1 SCOPE: APPENDIX A NOVA SCOTIA DEPARTMENT OF TRANSPORTATION AND INFRASTRUCTURE RENEWAL MATERIAL SPECIFICATION FOR NON-CONING TRAFFIC PAINT This specification covers the requirements for a non-coning traffic paint, which when heated between 70 o C o and 90 C shall be suitable for spray application to concrete and asphalt concrete pavement. The traffic paint must dry quickly so that traffic cones are not required. The paint shall also provide a suitable retention of overlay glass beads which are introduced just after the paint has been applied. GENERAL REQUIREMENTS: The traffic paint is intended for use with or without overlay glass beads, which are applied just after the paint application. The paint shall be homogeneous and the pigments well dispersed to a smooth uniform consistency and shall not: skin, thicken, gel or cake; show settlement that cannot be readily reconstituted. These properties must be retained for a minimum of six months from the time of delivery. It shall be free of dirt and other foreign particles which may cause difficulty with spray gun or equipment at the elevated application temperatures and the normal application manner of the striping equipment. The paint shall flow smoothly, evenly and completely obliterate in one coat when applied to the pavement at the intended wet film thickness. The paint shall be flat in sheen and provide the maximum brightness and visibility with or without the overlay glass beads, both under daylight and artificial light. The paint shall not darken or change in service so as to impair or change the colour and visibility of the stripes other than that caused by normal traffic wear. When overlay glass beads are applied at the rate of 700g/L of paint, proper retentive anchorage shall be provided by the paint. All paint shall meet the material specifications for non-coning Traffic Paint as attached. This includes Organic Solvent, Water-Borne, and Low Temperature Water Borne paints. MATERIAL SAFETY DATA SHEETS: The Contractor will supply to the Project Engineer a copy of the Material Safety Data Sheet (MSDS) for each type of paint quoted at least three weeks before the work will be done on the Contract. PACKAGING: The paint shall be supplied by the Contractor in one thousand one hundred liter (1100 L) refillable containers totes). These totes shall be airtight when sealed to prevent skinning of the paint. The Department reserves the right to request that Contractor supplied plastic liners be used if the TIR Inspector notices that there is evidence of excessive skinning found during the paint delivery process or if the seals cannot be maintained. All totes and liners will be supplied and the property of the Contractor. Disposal of empty totes and/or liners according to Environmental Regulations shall be the responsibility of the Contractor. Selection and use of containers for the shipment of traffic paint shall conform with the Transportation of Dangerous Goods Act and Regulations. Each tote must be clearly marked with:

2 paint color name of product date of manufacture manufacturers code and batch number manufacturers name and address safety marks as specified by the Transportation of Dangerous Goods Act and Regulations The above paint information for each tote shall be supplied to the Project Engineer for all paint used on the Contract. CERTIFICATION: The Contractor must provide the Project Engineer with actual results of current tests carried out by a qualified laboratory, on a sample of the paint to be supplied, to show that the properties of the non-coning paint conform to Table W ATER-BOURNE NON-CONING TRAFFIC PAINT, or Table ORGANIC SOLVENT NON-CONING TRAFFIC PAINT if required, or Table LOW TEMPERATURE, WATER BOURNE NON-CONING TRAFFIC PAINT if required. The Contractor shall provide WATER-BOURNE NON-CONING TRAFFIC PAINT for the Contract painting. The Department may request LOW TEMPERATURE, WATER BOURNE NON-CONING TRAFFIC PAINT for May to mid-june and early September to late fall. At the Department s request, the Contractor will supply limited quantities of ORGANIC SOLVENT NON-CONING TRAFFIC PAINT for cold late fall or winter months if required. INSPECTION: Samples may be taken of the paint at any time. At the discretion of the Department, the samples may be tested and analyzed by an independent authority or otherwise. Results obtained from the analysis showing non conformity to this specification shall be cause for rejection of all or a portion of the paint used on the Contract. Drying time: Minimum 24 hours at 23 degree Celsius + 2 degree Celsius. (7) Volatile Organic Compounds (VOC) (Excluding water) Max: 150g/L Method ASTM D3960. (8) Binder shall be Fastrack XSR or equivalent. (9) Titanium Dioxide Pigment shall be rutile type and have a minimum Ti02 content of 93%. (10) Pigment Composition: 20% of the pigment content to be based on Talc (Nytol 300 or equivalent)

