The run starts at 6:30 am just outside the. Water will be provided at the start and at the turn-around. The event will not be timed. Free Cholesterol and Blood Pressure Screening Conference attendees can go to the Dover room on Friday morning between 6:30 am to 12 noon and have their blood pressure and/or cholesterol checked. You can fast or not prior to the test. You can have your cholesterol checked by a simple fingerstick test and the results will be available in five minutes. Your blood test report will measure your total cholesterol, LDL and HDL cholesterol, and Triglycerides. You will get a written report of your results that you can share with your health care provider. (Remember of you are not fasting, your numbers will be somewhat different that if you have the test fasting. This is particularly true of the Triglyceride level which measure fat as well as sugar in the blood stream.) You will also get educational materials that describe what the results mean to you personally. 4 Presentation and Workshop Descriptions Emotional Survival for Law Enforcement Keynote Thursday, October 23, 9:00 am to 10:00 am, Town and Country/San Diego This workshop addresses the dynamics that can transform within a matter of a few years, idealistic and committed officers/employees into cynical, angry individuals who begin having difficulties in both the personal and professional aspects of their lives. The presentation outlines the issues that can potentially see employees engaging in inappropriate behavior patterns and decision-making that leads to both administrative and can unfortunately in some personnel, criminal difficulties. The purpose of this presentation is to provide information that lets the officer/employee see how the deterioration process can take place and what specific preventative strategies can be employed. The goal is to provide information that lets agencies keep employees committed and engaged in productive law enforcement. Information is also provided to show employees on how not to become a self-perceived victim, a descriptor for an employee that spends inordinate amounts of time resenting and resisting organizational and supervisory directive, at the same time, suffering unnecessary destruction in the personal dimensions of their life. Experience tells us that most law enforcement agencies have to deal with inappropriate behavior on the part of some officers/employees who previously had exemplary records, yet we find that agencies typically do not offer training to supervisors or employees in attempting to preserve idealism, motivation and overall emotional survival. Speaker: Dr. Kevin Gilmartin Changes: Understanding and Coping With Life and Career Events Thursday, October 23, 10:30 am to 12 Noon, Golden West It has been clearly established that law enforcement is a stressful career that can take its toll on health and well-being. When law enforcement personnel go through major life transitions like injury, illness, disability, retirement, deployment, being the subject of investigation or discipline, stress levels are exponential. Even positive events like marriage, pregnancy, and promotions place demands, resulting in stress overload. The goal of this workshop is to familiarize attendees with the effects of stress, provide insight into the impact of change on personnel, and to discuss effective coping strategies for dealing with these changes. The information in this workshop is designed to be both self-help, as well as developing supervisory skills. Speaker: Dr. Jolee Brunton We ve Come a Long Way. But Are We There Yet? Heart Disease Prevention in Women Thursday, October 23, 10:30 am to 12 Noon, California Approximately 460,000 women died from heart related events in This equates to approximately 1 death per minute. That means that more women die from heart problems than by cancer, Alzheimer s disease, accidents, and diabetes combined. The purpose of this session is to inform you about heart disease risk factors and what you can do to reduce your risk factors. A major emphasis will be on psychological risk factors, how they can negatively affect you and ways to improve your responses to stress related situations. The format will be informal and audience participation will be encouraged. A Leadership Workshop 10:30 am to 12 Noon and 1:30 to 3:00 pm, San Diego Kathleen Sheehan has improved upon other Leadership Programs by bringing practical police examples, case studies, and student involvement to the course. In this seminar, Kathleen will challenge participants to identify triggers that should compel police leaders at all levels to act. Participants will then discuss and apply practical strategies to inspire their employees and peers to overcome obstacles and achieve truly exceptional performance. Speaker: Chief Kathleen Sheehan, Chief, Bishop Police Department Line Level Promotion Preparation Part I & II Thursday, October 23, 1:30 pm to 3:00 pm, and 3:30 to 5:00 pm, California Whether you are preparing for a specialty position or a promotion this is the workshop for you! This interactive two-part workshop will teach the participants how to prepare for promotional opportunities. Information will be provided on how to prepare for knowledge tests, writing tests, role playing exercises, tactical scenarios, and panel interviews. Evaluation criteria will be given for the critical skill dimensions. Part 2 of the workshop will use role players to actually participate in a panel interview. 