1 Health & Safety Policy Statement NHS Portsmouth Clinical Commissioning Group (CCG) attaches great importance to the Health and Safety of its staff, and recognises its legal obligations under the Health and Safety at Work Act 1974, to ensure the health, safety and welfare of its staff, so far as is reasonably practicable. The CCG also accepts such responsibility for other persons who may be affected by its activities whilst in our offices. The Governing Board of the CCG will provide the leadership to ensure that health and safety practices are firmly embedded throughout the organisation to provide a secure and healthy environment in which to work. The Governing Board will be kept informed and alert to Health and Safety issues and appoints the Chief Clinical Officer to coordinate matters of Health and Safety management. The Health and Safety at Work Act 1974 and relevant supporting legislation forms part of the minimum standards to be achieved by the CCG. We recognise that employee involvement and support is fundamental to maintaining pro-active safety management systems and a positive safety culture. There is an obligation upon every line manager to ensure that staff are informed and instructed with regards to Health and Safety training, instruction and that such activities are properly recorded and records maintained. All employees have a statutory duty to take reasonable care for the safety and health of themselves and others who may be affected by their acts and omissions. This includes complying with policies approved and adopted by the CCG and not misusing equipment provided in the interest of health and safety. Specialist advisors are available, through our contract with Portsmouth City Council for health and safety services, to assist managers and employees in fulfilling their obligations. The corporate health and safety policy (adopted from Portsmouth City Council) establishes both general and specific arrangements relating to our undertakings and our office accommodation within the Civic Offices. The policy and this statement are to be brought to the attention of all staff at the earliest opportunity and made available to partner and other organisations as appropriate. All managers must ensure that any amendments to the policy or supporting procedures are timely and appropriately communicated to all staff under their area of responsibility. This statement will be reviewed annually by the Chief Clinical Officer on behalf of the Governing Board along with a review of any amendments to the adopted health and safety policy. 2 1 Corporate Health and Safety Policy The CCG commissions its health and safety advice and services from Portsmouth City Council. The CCGs offices also are part of Portsmouth City Council s headquarters within the Civic Offices, Portsmouth. Consequently the CCG has adopted the Portsmouth City Council Corporate Health and Safety Policy as its own in its entirety. The latest version of this policy can be found on the health and safety policy hub at: In support of the corporate policy there are number of Portsmouth City Council produced corporate subject specific policies which can also be found on the policy hub which the CCG has also adopted in their entirety. 2 Specific Organisational Arrangements Within the health and safety policy a number of specific roles are set out. How these apply to the CCG is set out below (references in brackets are to the relevant section in the Corporate Health and Safety Policy). Attached at Appendix one is an organisational chart setting out how these operate: 2.1 General References to the Council or PCC in the policies also refer to the CCG. Where reference to Council employees is made within these policies then this applies also to CCG employees. Where reference is made to Heads of Service, department managers and specifically line managers then this also applies to Clinical Executives, Chief Officers, Directors, and specifically line managers within the CCG. The Council s Strategic Directors Board (SDB) is replaced by the Clinical Executive within the CCG. Where reference is made to the Chief Executive then this refers to the Chief Clinical Officer of the CCG who has delegated responsibilities for the co-ordination of health and safety matters to the Chief Strategic Officer. Where reference is made to the Leader of the Council then these responsibilities sit with the Governing Board of the CCG. References to Strategic Directors refer to the Chief Officers of the CCG and Heads of Service refers to both Directors and Heads of functions within the CCG. 2.2 Health and Safety Manager (4.7) The Health and Safety Manager responsibilities for the CCG are fulfilled by the Chief Strategic Officer, NHS Portsmouth Clinical Commissioning Group, in consultation with the Portsmouth City Council Health and Safety Unit team with whom the CCG has a service agreement for provision of competent person and related functions. Day to day co-ordination of arrangements and liaison with the Health and Safety team is undertaken by the designated Business Development Manager within the CCG and CCG managers. 2

3 2.3 Fire Safety Advisor (4.8) Fire Safety Advisor responsibilities are provided to the CCG via the Portsmouth City Council Fire Safety officer arrangements. 2.4 Fire Wardens (4.9) The CCG has appointed fire wardens within the CCG offices who will work as part of the PCC arrangements in respect of emergency procedures in the event of the outbreak of fire. 2.5 Head of Housing and Property Services (4.10) The CCG, as tenants within PCC property, come under the jurisdiction of the PCC Head of Housing and Property Services. 2.6 Radiation Protection Advisor (4.11) This is not applicable to the CCG. 2.7 Occupational Health Services (4.12) The CCGs Occupational arrangements are provided via the same arrangements for PCC employees and our managed via our HR team (who are part of PCC). 2.8 Audit and Assurance Team (4.13) Risk Management is managed by the Director of Quality and Commissioning within the CCG with significant risks overseen through the CCGs Governing Board Assurance Framework. Risk Management processes are overseen by the CCGs Audit Committee. Any litigation matters are managed by the South, Central and West CSU on behalf of the CCG. 2.9 People Handling & Back Care Advisor (PHBCA) (4.14) PCC provides the CCG with access to PHBCA services Asbestos Management Advisors (4.15) PCC as the CCG s landlord and property manager provides these duties and maintains the appropriate records on behalf of the CCG Legionella Management Advisors (4.16) PCC as the CCG s landlord and property manager provides these duties and maintains the appropriate records on behalf of the CCG Health & Safety Representatives (4.17) 3

4 Staff Engagement Representatives of the CCG are able to provide input health and safety matters within the CCG First Aiders (4.18) PCC provides first aid services to the CCG Emergency Planning and Arrangements (5.7) Emergency planning arrangements including business continuity arrangements are provided to the CCG by South East Hampshire CCG Health and Safety Committees and Forums (5.9) The Clinical Executive of the CCG oversees the corporate health and safety management systems and approves health and safety audits and related action plans. The CCG utilises the PCC managed Joint Health, Safety and Wellbeing Forum. References to the Portsmouth Events Safety Advisory Group are not relevant to the CCG.
