1 About the Editors and Contributors Editors Rouben Azizian is a professor at the Asia-Pacific Center for Security Studies in Honolulu, Hawaii. His main areas of research and teaching are regional security cooperation, diplomacy and confidence building, security sector development, and Eurasian and South Asian security issues. Dr. Azizian has published seven books and monographs as well as numerous book chapters, journal articles, and working papers on regional security. Before joining APCSS, he taught at the Department of Political Studies of the University of Auckland, New Zealand. Prior to becoming a full-time academic, Dr. Azizian had an extensive career in the Soviet and later Russian Foreign Service, which included assignments in Nepal, Sri Lanka, and New Zealand. He is a member of the editorial boards of the journal Asian Politics & Policy, Australasian Journal of Human Security, and Central Asia Journal of Area Studies. Dr. Azizian is a graduate of the Moscow University of International Relations (MGIMO) and holds a Ph.D. in international relations from the Diplomatic Academy in Moscow. Artyom Lukin is an associate professor and deputy director for research at the School of Regional and International Studies, Far Eastern Federal University in Vladivostok. He received his PhD in political science from the Far Eastern National University. His main research interests are international relations and the international political economy of the Asia-Pacific and Northeast Asia, Russia s engagement with the Asia-Pacific, and social, political, and economic processes in the Russian Far East. Dr. Lukin has authored more than forty scholarly publications in Russian and English. 237
2 Contributors About the Editors and Contributors Viacheslav Amirov is a senior research fellow and executive secretary at the Center for Asia-Pacific Studies, Institute of World Economy & International Relations, Russian Academy of Sciences (IMEMO RAN). He holds a PhD in economics and has been with IMEMO since 1971, conducting research on numerous Asia-Pacific topics, such as Australian and New Zealand economies, Japan s external economic relations, Russia s relations with Japan, China, ASEAN, South Korea, Australia, and New Zealand, U.S.-China relations, U.S. economic presence in East Asia, and Russia s security posture in the Asia-Pacific region. Dr. Amirov has taught courses on the Asia-Pacific region both in Russia and abroad. He was an editor for Asia-Pacific affairs in the World Economy and International Relations journal, has worked for various newspapers and business information agencies, and has been employed as a senior analyst (metal and mining) by the United Financial Group, Moscow. Miemie Winn Byrd is an associate professor at the Asia-Pacific Center for Security Studies in Honolulu, Hawaii. She holds a doctorate in education from the University of Southern California. Dr. Byrd researches, publishes, and teaches on the roles of education, private-public partnerships, and gender equality in economic development; United States-Myanmar (Burma) relations; the linkage between economic development and security in the Asia-Pacific region; transformative adult learning/executive education; and organizational innovations. She also acts as deputy economic advisor at the U.S. Pacific Command in her capacity as an Army Reserve officer. Dr. Byrd is currently serving on the boards of the Pacific Gateway Center in Honolulu and The Keck Center for International and Strategic Studies at Claremont McKenna College in Southern California. James Campbell serves as professor at the Asia-Pacific Center for Security Studies in Honolulu, Hawaii, where he teaches crisis management and health security. He holds a doctorate from 238
3 UCLA, as well as master of public health, and is certified as an international diplomate in humanitarian assistance by the Center for International Humanitarian Cooperation at Fordham University. Dr. Campbell previously served as a U.S. Navy Medical Service Corps officer, leading public health research institutes in Africa and Asia, including seven years in Indonesia, and he speaks fluent Indonesian. He also served in Europe, where he directed the Office of Naval Research Global in London, managing international science and technology operations and partnership development for the Chief of Naval Research. Dr. Campbell s previous academic appointments include the University of Maryland, George Washington University, and the University of Indonesia, and he currently serves as affiliate faculty at the University of Hawaii. He is a certified Navy business acquisition professional, with multiple awards for scientific leadership, and he has published 65 peer-reviewed scientific papers. Jessica Ear is an associate professor at the Asia-Pacific Center for Security Studies in Honolulu, Hawaii. Her areas of focus are human security, disaster management and