2 The second annual international conference titled Digital Czech Republic 2017 is organized by the European Liberal Forum in cooperation with the Institute for Politics and Society and other partners. The conference promotes social debate, discussion between politicians as well as the private sector on key issues of digital technology, the digital economy, and the digitization of the public sector with aims towards more efficient and user- -friendly administration. There is a gap between the drive and enthusiasm towards digitization expressed by citizens, entrepreneurs and Czech companies compared to the more tempered attitude displayed by state institutions. The OECD and the European Union have criticized Czech state institutions for their lukewarm stance towards digitization. The aim of our conference is to identify the most serious problems related to digitization and to try to find answers to questions such as: What steps should be taken by the government, public administration as well as state and public institutions to become more efficient and more responsive to the needs of citizens? In which areas should the state intervene to enable and support the development of the digital economy? The development of the digital economy brings new challenges and threats. How can we prepare for these challenges and what is the best way to prevent new threats? ABOUT THE CONFERENCE An event organised by the European Liberal Forum (ELF). 6 THE EUROPEAN LIBERAL FORUM The European Liberal Forum (ELF) is the foundation of the European Liberal Democrats, the ALDE Party. A core aspect of the forum s work consists in issuing publications on Liberalism and European public policy issues. The foundation also provides a space for the discussion of European politics, and offers training for liberal-minded citizens. The aim is to promote active citizenship in the European Union. The foundation is made up of a number of European think tanks, political foundations and institutes. The diversity of membership provides a wealth of knowledge and is a constant source of innovation. In turn, we provide our members with the opportunity to cooperate on European projects under the ELF umbrella. ELF works throughout Europe as well as in the EU neighbourhood countries. The youthful and dynamic nature of ELF allows us to be at the forefront in promoting active citizenship, getting citizens involved with European issues and building an open, liberal Europe.
7 INSTITUTE FOR POLITICS AND SOCIETY The Institute for Politics and Society is a Czech think-tank founded in October The mission of Institute is to cultivate the Czech political and public sphere through an indepth and open discussion and to create a living platform which terms problems and offers recipes for their solutions through international conferences, seminars, public discussions, political and social analyses available to the whole Czech society. We believe that an open discussion is a prerequisite for any successful solution to political and social problems. Our main themes are foreign and security policy, defence, European matters, but also schooling, digitalisation, power industry, urbanism, life in a city and in the public space, values in politics and human rights in our country and abroad.

9 Nowadays the worlds of economy and information technologies are closely interrelated with each other. Moreover, they happen alongside the development of our society. Some of the significant steps that need to be taken are to improve people s attitude towards economy, to facilitate their understanding, to save people s capital and to absorb financial crises is the digitization of payments. The advantages of digitization are that it might reduce financial losses that are made by cash transactions; also digital transactions provide transparency, security, control and speed of any digital transactions. People need a fast and safe way to manage their money in the rapid pace of the world around us. How is this going to influence the digitization of payments and economy the financial market in the Czech Republic? What should be done to improve people s attitude towards financial digitization? Where do we stand in comparison to other countries? PANEL A DIGITIZATION OF PAYMENTS AND ECONOMY
10 Society and our lives are going to change due to the impact of digitization which will affect both personal and work-related life in the short term. These changes are coming with a wave of development, the so called Industry 4.0. Digitization is entering our lives in a way that none of us could imagine. Digital education provides limitless opportunities to improve IT skills. Digital technologies have a positive effect they increase productivity, develop the integration of processes and products, increase the flexibility of production and shorten the innovation cycle. On the other hand there is a question of the Czech labour environment. Education 4.0 is surely going to influence the labour market due to partial replacement of human work and due to increasing demand on digitally educated people. What are the main advantages of digitization of education in the Czech Republic? How is digitization going to influence the process of education? What should be taught in the future at schools? 11 It should be emphasized that our modern society prefers an efficient lifestyle. The role of transport is significant today. A person spends 1/5th of their day traveling somewhere. It must be taken into account that one of the key elements which provides us access to this ability is urban mobility, especially digitization. What are the main advantages of digital transportation in the Czech Republic? How should the digitization of transportation be implemented in practice? What are the most important factors that influence the process of technological feasibility of digital transportation? The most important factor of digitization of transportation is safeness. Special technologies should not disturb a person on his/her way or cause accidents. It is clear that there should be special infocenters with free access to necessary information (schedules, traffic flows, tickets provision, maps, transport order etc.). Moreover, other important elements are pricing and payment. P A N E L C E-MOBILITY
12 In the 20 seconds it takes to read this paragraph, 680,000 internet searches are going to be made and 8 million s are going to be sent all over the world. The possibility of immediate information transport that the internet provides is a big advantage when used for legitimate purposes. On the other hand, the practically limitless possibilities of the internet provides space for virtual criminals. What kind of steps should the government take to improve their cyber security? How should cyber security be maintained? How should the balance between freedom of internet access and assurance of cyber safety be maintained? P A N E L D CYBER SECURITY The internet contains the information of not only ordinary people, but also databases of public and state institutions. This is the reason why the question of cyberspace security has come to the fore. Via cyberspace, hackers have the opportunity to break through protected networks and gain valuable information.