5 Non-Traditional Roles Panel Thursday, October 23, 3:30 pm to 5:00 pm, Golden West This panel will discuss how to prepare, train and compete for jobs within the law enforcement profession which are or once were considered non-traditional positions for women. Today, more women are breaking barriers. It is becoming more commonplace to see professional law enforcement women not only doing the jobs once considered inaccessible to women, but excelling at them. This panel discussion is geared for participants who have an interest in obtaining positions on their department that were once considered inaccessible to women. Utilizing a panel discussion format, a facilitator will assist in obtaining specific information from the panel participants that can be used to help you further your career. The panel participants will discuss information such as: how they prepared, trained and competed for their position, what obstacles they had to overcome, where to seek support, and how to succeed in a non-traditional role. Speakers: Jennifer Connolly, RN, RD, MS, PHN, Sequoia Hospital; Rhonda Ryan, President, Wellness Solutions Moderator: Chief Lynne Johnson, Palo Alto Police Department A Panel of Women From Ground Zero Mary Carouba and Susan Hagen, co-authors of Women at Ground Zero: Stories of Courage and Compassion, will share with the audience why they were compelled to write about the 9/11 female rescue workers. They will tell of some of their experiences while on the trail of the women at Ground Zero in New York, and they will show a powerful film that will help audience members see the events of 9/11 and its aftermath through the eyes of those who were, and are, there. Susan and Mary will also talk about a recent round of interviews they conducted in New York, in which they followed up with many of the women featured in their book, and they will share what they learned about how these rescue workers are dealing with what they experienced on 9/11. This information may serve as the basis for Mary and Susan s next book. Deputy Inspector Terri Tobin will air a film to which very few people have access. It is a short documentary about the women rescue workers that was created by the N.O.W. Legal Defense Fund, shortly after the 9/11 attacks. It is very poignant and it powerfully conveys the feelings of the women who were rendered virtually invisible after 9/11. Deputy Inspector Tobin and a rescue worker from the New York City Fire Department will both talk about the aftermath of 9/11 among NY city s rescue workers and the coping mechanisms whether good or bad that many workers have employed in an attempt to move past the horrific events of that day. For many rescue workers, 9/11 continues to inform their decisions, direction and focus, while for others, it has become a very powerful learning experience that they continue to use to better themselves both at work, and in their personal lives. 6 Keynote/Plenary Speakers Kevin M. Gilmartin, PhD Dr. Gilmartin is a behavioral scientist specializing in law enforcement and public safety related issues. He is the author of the book Emotional Survival for Law Enforcement: A Guide for Officers and Their Families. He previously spent 20 years working in law enforcement in Tucson, Arizona. He is a former recipient of the International Association of Chiefs of Police-Parade Magazine, National Police Officer Citation Award for contributions during hostage negotiations. He presently maintains a consulting relationship with public safety and law enforcement agencies nationally in the U.S. and Canada. He is guest instructor at the FBI Academy s Law Enforcement Executive Development Institute (LEEDS, NEI and EDI) and at the DEA Academy Drug Unit Commanders Academy. He is a charter member of the IACP-Psychological Services Section and former vice-president of the Society of Police and Criminal Psychology. The Department of Justice, FBI, and International Association of Chiefs of Police have published his work. He holds a doctoral degree in Clinical Psychology from the University of Arizona and is a licensed psychologist in the State of Arizona. Bonnie Dumanis San Diego District Attorney Bonnie Dumanis is an experienced felony prosecutor, criminal trial judge, and seasoned law enforcement manager. She officially took office on January 