the Columbus Countywide Development Corporation, and Vice President for the National Development Council located in Washington, D.C. Mark earned a Bachelor of Arts degree in Political Science from the University of Wisconsin-Madison. Kim Newsom Bridges, Executive Director, Ohio Child Support Enforcement Agencies Directors Association Kim Newsom Bridges is the Executive Director of the Ohio Child Support Enforcement Agencies Directors Association (OCDA). In her role for OCDA she provides leadership in policy and legislation development; training for other child support professionals, judges and private attorneys; and collaborates with a variety of organizations and other professionals to promote and strengthen the Ohio Child Support Program. She has served on numerous child support guidelines councils and many other broad based groups. Kim has been a child support professional for over 20 years. She has served the National Child Support Enforcement Association (NCSEA) in many capacities, including President in and as a leader on their Professional Development and Policy and Government Relations committees. Kim received a Bachelor of Science and Juris Doctor degrees from The Ohio State University. David Brooks, CPCU, CCAO Managing Director, Property & Casualty Insurance Dave Brooks is CCAO s Managing Director of Property & Casualty Insurance and manages the daily operations of the County Risk Sharing Authority (CORSA) our property and liability insurance program - and the CCAO 1
2 Service Corporation Workers Compensation Group Rating Plan. Dave is also the Vice President of the CCAO Service Corporation. He is Chartered Property Casualty Underwriter (CPCU). Prior to joining CCAO in 1995, Dave was a Loss Control Consultant for National Accounts of the Aetna Casualty & Surety Company, and a Sales Manager of Property & Casualty Insurance at PENCO. Dave received a Bachelor of Science in Business Administration from Indiana University. Brad Cole, Managing Director of Research, County Commissioners Association of Ohio Brad Cole is CCAO s Managing Director of Research and coordinates and manages the research, data, and technical publications prepared and distributed by the association, maintains research data bases, develops survey instruments, and promotes the CCAO Educational and Research Foundation. On the legislative side, Brad s legislative advocacy is in taxation and finance, permissive taxes, auditing and accounting, county budget procedures, county debt, purchasing, investment policy, and general government legislation that impacts counties including transportation and infrastructure, tax abatement, and solid waste management. Brad is the Liaison to the CCAO Taxation and Finance Committee and Jobs, Economic Development & Infrastructure Committee. Prior to joining CCAO in 1986, Brad was a Lobbyist for the Ohio Railroad Association and worked in the Ohio Senate and the Ohio House. Brad has a Bachelor of Arts cum laude and a Master of Arts in History from Bowling Green State University. Robert Cornwell, Executive Director, Buckeye State Sheriff s Association Bob Cornwell is a life-long resident of the Columbus area. He is currently the Executive Director of the Buckeye State Sheriffs Association (BSSA), a position he has held for the past 31 years. BSSA keeps the County Sheriff abreast of the latest advancement in law enforcement techniques, technology, legal precedent, legislative action, training and acts as an information exchange between sheriffs throughout the State. Prior to working for the Sheriffs Association he was employed by the Franklin County Sheriff s Office in Columbus for ten years. Cornwell is a graduate of Bishop Watterson High School and a graduate of Ohio Dominican College. Suzanne Dulaney, Executive Director, County Commissioners Association of Ohio Suzanne Dulaney is the Executive Director for the County Commissioners Association of Ohio. Suzanne worked at CCAO from 1999 to 2006 as a Senior Policy Analyst. Prior to her return to CCAO in 2014, she served as the Associate CEO for the Ohio Association of County Behavioral Health Authorities which represents Ohio s county alcohol, drug addiction and mental health boards. Suzanne obtained her law degree with a concentration in Governmental Affairs from Capital University and her undergraduate degree in political science from Miami University. 2
