1 PROFILE OF PARTICIPANTS Senior-Level Participants Ms. Fatima Yasmin Joint Secretary Economic Relations Division Ministry of Finance Bangladesh Ms. Yasmin obtained her Masters degree in Development Economics from Australian National University and a Masters in Business Administration from the University of Dhaka. She has pursued Hubert Humprey Fellowship in Public Policy in human Rights from the Rutgers University of USA in Mr. Safiqul Islam Additional Secretary Road, Transport and Highways Division Ministry of Road, Transport and Bridges Bangladesh Mr. Islam is a Business Graduate. Had his MBA from the Institute of Business Administration major in Management from the University of Dhaka. He currently heads the budget wing of the Road, Transport and Highways Division of the Ministry of Road, transport and Bridges. 1

Mr. Opetaia Ravai Chief Executive Officer Water Authority of Fiji Fiji Mr. Ravai was a graduate of Bachelor of Science in Computer Science and Information System and Master s degree in Business Administration at the University of the South Pacific. Has been the CEO of the Water Authority of Fiji since 2012 up to the present. Ms. Ekaterine Mikadze Senior Specialist Ministry of Environment and Natural Resources Protection Georgia Ms. Mikadze is currently employed at the Ministry of Environment and Natural Resources Protection of Georgia, in Climate Change Unit. Graduated from Tbilisi State University, Faculty of Law and recently have undergone a Master s Degree in Environmental Governance in Albert Ludwig Univeritat Freiburg, Germany. 4 Mr. Aftab Rashid Deputy Secretary Development Wing Ministry of Climate Change Pakistan Mr. Rashid completed his Masters in Electronics having physics as his major subject and passed the competitive examination of Pakistan (CSS) in After serving in different Ministries and departments especially Ministry of Communications, National Highway Authority and Motorways Police, he landed in the Ministry of Climate Change. Mr. Joe Pokana Acting Managing Director Climate Change Development Authority Papua New Guinea Mr. Pokana has been a climate change negotiator under United Nations Framework Convention on Climate Change (UNFCCC) since He has been conducting research for 15 years in the natural forest of Papua New Guinea with the Papua New Guinea Forest Research Institute. Mr. Sun Yaowei Director General Department of Legal and System Reform National Energy Administration People s Republic of China Mr. Yaowei has worked as a researcher in electric power, China Huaneng Group Company and had been a Policy maker on electric power, China Electricity Regulatory Commission and on Energy Development and Reform, National Energy Administration of China. 4

Ms. Wenhang Huang Director NDRC Department of Climate Change People s Republic of China Ms. Huang worked in the Department of Education and Science of MOF from 1991 to 1998 before she went to the George Washington University to accomplish a Master degree in accounting. As the division director, she is responsible for international cooperation of climate change and has developed broader collaboration with multilateral organizations and developed countries in the area of climate change. Ms. Gong Liyuan Deputy Director Jinan Urban Transport Research Center People s Republic of China Ms. Yuan is a specialist of planning of public transport, intelligent transport system design and transport policy research. One of her main achievements in scientific research was participating in the planning, design, operation scheme design and intelligent system construction of BRT in Jinan, Weihai public transport information system planning, and Beidou intelligent terminal on board development, a project of the Provincial Transport Department. 5

She is a researcher and interpreter at the research center which main duties are external liaison, consultancies and translation. Mr. M.C. Wickramasekara General Manager Ceylon Electricity Board Ministry of Power and Renewable Energy Sri Lanka Mr. Wickramasekara graduated in Electrical and Electronic Engineering from the University of Sri Lanka, Peradeniya Campus in Is a member of the Institution of Engineering and Technology, UK (the IET) and a Chartered Electrical Engineer. After serving brief period as Instructor in Department of Electrical Engineering at Faculty of Engineering he joined Ceylon Electricity Board in February 1979 as an Electrical Engineer. Mr. Suhrob Yokubzoda Head, Division for Information of Management of Analysis and Economic Projection Ministry of Transport Tajikistan Mr. Yokubzoda graduated from the Tajik Technological University, majored in programming and computer engineering. He s responsible for the Ministry s website monitoring and its maintenance. He s currently dealing with the establishment of new transport logistic information platform within the country. 6

He directs engineers and architects on matters of technology employment for the delivery of services, besides administration of the ministry's resource use. This ministry is responsible for construction and maintenance of Highways and Bridges stretching over 10,000 km. Bhutan The ministry provide policy directives & guidelines to the cities/towns and district level administrators in the delivery of developmental activities. They also help create urban & rural amenities to' make our cities, towns and countryside a liveable place. 13 Observers Mr. Xiangbin Liu Senior Policy Researcher Institute for Global Environmental Strategies Mr. Liu achieved his bachelor and master degrees of environmental engineering from Tianjin University of China and a Ph.D. from Okayama University of Japan. He is currently a senior policy researcher at Kansai Research Centre of Institute for Global Environmental Strategies (IGES), Japan. Before going to Japan in October, 2004, he had seven years of working experience at the Department of Science, Technology and Standards, Ministry of Environmental Protection of China. Ms. Sunhee Suk Researcher Ms. Suk is currently a policy researcher working at the Institute for Global Environmental Strategies (IGES) in Japan. Before joining IGES in September 2010, she served UNESCAP as an environmental consultant. Research focuses on the topics of business and the environment in Northeast Asia, particularly on the carbon pricing policies for enhancing energy saving and climate practices of businesses. Recently, the research topic has been extended to the financial schemes in promoting the low carbon technology transferring.
