6 John H. Buhrmaster President & CEO of 1st National Bank of Scotia, N.Y. ICBA Immediate Past Chairman John H. Buhrmaster is immediate past chairman of the Independent Community Bankers of America (ICBA), the only national trade association that exclusively represents community banks. As a fourth-generation community banker, and president and CEO of 1st National Bank of Scotia, N.Y., Buhrmaster has more than 28 years experience in the financial services industry, including many years of service to ICBA. Buhrmaster is a director of the ICBA Services Network and a member of the Policy Development Committee. He is past chairman of the Executive Committee, Federal Delegate Board, Payments and Technology and Marketing and Membership committees. He is also past chairman of ICBA Bancard, past director of TCM Bank in Tampa, Fla., and has served on the ICBPAC committee as well as numerous task force and sub-committees. On the state and local level, Buhrmaster is the vice chairman of the Independent Bankers Association of New York State. He is also a member of the Government Relations Committee and past secretary, treasurer and member of the Education Committee. Buhrmaster serves as chairman of the Board for the Scautub Agency, a subsidiary of the Glenville Bank Holding Company. He is a former member of the Board of Education for the Niskayuna Central School District, an active member of the Scotia Rotary Club, a New York State high school track official and volunteers with his son s local Boy Scout Troop. Over the years, Buhrmaster has served on various capital region municipal advisory committees for economic development, planning and other local issues. Buhrmaster received a Bachelor of Science in Management Information Systems and Marketing from Syracuse University. He lives in Scotia, N.Y., with his wife, Leslie, and three children.

7 Commissioner Mick Thompson Oklahoma State Banking Department Mick Thompson, a former Poteau banker, was appointed Oklahoma Bank Commissioner September 1, 1992, by Governor David Walters. He was reappointed by Governor Frank Keating in 1996 and 2000, by Governor Brad Henry in 2004 and 2008, and by Governor Mary Fallin in Commissioner Thompson has held this position longer that any other bank commissioner in Oklahoma s history. He comes to the position with experience as executive vice president of Central National Bank in Poteau from 1977 to Thompson was a state representative from Poteau from 1976 to 1984, serving as chairman of the House Banking and Finance Committee, majority floor leader from , and a member of the Appropriations and Budget Committee. During his tenure as chairman of the Banking and Finance Committee, the Oklahoma Legislature enacted the state s first branch banking and multi-bank holding company laws. Prior to being appointed Bank Commissioner, Thompson was director of legislative and governmental relations for the Governor s Office. Thompson earned a bachelor s degree from Southeastern Oklahoma State University, Durant, where he currently serves on the School of Business Advisory Council. He earned a master s degree in education from Northeastern State University, Tahlequah, as well as a graduate degree in banking from the University of Colorado in Boulder. The Graduate School of Banking at Colorado recently awarded the James C. Scarboro Memorial Award to Commissioner Thompson. The award is presented annually to a commercial banker or banking educator who has provided outstanding leadership to the banking community and/or banking education nationwide. Thompson served as president of the Oklahoma Community Bankers Association from 1988 to 1990 and was chairman of the Oklahoma Development Finance Authority from 1988 to In May 2003, Thompson was named Chairman of the Conference of State Bank Supervisors (CSBS). He has served as a member and Chairman of the CSBS Legislative Committee. He has also served CSBS as Chairman and Vice Chairman of District IV, a member of the national accreditation board, and as chairman of the CSBS Nominating Committee. Thompson also served on the Board of Trustees of the Graduate School of Banking at Colorado and currently serves as Advisor to the Board. In addition, Commissioner Thompson has been a member of the State Liaison Committee of the Federal Financial Institutions Examinations Council (FFIEC), Washington, D.C., and is currently Chairman Emeritus of the Conference of State Bank Supervisors, Washington, D.C. Thompson and his wife, Peggy, make their home in Edmond, Oklahoma. They have three grown children and three grandchildren.

8 Lester Murray The Baker Group Oklahoma City, OK Lester Murray is an Associate Partner with the Baker Group and works out of the firm s headquarters in Oklahoma City. For more than 30 years, Lester has worked with community banks in their management of investment portfolios and interest rate risk. Prior to joining The Baker Group, Lester was an Assistant National Bank Examiner and holds degrees in finance and economics from Oklahoma State University.