3 Marc Fishel, Esq., Partner, Fishel Hass Kim Albrecht LLP Marc Fishel is a Partner in the law firm of Fishel Hass Kim Albrecht. Marc regularly represents public employers throughout the State of Ohio in all matters relating to labor relations. Doug has over 20 years of experience in private sector human resource management. Doug is a Certified Employee Benefit Specialist and Senior Professional in Human Resources. Doug has a Bachelor of Science in Business Marketing from The Ohio State University and a Master in Business Administration in Management and Labor Relations from Cleveland State University. Andrew Goldschmidt, CAE, Director, Membership/Marketing - Public Affairs Department, National Association of Counties Andrew Goldschmidt is the Director of Membership and Marketing in the Public Affairs Department of the National Association of Counties (NACo) - the only national organization that represents the 3,069 county governments in the U.S. Andrew manages and oversees membership and staff with responsibilities for membership operations including membership retention, recruitment, marketing, customer service, association elections and state association visibility. Andrew developed, implemented and manages NACo s Prescription Discount, Health Discount and Dental Discount Programs a part of a portfolio of exclusive, mission-driven membership benefits. Prior to coming to NACo in 1998, Andrew worked for the Construction Specifications Institute and Meridian One Corporation. Andrew holds a Bachelor of Arts in Organizational Sociology from the University of Kansas 3

Andrew is also a Certified Association Executive and is the only NACo staff member to achieve this certification. David Gully, Warren County Administrator Dave Gully is the Warren County Administrator and is responsible for overseeing the daily operations of the county including the Office of Management and Budget, Children Services, Human Services, Employment & Training, Facilities Transportation and Maintenance, Zoning and Community Planning, and Economic Development. Prior to becoming County Administrator in 2005, Dave was the Township Administrator in West Chester and Colerain Townships. Dave has a Bachelor of Arts Degree in Business Administration and Management from Xavier University. Michael Halleck, Columbiana County Commissioner and CCAO President Mike Halleck is a Columbiana County Commissioner and was elected by his peers as the 2015 President of the County Commissioners Association of Ohio. Mike is serving in his fourth term as county commissioner. At CCAO he has been a member of the Board of Directors and the following committees: General Government and Operations; Jobs, Economic Development and Infrastructure; and Taxation and Finance. Mike has served on the Supreme Court of Ohio Commission on Dispute Resolutions. Prior to his appointment and election as county commissioner, Mike served three terms as a Perry Township Trustee. Prior to entering public service Mike enjoyed a career as an executive in the business community. Mike has an Associate of Arts degree from the University of Kentucky and a Bachelor of Arts degree from Youngstown State University. Andrew Kalmar, Wood County Administrator Andrew Kalmar serves as County Administrator for Wood County, a position he has held since The following 12 departments report to Andrew: Dog Shelter, Building Inspection, Job & Family Services, Emergency Management, Child Support Enforcement, Information Technology, Wood Haven Health Care, Historical Museum, Records Center, Building and Grounds, Solid Waste Management District, and Economic Development. Andrew is a native of Troy in Miami County. He is a graduate of Bowling Green State University with a Bachelor of Science in Education and a Master of Public Administration. Prior to working for the County Commissioners, Andrew was the Director of the Wood County Park District. Karl Kuespert, CPM, Director, Franklin County Purchasing Department 4
5 Karl Kuespert has been the Director of the Franklin County Purchasing Department since Prior to working in Franklin County, Karl served in the U.S. Army from 1977 to 2001 and retired as a Lieutenant Colonel with over 24 years of active duty service in various Department of Defense and Army commands where he specialized in Acquisition and Supply Management. Over 15 years of his Army career were devoted to U.S. Government purchasing management including six years of warranted contracting officer experience in Army, Air Force, and Naval weapon systems, major assemblies, equipment end items and computer software. He also has three years of experience in international contracting and treaty negotiations while serving with the Office of Defense Cooperation in Athens, Greece. Karl holds a Bachelor of Business Administration degree from the University of Mississippi; Certified Level III in Contracting and Program Management from the Department of Defense; and a Life-time designation as a Certified Purchasing Manager from the Institute of Supply Management. Mark Landes, Esq., Partner, Isaac Wiles Burkholder & Teetor Mark Landes is a Partner in the law firm of Isaac Wiles. Before leaving for active duty as a military prosecutor overseas, Mark had already served on everything from student council to city council. Later he worked as a civil lawyer in the Pentagon where he defended the Department of Defense in federal courts around the country. Mark has been a Special Master and Special Monitor for the U.S. District Court for the Southern District of Ohio, a Member of the Ohio Jury Instructions Drafting Committee for the Ohio Judicial College, and a Mediator appointed by federal and state courts to mediate all types of disputes. Mark was a 2013 Central Ohio Lawyers of the Year and Ohio Super Lawyer since Mark has a Bachelor of Arts degree from Johns Hopkins University and a Juris Doctor degree from The