1 Bytes and Bullets in Korea 405 Contributors DR. ALEXANDRE Y. MANSOUROV. Dr. Alexandre Y. Mansourov is an associate professor at the APCSS. He is a specialist in Northeast Asian security, politics, and economics, focusing primarily on the Korean peninsula. Dr. Mansourov received his Ph.D. in political science from Columbia University, New York. He co-edited a book titled The North Korean Nuclear Program: Security, Strategy, and New Perspectives from Russia, and published numerous book chapters and academic articles on Korean and Northeast Asian affairs. DR. BRUCE P. CHADWICK. Dr. Chadwick is a specialist in information technology, governance, and sustainable development. He has a Ph.D. in political science from Columbia University (2000), where he conducted extensive research on the process of democratization and its effects on a country s circulation of knowledge and attitudes to environment-development trade-offs. More recently, he is the team leader of Winrock International s initiative on Knowledge Technologies for Sustainable Development, which looks at the issues and processes by which communities in developing countries can benefit from access to information technologies and information services. Winrock International is a nonprofit organization that offers technical assistance in developing countries, particularly in the areas of agricultural and rural development. Dr. Chadwick has held fellowships from the National Science Foundation, the Institute for the Study of World Politics, and was a Rockefeller Visiting Scholar in the Humanities in Rio de Janeiro.

Dr. Hayes is executive director of the Nautilus Institute for Security and Sustainable Development, a non-governmental, policy-oriented research and advocacy group based in Berkeley, California. He graduated with a degree in history from the University of Melbourne. He has a doctorate from the Energy and Resources Group at the University of California at Berkeley. Professionally active as an environment and energy consultant in developing countries (working for United Nations Environment Programme, Asian Development Bank, World Bank, Canadian International Development Research Council, U.S. Agency for International Development, United Nations Development Programme), he also writes widely about security affairs in the Asia-Pacific region. He was first executive director of the Environment Liaison Centre in Nairobi, Kenya in He was deputy director of the Commission for the Future for Australia from He has visited the DPRK seven times. He is a member of the Pacific Council on International Policy, the western partner of the Council on Foreign Relations; and the U.S. Committee of the Council for Security Cooperation in the Asia Pacific. 3 Bytes and Bullets in Korea 407 DR. LEE, HYUNG-SEOG. Dr. Lee is a special advisor to the director of Korea Defense Intelligence Agency and North Korean economy analyst in Seoul, Korea. His primary focuses are in the areas of peace science, regional science and economic development policy. Prior to his current position at KDIA he was a senior researcher, Policy Development & Planning Group, POSCO Research Institute (POSRI), Seoul Korea; researcher at the Yonsei Institute for Korean Unification Studies, Yonsei University, Seoul Korea. He was a teaching and research assistant with the Department of Economics and East Asia Program, Cornell University and a research assistant with the Division of Industrial Organization and International Trade, Korea Development Institute (KDI), Seoul, Korea. Dr. Lee has published many research papers in areas such as peace economics and economic cooperation between the two Koreas. Dr. Lee earned his Bachelor of Arts degrees in anthropology in 1988 and in economics in 1990 from Seoul National University, Seoul, Korea. He received his Master of Arts degree in economics in 1995 and his Ph.D. in economics from Cornell in MR. LAWRENCE J. HO. Mr. Ho is a Chinese-Canadian attorney based in Vancouver, British Columbia. His legal practice revolves around providing strategic counsel to philanthropic families/foundations and various non-profit organizations and non-governmental organizations (NGOs). He serves as the executive director for the Chang Family Foundation established by the Chinese-American tennis player, Michael Chang. He also works with other families, primarily in the Pacific Northwest, with significant philanthropic portfolios. He has served various Canadian and international organizations such as the BC Cancer Foundation, Trinity Western University, and World Vision, and others in networking them within the Asian and international communities. Mr. Ho taught International

