1 2014 FALL CONFERENCE SPEAKER BIOS* Mel Billingsley, President & CEO, Life Sciences Greenhouse of Central Pennsylvania Mel Billingsley, Ph.D., is president and CEO of the Life Sciences Greenhouse, professor of pharmacology at Pennsylvania State University Milton S. Hershey College of Medicine (MSHCM), and professor of biotechnology and entrepreneurship, Penn State University - Harrisburg, PA campus. His background includes rich and varied experience as a researcher, educator and investor, as well as a long history of actively fostering the advancement of technology within the larger community. He has an undergraduate degree in biophysics and microbiology from the University of Pittsburgh, a doctoral degree in pharmacology from George Washington University, and a postdoctoral degree in neuropharmacology from Yale School of Medicine Steve Brawley, President & CEO, Ben Franklin Technology Partners of Central and Northern Pennsylvania Stephen Brawley holds the position of President/CEO at Ben Franklin Technology Partners of Central and Northern Pennsylvania, Inc. Ben Franklin/CNP is part of a statewide network of Ben Franklin Centers that invests capital and talent in early-stage technology companies, as well as investing in new innovations within existing manufacturers. The goal is to promote economic growth, employment, and wealth creation in the Commonwealth. As CEO, Mr. Brawley is responsible for the implementation of the Ben Franklin investment program in the 32-county footprint served by the Center, and oversees a portfolio of approximately 150 company projects. While serving as President, Steve has also been a founding team member of several successful technology commercialization initiatives including: the Innovation Transfer Network (ITN); the Shale Gas Innovation and Commercialization Center (SGICC); three TechCelerator Programs with locations in State College, Carlisle, and Hershey, and was the driving force behind a partnership with the Erie County Gaming Revenue Authority that resulted in the formation of the Erie Innovation Fund. Mr. Brawley has been with the Center for more than 20 years and has extensive experience in earlystage investing and economic development initiatives. Prior to his current leadership role with Ben Franklin, Steve held various positions at the Center: Vice-President and Associate Director; Director of the South Central Regional Office in Harrisburg; Program Director of Training and New Business; and Director of Workforce Development. A graduate of the Penn State University with a Master s Degree in Public Administration, Steve was employed with various state and university programs before joining Ben Franklin, and began his career in technical talent recruitment in environmental sciences and engineering. He currently sits on several Boards including the Technology Council of Central PA, the Technology Council of Northwest PA, and the Investment Committees for Penn Venture Partners and the Erie Innovation Fund.

2 David Butcher, President, WCI Partners Dave Butcher is President and Partner of WCI. He is engaged in all aspects of planning, development, and management of WCI s daily operations and projects. Prior to joining WCI, Dave worked at the City of Harrisburg as an Urban Planner, coordinating the review and approval of various development projects throughout the city. Dave is a graduate of the University of Pennsylvania (BA, Urban Studies, Phi Beta Kappa) and Temple University (MS, Community and Regional Planning). He is actively involved with the Urban Land Institute and sits on various non-profit boards and committees. In 2010, he was selected as a recipient of the prestigious Forty Under 40 Award by the Central Penn Business Journal. In his spare time, Dave enjoys spending time with his family, reading The Economist, and watching Duke basketball. Nancy Dischinat, Executive Director, Lehigh Valley Workforce Investment Board Nancy Dischinat is the Executive Director of the Lehigh Valley Pennsylvania Workforce Investment Board, Inc. She has over 30 years experience in the business of workforce development and works to align workforce development with economic development, education and the community in the Lehigh Valley. This three-pronged strategy results not only strategic workforce development, but alignment with economic development priorities, community understanding of skills gaps and educational and training requirements needed for current and future employment opportunities, alignment of industry clusters with labor market data, with a focus on preparing a pipeline of workers for career pathways in high priority occupations. The Lehigh Valley WIB, under her leadership, effectively negotiates strategic partnerships and alliances, convenes legislative and policy makers, and builds and manages relationships with key stakeholders related to workforce, economic development, education and community. Nancy serves on numerous business, workforce, economic development, and community committees, and is a local, state, and national speaker on workforce issues. Scott Dunkelberger, Center for Business Financing, Pennsylvania DCED Scott D. Dunkelberger joined the Department of Commerce following completion of graduate school in March He started as an Area Development Representative in the Bureau of Appalachian Development and State Grants. He subsequently was promoted to a Policy Analyst then a Senior Development Specialist in the Office of Regional and Community Initiatives. In January, 1992, he was promoted to the position of Director of the Grants Office, renamed the Economic Development Assistance Office and was responsible for the administration of six grant and loan programs with FY appropriations totaling $167 million. In February, 2002, Scott was promoted to the position of Director of The Center For Business Financing which administers the Commonwealth s grant, loan, and tax credit programs that are designed to stimulate business expansion and modernization efforts as well as assisting local economic development