Ohio State University. Kris Long, Esq., Deputy Administrator, Franklin County Commissioners Kris Long is Deputy County Administrator for the Franklin County Board of Commissioners. Her responsibilities include a number of county agencies, including the Purchasing Department, Public Facilities Management, Human Resources, Sanitary Engineering, and Fleet. She also supervises the Commissioners representatives on the Board of Revision and the Clerk to the Board of Commissioners, among other additional responsibilities. Kris previously worked in the Ohio Senate and in the Governor s office. She was Governor Ted Strickland s Deputy Chief of Staff for Legislation and Operations, and held the positions of Legislative Director and Executive Assistant for Public Safety and Criminal Justice and the Bureau of Workers Compensation earlier in the Governor s administration. Prior to joining the Governor s administration, Kris was Chief of Staff and Legal Counsel to the Ohio Senate Minority Caucus. She moved to Ohio after working in private practice at LaPointe & Associates in Michigan. 5
6 She is a graduate of Hope College in Holland, Michigan and earned her law degree from the State University of New York at Buffalo School of Law. Joel Potts, Executive Director, Ohio Job and Family Services Directors Association Joel Potts is the Executive Director of the Ohio Job and Family Service Directors Association (OJFSDA) and represents Ohio s 88 counties on public assistance matters, which includes welfare reform, workforce, child support, child welfare, food stamp and health care programs, with the state and federal government. Prior to joining OJFSDA in 2007, Joel served as the Chief of Federal Relations for the Ohio Department of Job and Family Services (ODJFS) and was responsible for working with Ohio s congressional delegation, federal employment and human service agencies and national associations regarding issues relevant to ODJFS. He was also responsible for overseeing the development and implementation of Ohio s welfare reform program and advising the Governor and state director on subjects such as welfare reform; food stamps activities; child support, county departmental issues; and state and federal legislative issues. Joel has worked for state government for twenty-three years; including seven with the Ohio Senate and 16 years with ODJFS. Philip Richter, Esq., Executive Director, Ohio Elections Commission Phil Richter is the Executive Director and Staff Attorney of the Ohio Elections Commission where he is responsible for all activities of the independent Commission. As Staff Attorney, Phil makes recommendations for determination of all cases that come before the Commission, advises the Commission on procedures and issues relating to cases, and prepares advisory opinions for consideration. As Executive Director, he performs as the administrative, budget and fiscal officer. Prior to joining the Commission in 1996, Phil was an Administrative Officer in the Elections Division and Deputy Director for the Uniform Commercial Code Division for the Secretary of State. Phil has a Artium Baccalaureatus (AB) Degree from Miami University and a Juris Doctor degree from Capital University. Angela Sausser-Short, LSW, Executive Director, Public Children Services Association of Ohio Angela Sausser-Short is the Executive Director of the Public Children Services Association of Ohio (PCSAO), an association of the county public children services agencies charged with child protection throughout Ohio. Prior to joining PCSAO in2014, Angela simultaneously held three positions with the State of Ohio. Angela was the Chief of the Bureau of Children and Families for the Ohio Department of Mental Health and Addiction Services; Project Director for the department s four-year federal grant called ENGAGE (Engaging the New Generation to Achieve their Goals through Empowerment); and Director of Ohio Family and Children First Cabinet Council. 6
7 Angela began her career as a caseworker and supervisor for a private foster care agency in Cincinnati. After receiving her graduate degrees, Angela became an independent management consultant for six years working with children services agencies throughout Ohio and across the country, including PCSAO. Angela graduated from The Ohio State University with a Master of Social Work in Social Administration and a Master of Arts in Public Policy and Management. She received her Bachelor of Arts in Social Work and Psychology with a minor in Gerontology from Miami University. She is a Licensed Social Worker for the State of Ohio. Mark Schweikert, Esq., Executive Director of the Ohio Judicial Conference Mark Schweikert is a retired judge and has served as Executive Director of the Ohio Judicial Conference (OJC) since OJC is a state-wide judicial organization representing all Ohio judges and researches and prepares judicial impact statements on legislation that affects the administration of justice in Ohio. Judge Schweikert retired from the Court of Common Pleas of Hamilton County in 2006 where he had served for seven years. Before that he served as a judge of the