9 Tom C. Vincent II Gable Gotwals Tulsa, OK Tom C. Vincent II brings extensive experience in banking, financial services, and trust company compliance to his practice at GableGotwals. His background includes serving as The F&M Bank and Trust Company s Chief Compliance Officer, where he chaired the bank s Compliance and Ethics Committee, implemented the bank s overall corporate compliance plan, including assessment and management of the bank s compliance risks as well as monitoring the bank s activities to ensure compliance with the various laws and regulations applicable to those activities. Tom also held several compliance-related positions with BOK Financial Corporation (BOKF) and its subsidiaries, including serving as Chief Compliance Officer for BOSC, Inc., BOKF s subsidiary broker-dealer, and also as Senior Vice President and the Manager of Corporate Governance and Wealth Management Compliance. Additionally, Tom has experience in investment advisory and trust and fiduciary compliance, and has held various broker-dealer and investment advisory securities licenses. Tom also assists his clients with issues involving data security and privacy, including the establishment of data protection programs and breach identification and reporting. Since 2007, Tom has presented with other attorneys on trust administration and compliance topics to audiences of attorneys, bankers, and trust professionals A Certified Regulatory Compliance Manager, Tom s hands-on industry experience helps him guide clients though the myriad of state and federal laws, regulations and requirements to ensure compliance and protect them from potential lawsuits and regulatory action. Tom received his Juris Doctor from Washington and Lee University School of Law in 1994 and his Bachelor of Science in political science from Southern Methodist University in He is a member of the Oklahoma Bar Association, Tulsa County Bar Association, the American Bar Association, the Society of Corporate Compliance and Ethics, and the Institute of Certified Bankers.

10 Ann Chen Senior Marketing Officer Citizens Bank of Edmond As the newest addition to the Citizens Bank of Edmond team, Ann Chen joined the bank as Senior Marketing Officer in In her current position, she oversees the bank s public outreach and marketing efforts, including managing its social media presence and running the popular downtown Edmond Heard on Hurd event. Prior to joining Citizens Bank of Edmond, Chen served as the director of social media engagement at the Independent Community Bankers of America (ICBA) in Washington, D.C. Chen started working at ICBA in 2009 as communications coordinator, where she played an integral role in kicking off ICBA s social media presence. Later, in her role as director, Chen oversaw both strategic messaging and the implementation of social media strategy. Chen holds a Bachelor of Arts in public communications from American University in Washington, D.C.

11 Duane Lenz General Manager Cattle-Fax Duane has been a Market Analyst at Cattle-Fax since 1989, working with Texas, Colorado, Nebraska and Western U.S. feedlots and cow/calf producers. His current responsibilities are with Texas, California and Arizona feedyards, as well as serving as General Manager for Cattle-Fax. Duane is also heavily involved with meat analysis. Prior to working at Cattle-Fax, Duane spent 9 years as a lamb buyer for Farmstead Foods Corp. (formerly Wilson Foods Corp.). He was raised 30 miles south of Denver on a diversified livestock operation. Duane is a graduate of Colorado State University. Cattle-Fax is a member-owned organization whose objective is to help member cattlemen make more profitable marketing and management decisions. Cattle-Fax supplies its members, in all segments of cattle production and feeding throughout the United States, with timely market information, analyses and educational programs to assist them in making better bottom-line decisions. The information, including data provided by members, is developed by Cattle-Fax s staff of market analysts and researchers. Cattle-Fax information is available to members through a weekly printed report, in conversations with analysts on toll-free lines, and on video screens and personal computers.

12 Dan Biebel Regional Account Manager LenderLive Network Inc. Dan Biebel is a Regional Account Manager with LenderLive Network Inc.. He is responsible for the development and support of correspondent lending relationships for a ten state area in the central United States. LenderLive Network Inc. is the engine behind ICBA Mortgage Solutions. Dan has been worked in the mortgage industry for more than 30 years as a mortgage loan originator and as a correspondent wholesale representative. He has been consistently recognized for his achievements in production which has earned him Top Producer Awards, President Club Awards and Billion Dollar Producer Awards. Previously, Dan has worked as a Regional Account Manager for TruHome Solutions, Crescent Mortgage, Flagstar Bank and Associated Bank. A graduate of Marquette University, with a B.S. in Business Administration, Dan lives with his family in Green Bay, WI and spends his free time in Door County, WI.

13 Dudley Gilbert Deputy Bank Commissioner Oklahoma State Banking Department Dudley Gilbert joined the Oklahoma State Banking Department as General Counsel in May, In 2012, he became Deputy Bank Commissioner. Prior to joining the Banking Department, he was a member of the Phillips Murrah law firm in Oklahoma City where his primary area of practice was bank regulatory matters. He has served as a member of the Conference of State Bank Supervisors Regulatory Committee and as chairman of the CSBS Legal Conference. He received his education at Oklahoma State University (B.S. 1988) and Oklahoma City University (J.D. Summa cum laude 1992).

14 Gil Barker Deputy Comptroller of Southern District OCC Gil Barker has served as Deputy Comptroller of the Southern District in the Office of the Comptroller of the Currency (OCC), since September As Deputy Comptroller, Mr. Barker oversees the supervision of more than 451 banks and federal savings associations, 108 asset management providers, and 58 technology service providers spread over nine states from Texas to Florida. He manages a staff of more than 400 bank examiners in 21 field and satellite offices geographically spread throughout the district. This staff of field examiners includes safety and soundness examiners as well as specialists in the areas of asset management, bank information systems, consumer compliance, capital markets, and credit. Mr. Barker joined the OCC in 1978 and spent his early years as a field examiner participating in examinations of national banks ranging in size from small community banks to the largest multinational institutions. He has held a number of managerial positions throughout the OCC s Central, Midwestern, and Southeastern districts. Mr. Barker, originally from Detroit, is a 1977 graduate of Western Michigan University, the University of Wisconsin s Graduate School of Banking, and the University of Minnesota s Midwest Banking Institute.