3 efforts. The Center is comprised of a 55 member professional staff that manages 15 grant, loan, and tax credit programs that assist with the development of infrastructure at new industrial sites; the assessment, remediation, and redevelopment of blighted industrial and commercial properties; conducting job training; the construction and renovation of manufacturing facilities; the acquisition and installation of manufacturing equipment; and working capital needs. The Center also administers the Educational Improvement Tax Credit Program that provides tax credits to businesses that make contributions to non-profit organizations that fund innovative education programs in conjunction with public schools. Scott is also the Executive Director of the Pennsylvania Industrial Development Authority, recognized as one of the nation s oldest economic development programs. Created in 1956, PIDA is a revolving loan fund that makes loans to benefit Pennsylvania businesses that will improve the economic base of the Commonwealth. PIDA has made over $2 billion in loans for land and building projects since In February, 2005, Scott also assumed the position of Executive Director for the Commonwealth Finance Authority (CFA) which oversees 15 financing programs targeted to business development, infrastructure development, and alternative energy development with over $2 billion in funds. He resides in Perry County with his wife Joan and four children. Jim George, Founder & President, All About Hershey James D. George is the Community Relations Liaison at Penn State M.S. Hershey Medical Center & College of Medicine. In this capacity, he is helping to develop and expand Penn State Hershey's Community Relations Department and their community outreach programs. George is also President & Founder of All About Hershey, LLC, an independent business he founded that promotes Milton S. Hershey's legacy, the Hershey Idea and the uniqueness of the thriving company town that Milton Hershey established. Prior to the start-up of his company and his work at Penn State Hershey, George worked for The Hershey Company, retiring in December 2012 after 28 years of service. In his last role at The Hershey Company, George served as Vice President, Corporate Social Responsibility. In that role, George was responsible for the company s corporate social responsibility and community outreach programs locally, nationally and internationally. George joined The Hershey Company in He held several positions in Hershey s Sales and Sales Management areas prior to becoming the Manager, Merchandising Packaging in He was promoted to Director, Packaging in 2001, Vice President of Packaging in 2004, and assumed global packaging responsibility in George was named Vice President, Community Relations, in February 2008 and took on additional responsibilities as Vice President, Corporate Social Responsibility in December He was responsible for managing the company s corporate social responsibility programs: community outreach, corporate philanthropy, environmental stewardship and sustainable supply chain initiatives. He took the lead on strengthening the company s ties with the Milton Hershey School and leading operations for Hershey s Track & Field Games. In addition, George was responsible for the company s charitable sponsorships, including United Way and efforts on behalf of Children s Miracle Network.

4 George is a graduate of Grove City College with a degree in business administration. He is co-founder of Project Fellowship, a program designed to build bridges between Milton Hershey School students and houseparents and Hershey Entities employees and their families. He is an Eagle Scout and an elder at Derry Presbyterian Church, Hershey. In the community, George serves on the Executive Committee of Penn State Hershey Children s Miracle Network Advisory Board and is a past chairman. He also serves on The Hershey Story Advisory Board, the New Birth of Freedom Council Boy Scouts of America Board of Directors, Penn State M.S. Hershey Medical Center Community Needs Assessment Advisory Board and the Hershey Rotary. He rides annually in charity bike rides. A private pilot, George also donates plane rides to charitable causes. George and his family live in Hershey. Bradley R. Jones, President-Elect and VP, Community Development, Harristown Enterprises Inc. Jones has worked at Harristown for over 13 years starting as Corporate Director for Public and Community Services and then Vice President for Community Development. He has been at the center of the more recent Harristown downtown development projects in the last decade including multiple projects involving the Harrisburg International House, Bricco Restaurant, Messiah College Harrisburg Institute, the Capital Area School for the Arts, and multiple public improvement and streetscape projects in the downtown. Prior to his service with Harristown, Jones worked in a variety of positions involving economic development and project management for the U.S. Congress, the American Petroleum Institute, the Pennsylvania Department of Agriculture and the Pennsylvania Hardwoods Development Council. He has also served as past President of the Harrisburg Young Professionals, and past President of the Capital Region Economic Development Corporation, and currently serves as Vice Chair of the Harrisburg University for Science and Technology and Chair of the Modern Transit Partnership. Michael Lawrence, Interim Director, South Central PA Workforce Investment Board Michael Lawrence has over 35 years of diverse experience in the Workforce Development field. Mike has experience with workforce development in leading two Local Workforce Investment Boards, including the SouthCentral Workforce Investment Board based in Harrisburg, PA. Mike has successfully linked workforce and economic development, engaged workforce development within higher education and assisted many agencies in various consulting capacities. At Penn State University, Mike was the Director of Workforce Development Initiatives in the Office of Economic and Workforce Development. In this position, Mike supervised and directed the Pennsylvania Plastics Initiative, the CareerLink Credentialing Project (Pennsylvania s one stop system), developed health care management and supervision education for incumbent workers and assisted in developing the Center for Regional Economic and Workforce Analysis Prior to that, Mike was the Workforce Investment Board director for the North Central Workforce Investment Board and the Private Industry Council Director prior to that. As part of the North Central Pennsylvania Regional Planning and Development Commission, Mike worked closely with the entire commission to link workforce with economic and community development in a developmental effort noted as Enterprise Development. The US Department of Labor recognized this with a major publication