Mr. Ho holds a Masters of Law in International Trade/Development and International Human Rights from the London School of Economics (LSE). He also has law degrees from the University of Windsor in Canada and the University of Detroit. He received a Bachelor of Arts degree in American Literature and History at the University of Toronto. He is qualified to practice law in both British Columbia and Ontario. In relation to public policy and philanthropic/ngo work, he has consulted/provided information for organizations such as the International Monetary Fund, World Bank, UNDP, UN- WHO, UN-world Food Program, the Canadian Department of Foreign Affairs and International Trade, and the U.S. State Department. RETIRED GENERAL JAE CHANG KIM. General Kim served as the chairman, the Defense System Reform Committee, Ministry of National Defense from November 1999 to December He graduated from the Korean Military Academy in 1962 and was commissioned a second lieutenant in the Republic of Korea Army. He had served in the Korean Army for 32 years when he retired from active service in April His major assignments include commanding general of 9 th Infantry Division, director of operations in Joint Chiefs of Staff, commanding general of 6 th Corps, assistant minister for policy, vice chairman of Joint Chiefs of Staff, and deputy commander in chief of Korea and United States Combined Forces Command. JIN KI HONG. Dr. Hong is the Director of the Center for Information System Studies, Korea Institute for Defense Analyses, Ministry of National Defense, Seoul, Korea. Previously, he has served as the chief, electronic data processing system, Korea Air Force Logistics Command; the chief, data processing section, deputy of C4, Korea Air Force Headquarters; the chief for computer programming, data processing center, Korea Air Force; the chief, data processing center, Korea Air War College; the officer for IT education, data processing center, Korea Air Force; the officer for computer programming, data processing center, Korea Air Force; the commander for air combat maneuvering instrumentation company, Korea Air Force and as the officer for computer programming, computer center, the Korea Ministry of National Defense. Dr. Hong received his bachelor s degree from the Korea Air Force Academy in 1975, his Master s degree from the Korea National Defense College in 1987, and his Ph.D. from the University of Wyoming in LIEUTENANT COLONEL TAE-HWAN KWON. Lieutenant Colonel Kwon is currently serving as an associate professor, weapon systems at the National Defense University. Previously, he was a professor at the Air Force Academy and at the Korea National Defense University teaching C4ISR Systems, Information Warfare, Defense Science & Technology in Policy Program. Commander Kim currently works at the Program Office of Automated Systems Acquisition, ROK Navy Headquarters where two acquisition programs, Korean Navy Tactical Data System Version 2 and Navy Tactical C4I System (NTC4I), are managed. He graduated from the ROK Naval Academy in 1976, and received his bachelor s and master s degrees in industrial engineering from Seoul National University in 1980 and He received his Ph.D. degree in industrial engineering from Texas Tech University in Dr. Kim s has held positions with Systems Analysis Division as an analyst, Navy Sea Systems Command as a project management officer, and Korea Institute of Defense Analysis as a researcher. In his position in the Navy Sea Systems Command, he was detached to then NISE East, St. Inigoes, Maryland (now a part of SPAWAR), as a program management officer for Korean Navy Tactical Support Center System to support our P-3C maritime patrol aircraft operations, which inspired him to get more insights in C4I systems and IT technology. His major interests are command and control systems, especially in architectural approach and measures of effectiveness modeling. He has published a book titled C4I Theory and Practices: Concepts, Models, Architectures, and Design, and is currently preparing another book titled C4ISR Force Effectiveness Analysis: Modeling Approaches. COMMANDER GYOO-PIL CHUNG. Colonel Hong is currently assigned as a professor in airpower strategy at the National Defense University, Republic of Korea. Previous assignments include the Revolution in Military Affairs Group, Defense Reform Committee, Ministry of National Defense ( ) and the Military Strategy Division, Joint Chiefs of Staff ( ). He has many published writings on national security, war, doctrine and military strategy. Colonel Hong is a graduate of the Air Force Academy. He earned a Bachelor of Arts degree in Russian and a Master of Arts degree in politics from the Hanguk University of Foreign Studies, and his Ph.D. in politics from The University of Hull (UK). MR. JOSEPH S. BERMUDEZ JR. Mr. Bermudez is an internationally recognized analyst, author, and lecturer on North Korean defense and intelligence affairs and ballistic missile development in the Third World. He is currently a senior analyst for Jane s Information Group and IntelCenter. He has authored five books and more than 100 articles, reports, and monographs on these subjects. His two most recent books: Shield of the Great Leader: The Armed Forces of North Korea and North Korean Special Forces -- 2 nd Edition are considered by many to be the definitive open source works on the subjects and have been translated into Korean and Japanese. His forthcoming book Scud: Weapon of Terror, promises to follow this tradition. Mr. Bermudez has lectured extensively in the academic and government environments, both in the U.S. and the Republic of Korea. He has also testified before Congress as a subject matter expert concerning North Korea s ballistic missile and nuclear, chemical and
8 412 Alexandre Y. Mansourov biological warfare programs and ballistic missile development in the Third World. DR. C. KENNETH QUINONES. Dr. Quinones is currently the director, Korean peninsula programs for the American Research Center for Asia and the Pacific. Previously he was the director of Northeast Asia projects for Mercy Corps, a non-governmental organization engaged in humanitarian assistance around the world, and coordinated several projects that advocate and demonstrate innovative approaches to address the underlying causes of hunger and illness in North Korea. He was the first U.S. diplomat to visit North Korea, and served as a member of the U.S. negotiating team that formulated the 1994 U.S.- DPRK Agreed Framework. He was a representative of both the Department of State to the U.S. Nuclear Spent Fuel Team at North Korea s nuclear research center, and the DOD negotiating team which reached agreement with the Korean People s Army in 1996 to commence joint U.S.-DPRK recovery of U.S. soldiers remains still in North Korea. He holds a Ph.D. in History and East Asia Languages (Korean, Japanese and Chinese) from Harvard University. As a scholar, he authored, North Korea s Nuclear Threat Off the Record Memories, published in Seoul and Tokyo, plus more than twenty articles in scholarly journals in the U.S., Korea, and Japan about Korean history and contemporary security issues. DR. KONGDAN O. HASSIG (Dr. Katy Oh). Dr. Oh is a research staff member at the Institute for Defense Analyses and a non-resident senior fellow at the Brookings Institution. She is a member of the Korea task force of the Council on Foreign Relations, the Korea working group of the United States Institute of Peace, the Council on U.S.- Korea Security Studies, and the co-founder and co-director of The Korea Club in Washington, D.C. She received her

