Resorces reqired (stone, ood, architectre, and decoration) to constrct the Bilding. Goal of the Game Game Contents 40 coins Inclding 23 siler coins and 17 gold coins. The siler coins are orth 1 Sesterce and the gold coins, 5 Sesterces. Finished Bilding Bilding nder Constrction

2 1 Setp Shffle the Bilding cards and place the deck ith the constrction side p at one end of the table. Place the top fie cards in a line next to the deck. Separate the Apprentice Workers from the rest of the Worker cards. Deal one Apprentice randomly to each player. Shffle any remaining Apprentices back 2into the Worker deck. Shffle the Workers deck and place it next to the Bilding deck. Trn oer the top 3fie cards and place them in a line, belo the line of bildings. 4Aboe the Bildings line, the Inestment line is made p of 4 stacks: the six Prisoners, the for Tools, the for Loans, and, finally, the for Uniersities. 5Place the coins in the middle of the table to form a Bank. 6Each player gets 10 Sesterces (5 siler coins and 1 gold coin). 7 Randomly choose a first player. That player takes the First Player card and places it in front of him or herself.

4 On their trn, a player has 3 free actions, and they may pay for one or more additional actions. Each extra action costs 5 Sesterces. With any of their actions, a player can: Start Constrction Recrit a Worker Make an Inestment Send a Worker to a site Take Sesterces Start Constrction Starting Constrction costs one action. Choose one Bilding from the fie Bilding cards in the line and place it in front of yo. Then, immediately fill that space in the line ith the top card from the Bilding deck. Yo may hae mltiple bildings nder constrction at the same time. Yo may repeat this action dring yor trn as many times as yo ish (as long as yo hae actions). Recrit a Worker Playing the Game Recriting a Worker costs one action. Choose one Worker form the fie orker cards in the line and place it in front of yo. Then, immediately fill that space in the line ith the top card from the Worker deck. Yo may repeat this action dring yor trn as many times as yo ish (as long as yo hae actions).

5 Make an Inestment Make an Inestment Once per trn, yo can choose to take one of the cards from the Inestment line. In addition to the reqired action to take the card, most inestments also hae a fixed cost in Sesterces represented by the symbol. Prchase a Prisoner... For a fixed cost of 7 Sesterces, yo can choose one Prisoner from among those still aailable. That Prisoner is added to yor team of Workers ho are still aailable. They are treated jst like any Worker from then on, bt yo ill not hae to pay any Sesterces to Send them to ork. At the end of the final score tally, each Prisoner (hich has not been freed) costs their oner 1 ictory point. Also, as long as they hae not been freed, a Prisoner cannot be edcated or eqipped ith a Tool....and free them At any point dring their trn or dring the final score tally, yo can free one or more Prisoners, at the cost of one action for each Prisoner freed. Dring the final score tally, each Prisoner freed ths costs 5 Sesterces. Only an aailable Prisoner can be freed. Yo then trn the card oer to the Freed side. The character is then considered to be a Worker ho mst therefore be paid each time they are sent to a bilding nder constrction. Moreoer, it can no be edcated and/or eqipped ith a Tool. Resorces prodced by the Prisoner. Nmber of Sesterces that the player mst pay to prchase the Prisoner. Nmber of ictory points the player ill lose if they do not free the Prisoner. -1 action Resorces prodced by this Freed Prisoner. Nmber of Sesterces that the player mst pay each time to Send this Freed Prisoner to ork on a bilding nder constrction.

6 By a Tool. For a fixed cost of 2 Sesterces, yo can choose one of the Tool cards still aailable and places it in front of yo. From no on, hen yo send a Worker to Work, yo can eqip them ith that Tool ithot paying either an action or extra Sesterces for the Tool. The Tools resorce is then added to that of the Worker ielding it. Resorces prodced by this Tool. Nmber of Sesterces that the player mst pay to By this Tool. Sending this companion Worker ith the Mallet tool to ork on the Alexandria Lighthose bilding costs 1 action and 4 Sesterces. The player had preiosly spent 2 Sesterces to prchase the mallet. +

7 Be Carefl: Only a Worker or a Freed Prisoner can be eqipped ith a Tool. A Prisoner cannot be eqipped ith a Tool. A Worker or a Freed Prisoner can only be eqipped ith one Tool at a time. Once the Bilding is complete, the Tool, like its ielder, ill retrn to yor pool of aailable Workers. The Tool can once again be eqipped by any Worker or Freed Prisoner hen sent to their next bilding nder Constrction. Take ot a Loan... Yo can take a Loan card, from among those still aailable, and place in front of yo. Yo then takes 10 Sesterces from the Bank. Nmber of ictory points the player ill lose if their Loan isn t paid back. Nmber of Sesterces that the player takes from the Bank hen they take ot a Loan....and pay it back. Dring the final score tally, yo mst pay back 15 Sesterces for each Loan taken ot, otherise 2 ictory points ill be dedcted for each npaid Loan. Repaying a Loan is not an action. Nmber of Sesterces that the player mst pay to the Bank if they choose to pay back their Loan.