6, She began her career as a vigorous, hard-hitting prosecutor deputy district attorney for the San Diego DA s office. Voters first elected Bonnie Dumanis to the Municipal Court in 1994, after she had worked four years as a juvenile referee on the Superior Court bench, handling serious violent juvenile offenders. After only two years as a Municipal Court judge, Bonnie was elected by her peers to the position of assistant presiding judge. By that point, she had developed the San Diego Central Division Drug Court, which was recognized as a national model because of the partnering of law enforcement with the courts, prosecutors, defense attorneys and treatment providers to fight substance abuse. In 1998, Bonnie was elected to the Superior Court with 72 percent of the vote in a countywide race. She was elected by her colleagues on the bench to serve on the Superior Court Executive Committee. The chief justice of the California Supreme Court appointed Bonnie as the presiding judge over the Appellate Division of the San Diego Superior Court. Sandra Hutchens Sandra Hutchens is the 12th Orange County sheriff and the first to be selected by the Board of Supervisors to serve out the term of a sheriff who retired. She was selected from a field of 48 candidates after a nationwide search. Her term will continue until January She became a deputy with Los Angeles County Sheriff s Department in 1978 and rose through the ranks until she was appointed chief of the Office of Homeland Security in July Chief Hutchens became involved with all aspects of local homeland security for the County of Los Angeles and commissioner on the Los Angeles County Emergency Preparedness Commission. She commanded more than 1,000 personnel and supervised police service contracts for 40 cities. She was an instrumental leader in the development of the Joint Regional Intelligence Center, a convergence of the Department of Homeland Security, Los Angeles County Sheriff, LAPD and the FBI. She has a diverse education, including counterterrorism training in Israel, FBI National Academy training, participation in the National Preparedness Leadership Initiative Program at Harvard University, and Bachelor of Science degree in Public Administration from the University of La Verne. Oceal Victory Captain Oceal Victory is a 30-year veteran of the Los Angeles County Sheriff s and commands the Marina Del Rey Station. Captain Victory s career with the Sheriff s Department began in 1978 as a Sheriff s Station clerk. In 1981, she attended the Sheriff s Training Academy. She worked a variety of assignments as a deputy including Court Services East Bureau, Recruit Training Bureau, SANE Unit, Lennox Station Detective Bureau, and Commercial Crimes Bureau before promoting to sergeant in February As a sergeant, she was assigned to Carson Station and worked as a patrol, detective, and operations sergeant. In 2003, she promoted to lieutenant and was assigned to Marina Del Rey Station as a patrol lieutenant and then Carson Station as the operations lieutenant. Captain Victory holds two Bachelor of Arts Degrees, one in Theology from the Southern California of Ministry and one in Criminal Justice Administration from Chapman University. Jonni Fenner Lieutenant Jonni Fenner has been with the California Highway Patrol for over 19 years and has served in a variety of assignments in both field and staff operations. She began her career as a traffic officer in Ontario, Currently, Lieutenant Fenner is assigned to the Stockton Area office as the field operations officer. On a daily basis, she is directly responsible for seven sergeants and 65 uniformed officers and manages the general area for over 120 employees. She is also an instructor/facilitator for First Line Supervisor s Academy assisting in the development of the knowledge, skills and abilities needed of new supervisors. She has been serving as the CHP s representative on the Women Leaders in Law Enforcement committee which is a collaborate effort to enhance the succession of women leaders in law enforcement. She is the vice president of the Sacramento Chapter of the National Organization of Black Law Enforcement Executives.