13 Digitization is a great means to achieve more effectiveness in health services. Computers are already making the jobs of doctors and nurses easier. Highly intelligent equipment helps to make swift diagnoses and thus help shorten the duration of treatment. What are the main advantages of digitization of health services? In what direction should the digitization process be aimed? How best to ensure that new technology helps doctors, without creating extra work? Therefore, it is quite remarkable that HTA Health Technology Assessment, a system for evaluating the impact of new technology, equipment and techniques of treatment does not exist in the Czech Republic health service. One attempt at this, albeit feeble, is being carried out by the equipment committee of Ministry for Health. A trend of increasing health expenditures related to the implementation of new technology and innovative cures can be expected. PANEL E E-HEALTH
14 ANDREJ BABIŠ WELCOME SPEECH Andrej Babiš has been a Czech Deputy Prime Minister and Minister of Finance since January He got his degree at the University of Economics in Bratislava, with studies focusing on international trade. He began his career as a trader for the Chemapol company in Bratislava, and later continued it for the Petrimex company. In 1993, he established his own company, Agrofert, which is now an international conglomerate with more than 250 subsidiaries in several industries: chemical, agriculture, food processing, forestry and timbering, ground-technologies, technology and transportation, renewable energy sources and as well as media. Since 2011 he has been a chairman of the ANO political movement, which gained the second largest amount of votes in the 2013 parliamentary elections.
15 JÜRGEN MARTENS GERMANY After obtaining his Law degree from Freiburg University, Jürgen Martens worked for the European Commission and in 1990 opened his own Law Office in Saxony. His studies concentrated on European Law and culminated in a doctoral thesis on the European issue of Economic Subsidy Fraud against the European Communities. He has been a member of the FDP since 1977 and has been active in several positions at the regional and federal level. From 2004 to 2014, he was a member of the parliament of the Free State of Saxony. During that time he was appointed as Minister of State for Justice and European Affairs of Saxony for 5 years. In that context Jürgen Marten became a member of the European Committee of Regions and served as Vice-President for the Committee of European Affairs of the German Bundesrat. In 2015, he returned to his law office to work on European law cases and was appointed as a member of the Committee of European Law of the German Bar Chamber. After having served as Vice-President of the European Liberal Forum, ELF, from 2012 to 2016, he was elected as the foundation s President in autumn JAN MACHÁČEK Jan Macháček is a leading Czech commentator and analyst of political, economic, European and geopolitical issues. Currently he publishes his columns in the daily newspaper Lidové noviny and he writes his daily column called Monitor JM online. He also provides analysis for Czech radio and TV stations. In 2015 he became a Chairman on the board of trustees at the Institute for Politics and Society where he takes part in organizing debates and conferences on various important political and economic issues.
16 DITA CHARANZOVÁ KEYNOTE SPEAKERS Dita Charanzová studied at the University of Economics in Prague and later at the Academy of Diplomacy in Madrid. In 2001 she successfully defended her dissertation at the Faculty of International Relations, at the University of Economics (VŠE) in Prague. She has worked as a diplomat, manager, consultant and as a high government official for EU related issues. She stood as an independent candidate of the ANO political movement in the European Parliament election in While serving as a European Parliament member, she became a member of Committee for the Internal Market and also a substitute member of the Committee for International Trade.