5 Simply Doing Business highlighting the integration of workforce, economic and community development. Mike holds a Bachelor of Science in Education from Clarion University of Pennsylvania and completed coursework at Penn State University in the Masters of Science in Workforce Education with emphasis in Human Resources and Training. Keith Marmer, Associate Dean for Research Innovation, Penn State College of Medicine Keith Marmer, DPT, MBA is the Associate Dean for Research Innovation and Director of the Office of Technology Development at Penn State University College of Medicine. Dr. Marmer leads efforts for the development and commercialization of intellectual property along with the entrepreneurial efforts of the Penn State life sciences community. Keith brings both academic and entrepreneurial expertise to this role. Prior to joining Penn State, Keith served as Vice President for Technology Transfer and Business Development at the University of the Sciences in Philadelphia where he successfully led numerous entrepreneurial efforts and oversaw the intellectual property portfolio. As an entrepreneur, Keith was founder and CEO of PhysioMetrics, a national healthcare technology and services firm. Under his leadership, PhysioMetrics developed revolutionary human motion analysis technology, was awarded People s Choice at the New Jersey Technology Council Venture Capital Conference and received three patents. In addition, Keith has mentored and consulted to a number of entrepreneurial ventures as well as taught entrepreneurship to undergraduate and graduate students. Keith holds an MBA as well as a doctorate in physical therapy from the University of the Sciences. Keith lives with his wife and three children in PA or wherever there is great skiing and snowboarding. Joe Massaro, General Manager, Hilton; Chairman, Board of the PA Association of Travel & Tourism) Joe opened the Hilton Harrisburg in 1990 as the Director of Convention Services, has since held positions as Director of Sales, Corporate Director of Marketing and Hotel Manager. In 2006, he was promoted to the position of General Manager. Joe has served as President of the Greater Dauphin County Lodging Association, Chairman of the Board for the Hershey Harrisburg Regional Visitors Bureau and Chairman of the Harrisburg Downtown Improvement District. He currently serves as the Chairman of the Board for the Pennsylvania Tourism & Lodging Association and as a Board Director of the Harrisburg Regional Chamber. Joe is an American Hotel and Lodging Association Certified Hotel Administrator, a past Central Penn Business Journal "Forty Under 40 Award" recipient and was named General Manager of the Year in 2007 by the Pennsylvania Tourism and Lodging Association. He also received the Excellence in Travel and Tourism Award from the Pennsylvania Convention and Visitors Bureaus. In 2013, the Hilton began a major three year, seven million dollar renovation project of which Joe is the onsite project manager.

6 Carolyn Boser Newhouse, Deputy Secretary for Innovation and Investment, Pennsylvania DCED Carolyn Boser Newhouse has more than 20 years of demonstrated business expertise in the private sector. She is founder of a multiple companies, including: SuperUser Technologies, Inc., an IT company that provides wired and wireless communications, Newhouse Enterprise LLC, a retail business entity, Newhouse Family Limited Partnership, a partnership for commercial real estate, and is the cofounder and previous co-owner of: SuperUser Solutions, Inc. a successful engineering company that specializes in supply chain automation. In January, 2012, Governor Corbett appointed Carolyn Newhouse as Deputy Secretary for DCED s largest divisional deputate, the Office of Innovation and Investment (I&I). To assist the Administration s efforts to streamline operations and realize cost efficiencies, DCED consolidated previously separate economic development divisions under this new Office of Innovation & Investment, representing: Office of Technology Investment; Offices of Business Financing and Private Financing; Economic Development Marketing; and Pennsylvania s Tourism and Film Offices. I & I s primary focus is centered on advancing Governor Corbett s JobsFirst PA initiative, a comprehensive plan to grow Pennsylvania s economy by partnering with the private sector to create and retain jobs. In support of this critical mission, I&I processed more than 9,400 applications and approved $2.248 billion in projects during the past fiscal year. As Deputy Secretary for I & I, Carolyn Newhouse is responsible for 67 economic development programs, representing nearly 75 percent of the total DCED budget. Directly aligned with Governor Corbett s goal of bringing a private sector mentality to state government, I&I employs a low administrative overhead equal to only 0.28 percent of the project funds approved. Additionally, and in ongoing support of the Governor s mission to be fiscally responsible, I & I s monitoring division restored more than $2.33 million in funds back to the commonwealth during the past fiscal year. Carolyn earned her undergraduate degree in Computer Science from the University of Pittsburgh and is a graduate of the Entrepreneur Leadership and Advanced Entrepreneur Leadership programs at the University of Buffalo. Jackie Parker, Director of Community and Economic Development, City of Harrisburg Jackie Z. Parker has devoted her career to community building and community problem solving whether as Mayor of a third class city, the co-creator of the award winning Community Action Team, under Governor Edward G. Rendell, or as Deputy Secretary of Community Affairs and Development for Commonwealth of Pennsylvania.