Hamilton County Municipal Court from (two years as Presiding/Administrative judge). He served as the Court Administrator in Hamilton County from He holds a Bachelor Arts degree from The Ohio State University and a Juris Doctor degree from the Chase College of Law at Northern Kentucky University. He was admitted to the Ohio Bar in He is a former chair of the Court Administration Committee of the Ohio Judicial Conference and has served on many committees under the auspices of the Ohio Supreme Court. He has served as a consultant and faculty for court reform projects in Ukraine and Mongolia. Cheryl Subler, Managing Director of Policy, County Commissioners Association of Ohio Cheryl Subler is CCAO s Managing Director of Policy and coordinates CCAO s legislative program and is responsible for legislative advocacy and member services in personnel and labor relations, employee benefits, elections, environment, and general local government issues. Cheryl is the Liaison to CCAO s General Government & Operations Committee. Prior to joining the staff in 1996, Cheryl worked at Ohio Township Association addressing governmental relations and publications and as a Legislative Aide in the Ohio House and a Page in the Ohio Senate. She is a Past President of the Ohio Lobbying Association. Cheryl has a Bachelor s degree from Miami University. John Trott, Co-Chair, Workforce Investment Board Directors Consortium & Executive Director, Area 7 Workforce Investment Board John Trott is the Co-Chair of the Workforce Investment Board of Directors Consortium and Executive Director of Area 7 Workforce Investment Board. He began his career in the Ohio House of Representatives as a Legislative Services Commission Intern following his graduation from The Ohio State University. He has a 7
8 Business Degree in International Business as well as Economics and a minor in Russian Language and Literature. John left the House of Representatives to work for the Ohio Bureau of Employment Services (OBES). He held several positions at OBES as Director of Training and Development until his appointment to Deputy Administrator, followed by Deputy Director of Local Operations for the newly-formed Ohio Department of Job and Family Services. As head of Local Operations, John oversaw the complete restructuring of delivery of unemployment benefit delivery in Ohio, closing the state s unemployment offices and shifting services exclusively to Call Centers and Internet application. The Area 7 Workforce Investment Board, located on the Clark State Community College Campus, supports its 43 member counties. Joseph Tuss, Montgomery County Administrator Joe Tuss is the Montgomery County Administrator. He started his career in local government in 1983 and began working in economic development in He has over 30 years of experience in local government, serving the last 20 years in management and executive level positions. Prior to joining Montgomery County, he served as the Community Development Director and as the Economic Development Director for the City of Dayton. In 2001, Joe joined Montgomery County as the Community & Economic Development Director, was promoted to Deputy County Administrator in 2009, and in 2012 was appointed County Administrator. As County Administrator, he manages the Department of Job and Family Services, Administrative Services, Management and Budget, Community and Economic Development, Family and Children First, Environmental Services, and Stillwater Center. Joe is a graduate of the University of Arizona, a Certified Economic Development Finance Professional and member of Phi Beta Kappa. Susan Willeke, Education and Communications Manager, Ohio Ethics Commission Susan Willeke is the Education and Communications Manager for the Ohio Ethics Commission. Established in 1973, the Ohio Ethics Commission promotes ethics in public service to strengthen the public's confidence that government business is conducted with impartiality and integrity. Susan is an accomplished government - relations professional with more than 20 years experience in public affairs, communication and public speaking. 9 Tim Young, Esq., Ohio Public Defender Tim Young has been the Ohio Public Defender since 2008 after serving as a county public defender for 14 years. He has led reform efforts for indigent defense in Ohio, and he started the Ohio Wrongful Conviction Project, a non-dna exoneration project. Tim is Chair of the National Association for Public Defense. He also serves as a Committee member on the Appointment of Counsel for Indigent Defendants in Capital Cases, Task Force on Access to Justice, and the Ohio Sentencing Commission. Tim previously served as Chair and Vice Chair of the American Council of Chief Defenders and also served on the Task Force to Study the Administration of Ohio s Death Penalty, and the Task Force on Funding of Ohio Courts. He has tried numerous cases throughout his career ranging from misdemeanors to homicide cases. Tim received his Bachelor of Arts and his Juris Doctor degrees from the University of Dayton. He has devoted his career to serving the indigent population of our society. 9