17 PAVEL KYSILKA Pavel Kysilka studied at VŠE in Prague, Faculty of Economics, where he later did a research internship. In the 1990s he held several positions including the position of the Executive Governor of the Czech National Bank, where he controlled the split of the Czechoslovakian currency in He also worked as an expert for the IMF and as a president of the Czech Economic Society during this time. In 2000 he began to work as a main economist for Česká spořitelna; in 2004 he was elected by the Supervisory Board to become a Member of the Executive Board and from January 2011 he held the position of Director General and was Chairman of the Board of Directors for five years. ONDŘEJ MALÝ Ondřej Malý studied Journalism and International Territorial Studies, specializing in American studies at the Faculty of Social Sciences at the Charles University. Within his master s degree study, he spent one semester at Renvall Institute in Helsinky. He is a Board Member of the Czech Telecommunication Agency. His entire career is infused by modern technologies since 1997 he has been working as a specialized journalist focusing mostly on telecommunications and IT. For a few years, he also worked as a practical developer in a company called Illusion Softworks. TOMÁŠ PROUZA Tomáš Prouza is Secretary of State for the EU at the Office of the Government of the Czech Republic. In May 2016, he was appointed Governmental Coordinator for digital agenda. Among his responsibilities is to coordinate activities related to the so-called fourth industrial revolution across public administration while collaborating with companies, social groups, academia and scientific community. Before he entered public service, he served, inter alia, as President of the Association of Financial Intermediaries and Financial Advisers of Czech Republic, and senior Finance and regulation expert in World Bank s Europe & Central Asia department (Washington, DC).
18 MARTINA DLABAJOVÁ Martina Dlabajová (ANO/ALDE) has been a member of the European Parliament since She serves on the Committee on Employment and Social Affairs. Her work at the European Parliament focuses mainly on youth employment. The European Parliament has approved her report on connecting skills with the requirements of the labour market. Martina Dlabajová is also the parliamentary reporter of the strategic plan for improvement of education. She is the author of the project PročByNe? ( Why Not? ) which offers internships to youths. 19 MILENA JABŮRKOVÁ Milena Jabůrková graduated from social policy at Charles university and she got her master s degree from Victoria University Manchester in International Politics and Economics. She worked as a director of the Department of Social Services at the Ministry of Labour and Social Affairs. Before she started her career at IBM, she directed external affairs at the Union of Towns and Municipalities of the Czech Republic. Nowadays she works as a director of governmental programmes and she is one of IBM s leaders in the Czech Republic and Slovakia. In 2015 she was elected to the managing board of Confederation of Industry of the Czech Republic, where she directs digital economics. MICHAL KADERA Michal Kadera graduated in law at the University of West Bohemia in Pilsen and he did his postgraduate studies at the Law Faculty of the University of Passau. He worked as a European law expert in the Senate of the Czech Republic and as a chief of the Department for European Issues to the Ministry of Education. Then he became a director of CEBRE - Czech Business Representation to the EU in Brussels. Currently he is a director of external affairs at ŠKODA AUTO, where he is responsible for public/government affairs, political communication, CSR (corporate social responsibility) and public support. He lectures about European law and lobbying at different universities (University of Economics Prague, University of West Bohemia Pilsen, etc.), publishes work about the EU. JAN KLESLA Jan Klesla has studied law, economics and IT in Prague, Norwich, Budapest and Florence. Before entering the media, he gained experience in law, finance and information technology. He worked as a business reporter and then as an editor of Hospodářské noviny (HN Daily). Then he co-operated on founding the economic periodical Index LN in Lidové noviny (LN Daily). He is currently leading the economic column of Lidové noviny. In the long term, he deals with the digital economy, investment and regulation, particularly in the area of technological disruption of traditional industries.
