1 Collaborative Testing Services, Inc FORNSIC TSTING PROGRAM Tenprint xamination Test Summary Report ach sample pack contained twelve single print pairs, eight questioned tenprint cards, and eight tenprint card standards. Participants were asked to compare the two prints within each single print pair to determine whether or not they originated from the same source. They were also asked to compare each questioned tenprint card to the standard cards to determine if any shared a common source. Since these participants are located in many countries around the world, and it is their option how the samples are to be used (e.g., training exercise, known or blind proficiency testing, research and development of new techniques, etc.), the results compiled in the Summary Report are not intended to be an overview of the quality of work performed in the profession and cannot be interpreted as such. The Summary Comments are included for the benefit of participants to assist with maintaining or enhancing the quality of their results. These comments are not intended to reflect the general state of the art within the profession. Participant results are reported using a randomly assigned "WebCode". This code maintains participant's anonymity, provides linking of the various report sections, and will change with every report.
2 Manufacturer's Information ach digital sample pack consisted of twenty questioned fingerprints and tenprint cards for comparison. Items Q1-Q12 contained single print pairs, and Items Q13-Q2 contained tenprint cards for comparison to a pool of standards (A-). In the first section, participants were asked to compare the single print pairs to determine if both prints originated from a single source. In the second section, participants were asked to compare the questioned tenprint cards to each standard to determine if any shared a common source. SAMPL PRPARATION- Utilizing several anonymized databases containing a limited number of fingerprints, both visual comparison and AFIX comparison software were used to select the single prints and tenprint cards provided in this test. SINGL PRINT PAIRS: For non-matching single print pairs, prints with similar first and second-level details were chosen, paired together, and designated as either a questioned or standard item in the pair. For each matching item, uniquely collected prints from the same finger of an individual were paired together. TNPRINT CARDS: For non-matching tenprint card items, cards with similar first and second-level details were chosen and designated as either a questioned item or comparison standard. For matching items originating from the same source, each card was designated as either a questioned or comparison standard item. All prints were digitally resized to scale. 3 Summary Comments ach digital sample pack contained a variety of collected single prints and tenprint cards for comparison. The one-to-one section contained pairs of single prints (Q1-Q12). Participants were asked to determine if the two collected prints within each pair originated from a single source. The ten-to-ten section contained eight questioned tenprint cards (Q13-Q2) and a pool of eight standard cards (A-). Participants were asked to compare each questioned card to each standard card and determine if any pairing shared a common source. Of the 34 responding participants, 29 (85.3%) reported the expected responses for all twelve single-print pairs and eight tenprint cards. Two participants determined that unrelated prints in one or more single print pair shared a common source (Q4; Q6, Q11). One participant determined that a related pair of single prints did not share a common source (Q9). Another participant determined that no standard card shared a common source with tenprint cards Q15, Q18, and Q2. Finally, one participant determined that a related pair of single prints did not share a common source (Q9) and also did not provide a response for Q14. The structure of the ten-to-ten comparison section of the test was updated for its 218 release. This change was implemented to make the test more comparable to casework examination, in which an examiner would be comparing a single card to several standards. A common occurrence was noted wherein several participants identified the standard card that shared a common source with a questioned item, but failed to answer the initial //Unable To Determine portion of the question.
