4 Have represented AST since Bill Applegate brings more than 20 years of political, legislative and regulatory health care public policy experience to the firm. He began his career as an aide in the United States Senate. Throughout his career, he has assisted health care associations and corporate clients to impact and shape the development of national and state health care public policy. Mr. Applegate works closely with organizations to enhance and harness their political strengths, identify achievable goals and implement strategic government relations tactics and programs to achieve tangible results. Mr. Applegate works with key congressional, regulatory and executive- branch decision makers on important health care public policy issue areas including provider coverage and reimbursement; biomedical research funding; patient access to specialty care; graduate medical education; health care fraud compliance matters; and the many facets of the Affordable Care Act (ACA). Some of Mr. Applegate s health care client partners include: American Society of Transplantation; American Association of Clinical Chemistry; American Association of Oral and Maxillofacial Surgeons; The Vision Council; Wound Ostomy and Continence Nurses Society; and the Hospice and Palliative Nurses Association. He has been formally recognized by many of these organizations for his outstanding service. Prior to joining Bryan Cave, Mr. Applegate served for eight years as the director of government relations at two different firms. He was also the

5 manager of congressional and regulatory affairs at the American Society of Clinical Pathologists. Mr. Applegate worked aggressively to strengthen health care policy for the clinical laboratory community. He also worked as the senior director of government affairs for Smith Bucklin Associates, the largest association management firm in the world. Mr. Applegate has been recognized by the Business Journal as one of its annual 40 Under 40 professionals to watch in the business community. He has also been quoted and published in a variety of health care provider and medical publications, including the Clinical Journal of the American Society of Nephrology (CJASN). Laurel, NJ Dear Committee Members, It is my sincere honor to nominate Mr. William Applegate for the AST s Transplant Advocacy Award on behalf of the Women s Health Community of Practice. The committee and I strongly believe there is no one more deserving for this year s AST Advocacy Award. Bill is currently the Senior Vice President of Bryan Cave LLP and Director of Government Relations. He has served for the past 15 years as the federal lobbyist for our society, directly working with AST Leadership to support issues relevant to transplantation. Before he joined Bryan Cave, he managed congressional and regulatory affairs at the American Society of Clinical Pathologists and was the senior director of government affairs for the largest association management firm in the world, Smithbucklin Associates. It comes as no surprise that he has been recognized by the St Louis Business Journal as one of its annual 40 Under 40 professionals. His resolute support for the mission and vision of AST has led him to unparalleled advocacy by a non-ast member. Bill has been instrumental in bringing together AST Leadership and Public Policy members with key congressional, regulatory and executive-branch decision makers in order to move forward issues relevant for our society and our transplant patients. Through his direct efforts he has moved congressional action on the Immuno Bill, biomedical research funding and the Affordable Care Act, among other federal and state issues important to the AST. His efforts on behalf of our transplant society helped secure passage of the HIV Organ Policy Equity Act (HOPE Act), signed into law just last year in the presence of our AST president, Dr. Salomon. Working directly with the AST he has garnered remarkable key bipartisan and bicameral support to help shape the development of national health care public policy for the betterment of the transplant patient.

7 Bill Applegate s advocacy for transplantation provides an inspiring example of how political consensus building and perseverance can directly impact the lives of those afflicted with end stage organ disease. He has lived a life of public service exampled by his unwavering advocacy of transplantation and healthcare. His enthusiasm and tireless efforts to advance legislative and regulatory proposals aimed at improving our nation s transplant systems has provided the AST the unique opportunity to play an instrumental role in advancing healthcare policy for the direct betterment of our patients.