20 JIŘÍ KOFRÁNEK Jiří Kofránek directs the multi branch team at the Department of Biocybernetics and Support of IT Education at the Institute for Pathological Physiology within Charles University s Faculity of Medicine (1. LF UK). Moreover, he creates simulations of physiological processes, medical simulators and interactive educational games. At 1. LF UK he teaches patophysiology to medical students. He also teaches modelling and simulation at the Faculty of Electrotechnics at the Czech Technical University, as well as Programming of Interactive Graphics for artists at the College and High Art School of Vaclav Hollar. PETR KOUBSKÝ Petr Koubský is an analyst and publicist freelancer. He studied industrial automatization at the University of Chemistry and Technology in Prague, then he worked as programming engineer until After that he was a co-founder of the publishing house Software News, where he served as a chief editor and afterwards he served as a chief editor of the journal Inside - Trends and Strategies on the Czech IT market. He moderates conferences, as well as teaches at the University of Economics and at the Charles University in Prague. He is one of the founders of the experimental educational institution icollege. He also manages the internet journal 067.cz. His areas of interest include: sociology, computer science, information science, social networking, and security technologies. ANDRZEJ KOZŁOWSKI POLAND Andrzej Kozłowski holds a PhD from the University of Łódź and attatined a scholarship from the Erasmus programme at the University of Maastricht in the Netherlands. He is an expert and research fellow at the Casimir Pulaski Foundation and the Amicus Europae Foundation. He has interned at the Hague Center for Strategic Studies, the Polish Institute for International Affairs (PISM), the National Security Bureau, the European Parliament, the Polish Embassy to Netherlands in the Hague as well as the European Institute in Łódź. He is an editor at Cyberdefence24.
21 ONDŘEJ KRÁTKÝ Ondřej Krátký graduated from the University of Economics in Prague. At the age of 28 he won the gold in the world s biggest competition for creative youth at the festival Cannes Lions. After being employed for 5 years he left his job in order to help to establish a valuable Czech start-up Liftago. It is now the best rated taxi app not only in the Czech Republic but Europe as well. It provides a great alternative to own cars in city centers. BURTON LEE USA Burton Lee holds a PhD in Mechanical & Electrical Engineering (Stanford). He wears numerous hats that span academia, industry, government, technology, design and policy. Dr. Lee is today considered one of Silicon Valley s leading experts on the European innovation and entrepreneurship ecosystem, with extensive experience advising European corporations, industry associations etc. Alongside he also actively coaches European startup companies. As of April 2016, he is also a member of the Scientific Advisory Board, European Forum Alpbach (Vienna). Lee has also served as visiting professor and scientist at the following European university faculties: Institute of Science and Technology Austria (IST Austria), TU Graz (Austria), Ruhr Universität Bochum (Germany) and many others. MATS LÖFSTRÖM FINLAND Mats Löfström has been a member of the Finnish Parliament since He is the only parliament representative of the Swedish spoken autonomous district Åland. Löfström is second vice-chairman of the Swedish Parliamentary Group. In Parliament, Löfström is a member of the Committee of transport and communication and a deputy member of the Constitutional Law Committee. As the Åland member of Parliament he also has a seat in the Grand Committee Parliament s EU committee.
22 ZDENĚK LOKAJ Zdeněk Lokaj started his career at the company Accenture, where he focused on transport information systems (electronic toll, electronic fare etc.). Afterwards he worked for Microsoft, where he was responsible for power supply to customers. In 2009 he returned to the academic sphere and he currently leads research and development projects concerning transport telematics, electronic identification and transport systems in road transport, especially cooperative systems. Moreover, since 2012 he co-operates with the Faculty of Electrical Engineering CTU in Prague in the field of identification systems research. MIROSLAV LUKEŠ Miroslav Lukeš graduated from the University of Economics in Prague, where he specialized in Finance and IT Management; he also studied Economics at the Joint European Studies Programme and did a international MBA programme at the French Business school INSEA, where he finished as the best graduating student. Currently, he works as a general manager of MasterCard in the Czech Republic, Austria and Slovakia. He has contributed to the creation of bank strategies at GE Money Bank and worked as a consultant at McKinsey & Company for seven years, where he led projects related to strategies, business and marketing in the field of finance, hi-tech, telecommunications and retail trade. JAN MAŠEK Jan Mašek chose to use innovation as his tool to grow courage in both business and national pride, as well as cultivate a better society as a whole. He worked at the company 3M as an innovation leader. He has used his work experience to inspire others, to think outside the box and connect seemingly unconnectable things, to talk more openly about taboos and to create a better social environment. He managed these achievements thanks to having enormous leeway to try new ideas. He currently continues down the same path of constantly pushing for new innovation. There are many things that help him to carry on in business - new innovation techniques, a sense of shared values with other people, tenacity, a sense of humor and, last but not least, his family.
