2 Dear Supporters, On behalf of the CASA network in Georgia, thank you for all you do in helping to improve the wellbeing of Georgia s abused and neglected children through your support of Georgia CASA! We truly appreciate each and every one of you whether you are a donor, CASA volunteer, board member, staff, collaborative partner, stakeholder or supporter. You help us to provide a high level of comprehensive support services to our 47 affiliate programs in the state, in turn enabling them to provide the highest quality of advocacy to the dependent children they serve. We hope you enjoy our annual report that includes the theme of a CASA volunteer being able to rewrite the story of a child s life from unadoptable to a forever family or from a silent voice to a voice that is heard. During the past fiscal year, 2,181 CASA volunteers served over 9,700 children in the state. We are excited to continue to grow in service as we recently launched our three-year statewide growth plan with the goal of serving 75% of Georgia s foster children by In the financial area, we are pleased to report that our audit indicated that 92% of Georgia CASA s expenses were for services to our affiliate programs. 4 Georgia CASA Through individualized attention, CASA volunteers advocate for the best interests of Georgia s abused and neglected children. Bringing urgency to a child s needs, both in and out of the courtroom, CASA volunteers promote safety, permanency and well-being through independent recommendations. As community partners in the child welfare system, CASA volunteers increase abused and neglected children s access to services (including educational and health needs), promote safety, and advocate for timeliness and permanency for children involved in juvenile court proceedings. CASA volunteers are independent advocates and provide individualized attention for children in a massive state system. Our Vision Each abused or neglected child involved in juvenile court proceedings shall have a safe and permanent home. Our Mission Georgia CASA develops and supports court-sanctioned, community-based affiliate programs that provide trained and supervised volunteers to advocate for the best interests of abused and neglected children involved in juvenile court dependency proceedings. Our Purpose Georgia CASA is committed to maintaining a network of well-administered, affiliate programs that operate independently with mutual accountability, resulting in the highest level of advocacy for all of Georgia s dependent children CASA Volunteer of the Year Saunya Bishop, the 2014 CASA Volunteer of the Year in Georgia, has been a dedicated CASA volunteer with Murray/Whitfield CASA, headquartered in Dalton, for 15 years. She has advocated for 60 children on 28 cases during her tenure. A former foster parent of 19 children, Saunya exemplifies extraordinary dedication to each aspect of her role as an advocate, setting an excellent and inspiring example for new CASA volunteers. She is very compassionate and well-spoken in her role. Saunya is truly a CASA volunteer who will stop at nothing to uncover necessary information and ensure her investigation of a case is thorough, all in the best interests of the children she serves. Saunya s passion for CASA is driven by seeing children flourish, despite what their home lives may have been. On one case, Saunya was instrumental in facilitating an adoption of several siblings. After being in a foster-to-adopt home, they were placed with their maternal grandmother under the stipulation that their mother could only have contact with them at the supervised visitation center. Saunya was very concerned with the placement, and continued having regular contact with the children. She discovered that the mother was being allowed to live in the grandmother s home and have unsupervised contact a clear violation of the placement order. When she presented her findings, a court hearing was immediately held. The children were then returned to their foster-to-adopt home.
5 A CASA Volunteer Helps Rewrite a Child s Story Everyday, CASA volunteers in Georgia help rewrite the stories of children s lives, changing a story of despair to a story of hope...a story of discouragement to a story of encouragement...a story of chaos to a story of stableness. We share just one example of the many stories that CASA volunteers have a part in rewriting. from unadoptable......to a forever family, including a dog! I was assigned to a four year old child with a medically fragile condition. Aleah was diagnosed as terminally ill, but surprised her doctors by surviving as long as she had in a facility for fragile children. She was deemed adoptable, but no one previously involved considered that a reality. I was determined that my child would somehow get a chance in the outside world. Over the years, there were several instances of DFCS case manager changes and potential adoptive parent rejections, and it seemed that Aleah s dream of a family with a dog would be impossible to realize. Then, the perfect family appeared! They had already adopted a special needs child, worked within the medical and counseling fields, and indeed, had a dog! They understood about Aleah s medical condition and needs. Paperwork was lost and delayed, requests were denied, and stonewalls were presented, but this special family persistently moved forward to help this child s dream come true. I think back over all the months, calls, s, letters, meetings and paperwork it took for this child to transition into her forever home. My child is living her dream with a family, and yes, a dog! I am so proud and happy with the knowledge that this new life of hers is absolutely in her best interest. Later in this report, we share various attributes of CASA volunteers and the children served by CASA volunteers. Thank you to all CASA volunteers in Georgia, as well as all staff, board members, donors, supporters, partners and other stakeholders who give so much of themselves to help rewrite the stories of Georgia s abused and neglected children! 7 Highlights From the Year Social Media Georgia CASA s Facebook page has over 2,200 likes to date. Georgia CASA s Twitter page has 1,300 followers to date. Georgia CASA has a YouTube channel. Legislative CASA Day at the Capitol was held on February 3, CASA staff, board members and volunteers met with state legislators to thank them for their support of the CASA organization in Georgia and to ask for their continued support for CASA and child welfare issues. The event concluded with a thank you luncheon for legislators. The CASA network in Georgia received a $120,000 increase in the state allocation. Child Welfare Reform Council members, including Georgia CASA s Duaine Hathaway, joined Governor Deal for the signing of Senate Bill 138 in May The legislation, effective July 1, 2015, brought needed changes to improve Georgia s child welfare system. Affiliate Programs 47 affiliate CASA programs were present in 47 judicial circuits, serving 143 counties in the state.
8 Events and Fundraising Georgia CASA State Conference March 21, 2015 The state conference had the biggest crowd to date, with over 450 attendees. CASA volunteers, staff, board members and others in child welfare across the state networked, enjoyed the Volunteer Appreciation Luncheon and chose from 22 available workshops. Preview Party and Luncheon & Fashion Show March 3 and 25, 2015 The 11th annual Luncheon & Fashion Show fundraiser raised $38,000! Prior to the event, a Preview Party was held, hosted by the Gentlemen s Committee. Andrew Bridge, Keynote Speaker Gentlemen s Committee Suzanne Crafts & Charlotte Terrell (Event Co-Chairs), Millie Bush (Honoree & Keynote Speaker) & Duaine Hathaway (Executive Director) Affiliate Program Operations and Training A variety of trainings, both in-person and online, were offered throughout the year to enhance staff skills and knowledge in managing a CASA program; in training and supervising volunteers; in helping foster youth more successfully transition to adulthood; in managing program statistical reports; in strengthening courtroom advocacy; and in enhancing the educational advocacy provided to children served by CASA volunteers. Site visits were made to 12 affiliate programs to help ensure high quality advocacy for children and technical assistance was given on all aspects of affiliate program management.