She subsequently earned a Master of Arts degree and Ph.D. in Asian Studies at the University of California, Berkeley. Her recent publications include Korea Briefing : First Steps Toward Reconciliation and Reunification (Coeditor, M. E. Sharpe and Asia Society, 2002), Terrorism Eclipses the Sunshine Policy: Inter-Korean Relations and the United States (Asia Society, 2002), Northeast Asian Strategic Security Environment Study (Institute for Defense Analyses, 2001), and North Korea through the Looking Glass (Brookings, 2000). DR. HYUNCHUL CHUNG. Dr. Chung has served as a researcher at Management Research Lab for Korea Telecom since He is currently working on developing competition strategies in extremely competitive Korean telecommunications market. He graduated from Hanyang University, Seoul, Korea, with a Bachelor of Science degree in business administration, earned his Master of Business Administration from George Washington University in the United States and his Ph.D. in management, majoring in finance, from McGill University in Canada. DR. GEORGY D. TOLORAYA. Dr. Toloraya graduated from the Moscow University of International Relations in 1978, received his Ph.D. (1984) and Doctor of Economy (1994) from USSR/Russian Academy of Science. He worked for the Russian Ministry of Foreign Trade, Russian Chamber of Commerce and Industry, Institute of International Economic and Political Studies, Russian Ministry of Foreign Affairs (since 1991). Currently he is the Deputy Director General of First Asian Department of Ministry of Foreign Affairs. In and , he was stationed in the Russian Embassy in DPRK (North

Dr. Toloraya authored several books and numerous articles on Korean affairs and Asian cooperation. He concurrently conducts research as a fellow of the Institute of World Economy and International Relations in Moscow and teaches at the Moscow University of International Relations. MR. SCOTT A. SNYDER. Mr. Snyder is representative to the Korea Office of The Asia Foundation in Seoul, where he directs a program focused primarily on: (1) Strengthening South Korea s international relations, (2) Supporting non-governmental efforts to increase women s political participation and, (3) Supporting training efforts for North Koreans in the areas of law, business, health, and agriculture. He is an active writer and commentator on Asian security issues with a special focus on Korea. Previously, he was an Asia specialist in the Research and Studies Program of the U.S. Institute of Peace, and was a recipient of the Abe Fellowship, a research program administered by the Social Sciences Research Council. His book, titled Negotiating on the Edge: North Korean Negotiating Behavior, was published by USIP Press in Prior to his work at the U.S. Institute of Peace, he was the acting director of the contemporary affairs department of the Asia Society. He received his Bachelor of Arts from Rice University and his Master of Arts from the Regional Studies East Asia Program at Harvard University. He was the recipient of a Thomas G. Watson Fellowship in and attended Yonsei University in South Korea. DR. J. TIM BEAL. After completing a Master of Arts with honors in modern Chinese studies at the University of Edinburgh, Dr. Beal went on to do a Diploma in business administration followed by a Ph.D. on China's terms of

He is a senior lecturer in the School of Marketing and International Business, Victoria University of Wellington and was the foundation director of the university s Centre for Asia/Pacific Law and Business (CAPLAB), He has a particular interest in North Korea, which he has visited twice. Dr. Beal is a co-editor of Pyongyang Report, maintains the website: and is secretary of the NZ-DPRK Society. He is currently writing a book titled North Korea s Arduous March for Pluto Press of London.