23 ALEŠ MICHL Aleš Michl studied at University of Economics in Prague, the LSE in London and briefly at Wharton in Philadelphia. During his studies he worked as a journalist at Hospodářské noviny (a economic daily in Czech Republic). From 2006 to 2015 worked at Raiffeisenbank. Nowadays he is a co-owner of algorithmic fund Quant. He is also a member of the board of directors at Y Soft Ventures and is an external adviser of the Secretary of Finance. IDDO MOED ISRAEL After joining the Israeli Ministry of Foreign Affairs in 1992, Iddo Moed has been posted in several missions around the world including The Hague, Singapore and Beijing, where he operated as Deputy Chief of Mission. His positions in Israel included Head of the Training Department, Assistant to the Director General and Assistant to Senior Deputy Director General. Since 2013, Moed has been the Cyber Security Coordinator in the Strategic Affairs Department, MFA. In this role Moed is responsible for coordination of policies regarding international cooperation in cyber security. Between Mr. Moed was appointed as a member of the UN Group of Governmental Experts on Developments in the Field of Information and Telecommunications in the Context of International Security. TOMÁŠ PEŤOVSKÝ SLOVAKIA Tomáš Peťovský graduated from the University of Economics in Prague and also studied at the University of Texas at Austin. He pursued his MBA at INSEAD in France and Singapore. He started his career as a Business Associate with Google. Based at their European headquarters in Dublin, he consulted leading e-commerce companies in the Czech Republic and Slovakia as well as the whole CEE region. In 2012, he transferred to Google Slovakia, where he worked as a Industry Manager. Being responsible for multiple business segments, Tomas main focus is on developing and implementing digital business strategies, driving export into foreign markets and ensuring overall dynamic growth of consulted clients and business segments. In October 2016, he became General Manager of Uber Czech Republic and Slovakia.
24 JAN PETŘÍK Jan Petřík is a prominent Czech lawyer, and serves as the director for the Society for Promotion and Development of Neurosurgery. He is also a partner of the financial group NORDIC INVES- TORS. NORDIC INVESTORS engages in investment and consulting services focusing on projects in the areas of engineering, real estate and information technologies. He is the main sponsor of the project Zdravel, which enables people to receive important information about their health conditions in one place and connects health care providers. JIŘÍ POTŮČEK Jiří Potůček graduated from FEL CTU in Prague and shortly afterwards he defended his dissertation Modelling of Biological Systems on Hybrid computer. He worked as a researcher at the Institute for Clinical and Experimental Medicine, where he worked on 170 publications in the field of bioengineering. He served as a professor at TU Delft in the Netherlands and at California State University, Chico, USA, in the Department of Bioengineering. He was director, owner and founder of Medisoft International, which developed and sold one of the most successful information systems for medical practices. He founded the Technological Centre for e-health to implement the concept of a future national e-health solution. JAROSLAV ŠMÍD Jaroslav Šmíd studied Technical Cybernetics at the Czech Technical University in Prague. He has worked in IT in the state administration throughout his professional life. He currently works as the Deputy Manager of the National Security Authority, and is responsible for the Department of Cybernetic Security. He is a member of the Council for Security Research in the Czech Republic, the Government Council for Digital Society and at the international level he represents the Czech Republic at various forums focusing on security of IT systems within NATO, EU, ESA, CC and Galileo.
