Relative to recogntztng and congratulating the Chinese Chamber of Commerce of Guam on the election of their Officers and Directors; and to further commending them for their outstanding accomplishments in the community. 1 BE IT RESOLVED BY THE COMMITTEE ON RULES OF I 2 MINA 'TRENT AI UNU NA LIHESLATURAN GUAHAN: 3 WHEREAS, the Chinese Chamber of Commerce of Guam (CCCG) has a long 4 established organizational history in Guam, having been originally incorporated on 5 August 20, 1993, as the Chinese Merchants Association of Guam (CMA); and

2 1 WHEREAS, the original orgamzers were well-respected members of the 2 business community on Guam, including Mr. Michael Lin, Dr. Peter Wang, Mr. Frank 3 Yu, and Mr. John Shen; and 4 WHEREAS, in 2002, the CMA dedicated a state-of-the-art Goddess of Life 5 Chinese Memorial Monument at the A.B. Won Pat International Airport, in 6 commemoration of the settlement of Chinese ancestors on Guam, and to show the 7 Chinese community's appreciation to the people of Guam for the beautiful island 8 home of Guam; and 9 WHEREAS, m 2005, at a duly called meeting of the Chinese Merchants 10 Association, over two-thirds of the members adopted a resolution which changed the 11 name of the Association to the Chinese Chamber of Commerce of Guam (CCCG); and 12 WHEREAS, the purpose of the name change was to enable the CCCG to 13 participate in a world-wide organization of similar business groups; and 14 WHEREAS, on October 13,2005, the Department of Revenue and Taxation of 15 the government of Guam issued an Incorporation Certificate which formally 16 recognized the Chinese Chamber of Commerce of Guam as a duly licensed Guam 17 Non-Profit Corporation; and 18 WHEREAS, the mission of the CCCG is to unite all Chinese businesses, to 19 contribute to the Guam business community, and to provide various services and 20 benefits to the members of the organization; and 21 WHEREAS, a number of Past Presidents have ably guided the CCCG and its 22 Predecessor, including Michael Lin, Frank Yu, Peter Wang, John Shen and Alfred 23 Lam; and 24 WHEREAS, the CCCG is an active force in Guam's community through 25 public service, charitable donations and social events, and its members embody a 26 spirit of camaraderie and a desire for all to succeed; and 2

3 1 WHEREAS, the CCCG co-sponsored the Annual Red Ball of the American 2 Red Cross in 2009; and 3 WHEREAS, the CCCG, through the leadership of its President, George Lai, 4 became aware in December 2009 that more than two thousand (2000) children on 5 Guam would not receive toys or gifts during the holidays, and in response thereto, the 6 CCCG launched a toy drive which resulted in nearly two thousand two hundred 7 (2,200) toys being donated to the Salvation Army; and 8 WHEREAS, again in 2010, the President of CCCG determined that no children 9 would be left behind on Guam for Christmas, and the CCCG again undertook a toy 10 drive that resulted in over Twenty Thousand Dollars ($20,000) worth of toys being 11 donated to the Salvation Army; and 12 WHEREAS, the Salvation Army awarded the CCCG the "Top Volunteer of the 13 Year Award" for 2009, and a "Community Volunteer Award" for 2010; and 14 WHEREAS, the "Mixers" organized by the CCCG over the past years have 15 been well attended by many members of the local business community, including 16 people of all ethnic backgrounds; and 17 WHEREAS, the CCCG has hosted a number of trade missions, including 18 business groups from Australia and Taiwan, and have been actively involved in issues 19 related to the Guam military buildup coordination and cooperation with committees of 20 the executive branch of the government, the legislature, and the federal government; 21 and 22 WHEREAS, the CCCG has sponsored several highly successful Chinese New 23 Year parties, including the most recent celebration at the Leo Palace Resort for the 24 Year of the Golden Rabbit; and 25 WHEREAS, it has been recognized by the Guam Office of the U.S. Small 26 Business Administration (SBA) that the members of the Chinese Chamber of 3

4 1 Commerce of Guam have represented "the very best that Guam has to offer in the 2 areas of small business achievement and small business advocacy of which special 3 impact made by these outstanding small business owners, and as champions of 4 Guam's entrepreneurs, has greatly contributed to the economic wellbeing of Guam 5 and its neighboring islands"; and 6 WHEREAS, the U.S. Small Business Administration (SBA), in virtually every 7 year since 1990, has consistently recognized the accomplishments of the businesses in 8 the CCCG, and it has granted awards to its members including: the Small Business 9 Person of the Year; the Minority Small Business Champion of the Year; the Financial 10 Services Champion of the Year; the Young Entrepreneur Champion of the Year; the 11 Women in Business Champion of the Year, and others; and 12 WHEREAS, in 2010, the U.S. Small Business Administration gave highly 13 coveted awards to the following CCCG members in three (3) separate categories 14 including: 15 (1) the 2010 Small Business Person of the Year to Mr. Fong S. Wu, 16 President of Sunny Wholesale and Pago Bay Resort. Mr. Fong S. Wu 17 serves as CCCG Vice President; 18 (2) the 2010 SBA Minority Small Business Champion of the Year to Mr. 19 Jack W.W. Chan, Vice President and co-owner, Kwong Hwa Trading Co. 20 (Guam), Inc., dba Home Mart. Mr. Jack W.W. Chan serves as a Director 21 on the CCCG Board ofdirectors and Chairman of the CCCG 22 Membership Committee; and 23 ( 3) the 2010 SBA Women in Business Champion of the Year to Mrs. 24 Linda L. Tung, President ofgit International Tours, Inc. Mrs. Linda L. 25 Tung serves as a Director on the CCCG Board of Directors and 26 Chairwoman of the CCCG Tourism Committee; and 4