7 Ruby Malachi Ruby Malachi is a 14-year veteran of the Los Angeles Police Department and a graduate of California State University Long Beach where she earned her Bachelor of Science and Master of Science degrees in Criminal Justice with an emphasis in Corrections. Ruby has worked a variety of assignments in patrol and specialized divisions within the Department prior to her promotion to as sergeant. As a sergeant she worked as a patrol field supervisor at Hollenbeck and Pacific Divisions. As a supervisor, she was also assigned to Central Traffic Division, where she earned her position as an assistant watch commander. She also served as the area training coordinator and the adjutant to the commanding officer. Most recently Sergeant Malachi was selected as part of the transition team in working on the Real-Time Analysis and Critical Response (RACR) Division. Additionally, she was selected as RACR Division s Supervisor of the Year for Ruby is currently assigned to the Office of the Chief of Staff, Public Information Office, as the assistant officer in charge of the Media Relations Section. Susan Manheimer Before being named the Top Cop in San Mateo, Chief Manheimer served 16 years with the San Francisco Police Department. Her last assignment there was as the captain of the Tenderloin Task Force, a tough innercity neighborhood in San Francisco. Chief Manheimer continues her commitment to community policing and problem solving by helping to implement innovative programs such as the highly successful Homeless Outreach Team and the Adopta-Park program. She has overseen the installation of satellite community policing and established creative partnerships with the community including the Tongan Interfaith Council for Central San Mateo County, and the countywide Gang Task Force. Chief Manheimer is the immediate past president of the San Mateo County Police Chiefs and Sheriff s Association and serves as the second vice president of the California Police Chiefs Association. She received her Bachelor of Arts Degree in Business Management from Saint Mary s College in Moraga and a Master s Degree in Educational Leadership from San Diego State University. Mary Carouba Mary Carouba, co-author of Women at Ground Zero: Stories of Courage and Compassion, began her career in 1977 with Delancey Street Foundation, Inc., a worldwide organization committed to changing the world one person at a time. She spent many subsequent years as a social worker in the San Francisco Bay Area, investigating cases of child abuse and elder abuse. She also served as an expert witness in court cases involving abuse, neglect, and chemical dependency. Carouba was compelled by the events of September 11 to undertake this book as a way of taking positive action in the aftermath of tragedy. As one who has worked with many women in the law enforcement community, she was inspired to acknowledge the women who responded to the terrorist attacks after realizing that the media presented few role models for girls in its reporting of the event. In the course of researching and writing this book, Carouba s experience as a social worker created a safe harbor for rescue workers to share their stories and express their emotions. Since retiring from social work, Carouba continues to appear as a public speaker and performance artist, addressing social, cultural, and family issues before a broad spectrum of audiences. Susan Hagen Susan Hagen is an award-winning writer and former newspaper reporter in Northern California and coauthor of the highly acclaimed post-9/11 book, Women at Ground Zero: Stories of Courage and Compassion. In 1994, Hagen became a firefighter and emergency medical technician in Sonoma County, California, where she was an active duty firefighter on 9/11/01. Since half the members of her first firehouse were female, she and her colleagues were acutely aware of the absence of women in media portrayals of rescue workers at the World Trade Center. Hagen combined her knowledge of the fire service with her experience as a writer to conceive of the idea for this book with fellow author, Mary Carouba. She subsequently retired from the fire service in Inspired by the powerful stories told by the rescue workers who appear in this book, Hagen has created a dynamic women s writing program that provides a safe, supportive environment for beginning and experienced writers to explore the stories of their lives. She also offers wilderness rites of passage programs for women who long to step away from their busy lives and deepen their connection with the natural world. Theresa C. Tobin Deputy Inspector Theresa C. Tobin joined the New York Police Department in 1983 and served as a sergeant, lieutenant and captain before being appointed deputy inspector in March of She is currently the commanding officer of the Staff Services Section. She holds a bachelor of science degree from Marist College where she was ranked number one in her graduating class. She also has a Masters of Social Work from Fordham University and a Masters of Art in Criminal Justice from the State University of New York at Albany. She will graduate with a PhD in Criminal Justice later this year. During her career Deputy Inspector Tobin has received numerous honors and medals including a Meritorious Police Duty commendation, the NYPD s Medal of Valor, the Kiefer Humanitarian Awards the National Organization of Women s Liberty Award, the New York City Police Foundation s Hemmerdinger Award and a special congressional recognition in honor of her heroism, bravery and sacrifice during the tumultuous events of September 11, 2001.