15 Kristie Elmquist Regional Director Federal Deposit Insurance Corporation Division of Risk Management Supervision Division of Depositor and Consumer Protection Dallas Region Kristie Elmquist was appointed Regional Director of the FDIC s Dallas Region in The Dallas Region spans 8 states, including Arkansas, Colorado, Louisiana, Mississippi, New Mexico, Oklahoma, Tennessee, and Texas. As Regional Director, Ms. Elmquist directs the supervision of more than 1,300 insured depository institutions with assets totaling more than $850 billion. Kristie has 26 years of FDIC service. Prior to her current appointment, she served as Deputy Regional Director (Risk Management) in the Dallas Region. Other management positions that Ms. Elmquist has held include Acting Associate Director, Assistant Regional Director, Field Supervisor, Supervisory Examiner, and Senior Bank Examiner. Ms. Elmquist holds bank examiner commissions in both Risk Management and Consumer Protection and has worked in three regions (Dallas, Kansas City, and New York) as well as the FDIC s Washington Office. She graduated with honors from Iowa State University with a Bachelor s degree in Business Administration Finance. She also graduated with honors from the Stonier Graduate School of Banking, University of Delaware.

16 Jim Hunter Vice President Federal Reserve Bank of Kansas City Jim is vice president of the Examinations and Inspections Department of the Federal Reserve Bank of Kansas City, with responsibility for overseeing the supervision of all community banking organization in the Tenth District. Jim joined the Bank in 1985 as an assistant examiner in the Examinations and Inspections Department. He held various examiner positions in the Applications and Enforcement, Supervision, and Examinations and Inspections Departments, before being promoted to managing examiner in In 2003, Jim was named assistant vice president for the Applications and Credit and Risk Management Departments, and in 2004 he assumed responsibility for the Learning Services department as well. Jim assumed responsibility for the Kansas City Examinations and Inspections department in 2006, and in addition served as assistant secretary to the Reserve s Bank s board of directors in Jim was promoted to his current position in August Jim holds a Bachelor of Science degree in finance from Northwest Missouri State University, Maryville, Missouri.

17 Paul Foster CBAO General Counsel Paul Foster Law Offices, P.C Norman, OK Paul R. Foster is the President, Senior Shareholder and founder of Paul Foster Law Offices, P.C., located in Norman, Oklahoma. Mr. Foster s nearly thirty years of law practice have included twenty years of private practice and ten years as a General Counsel for the Oklahoma State Banking Department, where he was involved in numerous state and national bank regulatory and legal projects including the rewrite of the Oklahoma Banking Code, drafting input regarding the Multistate Trust Act, interstate and state/federal cooperative examination agreements, and serving as Chair of the CSBS Legal Conference hosted by the National Judicial College. Mr. Foster is currently in private practice advising and representing banks, holding companies, bank directors, officers and owners in a wide range of legal and regulatory matters. Mr. Foster has been an invited speaker for numerous banking and banking law seminars, and has taught at the local, regional and national levels, training bankers and their legal and regulatory counsel. Mr. Foster has also served in officer and leadership roles, including Chairman of the Oklahoma Bar Association s Financial Institutions and Commercial Law Section and as a member of the Oklahoma UCC Legislative Committee for Revised Article 9. Mr. Foster is privileged to currently serve as General Counsel for the Community Bankers Association of Oklahoma and was the 2012 recipient of the CBAO s distinguished Chairman s Award. In 2013 and 2014, Mr. Foster was named to America s Best Lawyers and Oklahoma s Best Lawyers by his peers.

18 Morgan Hopson Auctioneer Buford Resources, Inc. Morgan Hopson, a native of Bonham, Texas and a graduate of Texas Christian University, began working as a marketing specialist for Buford Resources, Inc. in After being exposed to the real estate auction world, she quickly realized it was a profession she wanted to pursue. Though she only began her career in the business a few years ago, Morgan is taking the auction industry by storm. She is a graduate of the Texas Auction Academy and the Professional Ringman s Institute, in addition to being a licensed real estate associate in Texas and in Oklahoma. Morgan has experience in several types of auctions, including charity, estates, and equipment, however her main concentration is real estate. In 2015 Morgan was awarded with the Pat Massart Award at the Certified Auctioneers Institute in Bloomington, IA. The Pat Massart Award is given to the student with the best auction proposal submitted in year two of the three year designation program. She was also awarded 3rd place in the Texas Auctioneers Association State Championship in April 2015 and competed in the International Auctioneers Championship in July Having a strong and professional stage presence is something that Morgan is accustomed to, having performed as a concert violinist and fiddler at many prestigious events nationwide. Morgan will bring high-energy and charisma to any auction and will help you meet your goals on sale day.