5 1 WHEREAS, an official ceremony by the U.S. SBA Guam Branch for the 2 above awards was held at the Multi-Purpose Conference Center at the newly 3 completed Latte of Freedom at Adelup, presided by Governor Felix Camacho, 4 First Lady Joann Camacho, U.S. Congresswoman Madeleine Z. Bordallo, and 5 Mr. Ken Lujan, U.S. SBA Guam Branch Manager; and 6 WHEREAS, in 2011, the following CCCG members have been selected for 7 highly coveted small business awards by the U.S. Small Business Administration: 8 (1) the 2011 Small Business Person ofthe Year to Mr. Cencio Tan C. Vy, 9 President of Benson Enterprises. Mr. Cencio Tan C. Vy serves as CCCG 10 Vice President; and 11 (2) the 2011 SBA Minority Small Business Champion of the Year to Mr. 12 Albert Wu, President and Co-Owner, FADA Development, LLC. Mr. 13 Albert Wu serves as Executive Vice President of the CCCG. 14 WHEREAS, the CCCG's Executive Committee Chairman and Past President, 15 Alfred Lam, became Guam's Ambassador of Goodwill; he was appointed by 16 Governor Felix Camacho during the CCCG's New Years Gala (5 Tigers Gala) held at 17 the Hyatt Regency on February 5, 2010; and 18 WHEREAS, Ms. Anna Wang Kao, Founder and President ofgenghis Khan 19 Furniture, and a long time member and Past Vice President of the CCCG, received the 20 highly prestigious 2010 Businesswoman of the Year A ward at the Gala Dinner held at 21 the Hyatt Regency Hotel on April 24, 2010, in recognition of her success in business 22 and significant contributions to the community through charity and other humanistic 23 services; and 24 WHEREAS, Board Members of the CCCG, headed by President George Lai, 25 attended the 7th World Summit of Chinese Entrepreneurs in Macau from October to 24, 2010, where there were over one thousand ( 1000) participants from more than 5

6 1 thirty (30) countries (all major regions of the world were represented, including Asia, 2 Europe, North and South America, Africa and Oceania); and 3 WHEREAS, the CCCG is comprised of more than one hundred sixty ( 160) 4 members, which include both Chinese and non-chinese members, including some of 5 the most influential businesses in Guam among its membership; and 6 WHEREAS, the CCCG has undertaken substantial fundraising efforts to assist 7 the victims of earthquakes, typhoons, and tsunamis in such countries as Taiwan, 8 China, Haiti, the Philippines and Japan; and 9 WHEREAS, the CCCG is well respected for its contributions, for its continued 10 donations to the island's business community, and for its active participation in the 11 local community and its service to the entire island of Guam; and 12 WHEREAS, on January 29, 2011, the CCCG held its New Year's Gala at the 13 Leo Palace Resort, and they conducted their election for Officers and Directors for 14 the term; and 15 WHEREAS, the following seventeen (17) individuals were elected as CCCG 16 President and Officers: 17 Mr. George Lai- President, and Member, Board of Directors (Quality 18 Distributors President); 19 Officers: 20 Mr. Albert Wu- Executive Vice President, and Member, Board of 21 Directors (FADA Investment LLC President); 22 Mr. Benson Au-Yeung- Vice President, and Member, Board of 23 Directors (Benz Sign Supplies President); 24 Mr. Fong S. Li- Finance Committee Chairman (Bank of 12 Guam Marketing Officer); 13 Other Positions: 14 Hiro Kurashina, Ph.D. -Presidential Advisor (University of 15 Guam Emeritus Director of MARC); and 16 Ms. Pelin Randall - CCCG Board Secretary; now, therefore, be 17 it 18 RESOLVED, that the Committee on Rules of I Mina 'Trentai Unu Na 19 Liheslaturan Guahan does hereby, on behalf of I Liheslaturan Guahan and the people 20 of Guam, recognize and congratulate the Chinese Chamber of Commerce of Guam on 21 it's recent election of Officers, Directors, and Committee Chairpersons; does 22 commend the members for the outstanding and substantial accomplishments that said 23 organization has made to the people of Guam throughout its history; and does further 24 extend Un Dangkolo Na Si Yu 'us Ma 'ase to the CCCG in recognition of the 25 substantial work that it has undertaken and the progress it has made to improve and 26 better the business community of Guam, and the generous fundraising efforts that it 9

10 1 has undertaken to help the people of Guam, as well as the victims of disasters in 2 countries around the world; and, be it further 3 RESOLVED, that the Speaker and the Chairman of the Committee on Rules 4 certify, and the Legislative Secretary attest to, the adoption hereof, and that copies of 5 the same be thereafter transmitted to Mr. George Lai, President of the Chinese 6 Chamber of Commerce of Guam; to the Board of Directors of the Chinese Chamber of 7 Commerce of Guam; and to the Honorable Edward J.B.