8 Edcate a Worker For a fixed cost of 7 Sesterces, yo can edcate one of yor aailable Workers (meaning one ho is not Working at a bilding nder constrction). To do this, choose one of the Uniersity cards still aailable and immediately place it on yor Worker. The ne Resorce leel replaces the old one, ithot increasing the cost of the Worker being increased. The Uniersity card remains on the Worker ntil the end of the game. After haing edcated this companion Worker for one action and a fixed cost of 7 Sesterces, sending it ork on the Alexandria Lighthose Bilding costs the player 1 action and 4 Sesterces. + = Be Carefl: Only a Worker or a Freed Prisoner can be edcated. A Prisoner cannot be edcated. A gien Worker or Freed Prisoner can only be edcated once.

9 Sending a Worker to Work Sending a Worker to Work has a ariable cost (see next page). Place one of yor Workers next to one of yor Bildings nder constrction, so the Resorces prodced by the Worker line p ith the reqirements of the Bilding. When yo place a Worker, yo mst pay the nmber of Sesterces in the pper right corner of the Worker card (to the bank). Once yo send a Worker to ork on a Bilding, that Worker cannot moe ntil the Bilding is complete. Each time yo add a ne Worker to a Bilding, place it so its Resorces line p ith the other Workers there. = Sending this companion Worker to ork on the Alexandria Lighthose Bilding costs the player 1 action and 4 Sesterces.

10 Cost : ÛDring Û a game trn, sending one Worker to a bilding, no matter the nmber of Workers already at that Site, costs only one action. ÛHoeer, Û sending a second Worker to a gien bilding dring the same trn costs 2 more actions! ÛSending Û a third Worker to a bilding dring the same trn costs 3 more actions, and so on. To send three Workers to the same bilding dring the same trn, a player mst spend six actions! ÛHoeer, Û sending Workers to to different bildings dring a gien trn only costs 2 actions, one per Worker. Take Sesterces Taking Sesterces has a ariable cost. Yo may spend yor actions to take Sesterces from the Bank: For 1 action, yo can take 1 Sesterce, For 2 actions, yo can take 3 Sesterces, For 3 actions, yo can take 6 Sesterces. When a player has performed all of their actions, play proceeds to the next player, and so on Finishing a Bilding Finishing a Bilding is not an action. When the sm of the arios Resorces of all of the Workers placed on a bilding eqals or exceeds the reqirements of the Bilding in each Resorce, the Bilding is complete.

11 The Workers ho ere on the Site and any Tools they may hae had then rejoin yor team of Workers. Yo take from the Bank the nmber of Sesterces indicated on the Bilding. Then, trn oer the Bilding and set it aside ith the rest of yor finished Bildings, if any. This makes it easy to total p yor ictory points. By sending this laborer Worker for 3 Sesterces to the Alexandria Lighthose bilding, the player completes the reqirements of the Bilding. The Alexandria lighthose reqires 2 stones, 4 ood, 1 architectre, and 3 decorations. The last Worker added brings 1 ood and 2 decorations hich ere missing. The Alexandria lighthose is therefore finished. The player gains 14 Sesterces as indicated on the card, then flips it oer to score 5 ictory points.

12 The Machines Machines are a special type of Bilding yo can bild. When yo finish bilding a Machine, it is treated like a Worker that does not reqire any payment for its ork (the cost in Sesterces to send a Machine to ork is zero). A Machine is bilt exactly like a normal Bilding, and is orth ictory points hen it is completed. Bt, instead of setting the Machine to the side (ith yor other completed Bildings), it remains in play after yo flip it oer and joins yor team of Workers. End of the Game If yo hae 17 or more ictory points at the end of yor trn (conting only Bildings and Machines, bt not Sesterces, Prisoners, or Loans), the game ill end. Any players ho hae not yet had a trn in the last rond each take a final trn (so all players ill hae an eqal nmber of trns the last player to take a trn ill be the player to the right of the First Player). So, if the First Player earns a total 17 ictory points on his trn, all of the other players still get to play their last trn. On the other hand, if it s the last player ho triggers the end of the game, the game ends immediately at the end of his trn! Play then proceeds to the final score tally: 1. Each player can, if they haen t already done so, choose to free their Prisoners and pay back their Loans. Each nfreed Prisoner ill penalize them one ictory point, and each npaid Loan ill penalize them to ictory points (see Freeing a Prisoner ). 2. Each player then adds the ictory points from finished Bildings and Machines, to hich they add a tenth of a point (0,1 point) per Sesterce still in their possession. The player ith the highest final score is declared inner. In case of a tie, all players tied for the lead are declared inners.