7 From 2003 until 2011, Jackie served in multiple positions within the Department of Community and Economic Development, for the Commonwealth of Pennsylvania, working with communities to develop strategies for impactful economic and community development projects. During her tenure she led the shift in public funding philosophy and delivery from one of passive grantmaking to one of engaged investment. She managed 17 state and federal programs related to community development financing assistance for a total oversight of $ 275,000,000. In addition, she was responsible for the oversight of $ 140,000,000 of federal Stimulus funding for the Department of Community and Economic Development. Jackie was responsible for guiding the Community Action Team, Governor Rendell s initiative of one stop shop community engagement, to develop and implement 88 Community Action Team projects across the Commonwealth. These projects reflect the targeting and leveraging of multiple sources of funding assistance, as well as community changing impact for their respective communities. Currently, Jackie is serving as the Executive Director of the City of Chester Economic Development Authority and the Chester Redevelopment Authority. She is responsible for implementing the economic development and community components of the City s Vision 2020 plan. Notable Achievements Established relationships with mayors, county commissioners, developers and business leaders in all 67 PA counties Facilitated development of 88 multi-component impact projects through direct Community Action Team engagement Performed trouble-shooting on behalf of project with various state agencies, such as the Department of Environmental Protection, (DEP), the Pennsylvania Department of Transportation (PADot) and the Department of Conservation and Natural Resources (DCNR) Representative projects include: Chester Waterfront Redevelopment (Chester), 500 Block of Lackawanna Ave. (Scranton), Northampton and Main (Wilkes-Barre), Impact Warren (Warren), Entertainment Square (Reading) and Fifth and Forbes (Pittsburgh) From 1998 to 2002, Jackie served as full time Mayor for the City of Lebanon. She was responsible for the day to day operations of the City, with 200 employees and five major departments. Notable Achievements Balanced budget 4 years Implemented Community Policing with 12 the creation of 12 Crime Watch Groups throughout the City Applied and received first Keystone Opportunity Zone (KOZ) designation for 200 acres of blighted sites Implemented Main St program and designation for downtown Jackie is a graduate of St. Mary s College, Notre Dame, Indiana Mary Smith, President, Hershey Harrisburg Regional Visitors Bureau

8 Since accepting the exciting challenge of rebuilding the organization in 2006, Mary has lead the bureau in earning the reputation as a destination branding leader among the region s tourism industry stakeholders; and as an important pillar of the community consistently securing new business and retaining existing clientele within the meetings, conventions, group & sporting event markets, worth millions of dollars annually for the local economy. Under Mary s leadership the bureau s budget has tripled in size, full-time staff has increased from 2 to 13, bureau Partnership has doubled, and the region has climbed from seventh (7th) in Pennsylvania for visitor demand to fourth (4th) in Mary serves on the Board of Directors for the Pennsylvania Association of Travel and Tourism (PATT); The PA Farm Show Commission; and has served on the Executive Board for PA s Dutch Country Roads Regional Marketing Corporation. Mary remains a long-standing member of Destination Marketing Association International (DMAI), US Travel Association, Harrisburg Regional Chamber Business Woman, and The National Association of Professional Women. C. Alan Walker, Secretary, Pennsylvania DCED C. Alan Walker was confirmed as secretary of the Department of Community and Economic Development on April 12, As the head of DCED, Walker will lead the agency s efforts to improve our communities and position Pennsylvania businesses to grow and compete in the global economy. Walker comes to DCED from Bigler, PA, where he was president and CEO of Bradford Energy Company Inc. He has also served as a member and chairman of several boards, including the Pennsylvania Chamber of Business and Industry, Team Pennsylvania, Pennsylvania Coal Association, and Pennsylvanians for Effective Government. He is also past president of the Pennsylvania Society. In addition to an impressive business résumé, Walker has an extensive and effective civic record. He served with the Bigler Civic & Recreation Association, Clearfield YMCA, Clearfield Hospital Board of Directors, the Clearfield Foundation for Health, and Bucktail Council Boy Scouts of America. A trustee of Bucknell University, Walker served on the university s long range planning, building and grounds, trusteeship and executive committees. Walker obtained his bachelor s degree in economics from Bucknell and earned a master s degree in business administration from Penn State.