5 APPENDIX B MATERIAL SPECIFICATIONS FOR GLASS OVERLAY- TYPE BEADS 1.0 SCOPE This specification covers the requirements for reflectorizing overlay type glass beads for use with traffic paints. 2.0 GENERAL REQUIREMENTS The beads shall be true spheres and their surface shall be smooth, lustrous and free from cavities and scratches. The beads shall be manufactured from glass of a composition designed to be resistant to the effects of traffic wear and weathering. The beads shall be moisture proofed with a suitable moisture-proofing material so as to over come the effects of water as a vapor or liquid on the beads before the beads are added to the paint stripe. No foreign material shall be contained in or among the beads. 3.0 SPECIFIC REQUIREMENTS COLOR The glass beads shall be colorless to the extent that they do not impart a noticeable hue to the paint REFRACTIVE INDEX The index of refraction of the glass beads shall not be less than 1.50 when tested in accordance with method 49.1 of CGSB Specification I-GP ROUNDNESS A minimum of 75% by mass of the glass beads shall be true spheres. The percentage of true spheres shall be determined by one of the following methods. a. by counting the beads under 50x and 100x magnification as follows: - Glass beads larger than #50 sieve size inclusive shall be counted under 50x Magnification. ( See gradation requirements) - Glass beads smaller than #50 sieve size shall be counted under 100x magnification. - Approximately 1000 beads contained loosely in a culture dish shall be counted under reflected light for each sieve specified to determine the percentage by mass of perfectly round spheres. b. By ASTM D Failure to meet roundness requirements by either method will be cause for rejection TOXICITY The glass beads must not exhibit a characteristic of toxicity relative to heavy metals when tested in accordance with EPA 40 CFR (Addition to address heavy metal environmental concerns). 3.4 IMPERFECTIONS The surface of the beads shall be smooth, lustrous and free from film scratches and pits. Not

6 more than 25% of the true spheres shall have imperfections in the form of milkiness, air inclusions, dark specks and incipient fractures. The properties will be determined using method of CGSB Specification 1-GP GRADATION The glass beads shall meet the following gradation requirements: Sieve Opening (um) Percent Passing Tests for gradation shall be made in accordance with ASTM Standard D1214. The sample size shall not be less than 50 g (grams) or more than 100 g (grams). 3.6 DUAL COATING The beads shall be coated with a dual coating. The beads shall have both a moisture resistance silicone coating, and an adhesion promoting saline coating. The beads shall pass both the moisture resistance test, and the adherence coating test as follows. Adherence Coating Test Procedure: Prepare a solution by weighing 0.2 grams of dansyl chloride and dissolving in 25 ml of acetone. This solution can be used for several tests during the day, but must be kept refrigerated in closed dark container between uses. Make a fresh solution daily. 1. Weigh 10 grams of beads and place in aluminum trays. 2. Saturate the glass beads sample with dansyl chloride solution using an eyedropper. 3. Dry the beads in an oven at 60C (140F) for 15 minutes. Beads will be yellow and agglomerated. 4. Rinse the beads by placing them in funnel containing new filter paper and pouring 100 ml of acetone over then. Use suction during the step. 5. Remove the beads from funnel and place in aluminum trays. 6. Dry the beads in the oven until free flowing. 7. Place the glass beads filter paper and inspect them under ultra-violet light. Inspection must be in a dark room. A yellow-green fluorescence will be observed if adherence coating is present. Moisture resistance testing procedure: A 100 g sample of glass bead will be placed in a 500 ml beaker and an equivalent volume of distilled water shall be added to the beaker. The beaker will then stand for 5 minutes at the end of which time the water will be carefully poured off and the glass beads transferred to a clean dry beaker and allowed to stand for 5 minutes. The beads will then be poured slowly into a standard 125 mm glass funnel having stem of 125 mm length and 10 mm inside diameter. The beads shall flow through the stem without stoppage. Slight initial agitation to start the flow through the funnel at the beginning of the test is permissible. 3.7 CHEMICAL STABILITY When the glass beads are exposed to atmospheric condition, humidity, diluted acid or alkali solutions or paint film constituents, there shall be no dulling of the surface which would adversely affect reflective properties of the beads. Calcium chloride resistance shall be determined in the following manner: 1. Place 10 grams of beads in a 100 ml beaker;

7 2. Cover the sample with 500 ml of calcium chloride (1.0 Normal Solution); 3. Let the beads soak for three hours; 4. Rinse the beads three times with 100 ml of distilled water and dry; 5. Examine the beads under a microscope and compare them with an untreated sample. Dulling of the surface or other detrimental effects shall constitute failure of this test 4.0 PACKAGING The glass beads shall be furnished in clean, durable, waterproof bags containing 25 kg each. Bags shall be of one of the following types: a. Woven polypropylene, lined inside with a sprayed polyethylene coating of 0.25 mm thickness. b. 10 ounce jute, with polyethylene liner of 0.5 mm. c. 50 pound basis weight, multi-walled kraft paper, with polyethylene liner of 0.50 mm thickness. These bags must be able to withstand handling and storage between packaging and application of the beads, and must be constructed so as to avoid contamination of the beads with foreign materials. Both ends of the bags shall be securely sealed to prevent leakage. Bags of glass beads shall be supplied by the Contractor and shall have a record kept of the following information for each Contract. This information shall be supplied to the Project Engineer. a. Name of product; b. Date of packaging; c. Manufacturer s code and batch number; d. Manufacturer s name and address. 6.0 INSPECTION Samples may be taken from the glass beads by the Department at any time. At the discretion of the Department, the samples may be tested and analyzed by an independent authority or otherwise. Results obtained from the analysis showing non-conformity to this specification shall be cause for rejection of the glass bead product. If the Department rejects part or all of the glass beads, any further testing requested or required by the Contractor shall be at the Contractor s expense. 7.0 MEASUREMENT FOR PAYMENT Glass beads are not paid as a separate item, but, are included in the item TRAFFIC LINE PAINTING paid by the line kilometer completed and accepted.
