2 Why tracking? Attrition is an inherent in problem in longitudinal surveys, primary cause: respondent moving from original location Tracking: following respondents who move out of their original dwelling Why tracking? helps lower attrition: minimize reduction in statistical power by keeping sample size mitigate potential biases in the analysis if attrition is selective Example: a panel study on income mobility that only includes respondents who did not move will underestimate income mobility, if those who moved are younger, more highly educated people potentially valuable information from movers: information about long distance movers who were tracked and interviewed may be valuable those who were not found at all

3 Why tracking? surveys may have specific study aims that require tracking Example: survey that aims to study migration require tracking of respondents who move and migrate survey that aims to study marriages may require tracking of young respondents if, for example. marriages and migration decisions are closely linked

4 Recent experience suggest that tracking is important and valuable for longitudinal household surveys Ongoing and future longitudinal surveys should seriously consider tracking respondents who move, in particular not only track those who move from their old dwellings, or move within the same village, but also those who move outside the localities. However, Tracking is hard: population are mobile, infrastructure poor, address system/official records may not exist Tracking is costly: monetary, time, and also require high capacity of the organization that conduct the survey

8 Conceptual difficulties in defining panel households Lead to practical problems: assigning household ID More useful to view tracking as following individuals: even though in many cases, entire household moves and the whole household is tracked

9 Who to track Baseline survey is representative of particular population Who to track: depends on the aims of the study Who to track: affects cost and length of the survey Difficult to set the rule before actually know the numbers Important to note that the rule on who to track may affect representativeness of the sample Methods exist to re-weight the sample to recover some of the representativeness Definitions: tracking targets and interview targets Tracking target: a respondent who, when he/she moves, has to be followed. Whether an individual is a tracking target has to be clearly identified in the household rosters. Interview target: a respondent that needs to be interviewed. Some interview target may not be tracking target. Example

12 Organizing tracking operation Fieldwork organization: fieldwork typically conducted by several teams each responsible for a number of sample EAs, with predetermined routes and time schedule (mobile teams) With tracking: more coordination is needed from the survey organizer teams may need to interact with each other routes and schedule more flexible: coordinated and decisions made by survey organizer

14 Organizing tracking operation Important to have a group of people/someone responsible in managing tracking Tracking management team/ a tracking shop / a tracking manager Responsibilities: Combining information from Tracking Forms Solving conflicting information Evaluating quality of information (completeness and of Tracking Forms) Prioritizing tracking cases Evaluating trade-offs between cases: e.g. 2 households nearby or 5 far away? Assigning cases to teams Keep track of the extent of mobility/migration: may need to have a break after a few weeks to assess mobility

15 Organizing tracking operation One alternative to breaking the survey midway: conduct a pre-survey tracking pilot where interviewers use household rosters from previous round to see how many households/household members have moved can select several EAs instead of all EAs: the goal is to make rough assessment of the extent of mobility if there household listings are updated between rounds, this tracking pilot can be conducted in conjunction with the listing activities

16 Organizing tracking operation Possibility of dedicated tracking teams In specific areas known to be destination areas for migrant (e.g. urban, industrial centers) Tracking teams: Higher quality interviewers if no supervisors for small teams (e.g. 2 people) Mobile, persistent Have knowledge of the areas

17 How far should respondents be tracked? Establish the limits on how far targets should be tracked Administrative boundaries: to establish the administrative units outside which the track targets will not be followed by any team only district which is part of the study area? out of sample districts? out of country? implications: permissions from local government, etc. Geographical boundaries: within which all tracking targets will be followed e.g distance, terrains Allow some flexibility: suppose a cluster of households move just outside the district. Valuable information will be lost if these households are not tracked. Tracking Manager has to make decision whether to track these households even they are located outside the predetermined limits

18 Tracking protocols Verifying the dwellings For example, when interviewers go back to the village and look for John s family, the person who answers the door says that John s family don t live there. Interviewers have to verify that: they indeed come to the correct dwellings where John s family used to live verify that John s family do not live there Identifying movers: interviewers use household rosters to identify who have moved If those who live in the dwelling say that John s household have moved, interviewers still need to verify that each household members have really moved If only some of John s family have moved, identify the movers and check whether the movers are tracking targets

19 Tracking protocols Getting information about where the household/household members move to: Obtain multiple informants Collect information from informants (Tracking Forms)

20 Potential informants The entire household move: neighbors, village officials, relatives, places of work, schools, stores/markets, people from the same church/mosque, people in places the target usually spend time/hang out, etc. Only some household members move: household head, other household members. But also: neighbors, village officials, relatives, places of work, schools, stores/markets, people from the same church/mosque, people in places the target usually spend time/hang out, etc.