humanitarian assistance, civil societies, and development. Prior to joining the faculty team, Ms. Ear was the humanitarian operations officer with the Center of Excellence in Disaster Management and Humanitarian Assistance at the Pacific Command. She also worked overseas with the State Department Foreign Service at U.S. embassies in China, Australia, and Thailand, where she was the regional deputy refugee coordinator from 2005 to During that time, Ms. Ear helped shape US policy on refugees, advocated for better refugee treatment with host countries, and oversaw humanitarian assistance to refugees in the Asia region. She was instrumental in resettling the first group of North Korean refugees to the United States and was awarded the U.S. Department of State Superior Honor Award and two meritorious awards for her work. She holds a juris doctorate with a concentration in Pacific-Asian legal studies from the William S. Richardson School of Law at the University of Hawaii- 239
4 Manoa. Ms. Ear is a member of the California State Bar. As a former refugee from Cambodia, she is proficient in Khmer and Thai. Lori Forman is a professor at the Asia-Pacific Center for Security Studies in Honolulu, Hawaii, and an expert on international economic development, foreign aid, civil society, and public-private partnerships. She has a PhD from the Faculty of Law, Keio University, and a master s in public policy from Harvard University. Dr. Forman has a unique international background in the corporate, government, and nonprofit sectors. Prior to joining APCSS, she held senior positions in the corporate sector with Microsoft and Dubai Holding. In government, she held senior positions, including US Alternate Executive Director on the Board of Directors of the Asian Development Bank and Assistant Administrator for Asia and the Near East of the U.S. Agency for International Development. Dr. Forman also served in the nongovernmental organization (NGO) sector for eleven years, as the Director of the Japan Program of The Nature Conservancy, one of the world s largest environmental organizations. She began her post-graduate career in Washington, D.C., serving as the senior political analyst for the White House pollster. Vyacheslav Gavrilov is a professor of law and head of the International Public and Private Law Department at the School of Law of the Far Eastern Federal University in Vladivostok. He received his PhD in juridical sciences from the Kazan State University in His 2006 SJD research doctoral dissertation was titled International and Internal Legal Systems: Notion and Main Directions of Interaction. Dr. Gavrilov is the author of many publications on international public and private law, including two monographs and three textbooks. He has participated in numerous international conferences and programs in the United States, France, Hungary, Taiwan, Spain, Indonesia, Malaysia, the Philippines, Cambodia, and Japan. Dr. Gavrilov is a member of the executive committee of the Russian Association of International 240
5 Law, the Asian Society of International Law, and co-founder and attorney of the Etalon law firm in Vladivostok. J. Scott Hauger is an associate professor at the Asia-Pacific Center for Security Studies in Honolulu, Hawaii, where he teaches on topics related to science, technology, and security. His thirtyyear career in the arena of science and policy studies has spanned the private, academic, NGO, and government sectors, with a focus on problems of technological innovation and the ways that research and policy communities interact to address problems of scientific and technological change. Since 2004, Dr. Hauger has been increasingly engaged with issues of climate change and environmental security. He served as vice president for government and business relations at the Nevada System of Higher Education s Desert Research Institute, where he managed the international research portfolio and chaired the founding session of the Global Network of Dryland Research Institutes. Dr. Hauger has organized and chaired a continuing series of symposia on environmental security issues at the annual meetings of the American Association for the Advancement of Science (AAAS), and has presented invited lectures on topics of climate change and security in Dhaka, Bangladesh, Lanzhou, China, and Honolulu, Hawaii. Jeffrey W. Hornung is an associate professor at the Asia-Pacific Center for Security Studies in Honolulu, Hawaii. He specializes in East Asian security issues, primarily those related to Japan and the U.S.-Japan alliance. In addition to media interviews, Dr. Hornung has written policy-related articles for numerous think tanks and media outlets and presented talks in various venues on issues relating to Japan s security policies and domestic politics. In November 2011, he became one of fourteen Americans chosen to participate in the U.S.-Japan Network for the Future Program run by the Maureen and Mike Mansfield Foundation and the Japan Foundation Center for Global Partnership. Prior to joining APCSS, Dr. Hornung taught courses on Japan and East Asia at 241
