Alok Kumar, Advisor-Health, The National Institution for Transforming India (NITI) Aayog Government of India 10:25-11:45 OPENING PLENARY SESSION 1: BUILDING AN ENABLING ENVIRONMENT FOR CATALYSING INNOVATIONS This session will focus on the role that governments in partnership with civil society and the private sector can play in supporting the development of pro-poor innovations and taking them to scale. It will explore investment in research and development of new technologies, support for new kinds of partnership for the delivery of health services and the co-construction of regulatory systems. The panel will begin with a short presentation of a framework for organized the health innovation system followed by presentations from the point of view of government officials, NGOs and private companies, which draw on concrete examples. The session will focus on new models of integrating health financing and delivery, new models of primary health care, demand-side response to problems with quality of care; and innovative approaches for reaching remote populations at an affordable cost. The discussion will focus on lessons learned from small scale experiments, challenges to be overcome in taking these innovations to scale, the changing role of government in ensuring that the needs of the majority are taken into account in this kind of change process. 5 Day 2 -Tuesday June 12th (9:00AM 1:00PM) 9:00 0:00AM SESSION 1: THE ROLE OF RESEARCH IN SOCIAL INNOVATIONS Digital health has the potential for transforming access to effective and affordable health services, but it also could reinforce existing inequalities. The focus of this session will be on the role of research in supporting innovation and in formulating and implementing strategies for taking the innovation to scale. Panelists will reflect on the challenges that need to be addressed and innovative approaches that have already emerged. The panel will explore the strengths and weaknesses of current approaches to research by health systems researchers and business schools and identify the kinds of research that would be most useful to governments and other stakeholders in the health innovation ecosystem. It will also explore how research can help governments and other stakeholders prepare for the new challenges likely to arise as traditional health systems are disrupted. It will also debate on what constitutes a successful PPP and why traditional PPP s in the health sector continue to be unsuccessful in many LMIC s. It will explore how major increases in government funding for universal health coverage can take these business models into account. This session will explore new approaches for government purchasing of health services and the kinds of provider partnerships that can deliver low cost services at scale. It could also explore innovative ways to improve the performance of the private sector in delivering effective and affordable services. Discussions will involve how different health innovators could operate with the health system space, as well as the reach to realize scale economies, take proper account of positive and negatives spillovers, and design efficiencies to improve health service delivery and uptake.