25 MILOŠ TÁBORSKÝ Miloš Táborský has 25 years of medical experience. He is a leading Czech cardiologist, and focuses on malfunctions of the heart rhythm. In 1989 he started to work at Na Homolce Hospital and began his postgraduate studies at the University of Münster. He also worked at Heart Centre in Leipzig. From 2001 to 2006 he was a chairman of the Workgroup of Arrhythmia and Permanent Cardiostimulation at the Czech Cardiologist Association, of which he is a member. He also participated as a member in the Deutsche Kardiologische Gesellschaft and Cardiac Electrophysiology Society. Currently, he works as a chief of the I. Internal Clinic of Cardiology at the University Hospital in Olomouc. Since 2015 he has been a chairman of the Czech Cardiologist Association. KAMIL TICHÝ Kamil Tichý graduated from Informatics at the Faculty of Air Force and Anti-aircraft Defence at the University of Defence in Brno. He also graduated from Management and Cybernetic Security in the MBA study programme at CEVRO Institute. He has held many positions related to security of informatics systems. In the past few years he has focused on the field of cybernetic security and defence. Currently he works as a deputy director at the National Cyber Security Centre. DAN ŤOK Dan Ťok is a Czech politician who has served since 2014 as Minister of Transport of the Czech Republic. He studied and graduated from the Faculty of Mechanical Engineering at the University of Technology in Brno. In the 80 s he worked at Prvni Brnenska Strojirna Corp. and in the 90 s he became a director of a boilers division there. From 1996 to 1999 he served as a general director of ABB Power Systems and the Czech and Slovak branch of Alstom. He was a chairman of the Jihomoravská plynárenská and of KKCG. From 2008 to 2014 he served as a chairman and then later as general director of Skanska. Since 1999 he has held different positions at the American Chamber of Commerce in the Czech Republic and in June 2014 he was elected as its president.
26 ADAM VOJTĚCH Adam Vojtěch graduated at the Law Faculty and the Social Sciences Faculty of Charles University in Prague. He led the Všehrd Association of Czech Lawyers, and was member of the management board of Randa Foundation. Vojtěch has worked as an intern in Brussels. After finishing his studies, Vojtěch worked as a corporate lawyer and subsequently received an offer to work for the Ministry of Finance of the Czech Republic where he is vigorously active in the area of health policy. He primarily focuses on increasing the economic efficiency of health services. He serves as a member of the management board of the Universal Health Insurance Company and as a member of the Supervisory Board of the Czech Industrial Health Insurance Company. VÍT VOŽENÍLEK Vít Voženílek completed his degrees as a MSc. in geography and mathematics and a Ph.D. in physical geography at Masaryk University, Czech Republic. He continued his specialization and received invaluable professional experience at Czech and foreign universities. In 2007, he became professor of geoinformatics. Currently, Vít is a member and adviser in various scientific academic and journal boards. He regularly represents the Czech Republic at international and global conferencies in Europe, Asia, and the USA. He is the Vice President of the International Cartographic Association, a leading figure of Czech geoinformatics and cartography, as well as the author or co-author of more than 300 journal articles, scientific books and atlases. ALBERTO ZILIO ITALY Alberto Zilio is the Director of Public Affairs Europe for AT&T where he coordinates public affairs activities in the region. He was the associate director for an innovative public affairs consultancy. He also worked as senior manager at DIGITALEUROPE, the European Lobby of the Digital Industry. He worked as an an European affairs advisor for Telecom Italia in Brussels. He holds a degree in International and Diplomatic Studies and a Master s in Management of Innovation at the Scuola Superiore Sant Anna in Pisa, Italy. Zilio is also a member of RENA (the Italian network for excellence). He was recently selected by the Italian Government as one of the major Italian talents under 30.
27 JIŘÍ ZLATUŠKA Jiří Zlatuška is a MP of the Czech Republic, elected as a member of the political party ANO. He is also a chairman of the Committee on Science, Education, Culture, Youth and Sport. Currently he serves as a member of a Subcommittee on Science and Universities. He founded the Faculty of Informatics at Masaryk University in 1994 and later he became its dean. He has worked at a number of foreign universities, as well. In 2008 he was elected to the Czech upper chamber of Parliament, the Senate and became its deputy chairman of Committee on Science, Education, Culture, Youth and Sport. He is a member of the working group for Education at the Institute for Politics and Society.