6 Ohio State University and was a visiting scholar at the University of Tokyo. He holds a doctorate in political science from George Washington University and an MA from the Johns Hopkins University School of Advanced International Studies, both located in Washington, D.C. Victor Larin is director of the Institute of History, Archaeology, and Ethnography of the Peoples of the Far East at the Russian Academy of Sciences in Vladivostok. He is also a professor at the School of Regional and International Studies at the Far Eastern Federal University. Prior to joining the Institute of History in 1991, he was a professor and dean of faculty of Oriental studies at the Far Eastern National University. Dr. Larin is an expert on Russia s Pacific policy, Russia-China relations, and Asia-Pacific international relations and security. He has more than 170 publications in Russia and abroad (United States, China, Japan, Republic of Korea, and European countries), including nine book-length monographs on China s history, Russia-China relations, and Russian foreign policy. Mohan Malik is a professor at the Asia-Pacific Center for Security Studies in Honolulu, Hawaii. He is a trained Sinologist and has research interests in Asian geopolitics and nuclear proliferation issues. Dr. Malik is the author of China and India: Great Power Rivals, Dragon on Terrorism, The Gulf War: Australia s Role and Asian-Pacific Responses, co-editor of Religious Radicalism and Security in South Asia, and editor of Australia s Security in the 21st Century, The Future Battlefield, and Asian Defence Policies. He has contributed numerous book chapters and published more than 200 articles on Asian security issues in refereed scholarly journals such as Asian Affairs, Asian Politics & Policy, Asian Survey, Arms Control, Australian Journal of International Affairs, China Quarterly, China Report, Comparative Strategy, Contemporary Security Policy, Contemporary Southeast Asia, Issues and Studies, The Korean Journal of Defense Analysis, Orbis, Pacific Affairs, Pacifica Review, and World Policy Journal. He has also written 242
7 op-ed pieces for The Wall Street Journal, International Herald Tribune, Japan Times, The Australian, Asia Times, YaleGlobal Online, and The Hindustan Times. Dr. Malik has testified before the United States- China Economic and Security Review Commission (USCC), and done consultancy work for the Science Applications International Corporation, Booze Allen Hamilton, Australian Department of Defence (Army), and the UK-based Jane s Information Group. Justin D. Nankivell joined the Asia-Pacific Center for Security Studies in Honolulu, Hawaii, as an associate professor in 2008, from the University of Victoria, Canada. Dr. Nankivell taught courses on international organizations and international security, and lectured in international relations, Canadian foreign policy, civil-military relations, and Canadian politics at the University of Vancouver Island and Canada s Royal Military College. He holds a PhD in political science from the University of British Columbia (UBC), and master of International Law from the University of Nottingham (UK), with specific focus on international criminal justice/criminal law and the laws of armed conflict. Dr. Nankivell s current research is divided into two areas: the relationship of international law to international politics and foreign policy decision-making, with particular emphasis on current areas surrounding the law of the sea; and the field of security sector development, constituted by the relationships between the security institutions of the state, domestic political and judicial institutions, and the broader sectors of civil and international society. Kerry Lynn S. Nankivell joined the Asia-Pacific Center for Security Studies as associate professor in July 2008 from the Admiral s Special Advisor (Policy) staff at Maritime Forces Pacific in Victoria, British Columbia. Her primary areas of research interest are maritime security in the Indo-Pacific, critical thinking in strategy development, and Asian international affairs. Ms. Nankivell s writing, discussing issues ranging from port security to international maritime governance and policymaking, has appeared in industry 243
8 journals and magazines, including Maritime Warfare Bulletin, Ocean Development & International Law, Journal of the Australian Naval Institute, Canadian Naval Review, Cambridge Review of International Affairs, Asia-Pacific Defence Reporter, and Foreign Policy. She has contributed to four major publications, Science, Technology and Security (2012), Issues for Engagement (2010), Understanding Global Terror (with James Boutilier) (2007), and Why Japan Matters (2005). Ms. Nankivell served as editor for Cambridge Review of International Affairs ( ). She earned a Bachelor of Arts (Honors) in Political Science with International Relations from the University of British Columbia (2000) and Master of Philosophy in International Relations from Cambridge University (2002). Sergey Sevastianov is a professor of international relations at the School of Regional and International Studies, Far Eastern Federal University in Vladivostok. Prior to joining FEFU in 2012, he was an associate professor and professor of international relations at the Vladivostok State University of Economics and Service. Dr. Sevastianov is an expert on Asia-Pacific international relations and has been actively participating in research projects studying multilateral cooperation models. He has about sixty publications in Russia and abroad (United States, Japan, Republic of Korea, and United Kingdom), including two recent book-length monographs on models of East Asian regionalism and regionalization. Dr. Sevastianov holds a Master of Science degree in national resource strategy from the Industrial College, National Defense University, Washington, D.C. and a PhD in political science from the Moscow State University of International Relations (MGIMO), Moscow. Sergey Smirnov is director of the Center for Maritime International Studies at the Admiral Nevelskoy Maritime State University in Vladivostok. He holds a PhD in the history of science and technology. Dr. Smirnov was a security practitioner for two decades, serving in the Soviet/Russian Navy. He was also a senior research fellow at the NATO Defense College in Rome, Italy. 244
9 Dr. Smirnov s research interests include national and maritime security, regional cooperation initiatives, WMD proliferation, missile defence, maritime trade, and marine research. He has taught courses on national strategy and information security in Russia. Dr. Smirnov has also worked as a journalist and editor specializing in international affairs, participated in peacekeeping operations, and served as an expert on the Russian Ministry of Transport s advisory board. Tamara Troyakova is an associate professor and head of the International Studies Department at the School of Regional and International Studies, Far Eastern Federal University in Vladivostok. She is an expert on the political development of the Russian Far East and Russian foreign policy in East Asia. She has published articles in Russian and American journals. Dr. Troyakova was a participant in several research exchange programs funded by the National Council for Eurasian and East European Research, the Kennan Institute for Advanced Russian Studies, and the Asia-Pacific Center for Security Studies. Alexander Vorontsov is head of the Department for Korean and Mongolian Studies at the Institute of Oriental Studies of the Russian Academy of Sciences. He also holds several teaching and research positions at the Moscow State University, Russian Federation Military Science Academy, and Institute for Asian Studies at Osaka University of Economy and Law in Japan. He is a member of the Russian part of the Russia-DPRK Intergovernmental Commission dealing with trade-economic and scientific-technical cooperation. Dr. Vorontsov regularly participates in track-two conferences dealing with the security situation in East Asia. He served as second secretary at the Russian Federation s embassy in Pyongyang from 2000 to Dr. Vorontsov holds a PhD in history from the Institute of Oriental Studies of the Academy of Sciences of the USSR. 245
10 Alexander L. Vuving is an associate professor at the Asia-Pacific Center for Security Studies. Prior to joining APCSS in 2008, he was an assistant professor at Tulane University and a research fellow and associate of Harvard University s Belfer Center for Science and International Affairs at the Kennedy School of Government. His major areas of research include Asian security, the rise of China, Vietnamese politics, grand strategy, and soft power. He has published in major scholarly journals and presented at leading universities and think tanks around the world. He holds a PhD in political science from the Johannes Gutenberg University, Germany, and was a German National Merit Scholar. William Wieninger is an associate professor of security studies at the Asia-Pacific Center for Security Studies in Honolulu, Hawaii. Prior to joining APCSS in 2008, he spent fifteen years as an active security practitioner with the United States Air Force, with extensive working experience in nuclear deterrence and politicalmilitary relations in the Asia-Pacific. Holding a doctorate in political science from McGill University (2004), Dr. Wieninger s current research and teaching emphasis is on issues related to weapons of mass destruction proliferation, deterrence, and missile defense, energy security, and international security in the Asia-Pacific. 246
